Nuclear Weapons and Extended Deterrence in the U.S.-ROK Alliance (핵무기와 한·미 핵 확장억제 능력)

  • The future role of nuclear extended deterrence in the security alliance between the United States and the Republic of Korea is currently a central concern. The gradually lessening role of reliance on nuclear weapons in US security policies broadly, combined with increasing North Korean nuclear capabilities and belligerence, raise fresh questions about the sufficiency of the "nuclear umbrella" as a pillar of the US-ROK defense posture. This article addresses the current and future role of nuclear extended deterrence in Korea in this dynamic context. The article reviews the longstanding trend toward reducing the overall size of the US nuclear arsenal, and assesses developments in US-ROK outlooks toward extended deterrence in response to the Obama administration's nuclear policies and North Korea's recent smaller-scale aggressions. The analysis finds that the challenges of deterrence credibility and allied reassurance are difficult and long-term. The analysis explains how these challenges emerge less from a shrinking US numerical arsenal size than from the sufficiency of specific nuclear and non-nuclear capabilities to meet emerging smaller-scale threats. The analysis also highlights the importance of broader strategic and political interaction in sustaining allied confidence in any joint security posture. The evaluation concludes that a strong US-ROK alliance relationship can be maintained while the size of the US nuclear arsenal continues to decline, in part because nuclear weapons in any deployment configuration are relatively ineffective means for deterring smaller-scale aggression. Nevertheless, continuing adjustment of the US-ROK extended deterrence posture to the evolving, complex and uncertain Korean peninsula security environment will remain an ongoing challenge. Finally, the article encourages further examination of the potential specific role ROK maritime forces might serve in enhancing deterrence of smaller-scale threats while minimizing risks of conflict escalation.

  • The Pyeongchang 2018 Olympic Winter Games is a good example of functionalism in integration theories. President Moon Jae-in is extremely lucky to play host to the Winter Olympics. Moon should be particularly happy to have declared the 23rd Winter Games open, because a handful of North Korean athletes marched into the Pyeongchang Stadium as members of a joint team from "Corea," the result of his strenuous efforts to have the North participate in the world festival of sports on snow and ice. But the president of this divided nation hardly draws envy from other world leaders, as he is faced with the daunting task of accommodating the selfish positions of surrounding powers concerning North Korean nuclear and missile threats. North Korea, a trivial competitor in winter sports, scored big outside the games' sporting arenas by inviting President Moon to summit talks in Pyongyang. As a precondition for a 2018 summit, Pyongyang will first ask for the cessation of the annual joint Korea-US military exercises. President Moon invested a lot in the Olympic delegates from the North. Korea's leader will now have to start a truly difficult game which will require the best of best strategies as well as a great deal of wisdom and tenacity not only to deal with the weapons of mass destruction-toting North Koreans, but also with allies. On the other hand, Moon needs to make the effort to reset domestic politics with tolerance and compromise, so he can better concentrate on the conundrum of North Korean nuclear and missile threats.

  • Movement of Province Government Office of Chungcheongnam-do is pursued to balance regional development of South Chungcheong Province. The Head Office was built in Naepo area(Hongsung & Yeasan) which is located in the center of Chungnam geographically to promote balanced regional development. Stage two goals for 2015 of city construction is staying at the level of 20 %. The cause is very complicated, but it can be explained by central government agencies in the establishment of the Sejong City and relocation of the central government policy support. This study is looking for new strategies to get competitive power and Regional Festival which leads the mood and industry in the new city, Naepo.

Pathological Studies on the New Microsporidia K79 Isolated from the Silkworm, Bombyx mori L. II. Pathogenicity and Developmental Progress of the Microsporidia. (가잠에서 분리된 새로운 미포자충 K79의 병리학적 연구 II. 미포자충의 병원성 및 발육경과)

  • In order to clarify the taxanomic position of a new microsporidia K79 which was isolated from the silkworm larvae, Bombyx mori L. in Korea in 1979, the following several experiments such as estimation of pathogenicity in different instar, histopathological examination under light and electronic microscope and examination of fine structure of the sporse were carried out and their result obtained are as follows. In the test of pathogenicity by oral inoculation, the new microsporidia K79 was lower than Nosema bombycis and the susceptibility of the new microsporidia to silkworm was getting lower as the silkworm larvae grew. The lesion of Silkworms' tissue which was infected with the new microsporidia K79 was found in the epithelial cells of trachea, fat body and silk gland cells. The developmental process of the new microsporidia K79 in vivo could be divided into the following five stages: sporoplasm, schizont, sporont, sporoblast, and spore. The process was just the same as the of N. bombycis, but its development was slower than that of N. bombycis. Several differences in the fine structure of the spore under electron microscope, which could be important keys for the classification of microsporidia, were obtained. Anchoring disk and polaroplast lamella of the new microsporidian spore were disclosed to be different from those of N. bombycis. An average number of polar filament coils of the new microporidian spore was 16 at an angle of 75$^{\circ}$. On the basis of various keys for the classification of microsporidia, the results obtained from various experiments proved that the newly isolated microsporidia should be classified into the Genus, "Nosema", nut is further classification for species should be conducted in the future. Therefore, it may be reasonable that the new microsporidia is temperally classified as Nosema sp. K79 considering the fact that it was discovered in Korea in 1979.a in 1979.

Phylogeny of Korean Viola based on ITS sequences (ITS 염기서열에 의한 한국산 제비꽃속(Viola)의 계통 유연관계)

  • Molecular phylogenetic studies were conducted to evaluate interspecific relationships in 40 populations of Viola including 35 Korean taxa, four Japanese populations and one outgroup using nuclear ribosomal ITS sequences. The phylogenetic analyses were conducted using parsimony and neighbor-joining methods. Subsection Trigonocarpae of section Nomimium appeared as the most basal clade within the Korean Viola. Section Dischidium and Chamaemelanium was monophyletidbootstrap 100%) and placed between subsect. Trigonocarpae and three other subsections of sect. Nomimium. Sect. Nomimium was paraphyletic. Although each subsectional grouping was in accordance with previous infrageneric classification based on morphological characters, yet discordance remained at the series level. Two evolutionary trends observed in the ITS tree were as follows. First, subsect. Trigonocarpae(x=10) was derived from the outgroup(x=6); Second, subsects. Bilobatae and Vaginatae(x=10 or 12), and subsect. Patellares(x=12) of sect. Nomimium were originated from sects. Dischidium and Chamaemelanium(x=6). Viola albida complex including three very closely related taxa was recognized as independent group within subsect. Patellares in parsimony tree. This result suggested that they should be treated as a taxa in series Pinnatae. Phylogenetic position of a putative hybrid species, Viola woosanensis was not supported with previous morphological hypothesis.
