2017년부터 현재까지 국제해사기구(IMO)에 제출된 자율운항선박 관련 의제 문서 중 인력과 관련된 의제 문서들의 내용 검토를 통해 동향을 파악하여, 현 시점까지의 운항과 관련된 용어들의 정의와 및 우리나라를 비롯한 협약국가들의 운항인력과 관련된 개발 동향을 알아보고자 한다.

A school building complex means building both the learning spaces of students and convenience space of community within school lands. The projects have has a positive effect on saving the national budget as well as expanding the learning spaces. The absence of standard agreement contracted through discussion of participants, however, has made many problems in the operated projects. Through analysis on the previous researches and conference, the paper finds main problems discussed in the operating step. And, the feasibility study is carried out in order to analyze the appropriateness of on the existing agreements on the problems. Finally, the paper presents the standard agreement for the school building complex projects. The practitioners can prevent the existing problems from new projects through using the proposed agreement. Furthermore, it is expected that the school building complex projects will be activated.

에너지 효율관리제도(최저효율기준, 라벨링 제도 등)는 에너지 사용의 증대와 산업의 발달에 따른 다양한 기기들의 개발에 따라 에너지기기들의 수요가 늘어나고 있는 현실에서 기기의 수요는 감소시키지 않으면서도 에너지를 감소시킬 수 있는 가장 효과적이고 경제적인 수단으로 평가받고 있다. 이는 이산화탄소를 비롯한 온실가스의 방출을 제한하여 지구온난화를 방지하고자 하는 기후변화협약을 이행하는 데에 있어 중요한 도구가 되고 있다. 본 논문은 이러한 고효율기기의 효율향상에 따른 기후변화협약에 대한 기여도 산정을 위해, 효율향상 시에 이산화탄소 절감량을 구하는 방안을 제시하고자 한다. 특히 전동기 분야에 대해 사례연구를 수행하였다.

지구 온난화가 심화되면서 국제적으로 기후변화 협약에서는 한층 강제력 있는 온실기체의 감축목표를 권고하고 있다. 지난 1998년에 교토 기후협약에 가입한 우리나라도 실질적인 감축목표를 결정해야 하고 능동적으로 대처해야 하는바, 이를 소홀히 한다면 무역뿐만 아니라 산업활동에도 차질이 빚어질 것이다. 이를 위해 가장 기본적인 자료라 할 수 있는 온실기체($CO_2$, CH$_4$, $N_2$O, CFCs, PFCs)의 지속적이고도 체계적인 관측과 세계적으로 인정받을 수 있는 정확한 측정값의 제시가 필수적이다. (중략)

어선 안전에 관한 국제 협약인 1977 어선안전을 위한 토레몰리노스 국제협약 및 1993 토레몰리노스 의정서는 현재 그 발효요건이 충족되지 못하여 전 세계적으로 발효되지 못하고 있는 실정이다. 이에 국제해사기구(IMO)는 의정서 요건을 완화하는 "1993 토레몰리노스 의정서 시행에 관한 협정서 개발"을 해당 전문위원회인 복원성, 만재흘수선, 어선안전 전문위원회에서 제53차 회의('11. 01)까지 그 초안 작업을 완료하고 제27차 총회에서 이를 채택할 계획으로 논의를 진행하고 있다. 따라서 이러한 국제적인 움직임에 대응하고 동 의정서 시행에 대비하여 우리나라에 미치는 파급효과를 최소화하기 위한 활동의 일환으로써 본 연구는 그 동안 IMO에서 추진하여 왔던 활동과 그 내용을 담고 있다.

The purpose of this study is to clarify why Russia has changed its position on the Caspian Sea Convention to allow cross-Caspian routes. The theory that explains Russia's change of position on Eurasian integration suggests isolation from the West and rising political and economic importance in the Asia-Pacific as cause, but fails to explain the cause of the change in position that could allow Western influence. Thus, this article suggests that a change in Russia's perception on expanding Eurasia's influence as the cause of the change on its position on the Caspian Sea.

현재의 전통적인 선박은 여러가지 목적·의무규정·각 주체의 요구에 따라 여러 가지 검사가 이루어지고 있다. 대표적으로 선급검사·협약검사·기국대행검사·PSC검사·화주검사 등이 있다. 이러한 선박검사는 자율운항선박에서도 여전히 유지 될 것으로 예상할 수 있다. 협약검사의 경우 검사의 기준이 되는 MASS Code가 IMO에 의해 개발 중에 있다. 선박검사의 경우 자율운항선박 또는 자율운항에 필요한 시스템 및 기능에 대한 기술기준 확보를 위하여 선급기준을 마련하고 있다. 이 연구는 IACS선급의 자율운항선박에 대한 정의를 비교·분석하여 기초적인 단계에서의 자율운항선박의 선급검사 방향을 제시하고자 한다.

Korean port developments have been mostly made by the central government. With the introduction of the Port Authority system, however, roles and function assignments of the central government in port development have been in change and the Port Authority has to find a solution for inducement of private investment in port development. This paper has examined the current legal system of port developments and then sought the way for inducement of private capital to improve specialty and efficiency of harbor facilities management and development under Port Authority. As the Ministry of Maritime Affairs and fisheries(MMAF) has two types of legal system for inducement of private investment on port developments, the Port Authorities can also have two types of private finance. Private finances by the Port Authorities has some more critical advantages than the one by the central government. It is also required to change the the administrative permissions and concession agreements which MMAF conveyed to private participants in port developments into the concession agreements between Port Authorities and private participants.
