As the Internet is quickly evolving from best-effort networks to business quality networks, billing based on the precise traffic measurement becomes an important issue for Internet Service Providers (ISPs). Billing settlement is necessary not only between ISP and customers but also between ISPs. Currently, most ISPs use a flat rate charging policy. Besides the degree of difficulty in deriving appropriate charging policies agreeable by a concerned party, there are substantial technical challenges to come up with a good usage-based accounting system. Usage-based accounting depending on IP packet header information only is not sufficient anymore due to highly dynamic nature of the development and the use of the Internet applications such as peer-to-peer and network games. They are using port numbers dynamically and even several applications can use the same port number. Thus, more precise means of classifying them and accounting their traffic usages are required. In this paper, we propose a high performance, adaptable, configurable, and scalable content-aware application traffic measurement and analysis system which can achieve very accurate usage-based accounting.

Traditionally, tariffs have been used to protect domestic industries. In particular, a country with more bargaining power makes a punitive threat to maintain a certain level of market share in the market of other country. In this paper, we study the effect of punitive tariffs on an irrelevant industry. In particular, when a country tries to achieve a market share or quantity target in an industry, we examine the effect of threats to impose tariffs on the major export of another industries which are irrelevant to the targeted industry. Using a simple duopoly model, we show that there is a Cournot-Nash equilibrium which supports that a country has an incentive to resolve a trade dispute voluntarily to protect its major export industry under the credible treat of punitive tariffs. This result is mainly due to the fact that the trade policy of a country concerns the aggregate benefits from trade over all its export industries. To obtain this result, this paper employs the linkage between the targeted and irrelevant industries by using the lobby of the irrelevant industry to curb the targeted industry. A lot of recent bilateral trade agreements can be applied to our results.

The construction market has gradually become complexity, variety and specialization, and then owner's requirements about quality has become various. In order to solve the problem such as stated above, advanced constructions in France, United Kingdom, Japan and United States have introduced warranty contract which is warranted to quality and performance for need of owner in determined term to ensure the quality of construction since 1960s. In addition to, domestic constructions have been meeting with international competition because of the open BOT market from FTA. Finally, this study proposed new warranty delivery system model in PFI on considering domestic status by benchmarking the delivery process and the characteristics of the warranty contract which is applied to PFI of global.

For several thousand years, Korean ginseng has been used as a medicinal herb in the oriental countries. Korea is the ginseng suzerain and, for that reason, the ginseng as a special crop in Korea has been exported to the world market since the era of the three Kingdoms. Hong Kong is the pivot of ginseng import from all of the world. In 1970s, Korea ginseng had a high market share (about 30%) in Hong Kong. However, recently, the market share of Korean ginseng in Hong Kong has been significantly reduced due to the mass production from China and Canada. Besides, America with aggressive marketing strategy takes the leadership in the international ginseng market in Hong Kong. Therefore, it is necessary for Korea to know and understand world ginseng market condition and situation in Hong Kong. The objective of this study is to identify the actual import situation at international ginseng market in Hong Kong. This study analyzed the ginseng import demand model which effected by several price variables from major importing countries at the international ginseng market in Hong Kong. The findings of this study show that the import price of Korean ginseng has an effect on the quantity of ginseng imported from other countries in Hong Kong. In addition, the quantity of ginseng imported from Korea in Hong Kong is influenced by the import price of ginseng from other countries. In conclusion, Korean ginseng plays an important role at the international ginseng market in Hong Kong.
