전자상거래는 전자 인프라(컴퓨터 및 통신망)를 통해 기업과 소비자간(Business-to- Consumer;B-to-C), 기업과 정부간(Business-to-Administration; B-to-A), 소비자와 정부간(Consumer-to-Administration; C-to-A)을 포함한 어떤 형태의 업무적 거래나 정보교환을 하는 것을 의미한다고 볼 수 있다. 이 인터넷을 이용한 전자상거래는 기업이 고객에 대한 정보를 실시간으로 수집할 수 있고, 고객취향을 즉시 알아 대 고객 서비스 개선과 인터넷쇼핑몰에서 고객별 차별화 되고 특화 된 서비스를 제공함으로써 판매를 촉진할 수 있으며, 주문 및 물품배송 관련 문서를 웹을 통해 전자적으로 처리한다. 그러나 기존의 가상 쇼핑몰은 이러한 전자 쇼핑몰의 장점을 활용하지 못하고 있다. 즉 소비자를 고려하지 않은 인터페이스 구조, 또한 허술한 관리 시스템으로 인한 소비자의 불신 등이 기존 시스템의 문제이다. 현재 나와 있는 전자 상거래 구축 솔루션에 대한 문제점을 해소하고 좀더 이식하기 쉽고 소비자가 사용하기 편한 시제품을 본 연구에서 개발하였다. ICQ 와 같은 쪽지 개념을 사용한 본 연구의 결과물은 보안이 갖추어진 지불시스템과 연동 가능하며, 대형 인터넷상점 구축 솔루션 및, 소호(SOHO)나 중소 규모의 인터넷 쇼핑몰에 적합한 통합형 전자상거래 솔루션에 대한 연구한다.

지난 5월 18일 중국과 유럽연합이 중국의 WTO 가입 협상을 최종 마무리함으로써 중국의 WTO 가입은 기정사실화 되었다. 중국의 WTO 가입은 중국 산업에 많은 변화를 가져오게 될 것이다. 인터넷 서비스를 포함한 부가통신서비스 산업에서의 변화는 다른 어떤 산업보다 더욱 심할 것으로 보인다. 현재 중국의 IT 산업은 전반적으로 낙후된 실정에 있다. 따라서, 중국 정부는 WTO 가입에 따른 자국 IT 산업을 보호하고, 육성시키기 위한 정책을 지속적으로 추구하고 있는 실정이다. 특히, 전자상거래를 21세기 정보사회 경제활동의 중요한 요인 중 하나로 인식하여 전자상거래를 활성화할 수 있는 정책을 마련하고 있다. 더불어 중국 전자상거래 분야의 경우 아직 초보단계에 머물고 있어 많은 부분들에 외국 투자가들의 지원을 받아야 할 실정이므로 중국 정부가 외국 투자자들을 유인하기 위한 정책을 펼칠 것으로 예상된다. 본 고에서는 이러한 관점에서 중국의 전자상거래 현황과 향후 시장 전망에 대해 살펴보기로 한다.

본 논문에서는 기존 인증체계의 문제점을 살펴보고 이를 개선하기 위한 방안을 제안한다. 현재 국내에서 금융관련 서비스에서 공인인증서를 사용하는 서비스가 대부분이나 실용성 및 보안 문제로 인해 최근 정부에서는 공인인증서 사용 의무제도를 폐지하기에 이르렀지만 현재 공인인증서를 대체할만한 안전한 수단을 확보하지 못했고 기존의 OTP나 보안카드로 공인인증서의 공백을 메우기에는 역부족이다. 따라서 공인인증서를 대체할 수 있는 인증방안에 대해 제안하고 이를 통해 보다 안전한 인터넷 전자상거래를 유도하고자 한다.

인터넷의 확산과 정보기술의 발전에 따라 무역장벽이 낮아지면서 세계 각국은 국가경쟁력 강화를 위한 노력을 경주하고 있다. 과거의 정보화는 조직내 업무를 대상으로 추진되어왔다. 하지만, 조직내 시스템의 구축이 어느 정도 완성되면서 긴밀한 거래관계에 있는 조직간에는 전자문서교환(EDI)을 이용하여 거래하는 새로운 개념의 조직간 정보시스템(Inter-Organizational Information Systems : 10S)의 활용이 활성화되고 있다. 우리 나라도 ‘90년대 초부터 각 업종에서 EDI를 도입하기 시작해 무역, 통관, 의료, 유통 등 일부 산업부문에서는 EDI를 활발히 도입하고 있다. 특히 정부에서는 전자정부의 구현을 목표로 대민 서비스 증진, 행정업무의 효율성 증대와 기업의 국제 경쟁력 강화를 위하여 우선적으로 조달 행정업무를 대상으로 EDI를 도입하기로 결정하고, 현재 14종의 문서를 EDI로 개발하려는 1차 확산사업이 시행 중이다. 본 연구에서는 조달 EDI 시스템의 활용을 위하여 조달 EDI 시스템의 구축과정에서 분석되었던 프로세스 재설계(Business Process Redesign)와 프로세스별 시간연구(Time Study)의 과정과 결과를 제시하고자 한다.

Single window has become a critical point of trade facilitation. While Korea has set up the first web based single window 'uTtradeHub', China has also been working on a seamless single window. As strong governmental support, advanced technology, leading agency and legal framework are success factors for single window, China already has solid foundation for this. For the leading agency, this research suggests the CIECC as a leading agency with linkage to E-Port service for seamless trade service for companies. We expect that Chinese single window will materialize in near future by a leading agency with the help of strong governmental support.

After the revision of the Software Promotion Act, small and medium-sized enterprises (SMEs) with little experience in e-government projects began to participate in public projects. Accordingly, the government introduced the public Project Management Office (PMO) in July 2013 to reduce the risks and secure the quality of informatization business, and the public PMO is still spreading. However, the public PMO service currently experiences sluggish business, such as low-priced orders, due to cut-throat competition, and thus needs improvement plans. In this research, we establish a research model for quality factors of public PMO services that can be considered for the improvement plans, measure and evaluate quality factors based on the model, and then analyze the impact of service quality on customer satisfaction and customer loyalty. For that, we measure quality factors using the SERVPERF model for those who have used public PMO services, establish a structural equation research model, and empirically analyze and evaluate the impact of quality factors. Lastly, we suggest improvement plans and implications for public PMO services.

As the number of public institution web sites and civil services based on electronic government has increased from the past until now, there is an increasing demand for security of the overall electronic civil services such as possibility for forgery and falsification of electronic documents. Existing studies proposed security threats and response methods on an electronic government service (G4C) from the perspective of service provider. In this study, the scope of analysis was expanded to analyze security technology used for each service type on 289 web sites providing civil services and to present response methods on security threats. The aim of this paper is to discuss practical responses to civil services and core problems of civil services in electronic government that need to be resolved.

본 포럼은 ICT의 편익과 이를 확대하기 위한 정부의 정책적인 노력에 관련된 행사로서 포럼에서는 무엇보다도 ICT 이용확산을 위한 정부의 주도적인 역할의 필요성이 확인되었다. 이러한 ICT 편익의 확대를 위해서는 ICT에 우호적인 환경 조성이 요구되며, 이를 위한 콘텐츠 공급, ICT에 대한 기업과 정부의 마인드 변화, ICT 사용자를 위한 정보보호, 보안 등 신뢰환경 확보 등이 강조되었다. 또한 본 포럼을 통해 ICT 편익 확대와 이용확산을 위한 지속적인 ICT 투자가 요구되지만, 모든 ICT 분야에 투자하는 것보다는 특정분야의 선택과 집중이 필요하다는 공감대가 형성되었다. 한편, 현재 ICT 편익에 대한 긍정적인 측면이 너무 강조되고 있으나, 여러 연구에서 살펴볼 수 있듯이 ICT에 대한 부정적인 측면 등이 있음을 인식할 필요가 있으며, 향후 지속적인 연구와 벤치마킹 분석을 통하여 ICT의 문제점을 보안하고, 핵심 애플리케이션을 개발함으로써 ICT 편익의 확대가 강조되었다.

This Research considered the case of scholarly journal - electronic journal in particular - which are currently in a state of change and investigates the policies of the Korea and Japan government and other related organizations. The decision to acquire electronic journals, participation in consortia and the present conditions were investigated, and the differences in policy between the two countries were considered with a view to the possibility of cooperation.

우리나라는 현재 전체 인구 4800만 명의 중에 약 3000만 명이 핸드폰을 사용하고 있고 또한 정부도 ‘모바일 전자정부 추진 전략’을 추진하고 있다. 이러한 사회적 이슈와 IT의 기술이 초소형화되면서 모바일의 기술과 GIS, GPS의 기술의 접목이 많이 이루어지고 있다. 본 연구에서는 휴대전화를 이용하여 서울시민이나 서울을 방문한 방문객을 대상으로 서울시의 각종 시설정보, 교통정보, 문화정보 등 실생활에 꼭 필요한 정보의 집합으로써 사용자의 기호나 효과적인 정보를 제공할 수 있었다.
