말하기는 곧 행위라는 주장이 화용론의 핵심명제이다. VTS 대화는 선박들의 효율적이고 안전한 항해를 위해 이루어지는 언어적 상호작용 행위이다. 본 연구에서는 모든 VTS 화행은 항해행위의 수행에 따른 부수적인 요소가 아니라 필수불가결한 요소라는 점에 주목하고자 하였다. 먼저 화용론에서 다루는 대화의 협력원칙, 공손원칙, 명령화행 및 약속화행의 적정성, 최소대화의 원칙을 VTS 대화 상황에 적용하여 VTS 화행의 특성을 정립하고자 하였다. 그리고 실제 발생했던 해양사고에서 선박 간 담화 또는 대화를 분석함으로써 화용론적 실패가 충돌사고에 어떻게 영향을 끼치는지를 검토해보았다. VTS 상황에서 이루어지는 담화 또는 대화분석을 통해 해양사고의 원인을 심도 있게 분석하는 방안과 이의 결과를 항해사 및 관제사 교육에 활용하는 방안을 제시하였다. 덧붙여서 co-Navigation 개념이 항해안전의 새로운 패러다임이 되어야 한다는 것을 주장하였다.

본 연구에서는 신(新)산학협력 패러다임에서 출발한 창업대학원 사업의 실태를 조사하여 자생력을 증진시키기 위한 방안으로 창업대학원 교육프로그램 개발의 역할모형을 제시하고자 하였다. 5개 창업대학원 설문조사에 의하면, 창업대학원은 창업교육프로그램 결정과정에서 수요자 중심의 창업교육 활성화 요인들이 종합적으로 고려되지 않는 경향을 보였다. 이것은 창업교육기관의 프로그램 개발과 과정에서 수요자(학습자, 지역사회, 기관)의 요구를 분석하고 목표를 설정하는 등 일련의 절차가 전문적이고 체계적으로 이루어지지 못하고 있음을 보여주는 것이다. 따라서 본 연구를 통해 창업대학원에게 신산학협력 패러다임의 중요성을 전달하고 창업교육프로그램을 개발함에 있어 신산학협력 패러다임의 주요 원칙을 적용토록 유도하여 지속적인 생존과 발전이 가능하도록 한다. 그리고 유관기관에 대한 역할 모형을 제시하여 창업교육프로그램 개발에 있어 상생의 협력이 가능한 유관기관을 선정 할 수 있도록 기준과 역할모형을 제시하였다. 따라서 본 연구는 창업대학원 사업의 실태를 조사하여 창업교육프로그램 개발 모델들이 신산학협력의 패러다임과 부합되는지 검증하고자 하였다. 이에 본 연구는 크게 두 가지의 접근을 시도하였다. 첫째, 본 연구는 이론적 검토를 통해 신산학협력 패러다임의 주요 원칙들을 도출하고 창업교육에 효과적인 적용방법을 고찰하였다. 둘째, 5개 창업대학원의 교육프로그램 개발 성과를 측정하기 위해 주요 원칙이 얼마나 잘 지켜지고 있는가를 확인하였다.

최근 들어 개인정보 유출 사고가 빈번히 발생하고 있어, 개인정보 보호를 위한 법제도적 대책뿐만 아니라 기술적 보호대책의 강화가 요구되고 있다. 그러나 국가마다 지역마다 서로 다른 개인정보보호관련 법 제도적 요구사항의 상이는 서로 다른 보호조치 수준을 초래하며, 이는 궁극적으로 국가 간 또는 지역 간 개인정보의 자유로운 이전의 커다란 장애물이 되고 있다. 따라서 글로벌하게 합의된 프라이버시 원칙이 요구되었으며, 이에 기반을 둔 보호대책(control)의 개발이 필요하게 되었으며, 이 보호대책은 기업에 의해 수립되는 개인정보보호관리체계 (PIMS, personal information management system)의 인증 기준이 되며, 개인정보관리체계의 인증은 국가간 개인정보보호의 원만한 이동을 가능케 할 것이다. 본 논문에서는 각각 경제협력개발기구(OECD), 아시아태평양경제협력기구(APEC), 그리고 국제표준화 기구인 ISO/IEC, 그리고 한국 정보통신기술협회(TTA) 정보통신단체표준에서 정의된 프라이버시 원칙을 살펴보고, 각 프라이버시 원칙을 비교한다. 또한, 최근 구글의 개인정보통합관리에 대응할 수 있는 비연결성(unlikability) 원칙을 포함한 추가적인 프라이버시 원칙도 제시한다. 참고로 본 논문의 내용은 TTA 표준[4] 개발 시에도 반영 되었다.

The purpose of this paper is to clarify the actual conditions of entrepreneurial school which was drawn from the new industry-academy cooperation paradigm, and to suggest a role model for educational program for entrepreneurial school, in order to increase its self-generating ability. According to survey of 5 entrepreneurial schools, most of curriculums did not show a user-based. This indicates that series of processes, such as analyzing user's(learner, local community, institution) request and setting up the goal are not being conducted professionally and systematically. Through this study, I would like to deliver the importance of new industry-academy cooperation paradigm of entrepreneurial schools and incite them to apply major principles of new industry-academy cooperation paradigm to their entrepreneurial education program, in order to enable continuous survival and development. This study has conducted research on the actual conditions of entrepreneurial school to examine whether the role model of entrepreneurial education program coincides with the paradigm of new industry-academy cooperation paradigm. Thus, this study has conducted two verifications as whole. First, through theoretical examination, this study has drawn out the major principles of new industry-academy cooperation paradigm and considered effective applying method for it. Second, this study has analyzed overseas' cases for development of entrepreneurial education program and proved the propriety of major principles. Through theory and case studies, the study presented a role models for each subjects and provided necessity for applying major principles to entrepreneurial school's research on the actual operating condition.

In dieser Arbeit wird versucht, das Gricesche Kooperationsprinzip und die dazu $geh\"{o}renden$ Maximen unter das Perspektiv der allgemin rnenschlichen Handlung zu revidieren. Vor allem wird in Frage gestellt, ob die Beteiligten an einem $Gespr\"{a}chsgeschehen$ unter sich in Wirklichkeit kooperieren. Um die Hypothese, dass die $Gespr\"{a}chsteilnehmer$ in der zugrunde liegenden Interaktionsebene kooperieren, zu $best\"{a}tigen$, wird auf das sogenannte iterierte Gefangenedilemma $r\"{u}ckgegriffen$M. Im $Anschlu\ss$ daran wird ein authentisches $Gespr\"{a}ch$ besonders in Hinsicht auf kooperative, sprachliche Interaktionen analysiert. Durch dieses empirsche Analyseverfahren manifestiert sieh, dass die Griceschen Kooperationsmaximen auf eine konkrete $Gespr\"{a}chssituation$ revidiert anzuwenden sind, denn in den verschiedentlich realisierten $Gespr\"{a}chen\;das\;Gespr\"{a}chsziel$ nicht als auf maximal effektiven Informationsaustausch $eingeschr\"{a}nkt$ betrachtet werden kann.

Japan has abolished the 3 Principles on Arms Exports and announced the new 3 Principles on Transfer of Defense Equipment and Technology. This article investigates the backgrounds of the abolition of the old regulation on banning arms exports. Japan government repealed 3 principles on arms exports to develop military industry and they insist that they pursue their national strategy called "Proactive Contribution to Peace." The future changes in defense industry due to the new principles are examined with the analysis of the defense industry indicators. The home production of the arms could be continued. However the international cooperation for the co-development and co-production of the weapon systems would be increased with not only the US but also the various countries. At the same time the efforts to export arms overseas are anticipated to be enhanced by the Japanese government and defense companies.

극동지역에서 Loran-C 국제협력 체인의 구성에 따란 한국, 중국, 러시아 3개국에 상호호혜원칙에 따라 이용범위의 증대 및 전파표지의 연구 발전을 도모하는 등 전파표지분야의 협력과 발전을 위하여 협정서에 명시된 정책수행과 협정 체약국간 활동을 조정하는 역할을 하며 초기('92.9.7)에는 기관간의 협정으로 시작하였으나 '00.12.22에 정부간 협정으로 변경되어 그동안 Loran-C 국제 협력체인을 구성하는 한편 전파표지에 관한 정보 교환 및 운영절차 마련 등으로 해상교통안전에 크게 기여하고 있다. 최근 해사안전정보(MSI) 제공과 GNSS 전파간섭에 대비한 위치정보 제공에 관한 관심이 대두되면서 향후 FENRS에서 협력하고 발전해나갈 방향을 제시하고자 한다.

Remanufacturing is one alternative to conserve the good environment of our earth and to save the production resources and manufacturing energy. To make active remanufacturing in Korea we have to prepare basic rules to support the collaboration among the original manufacturing, remanufacturing, and repairing companies. Basic rules for active remanufacturing can be established by the analysis of recently environments of remanufacturing procedures and the relationship among the main constituents.

중국은 원자력법에 의해 원자력관리 주무관청(에너지성 및 그 관할하의 중국핵공업총공사), 안전감독기관(국가핵안전국) 및 기타 원자력안전$\cdot$감독 주무관청(국가환경보호국, 위생성, 공안성, 노동인사성) 등 3부문으로 나누어지는 행정조직을 갖고 있다. 이들은 $\ulcorner$집중관리, 분업협력$\lrcorner$이라는 원칙을 근거로 각 관청이 각각 독립적으로 권한을 행사한다.
