북한은 과학기술중시정책을 추진하면서 과학기술 우대환경을 조성하고, 전민과학기술 인재화 및 과학교육 강조 그리고 새 세기 산업혁명을 내세우며 자력갱생과 경제 발전을 위한 과학기술의 도구적 입장을 가지고 있다. 특수부문에서 강점을 가지고 있고, 기초과학 부문 및 정보기술영역에서 성과를 보여주고 있고, 국제학술활동에도 참여하는 등 얼마간의 대외 개방성도 나타내고 있다. 핵문제 즉 비핵화의 과제가 남아 있으나 남북 정상회담과 북미정사회담을 통해 남북교류협력의 여건이 나아지고 있고, 과학기술계 정부출연연구기관 소속의 연구자들이 북한연구과 남북협력을 준비한다. 대북 재제의 여건하에서 활성화될 수는 없으나 남북 과학자간 학술대회를 개최하고, 백두산연구기지 설립으로 백두산 지진 뿐만 아니라 천문 연구와 천연물, 광물 개발 등을 제안하였다. 앞으로는 남북과학기술협력센터 설립을 검토하고 보다 다양한 남북 과학기술 협력을 위한 기반 조성을 위한 향후 계획을 논한다.

This article explains the background of the Korea Indonesia e-Government Cooperation Center established in 2016 as a new intergovernmental cooperation model of the ODA (Official Development Assistance) project in Indonesia, one of the developing countries in Southeast Asia, and shares the center's role and achievements. Through this, we show that it can be a new cooperation model for ODA field that needs expertise in the future.

As the role of universities as a civic university contributing to regional development has been emphasized, industry-academic cooperation projects are increasingly focused on quadruple helix interactions of university, government, business and civic society. Drawing upon focus group interviews, we divided place-based industry-academic cooperation projects into four different types and stages of development, according to two indicators of network participation and network strength. Although the proportion of projects that were in the early stages of development was overwhelmingly high, some universities developed a close cooperative system with the local community to enhance the effectiveness of the industry-academic cooperation projects and to implement them in an advanced stage. These findings suggest that the LINC+ project, which has been criticized for its policy effectiveness, will not only contribute to enhancing policy effectiveness through place-based projects but also enhance the role of universities as the main body of regional innovation.

효율적인 글로벌 생산경영은 각국에 위치한 생산시설을 통제·운영(control)해야 하는 글로벌 기업(다국적기업)에게 중요한 문제가 되고 있다. 각 나라에 위치한 생산시설은 글로벌기업의 생산네트워크를 구성하는데, 효율적인 글로벌 생산경영을 위해서는 이러한 글로벌 생산네트워크가 최적으로 운영되어야 한다. 글로벌기업은 협력·조정 메커니즘(coordination mechanism)을 통하여 이를 달성할 수 있다. 글로벌 협력·조정 메커니즘(global coordination mechanism)이란 글로벌 기업의 본사와 해외자회사 모두의 생산활동에 상호 영향을 미치는 의사결정을 하는데 있어서 서로 협력하고 조정할 수 있도록 해주는 조직적 의사결정지원 시스템의 하나이다. 이는 협력·조정의 영역, 방법, 구조 등 세가지 기본 틀을 살펴봄으로써 이해될 수 있다는 것이 본 논문의 기본 전제이다. 이 논문에서는 한국 글로벌기업의 본사와 해외 자회사간 협력·조정 활동을 분석하여, 해외 자회사의 생산성과를 높이기 위한 효과적인 협력·조정 메커니즘의 결정요소를 파악하고자 한다. 실증분석을 통하여 다음과 같은 가설을 검증한다. (1) 산업의 특성은 협력·조정 메커니즘과 글로벌 생산성과 간의 상호관계에 영향을 미친다. (2) 글로벌기업의 특성(예를 들어, 기업의 글로벌화 정도, 규모)은 협력·조정 메커니즘과 글로벌 생산성과 간의 상호관계에 영향을 미친다. (3) 산업과 기업의 특성을 반영하여 협력·조정 메커니즘의 구성요소 (협력·조정 영역, 방법, 및 구조) 간의 적합성(fit)이 이루어졌을 때 글로벌 생산성과는 가장 높다.

The debate of South-North transboundary rivers must be expanded from the existing cooperation in water resources towards cooperation within ecosystem conservation. Regarding the Han and Imjin rivers confluence water system, the nature of the estuarine ecosystem must be conserved considering the aspect of climate change. Furthermore, the agenda of maintaining continuous inter-Korean communication and cooperation should focus on ecosystem conservation, including conserving migratory species that inhabit both Koreas. Notably, within the Han and Imjin rivers confluence, transboundary rivers are abundant legally protected species such as Grus vipio, Anser fabalis, Anser cygnoides, Platalea minor, Lutra lutra, Prionailurus bengalensis which suggests a strong need for a debate regarding habitat conservation. This study analyzed the ecosystem conditions and environmental aspects within the confluence of Han and Imjin rivers. In addition, this study provided step wise approach of ecosystem conservation that consider conditions for potential direct inter-Korean cooperation. The inter-Korean cooperation mentioned in this study will be developed into legitimate cooperation once the results from monitoring the ecosystem of transboundary rivers, awareness raising are exchanged.

Pure P2P 환경에서는 축적된 자료를 사용하지 않고 실시간 정보를 사용하여 소수의 서비스 항목만으로도 협력적 필터링을 제공할 수 있어야 한다 그러나 지역에서 수집된 소수의 서비스 항목만으로 협력적 필터링을 할 경우 추천 서비스의 질이 떨어지게 되므로, 사용자의 컨텍스트 정보를 이용하여 추천 서비스의 질을 높일 수 있는 방법이 연구되어야 한다. 하지만 사용자 컨텍스트 정보는 다량의 정보가 순간에 인식될 수 있기 때문에 확장성 문제(Scalability Problem)가 발생하고, 영역과 아이템에 따라 차별화된 서비스를 지원하기에는 한계성을 가지고 있다. 이러한 문제점을 해결하기 위하여 본 연구에서는 SOM을 이용하여 컨텍스트 정보를 서비스 영역별로 클러스터링(Clustering)하여, 사용자별로 분류함으로 확장성 문제를 해결하였다. 또한, 분류된 자료들 중 서비스 요구자와 비슷한 분류에 있는 사용자들의 컨텍스트 정보들을 정량화하여 협력적 필터링함으로 사용자에게 적합한 서비스를 지원할 수 있다.

무기체계 개발에 있어서 내장형 소프트웨어의 비중과 그 중요도가 점점 증가하고 있고, 고객 또한 무기체계 소프트웨어 개발 및 관리지침을 제정하여 소프트웨어 신뢰성 시험수준에 대한 놓은 요구사항을 제시하고 있다. 이렇게 대내외 환경이 변화하고 있음에 따라 당사는 고품질의 소프트웨어를 고객에게 납품하기 위해서 내장형 소프트웨어 신뢰성 향상활동을 수년간 수행해오고 있다. 업체주관 개발사업 증가와 무기체계 외주개발 비중 증가에 따라 고품질의 협력개발 소프트웨어의 획득이 중요해지고 있다. 하지만, 납품 받은 소프트웨어를 체계 통합하는 시기에 소프트웨어 결함이 많이 내재되어 있어 문제점이 많이 발생되고 있으며, 납품 이후에도 많은 결함수정과 재 작업이 발생하여 추가비용이 많이 발생하고 있다. 본 논문에서는 협력개발 소프트웨어 제품의 신뢰성 향상을 위해 TMMi 시험 프로세스를 적용하여 협력회사의 소프트웨어 시험 역량을 강화하고 고품질의 소프트웨어를 획득할 수 있는 방안을 제안하고자 한다.

This study reviewed the library cooperation of the National Library of Korea and regional public libraries in Korea, and analyzed the actual condition and cooperation program of public libraries in Incheon. The results of this study proposed some directions to improve cooperation among public libraries in Incheon as follows: to strengthen infrastructure of local public libraries; to build up the position of regional representative library and set up effective management of library policy organization authorities; to resolve the problems derived from multiple administrations and harmonize communications among public libraries; to appoint and administer strongpoint libraries; to specialize local libraries concerning characteristics; to expand and improve the existing library cooperative programs such as shared purchasing, interlibrary loan, preservation, cooperation with small libraries etc.

It has become difficult with R&D capabilities of single nation to secure the weapons systems we need, particularly when faced with an increasingly limited budget and transforming into state-of-the-art weapon systems. Therefore, our country is also pursuing international joint technology cooperation for the efficient use of limited defense budgets. In this study, we analyzed the strategy focused on international joint technology cooperation with India. We identified three groups based on the level of defense science and technology cooperation, then we also present a possible cooperation areas and implementation strategies for each group. In addition, we suggest the need for maintenance of the legal system, and professional organizations in order to efficiently access the Indian market.

In this study, factors necessary for successful industry-university cooperation of SMEs(small and medium-sized enterprises) were identified. The structure of the TOE (Technology, Organization, Environment) framework was considered for a company's industry-university cooperation preparation capacity, and open innovation collaboration and resilience were utilized as a mediating effect between industry-university cooperation preparation capacity and corporate performance. This study verified the model through a structured questionnaire targeting 204 SMEs with industry-university cooperation experience. As a result, it was confirmed that it was important for companies to make diversified efforts by accommodating industry-university cooperation to obtain results from industry-university cooperation.
