지난 2월부터 시작된 한국 수출산업공단 서울지구 의료보험 조합원 간염검사와 예방접종이 순조롭게 진행되어 가고 있다. 조합 산하 301개 사업장 근로자 7만 5천여명을 대상으로 실시하는 이번 검사사업은 사업범위가 큰 만큼 능률성과 정확성이 요구되고 있다. 근로자들의 건강관리의 새로운 방향 설정과 정착을 기대하면서, 아침 7시부터 출근해 저녁 늦게까지 검사업무에 눈코뜰 새 없는 서울지부 검사팀과 하루를 같이 하면서 이번 검사사업의 의의를 알아보고 진행 상황을 돌아보고 수검자들의 반응을 들어봤다.

건협 경북지부는 구미 공업단지 의료보험조합 산하 근로자에 대한 건강검사를 실시하고 있다. ‘87년 1만 명을 대상으로 실시했던 간염검사를 시작으로 해마다 이들에 대한 건강검사를 실시해 근로자들로부터 많은 신임을 얻고 있다. 근로자의 보건의식 향상을 위해서 그리고 국민건강 증진을 위해서는 우선적으로 보건계몽 교육을 정착시켜야 한다는 점이 새삼스럽게 증명되고 이를 확대시켜 나가는 계기가 되었던 이 검사의 현장을 찾아가 의보 담당자의 근로자들의 얘기를 직접 들어봤다.

우리나라의 산업보건분야에 있어서, 오늘날 건강장해 방지를 위한 단순한 관점으로부터 새롭게 한걸음 더나아가 앞으로는 근로자의 전체 근로생활을 통하여 계속적이고 계획적인 심신양면의 건강유지증진을 지표로 삼아야 할 것이다. 이러한 배경에서 이제 우리의 산업현장에서도 건강유지증진을 위한 근로자의 자발적인 노력이에 사업주가 함께 수행하는 건강관리사업이 서서히 전파되고 있는 듯 하다. 여기에서 간략히 소개코자 하는 THP(Total health Promotion, 종합건강증진운동)는 일본에서 실시하고 있는 제도로서, 현재 우리의 사업장에도 이를 보급해 나가고자 그 제도적 뒷받침을 마련하는 시점에 와있다.

By analyzing the operation status of fire safety management of small construction site workers, deriving problems, and suggesting improvement measures, this study was conducted to present practical basic data for their efficient use in the future, and the following conclusions were drawn. First, it was analyzed that small construction site workers are elderly in the age group of construction workers, have short construction skills, most of the jobs are working in the construction industry, and the employment type is non-regular workers. Second, the fire safety management improvement plan of small construction site workers is systematized, fire safety manager is deployed to manage fire risk, fire escape routes and emergency warning facilities are provided to inform all workers at the construction site. In addition, measures to reduce industrial accidents are needed through realistic evacuation training, fire VR training, and interesting educational programs.

최근 많은 이슈가 되고 있는 제 4 차 산업혁명 기술을 건설 분야에 적용하여 다양한 형태의 센서를 활용한 IoT 의 활용가치를 높이고 근로자의 위험사항을 사전에 예방함과 동시에 건설현장에서 IoT 기반 스마트 건설안전시스템 전호구축을 위한 아키텍처를 개발하는 것을 목적으로 하고 있다. 이를 위해 IoT 의 개념을 살펴보고, 현장 안전관리 프로세스를 근로자 편리성을 감안한 아키텍처로 전환연구를 하고자 한다. IoT 기반 스마트 건설안전시스템 구축을 위해서 활용 가능한 위험지역을 도식화하고, 적용 가능한 영역을 파악하였고, 다양한 사전예측분석 알고리즘을 활용하여 안전사고 예방에 관한 사전예측 유형을 분석하였다. 이를 바탕으로 위험지역에 대한 근로자의 동선을 파악한 후 위험지역에 사전정보 제공을 통한 건설현장의 IoT 기반 스마트 건설안전시스템을 전환해서 재해율 감소에 기여하고자 한다.

기존의 안전교육 교수방법은 강의 방식으로 전달하고 있어 근로자의 참여를 이끌어내는데 한계점이 있으며, 불안전한 행동에 의한 안전사고를 예방하기 위해서는 스마트 체험식 안전교육으로 패러다임을 전환할 필요성이 있다. [연구배경/목적]:스마트 체험식 안전교육은 건설현장에서 근로자들이 보다 더 빠르게 위험을 인지하고 여기에 맞는 안전작업 이행과 위험발생 시 응급대처 능력 등을 향상시키므로 사전사후 학습전이의 효과성을 검정할 수 있다. 이러한 관점에서 안전사고를 예방하기 위한 본 연구는 안전교육의 체험학습방법과 참여방법, 교육콘텐츠 접근방법을 통하여 근로자의 안전행동 유도와 불안전행동 감소에 미치는 영향검증이 목적이다. [연구방향/범위]:실제 건설현장과 동일하게 작업환경을 구성해 놓은 스마트 체험식 안전교육시설에서 추락체험, 낙하물체험, 장비협착체험, 화재, 감전재해 등의 실제 사고를 체험해 볼 수 있도록 만들어진 체험학습 방법과 가상(VR, AR, 메타버스)공간에서 간접경험 할 수 있는 참여방법을 다룰 것이다. 그리고 안전체험교육 사전사후의 분석을 통하여 안전 학습전이 성과를 분석한다. [연구 분석방법]:연구의 주요 변인으로는 Human-Error, 안전행동요인, 불안전행동요인, 위험감수성, 조직특성, 조직의 안전문화, 조직의 역량, 안전교육특성, 교육콘텐츠 변화가 사전사후 분석을 통하여 현장 작업 시 안전 학습전이의 효과성을 검정하였다.

Purpose: This paper is for the improvement of the safety education system in the construction industry, which has become a great threat to domestic industrial safety. Among the industrial sectors, the accident rate and death rate in the construction industry are the highest, and measures for falls in the litigation work are needed. Method: The application of the Analytic Hierarchy Process(AHP) resulted in the following conclusions. Results: The management group of the construction industry was divided into a group of on-site workers. In addition, the practical education system was reviewed by analyzing differences in perceptions of safety education. The survey results of the two groups were analyzed through AHP by dividing the construction safety education system into three layers. Conclusion: The results showed that managers showed a great deal of importance, such as actual conditions for implementation related to education, while on-site workers indicated importance for items that were somewhat site-oriented compared to managers. In addition, the two groups did not place much weight on the effectiveness of AR and VR, which have been expanding into safety education recently.

This paper empirically examines multiskill formation as a critical mechanism of human capital accumulation within the firm. We investigate various factors that foster multiskill formation of the employees at the workplace. We also investigate whether and how multiskill formation of the employees, in tum, affect the labor productivity. Our empirical results are summarized as the following. First, skills of the employees are developed along the sequential path rather than the parallel path. They evolve from the simple-skill to the single-skill, and then to the multi-skill state. Second, multi skilling is stimulated by uncertainty factors of the environment and various human resource management practices such as mutual learning among workers, workers' participation in decision making, and job rotation. Third, the increase in the ratio of multiskilled workers in the firm has a positive impact on the growth of the firm's labor productivity. Our analyses show that the labor productivity growth increases by 0.019 with the increase in multi skilling ratio by 0.1. Fourth, uncertainty and human resource management practices had an indirect impact on labor productivity growth only through multiskilling. These results strongly indicate that multiskilling is a result of human capital accumulation fostered by various human resource management practices.
