New Middle Powers' ODA: Korean Aid Strategy for Economic Infrastructure and Production Sector Building (신흥 중견국가의 공적개발원조: 한국의 경제 시설 및 생산 분야 중점지원 전략)

  • This paper examines middle powers' ODA policy in the post cold war era and discusses its implication for Korean aid strategy. Middle powers' ODA has been more successful than that of super powers in promoting donors' positive images and in stimulating recipient countries' development. Middle powers tend to pursue multilateral solutions to international problems often by taking a mediator role, and their ODA policies set them apart from the great players in international politics. Middle powers' ODA is primarily aimed at reducing poverty and protecting human rights in least developed countries where humanitarian aid needs the most rather than promoting donors' interests. Also, middle powers have provided bilateral untied aid in the sectors of food aid and emergency relief and steadily devoted about 0.7% of their gross national income to ODA. Meanwhile, Korea as an emerging middle power and a new donor has been implementing its own aid strategy under the name of the Korean development model since the post cold war period. The Korean ODA was not successful in building donors' positive images by simply following the short term strategies of US and Japan. Yet, its ODA policy has been quite effective in sustaining local development by creating specific niches in which the country can specialize in. In specific, Korea has focused on developing the sectors of information and communication technology and industry energy in recipients' countries by maximizing its comparative advantage.

  • Management of social infrastructure has been advanced from facility management (FM) to asset management (AM), which adopts the aggressive and proactive methods in predicting the deterioration of infrastructure, prevents failures, and eventually saves maintenance cost. Infrastructure asset management is not a simple engineering technique, but it is a new paradigm evolved from facility management practices. To implement the infrastructure asset management successfully, organizational reform is very important. This paper suggests critical success factors and key performance indicators to implement the infrastructure asset management for facility managers of government owned social infrastructures such as roads and bridges. Reorganizing the facility management group requires new vision, objectives, strategies for the paradigm-changing asset management. This paper uses Balanced Score Card (BSC) which is a proven method in measuring and setting new objectives for an organization. Once the performance indicators are reviewed repeatedly by facility managers through experts workshops, developed BSC can be used in practice. This paper discusses the development of robust BSC scoring method through in depth literature reviews and investigation of asset management practices of domestic and international cases.

Agricultural Applicability of AI based Image Generation (AI 기반 이미지 생성 기술의 농업 적용 가능성)

  • Since ChatGPT was released in 2022, the generative artificial intelligence (AI) industry has seen massive growth and is expected to bring significant innovations to cognitive tasks. AI-based image generation, in particular, is leading major changes in the digital world. This study investigates the technical foundations of Midjourney, Stable Diffusion, and Firefly-three notable AI image generation tools-and compares their effectiveness by examining the images they produce. The results show that these AI tools can generate realistic images of tomatoes, strawberries, paprikas, and cucumbers, typical crops grown in greenhouse. Especially, Firefly stood out for its ability to produce very realistic images of greenhouse-grown crops. However, all tools struggled to fully capture the environmental context of greenhouses where these crops grow. The process of refining prompts and using reference images has proven effective in accurately generating images of strawberry fruits and their cultivation systems. In the case of generating cucumber images, the AI tools produced images very close to real ones, with no significant differences found in their evaluation scores. This study demonstrates how AI-based image generation technology can be applied in agriculture, suggesting a bright future for its use in this field.

Policy Implications of Creative-Based Strategies and Culture-Art Creative Urban Policy in Japan: Focusing on Kanazawa and Yokohama (일본의 문화예술창조도시정책과 창조기반전략의 정책적 함의: 가나자와와 요코하마를 중심으로)

  • This study examines the characteristics of creative city policy for Japanese culture and arts creation cities and finds the implications of culture and arts city policy by reexamining the examples of Kanazawa and Yokohama from the viewpoint of creation-based strategy of the city. The policy implications of creative-based strategies are as follows. First, in terms of the governance of the creative-based strategy, Kanazawa conducted governance through a citizen-led cooperative network, while Yokohama promoted creative city policy through a local government-led cooperative network. Second, The mechanism of action of the endogenous resources of Kanazawa and Yokohama was different. Third, the territorial embeddedness in Kanazawa and Yokohama was easy for pedestrians to access to the customer center in the creation core area. Both cities have good access to domestic and international demand, and amenity is well established.

Web Based Environmental Management System using Predictive Spatial Information Models (예측적 공간정보 모형을 이용한 Web 기반의 환경관리시스템의 개발 및 적용)

  • This study is aimed at the development of comprehensive environmental management system, which can be operated on the basis of world wide web, as a topic of G7 project. Even though there should be lots of works remaining to achieve this goal, preliminary products can be summarized as follows : 1) integrated environmental information management system, 2) web based control engine, 3) surface water environment management system, 4) subsurface water environment management system, 5) sewer and waterworks management system. The core methodology of the engine is the generalized multidimensional finite element matrices to depict the terms in the analysis of various partial differential equations. Spatial information management system (ArcView) and Visual Basic were extensively employed to construct GUI oriented web based engine. The developed systems were composed of very intense computer codes due to the necessity of combinatory management of environmental problems. The web based engine could be served as a decision tool for the integrated management of environmental projects in Korea.

  • u-City는 첨단 정보통신 인프라를 활용하여 유비쿼터스 서비스를 도시공간에 제공함으로써 도시민의 생활편의 증대와 삶의 질을 높이고 체계적인 도시관리 및 도시의 제반 기능의 혁신을 통해 도시 경쟁력 향상을 목표로 한다. 최근 u-City의 핵심부문으로, u-City의 성공적 구축을 위해 관심이 집중되고 있는 도시통합운영센터는 기존 도시에서는 시도해 보지 않았던 새로운 개념으로, U-City법에서 향후 U-서비스의 관리 운영에 필수적인 U-City기반시설로 규정되어 있기는 하지만 도시통합운영센터에 대한 명확한 기준이 없다. 또한 구축 관리 운영을 위해 필요한 법 제도적 기반환경이 미흡한 실정으로, 법적 근거없이 개별법에 의한 사업추진으로 실제로 도시통합운영센터를 구현하는데 많은 어려움을 겪고 있다. 이와 같이 u-City와 도시통합운영센터는 기존 도시에서는 시도해 보지 않았던 새로운 개념이기 때문에 현행 법에 맞지 않는 경우 발생하기 때문에 이에 적합한 새로운 법/제도가 필요하다. 본 연구는 기존 관련법과의 연계를 통한 도시통합운영센터 구축 운영에 대한 법 제도적 기반환경 마련을 위한 연구로서, u-City 관련 법/제도 중 도시통합운영센터 구축 및 운영 관련 사항에 대한 검토를 통해, 법/제도적 측면에서 도시통합운영센터 구현에 필요한 제반사항을 검토하였다. 구축측면 (계획/건설)에서 시스템 공동활용 및 연계 구축 방안 마련을 위해 도시통합운영센터 구축주체, 재원조달방법을 검토하였으며, 운영측면에서 도시통합운영센터 운영 방안을 마련하기 위해 도시통합운영센터의 공공기능 수행 및 운영에 대한 사항을 분석하였다. 도시통합운영센터 구축 운영에 대한 법 제도 정비를 위한 기반연구를 통해 도시통합운영센터의 성공적인 구축 및 운영을 도모하고자 한다.

  • 최근 지식정보 사회는 IT가 핵심 구성요소인 스마트 사회로 변모하고 있으며, 인간과 사물 간 의사소통에서 사물과 사물 간 의사소통까지 확장하고, IT간 융합에서 나아가 타 산업과 융합하는 지능형 사회로 나아가고 있다. '공간'에 대한 정보는 '시간'과 함께 인간이 생활하는데 있어 반드시 알아야 하는 가장 근본적인 정보로써, 공간에서 발생하는 정보를 기반으로 다른 사람들과 소통을 하고 목적을 충족함으로써 삶의 질을 향상시킨다. 현대 사회에서 공간정보는 중요한 인프라 가치를 증대시키므로 새로운 사회 패러다임 전환을 위한 필수적인 요소라 할 수 있다. 따라서 본 연구에서는 수재해 정보 플랫폼 구현에 앞서 사용자의 니즈를 만족시키고 효용가치 증대가 가능하도록 공간정보서비스 활용 방안 연구를 하고자 한다. 공간정보는 시대의 흐름에 따라 형태 및 생산?활용방법이 달라졌으나 항상 중요한 정보로 인식되어 왔으며, 미래 공간정보는 단순 콘텐츠 영역을 뛰어넘어 상황(Context)정보까지 범위를 확장하였다. (1)미국의 공간정보는 시설, 기록관리 및 지도와 같은 공공분야에서 현재는 업무통합관리, 의사결정지원 등에서 데이터 웨어하우스(Data Warehouse)로서의 역할 담당한다. (2)일본은 아시아 최고의 원천기술력을 보유하고 있으며, 높은 수준의 GIS, RS(위성항측), ITS(지능형 교통 시스템) 기술을 기반으로 하고 있다. (3)영국은 지리정보시스템과 공공서비스를 접목하여 시민의 요구에 부응하는 고객맞춤형서비스 제공을 국가정보화의 우선과제로 선정하고 있다. (4)우리나라는 초고속통신망과 모바일 기술 등 세계 최고 수준의 인프라를 확보하고 있어, 이러한 인프라 기반융 복합 공간정보서비스를 이용하는데 안정적인 기반을 확보하고 있다. 본 연구는 국내외 공간정보서비스의 패러다임 변화 및 추진 동향 등을 제시하였으며, 수재해정보 플랫폼 활용에 능동적 적극적으로 접근할 수 있는 기반을 마련하였다. 공간정보서비스를 활용하여 커뮤니케이션 강화, 수재해 정보 서비스의 효율성 증진, 재해부문 선진화 측면에서 발전적 영향을 미칠 수 있으며, 특히 각종 현안에 대한 미래 예측 및 대응에 기여할 것으로 판단된다.

Machine Learning-based hydrogen charging station energy demand prediction model (머신러닝 기반 수소 충전소 에너지 수요 예측 모델)

  • Hydrogen energy is an eco-friendly energy that produces heat and electricity with high energy efficiency and does not emit harmful substances such as greenhouse gases and fine dust. In particular, smart hydrogen energy is an economical, sustainable, and safe future smart hydrogen energy service, which means a service that stably operates based on 'data' by digitally integrating hydrogen energy infrastructure. In this paper, in order to implement a data-based hydrogen charging station demand forecasting model, three hydrogen charging stations (Chuncheon, Sokcho, Pyeongchang) installed in Gangwon-do were selected, supply and demand data of hydrogen charging stations were secured, and 7 machine learning and deep learning algorithms were used. was selected to learn a model with a total of 27 types of input data (weather data + demand for hydrogen charging stations), and the model was evaluated with root mean square error (RMSE). Through this, this paper proposes a machine learning-based hydrogen charging station energy demand prediction model for optimal hydrogen energy supply and demand.

  • Vehicular ad-hoc network (VANET), a kind of mobile ad-hoc network (MANET), is a key technology for building intelligent transportation system (ITS). VANET is automatically and temporarily established through vehicle-to-vehicle communication without network infrastructure. It has the characteristics that frequent changes of network topology and node density are occurred and messages are disseminated through several relay nodes in the network. Due to frequent change of network topology and node density, however, VANET requires an effective relay node selection scheme to disseminate messages through the multi-hop broadcast. In this paper, we propose a contention window based multi-hop broadcast scheme for VANET. Each node has an optimized contention window and competes with each other for a relay node. The experimental results show that the proposed scheme has a better performance than the distance-based deterministic broadcast scheme in terms of message propagation delay and network traffic.

  • Enterprises as well as central and local governments have tried to apply ubiquitous technology to the actual life on the various types of business and projects. In this paper we develop strategic plan to provide public service on public areas based on needs analysis of public services as well as trend analysis of ubiquitous and web technology. Ubiquitous service model should be based on geospatial web which can incorporate participation and collaboration concepts, as the wire/wireless network system develop rapidly. To achieve this purpose, we suggest the following projects; 1), construction of internet map based on geospatial web technology, 2), development of web contents based on geospatial web, 3), installing ubiquitous equipment, and 4), upgrade Seoul Metropolitan Government's homepage and internet system which can incorporate web 2.0 concepts. Ubiquitous service model should be based on not only development of ubiquitous technology but also needs of consumer such as citizen, enterprises, and public sectors which have an interest in that place. Geospatial web will be the core of development of ubiquitous service models.
