S&T policy long treated as a sector policy is now solidifying its position as an infrastructure innovation policy that forms the foundation for many different policies. There is a growing need for enhancing the linkage and integration between policies by strengthening planning and coordination functions of the government organizations in charge of innovation policy. The major countries including Japan, U.S., Finland elevated planning and coordination roles and emphasized the interaction between S&T-society and innovation governance in response to emergence of the third-generation innovation policy. This study deal with several issues related STI governance from the post-catchup innovation and holistic innovation policy and examine arguments on governance design. And then new schemes and alternatives of 1)governance design for sustainability, 2)design of policy coordination and integration mechanism, 3)reorganization of S&T administration system will be discussed.

This paper critically examines research trends on the relationship between technological innovation and economic growth in Korea. There are different views on the role of innovation in economic growth including Exogenous and Endogenous Growth, National Innovation System, Technological Capabilities, Economic Catch-up discourses and so on. According to these theoretical discourses, existing studies about Korea are reviewed in a critical way and then future research work is proposed through such a critical review and reflection.

오늘날 경제의 세계화는 기술혁신 및 고도정보화를 동시에 수반하면서 기업간, 지역간, 국가간 경쟁을 가속화시키고 있다. 특히 세계화 과정에서 중앙정부의 역할은 축소한 반면, 지역(region)이 가진 역할과 중요성이 새롭게 부각됨과 동시에 경제활동의 주요단위로 등장하고 있다. 그러나 지역의 역할이 중시되는 것은 지역이 세계경쟁의 단위가 되었다는 것만이 아니고, 산업환경이 유연적 생산체제, 지식기반경제로의 변화로 지역의 의미와 기능이 종래와는 달라졌기 때문이다. (중략)

This study analyses interorganizational innovation networks empirically in the Korean biotechnology industry, based on systems of innovation approach. Empirical findings of this study are as follows. Innovation networks have not been well developed in the Korean biotechnology industry. Main agents who participate in innovation networks are workers at venture firms, university professors, researchers at government-sponsored research institutions. They all recognize the positive effects of innovation networks. The enhancement of participation willingness and competency of agents, the enrichment of trust and control among agents, and the effective acquisition of the useful technology and resources in innovation networks will largely contribute to development of innovation networks in the Korean biotechnology industry.

개방형 혁신(Open Innovation)은 조직 내부에 국한되어 있던 기술개발 활동을 기업 외부까지 확장하여 외부 기술지식과 내부 기술력을 함께 활용하는 혁신성과 극대화 전략을 의미한다. 개방형 혁신은 기술개발의 성공률이 높고, 비용이 상대적으로 저렴하다는 장점을 갖고 있어 이에 근거한 기술중개서비스 전문기업들이 글로벌시장에서 활동하고 있다. 그 대표적인 사례가 나인시그마(NineSigma) 및 이노센티브(InnoCentive)이다. 그러나, 그러나 현재까지 이들 기업은 매출액 및 R&D 투자가 일정규모 이상인 글로벌 대기업을 대상으로 하고 있으며, 중소기업을 수혜자로 한 개방형 혁신 서비스는 충분히 제공되고 있지 않다. 본 연구에서는 부품 소재 중소기업을 주요 수요자로 한 개방형 혁신 기술중개서비스 모델을 제안하고 있다. 국내 부품 소재산업의 경쟁력 제고의 핵심 관건은 부품소재 중소기업의 기술혁신 역량 강화로 볼 수 있다. 본 연구에서는 개방형 혁신의 장점을 부품소재 중소기업에서 활용하기 위한 필요조건을 조사하고, 그에 근거하여 개방형 혁신 중개서비스 모델에 포함된 다양한 혁신주체들의 역할을 제안하였다. 본 연구의 세부 내용을 구조화하여 제시하면 다음과 같다. (1) 개방형 기술혁신체제의 정의와 동향 검토 (2) 국내외 개방형 기술혁신의 사례 조사 (3) 부품 소재기업 대상의 개방형 기술혁신체제 도입 필요성 타당성 검토 (4) 부품 소재산업 개방형 기술혁신 모델 개발 (5) 국내 부품 소재산업 발전을 위한 개방형 기술혁신 활성화 정책과제 검토

우리나라의 과학기술정책방향이 기존의 '모방형' 혁신체제의 구축에서 '창조형' 혁신체제의 구축 및 운용으로 전환하게 되면서 연구개발의 목표 자체가 창조적 연구의 결과물로 바뀌었다. 이에 따라, 과학기술 전문가들의 주도로 국가연구개발 투자의 방향과 내용을 기초연구 및 협력연구 중심으로 정립할 필요가 있는데, 특히 기초연구 및 창의적 연구는 개별적인 연구도 중요하지만 과학기술지식의 공유 및 협력적인 연구가 대단히 중요하게 요구되어진다고 보여진다. 최근 과학기술의 빠른 환경변화에 적응해야 하며, 그 발전과 성과에 있어서 개방형 혁신(open innovation)을 통한 돌파구를 찾아야 하는 과학기술계도 더욱 이러한 협력이 중요하게 여겨지고 있다. 본 연구는 연구회, 과총 및 과학기술유관단체 간 소통의 네트워크 구축을 통하여 과학기술 유관단체들의 전문성 향상에 공헌하는 것을 목표로 하며, 이를 통하여 우리나라의 과학기술단체들이 국내외의 과학기술 주요 이슈에 대한 공동의제를 발굴, 연구하게 하여 중장기적으로 연구회 및 과총 그리고 과학기술 유관단체의 사회적 기여도를 제고하는 것으로 목표로 한다.
