According to the tentative agreement between Iran and Western countries on last July, the Iranian nuclear problem that has been discussed is resolving gradually. It has been discussed for long time. The reason we must observe the agreement process for the Iranian nuclear is that the Korean peninsular is also threatened by the North Korea's nuclear. When it comes to comparing the nuclear issue in two countries, there are very big differences such as political system, structure and the process of nuclear agreement between them. For this reason, some experts say that it is hard to find the implication for solving the North Korea's nuclear problem. However, the others say that we can find the positive factors that have an effect on the North Korea's nuclear problem. This research focuses on analyzing the Iranian nuclear agreement process and successful factors as well as trying to find out the implication to solve the North Korea's nuclear problem. In spite of large point of difference between I ran and the North Korea, the reason we have to find out the positive measure to solve the North Korea's nuclear problem is that this issue is directly related to the Korean peninsular's security.

This article aims for searching the clue of North Korea nuke-problem by understanding it contextually. We must see this from the beginning as many trials in settling the problem have failed. North Korea nuke-problem is related to the change of international implication as well as the domestic process of its development. At first, it started from the regime survival, which evolved with the effect of learning. During the Cold War, its development had combined the principle of 'self-defense' because of Sino-Russia conflict. Particularly, its meaning varied dramatically due to the collapse of Cold War system plus the advent of post-Cold War system. North Korea nuclear program has became a global problem based on the deterioration of North Korea's security milieu and Bush administration's policy. Therefore, the area of common solution for NK nuke-problem must be found in the context of regime survival and the change of its meaning by continual convergence effort.

이중 또는 삼중으로 탄소 피막된 핵연료 입자를 Graphite 소결체에 채워넣은 핵연료를 설계하고, 이에 대한 핵적 타당성을 검토하고자 하였다. 핵계산 체계로서 CASMO-3가 갖는 Spatial Self-shielding 효과의 문제, 코드의 계산 방식 문제, 핵자료 결손 문제를 검토한 후 보정 계수를 산출하려 하였다. CASMO-3의 정확도는 MCNP-4A를 통해 검증하였는데, 비균질한 소결체 내부를 균질화 함으로서 야기되는 Spatial Self-Shielding 효과는 임계도의 차이가 거의 없는 것으로 확인되어졌고, 계산 코드의 차이로 인한 효과 또한 무시할 수 있었다. 그러나 CASMO-3의 핵자료에서 탄소와 실리콘의 자료 부족은 임계도 차이가 0.06184정도로 다소 차이가 나기 때문에 보정이 필요함을 확인하였으나 CASMO-3 자체의 유용성에는 문제가 없었다.

Nuclear issue is a good example showing globalization of the international regime. The history showed nuclear weapons may cause the extinction of human races when the first nuclear bombs fell down to Japan in August, 1945 and people became increasingly eager to achieve peace. Military buildup for national security is a matter of existence in the international society. However, disarmament or arms control to secure international peace and safety which is also the purpose of the Charter of the United Nations may be the most important task for us to realize peace of the mankind. Today, disarmament, together with amicable settlement of international conflicts and collective security system, is an important means to maintain and promote international peace and safety. It might be our permanent task to realize complete disarmament but, as the Preamble of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) expressed general and complete disarmament, the international society has clarified its effort for complete disarmament. Thus, taking a look into the international regime on the nuclear issue and progress related to the nuclear issue in North Korea, the study was intended to introduce the globalization of the nuclear issue, review the international effort for nuclear disarmament based on the concept of the 'common heritage of the mankind' and with respect to the United Nations Committee on the Peaceful Uses of Outer Space (COPUOS) and controls over nuclear weapons, and then evaluate the North Korean nuclear issue, which is in direct relation with South Korea and international laws, in terms of the space law and disarmament acts. The collective security system along with policies to prevent dissemination of nuclear weapons should also be emphasized and implemented to cope with the North Korean nuclear issue.

미국과 북한간의 핵회담이 급진전하고 있다. 북한이 그 동안 취했던 애매 모호한 태도를 바꿔 흑연감속로 동결을 대가로 발전용 경수로 전환 지원과 화력발전소 건설, 낡은 송ㆍ변전시설 교체ㆍ보수 등 구체적인 제안을 내논 것이다. 미국은 이를 긍정적인 제안으로 평가하고 수용할 가능성을 보임으로써 미ㆍ북 회담의 성사가능성을 밝게 했다. 북한의 돌연한 태도변화는 김정일체제의 단면을 짐작케할 뿐 아니라 북한이 그 동안 핵카드를 어떤 목적으로 사용해 왔는 지도 극명하게 들어났다. 북한은 핵을 마지막 생존 수단으로 보고 개발에 착수했고 이를 체제유지의 경제원조에 초점을 맞추어 흥정했던 것이다. 그 동안 북한은 과연 어느 정도의 핵능력을 갖고 있었기에 핵카드를 미국과의 흥정에서 최대한 활용한 것이었을까. 문답으로 「북한 핵, 무엇이 문제인가」그 전모를 점검해 보았다.

The importance of the bandwidth selection has been more emphasized than the kernel function selection for nonparametric frequency analysis since the interpolation is more reliable than the extrapolation method. However, when the extrapolation method is being applied(i.e. recurrence interval more than the length of data or extreme probabilities such as $200{\sim}500$ years), the selection of the kernel function is as important as the selection of the bandwidth. So far, the existing kernel functions have difficulties for extreme value estimations because the values extrapolated by kernel functions are either too small or too big. This paper suggests a Modified Cauchy kernel function that is suitable for both interpolation and extrapolation as an improvement.

핵물질 불법거래에 의해 제기되는 가장 큰 문제는 국제 핵확산 금지의 체계를 파괴하여 핵 위협을 가중시키는 것이며, 핵물질에 이해가 없는 사람에 의한 운반이나 보관 등의 책임에 의하여 방사선 방어상의 문제점을 일으킬 수 있다는 것이다. 최근에 급증하고 있는 핵물질 불법거래는 핵물질 확산금지에 커다란 문제를 야기하고 있다. 우리나라도 핵물질 불법거래 발생의 가능성이 있음을 인식해야 하며, 이에 대한 국가적 대책을 마련하여야 한다.
