As the citizens have the high level of knowledge and information in this society, they tend to participate the local government adminstration in various methods. The purpose of this study is to review the citizen participation programs which have been applied in local government administration, to determine the appropriate citizen participation programs for public libraries, to survey the Korean public libraries' citizen participation programs through the questionaries which have been developed and analyze the data, and to propose the success strategy of citizen participation programs in the public libraries. Also, tips for the efficient and dynamic public library administration by the citizen participation programs were provided based on inadequacies and other findings revealed through this study.

"정보시스템의 효율적인 도입 및 운영 등에 관한 법률"이 제정된 이래 다수의 공공기관에서 개별적으로 범정부 ITA 체계를 기반으로 ITA 구축 사업이 활발하게 진행되고 있다. 공공기관, 특히 중앙행정기관의 경우 산하기관이 존재하는 특성으로 인해 ITA 구축 추진시 필연적으로 아키텍처 정보 구축 범위 및 대상 선정에 대한 문제와 산하기관의 아키텍처 정보와의 연계 및 통합이라는 문제에 직면하게 된다. 그러나 현재의 범정부 ITA 체계는 이에 대한 충분한 가이드를 제시하고 있지 못한 실정이다. 또한 산하기관들의 개별적인 사업 추진, ITA 구축의 목표의식 부재, ITA 기반의 IT 거버넌스 청사진 부재, ITA 연계 및 통합을 위한 컨트롤 타워(Control Tower)의 부재 등의 문제는, 각 기관의 정보자원 및 업무의 연계라는 ITA의 목적을 달성을 어렵게 하고 있다. 이에 국가정보화를 관장하는 행정안전부는 향후 3단계에 걸쳐 개별기관이 아닌 중앙행정기관과 산하기관을 아우르는 범정부 차원의 정보화 기본설계도(국가 EA)를 정립하고 개별 기관에 산재된 중복 유사 정보시스템을 연계 통합하기 위한 기준을 마련할 계획이다. 본 연구에서는 '07년 말부터 4개월간 진행된 보건복지가족부 ITA 구축 사례를 기반으로 아키텍처 정보 구축대상 및 범위를 결정하기 위한 분석 방안을 제시하고, ITA 연계 절차 및 모델을 제시하였다. 이는 향후 범정부 차원의 정보화 기본설계도 수립에 많은 시사점을 제공할 것으로 사료된다.

이번 호에서는 광주 시민에게 편리한 최상의 행정서비스를 제공하는 "정부광주합동청사"에 방문하여 박회록 기술팀장을 만나보았다. 현재 정부청사는 정부서울청사, 정부과천청사, 정부대전청사 및 정부지방합동청사(광주, 제주, 춘천, 대구)로 분류되며, 정부세종청사 및 정부마산합동청사는 건축 중에 있다. 정부광주합동청사는 광주지역에 산재되어 있는 국가기관 청사를 한곳에 모아 지역 주민에게 종합적인 행정서비스를 신속하게 제공하기 위하여 2008년 12월에 준공되었고 현재 광주지방국세청 등 13개 특별행정기관이 입주해 있으며, 대민행정 One-Stop Service 확대는 물론 청사의 통합관리로 인력 및 예산절감 등 국유재산 활용도를 크게 높이고 있다.

Under the influence of a paradigm shift for administrative service of public institutions in around the world, the 'Government Affairs Assessment Act' has been enacted in Korea in March 2006. By the law, each local governments have been obligating to conduct self-assessment and resident's satisfaction survey for improving administrative service. Thus, the purpose of this study is to evaluate the administrative service quality of district offices(in seoul) in order to meet the government's efforts, and to derive improvement point of administrative service quality in district office. Consequently, this study shows administrative service quality factors affecting resident's overall satisfaction degree, service value maturity and positive image maturity of district office and then, will explore improvement ways of each district office through attribute analysis of administrative service quality.

Publication Information Dissemination Guidance(P.I.D.G.), in which a public organization opens it's information to the public in advance of requests, could be an appropriate medium to support the good governance. In other words, good governance could be established by adopting P.I.D.G. to guarantee the accessibility and usability of information to a public organization, to arrange an opportunity for conversation with the people, and eventually promote the participation of people in administration. However, the P.I.D.G. is not well-known among people due to lack of nation-wide advertisement, and a number of multi-laterally found flaws in the system operation, suggesting an urgent need of improvement. Disorders are found in the operation of P.I.D.G. due to un-standardized categories among the standards of Publication Information Dissemination, set by administrative organizations. The purpose of this paper is to analyze the P.I.D.G. and suggest the ways to improve it based on the criteria indicated above.

The purpose of this study is to investigate the information-seeking procedure of surveillants against public sector organizations in Korea. The surveillants used accountability mechanisms such as National Assembly Inspection and information disclosure to find out information they wanted. Examples of such group include social activists, professional supervisors, aides of the National Assembly congressman and the press members. Using data collected by in-depth interviews and participative observations, we studied their information seeking behaviors and factors that affect the procedure. Based on the Grounded Theory approach, we first generated 56 concepts, 17 categories and 6 super-categories about the participants' feeling, experiences and perception related to their information seeking. Then we developed a factor model among those generated concepts. The main contributions of this study are a) the results provide a useful guidance for the public information seekers b) we draw the requirements for enhancing public sector organizations' information management systems.

Recently, due to the collapse of boundaries between fields caused by COVID-19, the government's goal of connecting all data and making it accessible to people, businesses, and governments has garnered attention. To achieve this goal, cloud technology is consistently mentioned, and since the use of cloud technology inevitably raises security concerns, various studies are being conducted on the topic. This paper analyzes the use of cloud technology in public and administrative institutions in Korea and presents a model that applies the U.S. government's TIC 3.0 concept to mitigate potential security issues. The objective is to provide a secure cloud service utilization model for public and administrative institutions, with reference to TIC 3.0.

This paper was attempted to identify the convergent factors related to the state anxiety of Female Administrative Staff in Medical Institutions(FASMI). For randomly selected 226 FASMI at 27 medical institutions in J region, from July 4, 2018 to July 25, 2018, we conducted an anonymous self-administered questionnaires. As a result of hierarchical multiple regression analysis, the state anxiety of respondents turned out to be significantly higher in following groups: a group in which subjective happiness is lower, a group in which cynicism, sub-areas of job burnout are higher, a group in which psychosocial stress is higher, the explanatory power of them was 57.3%. In conclusion, in order to lower the state anxiety of FASMI, it is necessary to increase subjective happiness, lower cynicism, which is a sub-area of job burnout, and to lower psychosocial stress. These results could be used in hospital job management and mental health education to lower the level of state anxiety in FASMI. Future research needs to develop and interpret a structural equation model that affects the state anxiety of FASMI.
