A Critical Study of Library Outsourcing in Korea (도서관의 아웃소싱에 대한 비판적 연구)

  • Outsourcing has been around a long time in libraries. Card catalogs of LC, and approvalplans, subscription agents and binding of journal are all forms of outsourcing that librarieshave come to accept as normal procedures. Nevertheless. outsourcing is one of the mostcontroversial topics discussed in library management today. It carries meanings ranging fromtraditionally outsourced activities to more recent outsourcing of entire functions anddepartments. This study will provide background and context for the issue of outsourcing.suggest several useful guidelines for the entities of library outsourcing in Korea. One of thecommon rationales for outsourcing is that the activity being outsourced is a "noncore"functions to the mission of the libraries. The best approach to outsourcing is probably a'middle-ground' objective approache-ground' objective approach.

  • 기업 내의 정보 시스템은 기업 내 모든 정보를 저장하여 관리하여 의사 결정 지원 및 고객 맞춤 서비스를 제공하는 등 기업의 이익은 물론 기업의 이미지, 신뢰도 등에 매우 중요한 역할을 한다. 대학의 정보 시스템은 대학 행정, 학사 업무, 연구 지원 등을 한다. 특히 학사 정보 시스템의 경우 대학의 개교 이래 학생들의 모든 수강 기록, 성적 등의 기록이 저장되고 관리되어지는 매우 중요한 시스템이다. 그러나 열악한 대학 재정의 한계로 학사 정보 시스템의 중요성에 비해 백업 시스템을 전혀 운용하지 않고 있거나, DAT 복사 등의 매우 초보적인 수준으로 백업 시스템을 구성 및 운용하고 있다. 본 논문에서는 대학 내 학사 정보 시스템의 안정적인 운용을 위하여 2년여 동안의 시스템을 분석한 후, 대학의 열악한 재정 상황을 고려하여 E-IDE 디스크 기반의 스토리지를 이용한 네트워크 기반의 백업 시스템을 설계, 구현한다. 또한 설계, 구현한 백업 시스템을 사용하는 경우 일, 주, 월 등으로 학사 정보 시스템의 정보를 안정적으로 백업하고 운영할 수 있다. 특히 천재지변, 화재 등 예상치 못한 장애에 대하여서도 효과적인 대처가 가능하다.

  • This study is an empirical research on what effects public tax officers' pride, external image, and organization identification as tax specialists have on their organizational commitment. The results of the verification showed that their organizational commitment gets deeper as their satisfaction about pride, external image, and organization identification get greater. In order to meet the public interest in taxation and the demand of the time with positive attitudes and facilitate the functions of the taxation administration, public tax officers' organizational commitment should be intensified by increasing their pride as tax specialists, enhancing external images of the taxation administration, making substantial and realistic efforts, and letting public tax officers have organization identification.

  • This study was conducted to establish collaborative governance for North Korean Refugees' settlement support service. Three major actors were identified. At the central government level, there is no control center to coordinate various functions. This study suggested three roles for central government in collborative governance, which are policy planning based on public value, allocating financial resources to implementing organizations, and program evaluation for securing public accountability. The rloes of local government are establishing communication channels between implementing participants, maintenancing good relations, and coordination. Finally, the role of private actors is developing high quality service programs, connecting local resources for settlement service.

  • Objective: This study was performed to find out the characteristics of nurse administrators and the relationships among their personality types, administrative work appropriateness and job satisfaction. Methods: Participants were 112 nurse administrators who had worked for more than 1 year in a hospital administrative position in Seoul and Gyeonggi area. Data were collected form April 14 to Jun 17, 2016, using questionnaires. For the analysis, SPSS WIN 20.0 program was used. Results: Personality types are related to job satisfaction and administrative work appropriateness. Among big-5 personality types, the neurotic level is negatively related to job satisfaction. However, extroversion is positively related. For the appropriateness of administrative work, the way of transfer and working department show no significant relations but age shows significant relation. The influence of age needs further study. Conclusion: The personalty types are related to nurse administratorsʼ job satisfaction and administrative work appropriateness.

  • It is generally defined that the trust between members are relayed on the belief of ability and support. The purpose of this study is to make sure that participative decision making effects on productivity of group based on that cooperative relationship could bring the productive improvement. As the results, we could figure out that satisfiable rate of performance feedback and open communication are related with the productivity Especially, an administrative group based on the mutual trust, can meet the level of customer's satisfaction and cultural multiplicity. Setting up the mutual trust is to maximize the ability of members and to derive the motivation of working concentration.

A Study on the Improvement of Management of Historical Data in Construction (건설공사 실적관리 개선에 관한 연구)

  • The processes for management of historical data in construction have many problems according to construction firm$^{\circ}{\phi}$s participating in some of the processes. This study analyzed about current process and provided improved processes with IDEF method and simulation. The proposed $\lceil$To-Be$\rfloor$ model is more effective than $\lceil$As-Is$\rfloor$ model according to the result of simulation performance. It is revealed that the productivity in the construction company is more improved than that of the owner from the results of the system simulation.

  • As the volunteer activity has become universal, volunteer activities of public libraries have also grown both quantitatively and qualitatively. In this context, this in-depth case study builds a theoretical background on the volunteer activity of public libraries and examines the volunteer activity management of Kwangjin Public Library including its planning, personal management and administration. By so doing, this study aims at enhancing our understanding on the volunteer activity management of public libraries.

  • This paper focuses m the measurement of increased work efficiency and competitive advantage expected from the implementation of information systems through random interactions of the organizational behavioral factors whose attributes can be changed with. Specifically, the work reported here is concerned with modeling and analyzing the interrelationships among the organizational behavioral factors which a university information system can have impact on throughout the time horizon of its implementation in terms of productivity. In addition, it is also concerned with developing a continuous simulation model to be used to assess the impact of the information system.

  • 웹 기술이 발달함에 따라 공공기관 웹사이트는 단순한 행정기관의 홍보에서 벗어나 국민과 정부 간의 의사소통의 증거인 동시에 업무의 기록으로서 역할을 담당하고 있다. 따라서 공공기관의 웹사이트들은 공공기록물로 인식하고 보호해야 한다. 하지만 공공기관의 웹기록물 중 하나인 심층 웹기록물은 실시간으로 상이한 페이지를 동적으로 구성하기 때문에 기존의 보존방법과는 다른 수집 보존 활용 기술이 요구된다. 국가기록원은 이러한 특징을 가지고 있는 심층 웹기록물을 장기보존하기 위해서 심층 웹기록물 장기보존 포맷인 KoDeWeb을 연구하고 개발하였다. KoDeWeb은 전자기록물이기 때문에 전자기록물로서 진본성 및 무결성을 보장해야 한다. 본 연구에서는 KoDeWeb의 전자기록물로서의 진본성 및 무결성을 증명하기 위해 국제 전자기록물 표준인 OAIS 참조모델에 KoDeWeb을 맵핑시켰다. 나아가 OAIS표준을 따르고 있는 전자기록물 장기보존 시스템에 KoDeWeb을 사용함으로써, 정부 및 공공기관의 심층 웹기록물 생성 및 수집을 체계화하고, 또한 민간이 운영하는 웹의 심층 웹기록물 장기보존에 활용할 수 있다.
