This paper investigates the properties and relative importance of Apparel Textile industry of Busan in terms of both the number of employees and the value-added, and then analyzes the relative technical efficiencies from the perspectives of space closeness such as consumption market, suppliers, living standards and clustering environments using the DEA model. The main outcomes are as follows. The Apparel Textile industry is still a key industry in Busan with relatively high intensity and high LQ (greater than one) in spite of the recent decrease between 2000 and 2005 both in the number of employees and the value-added. Those firms with consumption market showed higher efficiency in all kinds of efficiencies than the firms without the market, and further relatively higher efficiency than the firms with suppliers. In addition, the firms located in the higher living standards also showed higher values of efficiency compared with the firms in lower living standards. The policy implication from the results is that the strategic and selective investment should be made according to the relative efficiency and thus the traditional industry should be transformed to the high value added one with additional investment to utilize the scale efficiency.
The mountain village development program in Korea started in the mountain villages, the 45.9% of total land and one of the typical marginal region, from 1995 to achieve the equilibrium development of national land and the sustainable mountain development in Chapter 13 in Agenda 21, and it has been accelerated to increase the happiness and the quality of life of mountain community residents through the expansion by province and the improvement of related laws and regulations. This study has been aimed to analyze the response of main stakeholder's -mountain village residents and local government officials - on mountain villages development, and to provide the future plan as community development. The survey and interview data were collected from the mountain villages which already developed 59 villages and developing 15 villages in 2003. The mountain village development program has achieved the positive aspects as community development plan in the several fields, - the voluntary participation of residents, the establishment of self-support spirit as the democratic civilians, the development of base of income increasement, the creation of comfortable living environment, the equilibrium development with the other regions. Especially the mountain residents and local government officials both highly satisfy with the development of base of income increasement and the creation of comfortable living environment which are the main concerns to both stakeholder. However through the mountain development program, it is not satisfied to increase the maintenance of local community and the strengthening of traditional value of mountain villages. Also to improve the sustainable income improvement effects, it is necessary to develop the income items and technical extension which good for the each region. In the decentralization era, it is necessary for local government should have the more active and multilateral activities for these. With this, the introduction of methods which the mountain community people and the local government officials could co-participate in the mountain villages' development from the initial stages and the renovation of related local government organizations and the cooperatives will be much helpful to the substantiality of mountain development program. Also it is essential for the assistance of central government to establish the complex plan and the mountain villages network for all mountain area and the exchange of information, the education and training of mountain villages leader who are the core factor for the developed mountain villages maintenance, the composition of national mountain villages representatives. In case the development proposals which based on the interests of the main stakeholder's on mountain community could be positively accepted, then the possibility of the mountain village development as one of community development will be successfully improved in future.

Strategies for parks and open spaces in the 21st century have moved from focusing on specific elements, such as quantitative growth and ecological and recreational aspects, to green infrastructure, which refers to a multi-functional network of open and green spaces offering a range of benefits. In the case of London, green infrastructure is realised as an integral part of urban infrastructure, involving physical and social infrastructure as well as practical spatial planning at the local level within statutory urban planning as part of a continuously developing green infrastructure framework with a theoretical basis. Taking this perspective, the present study looks at alterations to and developments in green infrastructure policies in the London Plan, the green grid framework as detailed in the city's strategic implementation of green infrastructure. Various trends and characteristics of the policies adopted in the London Plan and some implications are deduced, with three main results being identified. The first is a clear division of roles among the national government, Greater London Authority and borough councils, with local plans established under the guidance of the National Planning Policy Framework (NPPF) and the London Plan. Green infrastructure policies in the London Plan have been applied at a high rate in the boroughs' local plans, which leads to another, linked point. Secondly, green infrastructure policies and the green grid as an implementation framework have been consistently extended and developed through consolidating the London Plan, despite the change of government. Finally, in order to achieve the London Plan, the Mayor of London implemented policies by partnership and supporting programmes for London boroughs. Recently, the Seoul Metropolitan Authority introduced a parks and green spaces development policy, but the London case remains a good example; this is because green infrastructure policies in London were not a manifesto pledge but rather have been continuously and consistently advanced regardless of party politics and thus realised as long-term planning.

While Category 1 and Category 2 bridges are intensively inspected and carefully managed, many small bridges that are not in the Category 1 and 2 are often forgotten until they decay in serious condition. Since many of these small bridges located in the populated city, failure of them would cause huge negative impact on the community. This paper focuses on the small size concrete bridges for timely repair and rehabilitation work for the effective operation and management. Test bed is developed to define the key parameters to forecast the long term performance of the bridges, mostly concrete box bridges. Key parameters suggested in this paper are cumulative fatigue due to repetitive heavy traffic loads and the acid attacks for concrete material deterioration. The cumulative fatigue is measured by the use of the mileage concept. For the long term data collection and inspection, stable and easy to use data collection system is installed as a test bed. The contribution of this research work is on the development of the test bed to define the key parameters of bridge deterioration.

This study aims to grasp what factors affect users' recognition level and expectation level for library service, being offered at the library of Korea National Open University. Also, this study seeks to conduct a survey and analyze whether users' recognition level by library service dimensions has actually influenced the intention and the satisfaction with using the library. For this, it carried out the theoretical approach, which considers domestic and foreign documents on evaluation of quality of library service, and the empirical approach of questionnaire research and analysis. A research model was designed on the basis of LibQUAL+model to achieve the objective of this research. And the group-based difference was confirmed by carrying out verification on research hypothesis. As a result of analysis, the users' current recognition level by library service dimensions of Korea National Open University was indicated to have influence on the whole satisfaction with library and the continuous use intention. The whole satisfaction was indicated to have an effect on continuous use intention. Also, to enhance users' satisfaction level according to the behavioral characteristics of using library, the core elements for improving the library service of Korea National Open University were cited and these include improving the facility of library, implementing smart digital library system for offering remotely academic information, and securing diversity and currency of academic information sources such as printing materials and electronic materials.

Efficiency and efficient management on maintenance/repair/operation (MRO) phase is getting important with advance in technologies and complex functionalities of building and facility, Using software systems as well as advanced hardware systems in MRO area is spreading along with this trend to take advantage of information technology. Information of building and facility for MRO phase is derived from engineering/procurement/construction (EPC) phase. But most current commercial software systems in EPC and MRO are focusing on their own phase, which arise lack of consistency of information from EPC to MRO phase. But, the information system now used at the MRO phase stop flowing the building and the facilities information and then newly create. Moreover, from an asset management point of view, asset particulars such as the structures and equipments are different the value fluctuation. In order to reflect these information rationally, the construction costs are correctly distributed and the initial price of the asset particulars have to be estimated. In this study, develop the information model which can apply the cost information at the EPC phase to the MRO phase.
Recent research regarding local traditions, cultural heritage, and sightseeing resources that represent local characteristics for the purpose of local promotion has been actively advanced. Yangyeongsi in Daegu, South Korea is Doing developed as a core location in order to revitalize regional culture. The unique tradition and functions of this city area have been preserved. Previous research "The Fundamental Research of Revitalization for Yangyeongsi in Daegu for the Local Promotion" undertaken by the author revealed a lack of fundamental research available to establish an understanding of how to revitalize Yangyeongsi. The research methodology designed this by, (1)a site investigation and verification of previous research (2)a deep analysis of Yangyeongsi to uncover potential improvement opportunities (3) assessment of essential elements and appropriate directions for revitalization of the traditional market (4) application of the environment design improvement process to the local design center. The design proposal is that, firstly, space assessment will De improved by the maintenance and expansion of fundamental facilities. Secondly, space application can be maximized by servicing the complex road network through a traffic flow plan. In addition, consideration for the local characteristics will promote unity and identification with the region. Lastly, revitalization and industrialization development of sightseeing resources and secure streets and event spaces will promote enjoyable experiences for visitors. Research results were submitted to the local authority and applied to the future policy plan. Continuous research on revitalization and analysis of the local characteristics are recommended in order to benefit local promotion.
This study proposed a new optimization-based decision model for an enterprise resource planning and production scheduling of a pharmaceutical intermediates manufacturing plant. To do this work, we first define the inflow and outflow information as well as the model structure, and develop an optimization model to minimize the production time (i.e., makespan) using a mixed integer linear programing (MILP). The unique feature of the proposed model is that the optimal process scheduling is established based on real-time resource logistics information using a radio frequency identification (RFID) technology, thereby theoretically requiring no material inventories. essential information for process operation, such as the required amount of raw materials and estimated arrival timing to manufacturing plant, is used as logistics constraints in the optimization model to yield the optimal manufacturing scheduling to satisfy final production demands. We illustrated the capability of the proposed decision model by applying the optimization model to two scheduling problems in a real pharmaceutical intermediates manufacturing process. As a result, the optimal production schedule and raw materials order timing were identified to minimize the makespan while satisfying all the product demands.

It is important to manage the underground facilities efficiently because they are directly related to the convenience and safety of citizens. But the fact that the different agencies take on a role of managing the underground facilities respectively makes it impossible. So Korean government has exerted great efforts to solve this problem through several projects. Korean government expects that the ubiquitous technologies such as sensor and wireless communication in the domain of the underground facilities management will be useful. It is main duty of u-City Management Center to monitor several situations about the underground facilities using ubiquitous technologies. But there is no consensus about what concrete situations it has to monitor even though u-cities under construction. Because local governments or related companies are in charge of carrying out these roles yet, there is no legal basis on which to do these tasks by the center. And it is needed to develop new technologies for u-services efficiently. Because technologies for u-service are vast, various and converged, so it necessary to develop them according to priority or in cooperation with other developers. In this paper, we classify the monitoring items for each facility which were investigated by a recent research. It is expected to make use of defining the role of the center and developing technologies with u-service.
It is not surprising to hear news about irresistible natural disasters all over the world due to climate change. Korean Government has focused on developing a variety of green technologies to reduce green house gasses, in particular, carbon dioxide. This study suggested 18 technology divisions for achieving green highway technology development in six different sub-sectors considering life-cycle of roadway and surveyed 29 highway and/or transportation professionals of three institutes using AHP(Analytical Hierarchy Process) analysis to construct "Green Highway"and realize carbon emission reductions and energy use efficiency in a road sector in Korea. Expert Choice Software was used to rank 18 technology divisions weighted by two-level choices. Transport Operating Infrastructure Improvement, Roadway Policy Implementation, Green Transportation(such as Pedestrian and Bicycle) were highly ranked by respondents according to results of the AHP modeling. Among the 18 divisions, technology policy for supporting R&D investments from development to commercialization was ranked as the most significant one to be focused. Green Transportation Facility Design/Construction/Operation and Eco-Friendly Roadway Plan were followed as expected since professionals have thought that the planning/design step of the life-cycle is a starting point to reduce carbon dioxide from roads more and more. Additionally, comparing the results with the Government investment trend 2006-2011 for the roads, it can be interpreted that the Government should invest to the R&D area more widely than before to promote element and core technology development for Green Highway Construction. Above all, small and mid-sized businesses have to be invested as well as encouraged to undertake green highwayrelated objects to accomplish the divisions which ranked high.
