With the Internet winning a huge popularity, there rise urgent problems which are related to Network Security Managements such as Protecting Network and Communication from un-authorized user. Accordingly, Using Security equipments have been common lately such as Intrusion Detection Systems, Firewalls and VPNs. Those systems. however, operate in individual system which are independent to me another. Their usage are so limited according to their vendors that they can not provide a corporate Security Solution. In this paper, we present a Hierarchical Security Management Model which can be applicable to a Network Security Policies consistently. We also propose a Policy Negotiation Mechanism and a Prototype which help us to manage Security Policies and Negotiations easier. The results of this research also can be one of the useful guides to developing a Security Policy Server or Security Techniques which can be useful in different environments. This study also shows that it is also possible to improve a Security Characteristics as a whole network and also to support Policy Associations among hosts using our mechanisms.

정보기술분야의 국제 표준화 기구인 ISO/IEC JTC1에서 주도하여 추진하고 있는 MPEG 표준화가 성공적으로 진행되면서 이의 원활한 시장 적용을 위하여 복잡한 체계로 구성되어 있는 MPEG 기술표준과 연관된 다수의 특허권 처리를 위한 구체적인 조화 방안이 필요하게 되었다. 이는 또한 MPEG 기술의 특허권자가 많기 때문에 다자간의 협상이 요구되는 사안이었다. 이러한 문제 해결을 위하여 MPEG-2 표준의 경우 1990년대 초반부터 이 기술의 주요 개발 업체들간에 표준화의 추진과는 별개의 활동으로서 협의체를 구성하여 복잡한 특허권 관리를 위한 전문적인 기구의 설립을 검토하기 시작하였다. 이를 위한 기반으로 라이센싱의 일원화를 실현하는 특허 POOL을 구축하여 1996년 5월에 MPEG LA를 설립하기에 이르렀다. 이러한 MPEG LA는 공정경쟁에 위배되지 않는다는 법적인 승인을 거쳐 1997년 포트폴리오 라이센스를 공표함으로써 그 본격적인 활동을 펼쳐나가고 있다. 본 고는 표준화와 관련된 특허권 활용의 관점에서 획기적 사건이 되고 있는 MPEG LA의 활동 현황을 분석한 것으로서 특히 그 특허 POOL의 내역과 로열티 구조를 중점적으로 하여 포트폴리오 라이센스의 체계를 소개한다.

소고기 등급제는 UR무역협상 속에서 국내 축산업의 대외 경쟁력을 만들어 온 원동력이었으나 최근 다자간 자유무역협정이 논의되고 체결되는 현실에서 새로운 기능의 변화와 도약을 요구하고 있다. 우리나라와 축산현실이 비슷한 이웃나라 일본을 통하여 축산관련 기관의 역할, 시장현황, 등급판정, 식육소비홍보기능, 축산물 유통정보 수집 및 공유 체계에 대한 사례를 배우고 우리기관의 지속가능한 역할과 발전 방향이 무엇인지 조사하였다.

전기통신설비중의 이용자가 사용하는 단말장치에 관한 국가 기술기준은 수년간 안정적으로 운용되어 왔으나, 근래에 와서 기존의 아날로그 전화망 접속 위주의 기준 내용을 최근 기술을 수용할 수 있는 구조로 개정하며, 국가간 통신협상 및 통신기기 인증의 상호 인정 추진 등의 추세에 맞추어 외국 규격과의 조화를 도모하고, 정부의 규칙/고시와 통신사업자의 공시 둥으로 분산되어 구조적으로 산만한 체계를 단순화 보완할 필요성을 인식하고 금년 초에 전면적인 개정이 있었다. 이 논문에서는 개정된 단말장치에 관한 기술기준의 제정 개념과 각 기준의 내용을 설명한다.

기후변화협약 제3차 당사국총회(1997. 11)에서 채택된 교토의정서의 핵심은 온실가스(주로 이산화탄소)를 상품으로 거래할 수 있는 유연성 체계의 도입으로, 현재 기후변화협약에서는 지구환경 보호 그 자체에서 벗어나 자국의 경쟁력과 경제활동 보호를 위한 경제협약으로 발전되고 있으며, 선진기술 확보여부에 따라 협상의 우위가 좌우된다.(중략)

2007년이면 온실가스 배출통계 시스템 구축이 완료된다. 산자부는 에너지∙산업공정부문 배출통계 작성, 관리에 관한 법적근거를 에너지기본법에 신설하고, 『온실가스통계 DB구축 추진협의회』를 구성, 온실가스 인벤토리시스템(KONIS：Korean National Inventry System)을 구축한다. 또한 산업, 가정∙상업, 수송부문 최종소비단계의 온실가스 배출량 조사를 추진하여 국가에너지종합정보DB를 구축한다. 산자부는 온실가스통계 체계 구축을 통해 기술적, 경제적 감축잠재량을 분석하고, 정부-산업계가 수용 가능한 수준의 자발적 감축규모를 산정할 계획이다. 이를 통해 Post-2012 국제협상에 대비한 우리나라 대응전략을 수립하고, 산업계의 기후변화협약 대응능력과 조기감축 노력을 촉진할 수 있을 것으로 기대한다.

This paper presents the new developmental direction for fisheries policy in Korea. Korea is changing strang fisheries nation, the fact is that korea cannot effectively cope with changing fisheries situation and various fisheries difficulties, because the fisheries policy system is dispersed to each parts of the government. As a system integration framework, the role of SOA(Service Oriented Architecture) is widening and increasing day by day. The SOA framework enables software applications or computing resources to integrate flexibly and to provide more various business models. But, it is strongly required of SOA service level management for applying SOA in real business world. In this respect, we need a study on method for managing SOA system for keeping higher quality of SOA. This paper provides a new management method for SOA service level by analyzing quality factors in Web services, as SOA implementation, and negotiation/contract according to SLA methodology.

Nagoya Protocol designed to establish criteria about material trade of biological genetic resources(ABS) was adopted in the 10th conference of the Parties to the Convention on Biological Diversity. In the course of the negotiation for adoption of the protocol, there was conflict between developed and developing countries, resource-rich and poor countries, and multinational corporations and environmentalists. This study investigates conflict process, subjects, issues and major factors in the negotiation case, and analyzes the negotiation by using the Conflict Management Process. To develope conflict management strategies for various conflict cases, we examine previous studies and analyze the intersectional conflict factors of this case and general cases, such as Fundamental side, Resource-allocation side, and Communication/Information-sharing side. These analyses of conflict prevention/resolution of the ABS negotiation show the importance of building mutual trust among stakeholders, enhancing mediator training, and constructing appropriate legislative/policy systems for successful conflict management.
