In $j{\ddot{u}}ngster$ Zeit wird eine Fiktion im Verwaltungsrecht als essentielles Instrument $f{\ddot{u}}r$ Deregulierung sowie Verwaltungsvereinfachung mehr und mehr ins Feld $gef{\ddot{u}}hrt$ und ihre Erweiterung gefordert, weil sie in der Regel auf das Zeitsparen durch Verfahrenswegfall zielt. In Deutschland $erh{\ddot{o}}hte$ sich eine Bedeutung der Genehmigungsfiktion, indem sie durch 4.Novelle des VwVfG, die bei der Umsetzung der Richtlinie 2006/123/EG $ben{\ddot{o}}tigt$ wurde, als ein allgemeines verwaltungsrechtliches Rechtsinstitut eingeordnet wird. In Korea gibt es $vielf{\ddot{a}}ltige$ Fiktionsmethode, $w{\ddot{a}}hrend$ im deutschen Recht die Fiktion lediglich darin besteh, nach Ablauf der festgesetzten Frist die Entscheidung bzw. den Verwaltungsakt anzunehmen. Die systematische und logische Festsetzung der Fiktionslehre in Korea ist erforderlich. Deshalb wird eine allgemeine Regel zur Fiktion durch eine Kodifikation des allgemeinen Verwaltungsgesetzes, wie VwVfG, gefordert.

Objects which has been used for administration is a part of archives that holding merit of history, merit of evidence and merit of administration. But it does not be treated carefully as archival material also, it can not be found a study for the archival objects. Thus this study aims to suggest a description of the objects for management the objects appropriately. To derive a conclusion, this paper made a comparative by using the archival description of other nations such as General International Standard for Archival Description, Rules for Archival Description also refer to the cataloging rules which used for a long time to management materials at library such as Anglo-American Cataloging Rules, Korean Cataloging Rules. We divided the section into 7 area such as identity statement area, context area, content and structure area, condition of access and use area, allied material area, note area, and description control area for suggest a description for archival objects.

21세기를 눈앞에 둔 지금, 세계는 국가의 경제적 이익을 최우선으로 하는 경제전쟁의 시대에 있으며, 특히 선진 각국은 정보통신의 급격한 발전에 의해 도래하는 정보화 사회에서 주도적 입지를 굳히기 위해 바삐 움직이고 있다. 이러한 국제적.사회적 환경의 급격한 변화에 따라 국민들은 정부에 대한 행정의 수요 및 기대를 다양하게 표출하고 있으며, 정부도 국민에 대한 반응성이 높아지는 반면, 관료제의 영향력은 점차 감소되고 있다. 이러한 국민의 요구에 적극적으로 부응할 수 있는 수요중심의 행정을 펼치기 위해서는 정보통신기술을 전체 행정과정에 적극 도입.활용하는 행정정보화를 통해 정부의 생산성을 획기적으로 제고시키고, 공통의 정보통신기반 위에 하나로 연결된 각종 정부정보 및 서비스를 언제, 어디서나, 어떤 방법으로든, 신속히 제공할 수 있는 행정관리체계를 구축해야 한다. 이와 동시에, 정부의 업무와 조직의 혁신 등 제도적 개선이 병행될 때 비로소 경쟁력 있는 "작고 효율적인 정부"가 구현될 것이다. 본고에서는 현재 우리 나라의 행정정보 공동활용현황과 행정부문 정보화의 주무기관인 "정부전산정보관리소"에서 추진하고 있는 "정부고속망 사업"에 관해 논하고자 한다.

Archival Objects are defined as objects having historical, aesthetic, and artistic value as well as archival value created and used with a particular purpose in business process. Increasingly, many countries including Canada, Australia, China are recognized the importance of Archival Objects and designated them as national records. In Korea, Archival Objects are involved in national records through '2006 Plan for the Archives and Records Management Reform'. So National Archives and Records Service provided a foothold for comprehensive plan of national records management including Archival Objects. And also, by revising Records and Archives Management Act in 2007, National Archives and Records Service declared aggressive will to management Archival Objects. Until now, Objects held in public institution were easy to be damaged because definition or scope of Archival Objects was ambiguous and management system for material character wasn't exist. Even though the revised Records and Archives Management Act suggest definition and declare the responsibility of management, management system focused on various shape and material of objects need to be established. So this study has defined Archival Objects shortly and carried out a research 5 institutions on the actual management condition. By researching the result of institution survey, Records and Archives Management Act and actual Records Management System, we could find some problems. In solving these problems, We provide objects management process in the order capture ${\rightarrow}$ register ${\rightarrow}$ description ${\rightarrow}$ preservation ${\rightarrow}$ use${\rightarrow}$disposition. In addition, close cooperation between records center and museum of institution should be established for the unitive management at national level. This study has significance in introducing a base to manage Archival Objects systematically. By studying more, we hope to advance in management of valuable Archival Objects.

The purpose of this study is to suggest an improved model of the library administrative organization, based on analysis and investigation of present situations of libraries in 31 local governments of Gyeonggi province. With the result of this investigation, there are few local governments in Gyeonggi province with library-related organizations. Most of them had more organized position of extraordinary session than of affiliation with each local government. Also, library policy departments were incomplete, and local governments did not configure the library operating System(central library - base library - branch library) efficiently.

The purpose of this paper is to analyze the administrative system and legislation of Canada's libraries with priority given to public library. Canada is a constitutional monarchy, a federal state and parliamentary democracy with 10 provinces and 3 territories and two systems of law(civil law and common law). There are about 1,045 public libraries in total and its governance and legislation is a provincial responsibility. For that reason. federal government did not legislate on public libraries and library act is the provincial public library statute authorizing the establishment and operation of public libraries and their management by boards. In Canada. each provincial library act provides for four types of public libraries : municipal libraries, regional libraries, districts libraries, and integrated public library systems.

우리나라 주소는 우편번호를 기준으로 한 주소체계, 법정동을 기준으로 한 주소체계, 행정동을 기준으로 한 주소체계, KT 에서 관리하는 KT 주소체계 등 주소관리가 통합되어 있지 않고, 각 기관, 기업별로 주소 관리를 별도로 하고 있다. 이에 따라 기관과 기업들간의 상이한 주소체계 관리문제로 인해 서로간의 주소체계의 의미가 일치하지 않는 문제가 발생하여 다양한 문제가 유발되고 있다. 본 논문에서는 이러한 문제점들을 해결하기 위해 주소 명칭에 대한 보다 자동화된 맵핑이 가능하도록 KT 주소, 우편번호주소, 행정동/법정동코드를 대상으로 온톨로지를 사용한 모델을 제안하였다. 제안된 모델은 주소정보간의 의미관계성을 유지하여 이기종 주소체계의 의미 불일치를 해결할 수 있으며, 보다 자동화된 데이터관리와 장기적인 비용절감이 가능하다.

The current social service delivery system for people with disabilities has four critical problems: absence of needs assessment, absence of case management, shortage of professional workers, and absence of local social welfare agencies. The Ministry of Health, Welfare, and Family of Korea has pushed forward with a project to reform the welfare infra-structure for people with disabilities since 2007. It's main purpose is to reorganize the social service delivery system for people with disabilities. A report from the project makes two suggestions: introduction of new standards for disability and set-up of disability service determination centers. The new standards for disability are suggested to include a work ability test and a welfare needs assessment tool as well as a medical standard. Three models for disability service determination centers are suggested: independent model, local governmental model, and public corporational model. Tentative operations using the three models are on the way in the second half of 2008. In order to reform the social service delivery system for people with disabilities, this study makes a fundamental suggestion: set-up of about 120 local welfare agencies over which the Ministry of Health, Welfare, and Family can have direct control, and which are equipped with professional workers who are able to perform needs assessment and case management. In actuality, welfare centers for disabled people are the best options for local welfare agencies for disabled people.

전자문서, 전자결재, 행정 EDI 등과 같은 전자적 매체를 이용한 행정정보화를 실현하기 위한 전자정부 구축 노력이 추진됨에 따라 전자정부 환경에서 발생할 수 있는 각종 정보보호 요소들을 원천적으로 해결하기 위해 전자서명 등과 같은 공개키 기반의 암호 기술 적용이 필수적 요소로 여겨지고 있으나, 공개키 암호기술에 사용되는 암호화 키의 체계적인 관리를 위한 공개키 인증 체계(PKI) 구축에 대한 방안마련이 미흡한 실정이다 이에 본 논문에서는 전자정부 환경에서 공개키 기반 암호 기술의 효과적인 적용을 위한 공개키 인증 체계 모델과 관련 조직 체계 구성 방안에 대해 제안하고자 한다.
