Review Criteria and Evaluation Framework for Environmental Builtforms in urban space (도시 환경조형물 심의기준과 평가모형)

  • Part of public arts, environmental builforms not only enhance the beauty of a building, but also serve to stabilize the citizen's psychology and as a landmark having intimate values with the city environment and symbolic meanings. Thus they do have sociocultural values as an original formative artwork. The purpose of this study was to suggest evaluation and review methods and an evaluation framework for environmental builtforms, which had legal binding under the building decoration system, to a local government to improve the quality level of urban environment. It will be such a distant goal of creating a desirable urban environment as long as environmental builtforms are merely regarded as an object to follow a vogue and a mandatory passage procedure. It's important to take a perspective of an expert to set up and suggest an evaluation system in the public aspects. In the study a consideration was made of the current systems and review criteria of environmental builtforms, which was followed by the development of a theoretical research model and of a framework for statistical evaluation by a group of experts. The questionnaire designed based on the theoretical research model was tested for validity and reliability. Its pilot test results were then analyzed to verify the hypotheses. The questionnaire collected twice were statistically analyzed in exploratory and confirmatory factor analysis with the SPSSWIN 11 program. All the analysis results were used to come up with a final evaluation framework.

Design Concept of Beams Reinforced by Deformed Bars and Non-Prestressed Strands in Combination (비긴장강연선과 철근이 혼용된 보의 설계방안)

  • A new precast concrete (PC) beam and column connection system using non-prestressed wire strands was recently developed. The system is composed of one unit of two-storied PC-column and PC-beams with U-shaped ends. The connection part of the column and beams is reinforced by deformed bars and non-prestressed wire strands in combination for the improvement of workability. Structural performance of this system was verified by several experimental studies. The purpose of this study is developing a design concept of the beam reinforced by deformed bars and non-prestressed wire strands in combination, in terms of the cross-sectional analysis, based on the preceded experiment. A minimum and maximum reinforcement ratio and the calculation formula for the strength of flexural member reinforced by reinforcements having different yield strengths are derived based on KBC2009. Under consideration existing research results for the application of high strength reinforcement bars, the design yield strength of the non-prestressed wire strand is suggested. An example for the cross section design, satisfying the serviceability requirements, demonstrates the applicability of the design concept developed in the study.

A Study on Developing Education and Training System for Informationalization in Governmental Organization (정부조직의 정보화교육훈련 체계구축에 관한 연구)

  • The effective use of IT(information technology) will increasingly become one of the key determinants for successful informationalization in govermental organization And the ability of the public officials in using IT or operating information system is essential to the effective use of IT. This study focuses on constructing a theoretical base of developing the education and training system for enhancing the IT ability of the public officials. In order to achieve this research goal, first this study suggests four categories of IT education and training for (1) the basic capability of IT use (2) the skills of operating information system (3) the management competence of performing strategic use of IT, (4) the expert skills for specific IT, and then derives concrete items for each category. With respect to these items, we empirically investigate the degree of necessity and the effective way of education and training according to tasks, positions and ability of the public officials. The data analyses are based on questionnaires responded by 300 public officials who attend the education and training programs held by the Training Institute of Ministry of Information and Communication. The results of this study can provide the theoretical basis for constructing the IT education and training system which is applicable to most of Korean organizations. Also they can be used as a practical guideline in developing and promoting specific IT education and training programs.

Determination of operating offline detention reservoir considering system resilience (시스템 탄력성을 고려한 빗물저류조 운영수위 결정)

  • Recently, the number of occurrences of inundation and the severity of flood damage has increased rapidly as the frequency of localized heavy rainfall and the ratio of impervious area increased in urban areas. Most local governments focus on employing structural measures (e.g., the construction of detention reservoirs/pump stations, rehabilitation of drainage and sewer pipes) to prevent urban inundation. On the other hand, the effectiveness of implementing such structural measures is being dimished because there are already many inundation prevention facilities. The limitation of structural measures can be overcoming by employing non-structure measures, such as flood alerts and the operation of drainage facilities. This study suggests the pump operation rule (i.e., suggesting pump stop level) for a new detention reservoir operating method, which triggers the operation of a pump based on the water level at the monitoring node in urban drainage system. In the new reservoir operation, a total of 48 rainfall events are generated by the Huff distribution for determining the proper pump stop level. First, the generated rainfall events are distributed as frequencies, quartiles, and durations. The averaged system resilience value was determined to range from 1.2 m to 1.5 m is based on the rainfall-runoff simulation with rainfall generated by the Huff distribution. In this range, 1.2 m was identified considering the safety factor of 1.25 by the Standard on sewer facilities in 2011.

Deep learning based crack detection from tunnel cement concrete lining (딥러닝 기반 터널 콘크리트 라이닝 균열 탐지)

  • As human-based tunnel inspections are affected by the subjective judgment of the inspector, making continuous history management difficult. There is a lot of deep learning-based automatic crack detection research recently. However, the large public crack datasets used in most studies differ significantly from those in tunnels. Also, additional work is required to build sophisticated crack labels in current tunnel evaluation. Therefore, we present a method to improve crack detection performance by inputting existing datasets into a deep learning model. We evaluate and compare the performance of deep learning models trained by combining existing tunnel datasets, high-quality tunnel datasets, and public crack datasets. As a result, DeepLabv3+ with Cross-Entropy loss function performed best when trained on both public datasets, patchwise classification, and oversampled tunnel datasets. In the future, we expect to contribute to establishing a plan to efficiently utilize the tunnel image acquisition system's data for deep learning model learning.

A study on the development and applicability of fire risk assessment method for small road tunnels passing only small cars (소형차 전용 도로터널의 화재 위험도 평가기법개발 및 적용성에 관한 연구)

  • A quantitative risk assessment method for quantitatively evaluating the fire risk in designing a road tunnel disaster prevention facilities has been introduced to evaluate the appropriateness of a disaster prevention facility in a large tunnel through which all vehicle types pass. However, since the quantitative risk assessment method of the developed can be applied only to the large sectional area tunnels (large tunnels), it is necessary to develop a quantitative risk assessment method for road tunnels passing only small cars which has recently been constructed or planned. In this study, fire accidents scenarios and quantitative risk assesment method for small road tunnels through small cars only which is based on the methods for existing road tunnels (large tunnels). And the risk according to the distance between cross passage is evaluated. As a result, in order to satisfy the societal risk assessment criteria, the distance of the appropriate distance between cross passages was estimated to be 200 m, and the effect of the ventilation system of the large port exhaust ventilation system was quantitatively analyzed by comparing the longitudinal ventilation system.

Current Transmission of Intangible Cultural Property in Ibuk 5-do and Proposal for its Development (이북5도 무형문화재의 전승현황과 발전방안)

  • This study is designed to find out the protection system of intangible cultural property as the current national policy and analyze the foundational problems in order to suggest the future vision in a way of transmitting the traditional cultural heritage to the descendants, based on the policy support for the intangible cultural property under the control of Commission for Ibuk 5-do (5 Northern Provinces of Korean peninsula). The research issue is first, the aging of the holders of the important cultural properties in Ibuk 5-do and the overcoming of the incomplete transmission system. The second issue is the protective policy of the transmission from the national perspective and the justification of the government's financial support. The third issue is the development of cultural contents by using the intangible cultural properties in Ibuk 5-do and the suggestion of the creative development for the resourcing of culture. As for the research methods, reference research and analysis on interview data and data from the related entities was done were analyzed and the results were actively adopted. The research results showed the followings to be required; first, the aged holders of the cultural properties shall be treated well and at the same time, the holders recognized to hold the transmission ability shall be dually designated. Second, the training system for the younger generation to keep the traditional cultural heritage shall be established; Third, the educational program and school education shall be extended so that the importance of the transmission of the intangible traditional cultural properties in Ibuk 5-do (northern 5 provinces of Korea) shall be recognized; Fourth, the recording system shall be constructed and its application system shall be required. In the end, in order for such development methods to be implemented effectively, active government support is desperately required.

Estimating Stem Volume Table of Quercus Acutissima in South Korea using Variable Exponent Equation (변량지수식을 이용한 전국 상수리나무의 입목수간재적표 추정)

  • This study was conducted to develop a stem volume table for Quercus acutissima in Korea by using Kozak's stem taper equation. In total, 2700 tree samples were collected around the country, and growth performance was investigated through compiling data on diameters by stem height and stem analysis. In order to test the stem taper equation's fitness, the fitness index (FI), bias, and mean absolute deviation (MAD) were analyzed. The fitness of the equation was estimated at 97%, bias as 0.017, and MAD turned out to be 1.118, respectively. Furthermore, there was a statistically significant volume difference between the current volume table and the new volume table (p = 0.0008, <0.005). The result indicates that using the new volume table that reflects the actual forest will reduce the loss when assessing wood resources and will improve the accuracy of forest statistics for national and local governments. A stem volume table, the main result of this research, which is utilized in the estimated stem taper equation, will provide growth information for Quercus acutissima, one of the main broadleaf species in Korea, and will function as a management indicator for rational forest management.

U.S. Commercial Remote Sensing Regulatory Reform Policy (미국의 상업적 원격탐사활동에 대한 규제개혁 정책)

  • The current U.S. remote sensing act was made in 1992 and has been criticized for being outdated and inappropriate in view of the modern technological development. In order to enhance the American competitiveness and leadership in the world, President Trump announced Space Policy Directive (SPD) - 2 on May 24, which is designed to modernize the regulations related to commercial space activities including private remote sensing system operations. It should be noted that the regulatory reform efforts are made within broader terms of the National Security Strategy on Dec. 17, 2017, pursuing the enhancement of national security and economic prosperity as well. A legislative support in Congress has also been added to the Administration's efforts. The proposed regulatory reform on the licensing of commercial remote sensing system operations outlines the features of lessening administrative burden on applicants by simplifying the overall application process and of limiting the operations only when there is an impact upon the national security with clear and convincing evidence. But, due to a different regulatory system of each country, such a movement to expand an individual's freedom to explore and utilize outer space may result in an international dispute or a violation of international obligations, so there should be a merit in paying attention to the U.S. commercial remote sensing regulatory reform, and it is desirable to establish international norms as flexible and appropriate to the level of space technology and space industry.

A Study on the Strategy for Improvement of Operational Test and Evaluation of Weapon System and the Determination of Priority (무기체계 운용시험평가 개선전략 도출 및 우선순위 결정)

  • Defense R&D is a key process for securing weapons systems determined by mid- and long-term needs to cope with changing future battlefield environments. In particular, the test and evaluation provides information necessary to determine whether or not to switch to mass production as the last gateway to research and development of weapons systems and plays an important role in ensuring performance linked to the life cycle of weapons systems. Meanwhile, if you look at the recent changes in the operational environment of the Korean Peninsula and the defense acquisition environment, you can see three main characteristics. First of all, continuous safety accidents occurred during the operation of the weapon system, which increased social interest in the safety of combatants, and the efficient execution of the limited defense budget is required as acquisition costs increase. In addition, strategic approaches are needed to respond to future battlefield environments such as robots, autonomous weapons systems (RAS), and cyber security test and evaluation. Therefore, in this study, we would like to present strategies for improving the testing and evaluation of weapons systems by considering the characteristics of the security environment that has changed recently. To this end, the improvement strategy was derived by analyzing the complementary elements of the current weapon system operational test and evaluation system in a multi-dimensional model and prioritized through the hierarchical analysis method (AHP).
