International research cooperation is emerging as one of the strategies for improving research performance. Therefore, in this study, through the analysis of research reports on the theme of international research cooperation, the subject and issues of international research cooperation were identified and the characteristics of these studies were confirmed. To this end, related report data were constructed, statistical data analysis and big data analysis of the data were performed. Considering the current international research cooperation network, it is necessary to conduct international research cooperation centered on developing countries while paying attention to the increase in China's proportion of international research cooperation. Second, it is necessary to emphasize the importance of international research cooperation in various countries, including developing countries, in that the interdependence of research between countries increases and the citation index of actual joint research is higher. Third, it can be seen that the subject field in which international research cooperation can be activated may vary depending on the type of support project. Therefore, it suggests that in order for international research cooperation on more diverse topics to be carried out, projects supporting them must also be diversified.

In knowledge-based economies, the facilitation of knowledge diffusion among R&D performing actors has become the most important factor for the growth of national science and technology. Korea has strived for revitalizing R&D partnerships between public and private sectors since 1970, but results of KIS (Korean innovation survey) data analysis show that R&D cooperation with public institute or academic sector are not a great help to Korean firm's innovation on the whole. Especially, in small and medium sized firm, R&D partnerships with public sector do not have positive influence on their innovation. This implies policies of activating R&D partnership should be formulated based on firm's cooperation demand. In addition to this, discriminatory cooperation plans between large firms and small and medium sized firms are needed to raise the effectiveness of R&D partnership.

This study analyzed the effect of cooperation activities among SMEs. In order to study empirical analysis, we classified the types of cooperation into four dimensions: technology cooperation, human resource cooperation, sales cooperation and financial cooperation. Review the role of the collaborative philosophy as a predictor. This study also analyzed the relationship between cooperation philosophy, cooperation activities and performance. The results of this study are as follows: First, the result of path analysis between cooperation philosophy and cooperation activities shows that cooperation philosophy has an important influence on technical cooperation, human resource cooperation, sales cooperation and financial cooperation. Second, the results of the relationship between cooperation activities and achievements, technical cooperation, human resource cooperation, and sales cooperation have an important influence on cooperation performance. The meaning of this study is as follows. Analyze empirical tests using the PSBP model from a partnership perspective. We are trying to verify the relationship with SMEs. Therefore, we can suggest a beneficial implication to explain the importance of cooperation activities between SMEs. Also, SME business units have a problem with technical information leakage when they form partnerships, but in order to overcome this problem, we can use cooperative philosophies and avoid negative views.

We analyse the impact of R&D cooperation on Industrial R&D programs of Government (Ministry of Trade, Industry & Energy, MOTIE), specially performance differentiating between type of R&D partners, type of R&D project leader organizations. And considering five performance measures: paper, patent, technology transfer, commercialization, new employment. Using data on a large sample of post-performance survey of MOTIE in Korea (2013), we examine the impact of R&D cooperation in 2008-2012. The method of analysis is binary logistic regression models operated by SPSS. The results of this study are follows; the performance is statistically significantly different between type of R&D partners, type of R&D project leader organizations on R&D cooperation. Specially, when a private enterprise cooperate with non-profit institutions, performance has a greater success of paper, patent, new employment. On the other hand, when a private enterprise cooperate with a private enterprise cooperate, performance decrease success of paper, technology transfer. Lastly, when non-profit institutions cooperate with a private enterprise, performance has a greater success of patent, technology transfer.

민군기술협력사업은 민과 군의 공동활용 기술개발 및 기술의 상호이전을 추진하는 사업으로, 민군기술의 융합을 바탕으로 과학기술을 효과적으로 획득하고 활용하기 위한 국가정책이다. 1998년 이후 현재까지 정부주도의 다양한 민군기술협력사업 진흥정책이 시행되었으나, 일관성있는 범 부처자원의 추진체계 및 위원회와 참여기관간의 상호협력 부족으로 그 효과가 극대화되지 못하고 있어 민군기술협력사업의 효율적인 정책 추진 방안에 대한 연구가 필요하다. 본 연구에서는 정부의 기본계획에 대해 각 수립 시기별로 민군기술협력 거버넌스 변화에 따른 민군기술협력사업의 연구 성과와 민군 기술의 상호 영향성과 문제점을 확인하고, 이를 기반으로 거버넌스에 의한 민군기술협력 사업의 활성화 영향에 대해 분석하였다. 향후 민군기술협력의 시너지 개선을 위하여, 민군기술협력 사업의 정책 주체인 정부부처-위원회-전문가집단 관계구조의 발전 방향에 대해 추가 연구할 예정이다.

The aim of this study is to investigate the effect of factors hampering innovation on firm's R&D cooperation. We classify the obstacles to innovation into lack of money and information, and also distinguish between horizontal cooperation and vertical cooperation. We argue that different obstacles have a differential effect on the types of R&D cooperation. We examined the hypotheses using KIS (Korea Innovation Survey) data. The results show that deficiency of information is positively related to both vertical and horizontal cooperation, however, lack of money is not related to firm's R&D cooperation. Based on these findings from Korean manufacturing firms, the implications of the results and future research directions are discussed.

This paper analyzes the factors affecting the relationship characteristics of firms and public research institutes, in-addition to analyzing the effect of relationship characteristics with the industry-public research institute cooperation. We selected factors influencing relationship characteristics of firms and public research institutes based on the study of existing industry-university-institute cooperation. These factors include the willingness of the industry-public research institute cooperation, firm's R&D capabilities, and the firm's perceived public research institutes competence. The relationship between these factors, their relationship characteristics, and the performance of the industry-public research institute cooperation was studied using six hypotheses. In order to test this research model, we conducted a survey on industry-public research institute cooperation firms and received responses from 116 companies. Partial Least Square-Multi Group Analysis (PLS-MGA) was used to test the research model. The results of the empirical analysis show the following results. First, the willingness of the industry-public research institute cooperation, firm's R&D capabilities and firm's perceived public research institutes competence have a positive impact on the relationship characteristics of firms and public research institutes. Second, the relationship characteristics of firms and public research institutes have a positive impact on firm performance in the industry-public research institute cooperation. Third, firm's R&D capabilities and firm's perceived public research institutes competence directly affect firm performance in the industry-public research institute cooperation. These results provide policy and practical implications for enhancing firm performance of the industry-public research institute cooperation.

'기술융합'은 기존기술 간 결합 또는 전혀 새로운 기술개발을 통한 신산업 창출과 사회적 난제 해결을 가능하게 하는 혁신의 최근 트렌드이다. 과학기술을 통한 한국 경제성장 전략의 첨병이었던 국가 출연(연)구소에 대해서도 융합연구 조직으로의 역할 변화를 둘러싼 정책적 관심이 높아지고 있다. 본 연구는 출연(연) 융합연구의 성공 핵심요소를 '협력'으로 보고 다음의 연구 목적을 설정하였다. 첫째, 기술개발 목적과 문제해결 과정 관점에서 융합연구 개념과 범위를 정의하고, 그 특성을 반영하는 분석 프레임워크를 제안한다. 둘째, 융합연구에서의 협력활동과 그 성과를 유형화하고 새로운 분석지표를 제안한다. 셋째, 융합연구에서의 협력활동 특성과 그 정도가 성과에 미치는 영향을 분석한다. 이를 위하여, 국가연구개발사업 및 NST 융합연구사업을 통한 융합연구 과제 수행 경험이 있는 각 출연(연) 104명의 연구책임자들에게 협력의 방식 및 정성적 성과에 대한 설문조사를 수행하였다. 이후, 조사결과를 바탕으로 협력활동 특성과 성과 간 상관관계를 규명하는 회귀분석을 수행하였다. 분석결과, 첫째, 지식 창출활동에서는 협력 파트너 다변화가 중요한 변수였다. 둘째, 유사분야 연구자들 간 집체형 협력활동은 특허 기술이전과 같이 목적이 명확한 성과에 영향을 미치는 것으로 나타났다. 셋째, 연구자들에게 독립성과 자율성을 부여하고, 지식 노하우 등 기술역량의 상호공유가 이루어질수록 창출지식의 다양성 및 관계의 지속성이 높아지는 것으로 나타났다. 연구 결과는 융합연구를 위한 협력과 성과 분석방법의 정책방향을 제시한다.

최근 국제기술환경은 국가 간 기술 개발 경쟁이 치열해지는 동시에 상호 협력도 확대되는 「경쟁」과 「협력」이 공존하는 상황이 전개되고 있다. 특히 세계의 1%에도 미치지 못하는 연구 개발 자원을 보유하고 있는 우리 나라의 경우, 인적·물적 자원의 한계를 극복하기 위해서는 「국제협력」에 적극 참여하는 것만이 유일한 번영의 길이라고 할 수 있다. 이러한 추세에 대응하여 과거 미국과 일본에 과도하게 의존되었던 기술 협력은 최근 EC, 소련, 동구권 등으로 다변화되고 있다. 향후 기술 협력의 추진 방향은 우리의 기술 개발 목표와 해외의 강점 분야를 연계한 쌍무협력을 강화하고, 국제 공동 연구에의 적극 참여와 지구적 문제의 해결에 능동적으로 동참하는 다국간 협력을 추진할 것으로 전망된다. 이하 미국, 일본, EC, 북한, 소련 및 북방 국가들과의 '92년도의 주요기술협력사항을 전망해본다. In this paper, we consider a cooperation between firms and universities based on KOITA's and KIET's research results which is a research organ about the obstacle factors of the cooperation between firms and universities. Also, we consider the motivation of a cooperation with a technology innovation based on STEPI's research results. From the basis on the results, we will suggest a new cooperation strategy between firms and universities. We will propose a new development cooperation model(strategy) which is included the infra(hardware), that is implemented for the company's support, and the networking between cooperation components and expert management man-power.
