The Evolution of Innovation Policy and Innovation Theory (기술혁신정책의 진화와 기술혁신이론)

  • This study reviews the emergence of new innovation policy paradigm in advanced countries and their impacts on the development of innovation theories in 1980s and 1990s. It shows that the characteristics of new policy paradigm are the emphasis on the user-orientedness and the socio-economic aspects of innovation and the preference of capability enhancement of innovators over resource subsidy This new perspectives of innovation policies had effects on the emergence and development of 'the innovation system theory' which is based on the key concepts such as interactive teaming, innovating capability and national systems of innovation. In spite of the development of the innovation system theory, it has some problems to be solved for the innovation policy design because 'the social' is still peripheral factors in the constitution on the innovation system theory. This study makes some suggestions to incorporate the social dimension of innovation into the innovation system theory.

  • The purposes of this research are to examine the theoretical background and industrial policy issues with regard to building a Innovation System for encouraging industrial competitiveness and fostering regional industry in Korea. Knowledge has become the driving force of economic growth and the primary source of competitiveness in the world market. So since 1990s, Innovation Systems have been put emphasis on as new industrial development strategy in a knowledge-based economy. It can be understood that Innovation System is composed of National Innovation System(NIS) and Regional Innovation System(RIS) and interrelated the concept of clusters and networks, which are contribute to industry development throughout boosting innovation. As for the Korean industrial policy, when the former centralized policy decision making process became decentralized through the implementation of local autonomy, the role of local or state government in relation to regional industrial promotion intensified. But with the impotance of for fostering strategic industry in the region. new industrial policy issues in Korea are needed as follows; $\circled1$ Building a market-oriented support system for industrial cluster through providing the resource of innovation. $\circled2$ Establishing agency for regional industrial development. $\circled3$ Making a evolutionary vision for broader region including 2 or 3 province, $\circled4$ Fostering strategic industry which is selected in term of specialization and potential of the region. The RIS model for industry development is outlined in this paper but policy initiatives for building a RIS have to be extracted from further case studies.

  • This study analyzed the meanings and drives, and government roles in NIS transformation process. Specifically, I deal with changes in the S&T policy and S&T public administration system as NIS changed from catch-up to post catch-up. As a result, S&T policy and administrative structure has changed as key elements of a new form of steering the transformation process. Though changed from direct to indirect, the role of the state remains strong in 'vision creation' and 'discursive coordination' as supporter and facilitator of the NIS transformation process. Especially, administration structure has been changed to strengthen decentralized pluralism and linkages and cooperation between government and private, between firms and universities, among inter related ministries.

  • 우리나라는 국방부를 중심으로 한 국방과학기술 행정체제가 1970년대 마련된 이후로 큰 변화가 없었다가 2006년에 방위사업청 개청에 따라 큰 변화가 발생하였으나, 현재 국방과학기술 행정체제는 타 분야 과학기술 행정체제와는 다른 구조를 가지고 있다. 따라서 현재의 국방과학기술 행정체제가 환경맥락에 맞게 변화하였는지, 과학기술 조정기구이라는 상위 수준에서 적절한 조정과 협력을 이루고 있는지, 국방분야 정부부처 및 출연기관 간에는 유기적 결합이 이루어지고 있는지 등의 제도 정합성 관점에서 국방과학기술 행정체제의 특성 및 문제점을 분석하고, 발전방향을 제시하고자 한다.

Regional Innovation Capabilities and Firms' Technological Innovation Activities in Chungnam Province of South Korea (충남 북부지역의 지역혁신역량과 기업의 기술혁신활동)

  • This research analyzed regional innovation capabilities and technological activities of firms in Chungnam province of South Korea on the basis of a questionnaire survey of 64 regional manufacturing firms. The existence and level of regional innovation capabilities were measured by the perceptions of firms, a core actor in the regional innovation system. The analysis result revealed that research capabilities of academia, capabilities of R&D institutes, technological capabilities of industry, and governmental policy support were recognized as major capabilities of the regional innovation system. Regional proximity was also found to have significant influence on firms‘ sources of technological innovation and selection of collaboration partners. Practical as well as theoretical implications of the findings and future research directions were discussed at the last part.

Technological Standardization in Mobile Telecommunication Industry: A Comparative Study (이동통신산업의 기술표준화에 관한 연구: 국가간 비교를 중심으로)

  • A analytical framework is suggested to explain how different standardization each country makes with incorporation of institutional elements such as the state's intervention and inter-firm relations which are considered to have a significant effect on it. Application to mobile telecommunication industry of the framework shows that different innovation system has its own technological standardization. In isolated inter-firm relation system, standardization is achieved through market but in cooperative one, through coordinating activities between participant firms. The state, however, intervenes more deeply in standardization and inter-firm relations are shorter in state-led and isolated firm relation system than in state-led and cooperative firm relation system.

  • This paper raises two questions about the overall national innovation system (NIS) in Korea, Japan, and Taiwan - (1) what has distinguished the three countries in terms of their NIS in the past and (2) why are the changes that are taking place now, relatively make the NIS in these countries similar to each other\ulcorner At present, the NIS of each country is becoming more privatized and flexible than the pre-financial crisis period. We argue that this assimilation is due to the free flowing technologies readily available in the international technology markets. We argue significant shifts in the NIS of these three countries, notably a move from a manufacturing-based NIS with a high level of protection, piracy, and stability to a venture-based NIS with high levels of flexibility, risk taking, and technological innovation.
