본 연구는 사전준비 조사 부족 등의 사유로 인하여 당초 목표했던 효율성이 발휘되지 못하고 있는 지적도면 정보화의 문제점을 조사하고 개선방향을 제시하고자 하였다. 서울시 기술분야 공무원을 대상으로 실무에서 가장 빈번하게 사용되고 있는 지도를 조사한 후, 종로구와 서대문구를 사례지역으로 정보화된 지적도면의 오류유형 분석 및 인터넷 토지정보 서비스 등 현재 활용되고 있는 업무를 조사하였다. 또한, 건설교통부ㆍ행정자치부를 비롯한 중앙정부 및 지방자치단체에서 개별적으로 추진하고 있는 지적도면 정보화 사업의 문제점을 조사하고 개선방향을 제시하였다. 따라서, 실무적인 차원에서 정보화가 완료된 지적행정시스템과 지적도면 정보화 자료를 연계하여 다양한 토지정보원으로의 기능 등을 담당할 수 있는 기반을 마련할 수 있는 방향을 제시할 수 있었다.

소방용기계 기구에 대한 검정은 정부수립이후 소방법 제정(1958년 3월 11일)과 함께 의무제도로 도입되었으며 그 이후 시대의 흐름과 사회적 여건에 따라 변화되었다. 행정자치부 제1998-2호(1998. 3. 7)로 제정되어 지금까지 6번의 개정을 거쳐 현재의 소방방재청 고시 제2007-56호(2007. 10. 30)에 의거 소방용기계 기구등의세부시험시설기준으로 자리 잡게 되었다. 우리나라의 경우 사고발생 시 생명에 직결되는 제품에 대하여 형식승인 및 검정제도를 실시하고 있으며 이중 육상용 소방용품에 대한 검정제도를 간단히 소개하고 추후 선박용 물건의 형식승인 및 검정제도와 비교 검토하여 정리하고자 한다.

급변하는 정보기술의 발달로 국제적인 이슈로 떠오르고 있는 전자정부는 국내 정보통신분야에서도 많은 관심을 보이고 있다. 그러나 국가자격증의 경우 전자정부와 연관성이 많지만 전자정부를 추진하는데 있어서 국가자격증과 관련한 내용은 언급되고 있지 않다. 본 논문에서는 국가자격증의 하나인 보육자격증 중심에서 국내 전자정부와 보육자격증의 연계방안을 제시 하고자 한다. 보육자격증 연계방안의 목적은 전자정부에서 제공 받을 수 있는 주민등록등본, 지방자치단체에서 관리하는 경력 정보를 기반으로 학교, 교육원의 정보를 제공받아 고객중심의 서비스 행정을 구현 할 수 있으며 접근성의 제고를 통해 투명성과 신뢰성이 있는 열린 행정을 구현 할 수 있다. 또한 이러한 통합망은 국가존립 및 발전을 위한 하나의 큰 아젠다(Agenda)인 보육의 체계적 발전을 위한 사회간접자본(SOC:social overhead capital)으로서의 역할을 기대할 수 있다.

Study and analysis on the digital certification of the world today, and census on how digital signature is being used or considered for the government will be used to sum of what can be the difficulties and Problems in operating digital signature certifications for the government administrations at this research, and of course the answers to these problems will be provided too. This research suggests practical ideas on how to interoperate between Government PKI (GPKI: Administrational Digital Certification for the Government) and National PKI (NPKI: Digital Certification for General Public ＆Business), how to make use of Standard Security APIs, how to manage (e.g. issue, reissue, update, revoke) digital certificate, how to improve technical side of security and reliability, and how to improve political issues on public education for information security. Digital certification will become more popular and widely used in government administrations in the future. Therefore, census and research on demands md satisfactions of digital certification for public and government will be regularly performed. Of course, continuous maintenances and improvement in this field will be necessary to obtain firmer way of information security.

인류의 문명과 함께한 재난 중에서 가뭄은 역사를 거슬러 올라가면 국가의 존폐 위기를 가늠할 정도의 큰 재앙이었다. 우리나라의 가뭄상황을 파악하고 가뭄정보시스템을 구축하기 위해 국내 외의 가뭄관련 기관인 국토해양부, 기상청, 농림수산식품부, 환경부 뿐만아니라, 미국 네브라스카주 링컨대학교내에 설립되어 있는 국립가뭄경감센터(NDMC) 등에 대하여 살펴보았다. 본 연구에서는 우리나라 재난전담기관인 소방방재청에서 가뭄정보시스템을 구축함에 있어 실용적으로 유용한 시스템이 되기 위한 구축방안을 제시하고자 하였다. 국내의 물 관련 기관들이 구축해놓은 다양한 실시간 관측시스템을 연계 활용하기 위하여 가뭄관련 부처인 행정안전부, 국토해양부, 기상청, 농림수산식품부, 환경부 및 소방방재청 등에서 물 관련 현황을 파악하여 실시간 관측정보들을 파악하였다. 소방방재청에서는 국가가뭄정보시스템을 구축하기 위하여 2008년부터 연구를 시작하였으며, 우리나라 각 부처에서 구축한 가뭄관련 시스템들의 조사를 통해 생활 공업 농업용수 분야별로 시스템 구축을 위한 시사점들을 살펴보았다. 가뭄정보시스템의 구축방향 제시에 있어서는 동시접속으로 인한 인터넷 과부하를 예방하면서 실시간으로 수신되는 자료를 활용하여 좀 더 정확한 현황정보를 제공함으로써 시스템 활성화를 기하고자 하였다. 가뭄정보시스템을 구축함에 있어 내부 계산부문과 외부 표출부문으로 나누는 것이 합리적인 것으로 판단되었다. 내부 계산 부문에서는 여러 기관으로부터 수신되는 실시간 자료를 행정안전부 국립방재연구원 분석 평가 센터에서 관리하고 있는 서버에 집적하여 가뭄관련 정보를 수치적으로 계산하는 부문이다. 여기서는 강우자료를 토대로 하여 가뭄지수의 산정과 생활 공업 농업용수 분야별로 지역별 수요량과 공급량의 상태를 파악하여 실시간 가뭄지수(RDI)를 산정할 수 있도록 한다. 실시간 가뭄지수(RDI)는 지역 주민들이 가뭄으로 인한 용수량 현황을 알 수 있는 가뭄지수가 되도록 하고자 한다. 특히, 가뭄지수의 산정제시에 있어서는 가뭄지수에 따른 재해피해 상황을 제시하여 피해를 체감할 수 있도록 하며, 농어촌공사 관할 저수지의 실시간 저수율을 활용하여 공간적 분포를 고려하고 가뭄발생에 대한 간이상수도 및 마을상수도 등의 지역별 용수공급 가능성에 대한 전조정보를 파악하여 가뭄발생 이전에 사전 대응할 수 있도록 구축하고자 한다. 외부 표출 부문은 내부에서 계산된 결과 값을 인터넷의 부하를 줄이면서 자치단체 담당자들이 쉽고 빠르게 관할지역의 궁금한 정보를 파악할 수 있게 인터넷 홈페이지에 게시하여 가뭄정보를 공유하고자 한다.

For the purpose of protecting personal property and lives from incidents, accidents, and threats such as terrorism, video surveillance equipment has been installed and operates in many places. Video surveillance technology has gradually developed into high-quality, high-definition equipment, and a lot of products have been launched. However, closed circuit television (CCTV) equipment for security purposes can invade a person's privacy. In this paper, we propose a way to protect personal video images using meta-data in an intelligent Internet protocol (IP) camera. We designed the system to mask personal video information from meta-data, define the method of image-information access according to user privileges, and show how to utilize the meta-data during storage and recorded data searches. The suggested system complies with guidelines for CCTV installation and operation from Korea's Ministry of the Interior. Installed on only a single server so far, due to the limitations and technical difficulties of hardware performance, it has been difficult to find a method that can be applied to personal image information using real-time protection techniques. Applying the method proposed in this paper can satisfy the guidelines, reduce server costs, and reduce system complexity.

Public agencies and local governments have been installing CCTV cameras for the prevention of crime, traffic jam, and unauthorized waste. Additionally, national government agencies and schools, a special corporation by special law, local construction and industrial company installed CCTV cameras of their own and are operating them. Various types of CCTV systems disclosed technical heterogeneity. In February, 2011, Ministry of Public Administration and Security presented guidelines for building an integrated control center. This study examines the case of Busan by using the administrative guidelines. Busan integrated CCTV control center among themselves, police agency and fire department. This study looks into the potential problems with the integration process of CCTV cameras and proposes a solution to them.

국민권익위원회는 지난 11월 1일 공공기관이 물품구매와 관련한 계약을 할 때 생길 수 있는 불합리한 관행을 개선하기 위해 '물품구매 계약의 합리성 제고 방안'을 마련하여 관계 부처인 기획재정부 및 행정안전부에 제도개선을 권고했다. 권익위는 '국가를 당사자로 하는 계약에 관한 법률 시행령'에 시설공사와 물품구매 등에 대한 정의 규정을 신설하는 등의 발주방식 판단기준을 마련할 것을 권고했다. 또한 시설공사를 물품제조나 구매로 발주하지 못하도록 입찰공고 시에 발주방식 준수의무를 '정부 입찰계약 집행기준'과 '지방자치단체 입찰 및 계약집행 기준'에 포함하는 방안도 제시했다. 아울러 공사나 물품, 용역 등 계약 목적이 겹치거나 혼합될 경우에는 주된 목적으로 발주방식을 결정하도록 하는 내용을 계약법에 신설하는 방안도 권고안에 포함했다. 국민권익위 관계자는 "이번 개선안이 수용되면 물품구매계약 과정에서 발생하는 불합리한 관행 및 제도가 개선되어 물품구매 계약의 합리성이 제고될 것"이라고 밝혔다.

This research intended to show a reasonable way to improve working conditions of fire officers in Korea. It shows that fire officers have dignity of their social roles even though they have the unfairness in a work time, rewards, promotions and opportunities of overseas training compared with those of other government officers. The unfairness needs to be solved. In addition, there are more demands in fire fighters, but part of a regional government system already composed of 64.06% of fire officers, which means, there are too many fire fighters in one regional government. Therefore, it is difficult to employ more fire fighters. This is one of barriers to prevent from improvement of the working conditions. To improve the working conditions and to overcome the barriers, there are important solutions to counter the problems. Those are application of alternative policies and systems. Compared with the employment system and workload of fire officers in USA, Japan and other advanced countries, it is necessary to introduce alternative policies which include operation of partial three-shift system, expansion of oversees training, expansion of rotational-off system and improvement of employees' welfare policies.

The main objective of this study is to analyze which aspects between cultural budget or cultural activity (such as musical, theater, classic performance etc) will affect more to enhance the happiness of the local government residents. This study tries to analyze the effect of 'cultural aspect' on local residents' happiness because relatively there are not enough studies to analyze the relationship between culture and happiness. Especially, it is hard to find out studies focusing on both cultural budget and activities. According to the empirical results, the relationship between cultural budget and citizens happiness turns out to be statistically significant in the direction of the positive, while the relationship between cultural activities and citizens happiness does not turn out to be statistically significant. This finding can be justified for policy makers to increase cultural budget to make cultural city. In addition, the reason why cultural activities are not significant can be interpreted from the perspective of 'accessibility', 'degree of quality' and 'incompatibility of cultural demand of residents' and finally this study provides various policy implications.
