  • The blast demolition technology has been used to demolish various industrial facilities and tall buildings since 1950s in the advanced countries such as USA and U.K. It is now considered as one of safe demolition methods in the above countries. In Korea, several companies have tried to introduce blast demolition technology in the early days of the 1990s. However, this technology is still at the beginning stage and not fully adopted due to situation of avoiding technology transfer by overseas technical tie-up companies, lack of objects to be demolished and low level recognition on blast demolition. This technology shall be considered as a cutting edge technology to be applicable to demolition of skyscrapers, various industrial structures and factory buildings in the near future. Blast demolition of a pier structure was carried out under the site condition where there were already the constructed 2 pier structures of up and down line which had safety problems in an expressway construction project. The pier structures need to be demolished and reconstructed for a short period of time in consideration of the construction work process to be followed.

연구용원자로에서 조사된 캡슐 및 핵연료다발 해체용 갭슐절단기 개발

  • 연구용원자로인 하나로(HANARO)에서 중성자 조사된 캡슐 및 핵연료다발을 절단 및 해체하기 위한 장비인 캡슐절단기를 개발하여 조사재시험시설(IMEF)의 M2 핫셀(hot cell)에 설치하였다. 재료 및 핵연료의 개발을 위해 하나로에서 조사되는 캡슐 및 핵연료다발의 절단 및 해체는 핵연료봉 및 캡슐내부에 내장되어 있는 시편에 손상 및 결함이 발생하지 않도록 하는 것이 매우 중요하며, 이러한 장비는 핫셀의 작업구역에서 원격조작기를 사용하여 원격으로 조작이 용이하도록 설계 및 제작되어야 한다. 이에 조사재시험시설에서 개발한 캡슐절단기는 가공물이 회전 및 좌우이송, 절단용 철이 회전 및 전후이송이 각각 되도록 하였고, 핫셀내에 설치하기 전에 가공에 필요한 최적의 조건을 설정하였다. 그리고 핫셀내 설치후 중성자에 조사되지 않은 하나로용 핵연료다발과 조사된 무계장캡슐을 건식상태로 절단 및 해체하여 장비 성능을 확인하였다.

전처리 집합체해체 핵심장치 디지털 목업 검증

  • 전처리 공정장치 구축에 앞서 정확한 설계와 검증이 선행되어야 한다. 우선 디지털 목업 기술을 통해 설계검증을 철저히 함으로써 공정의 품질을 높이고 공정하자를 최소화 할 수 있다. 전처리 공정 중 집합체해체 핵심장치의 유지보수를 쉽게 하고, 원격 제어 효율을 높이기 위한 모듈화와 그에 대한 사전 검증을 수행하였다. 이를 위해해 전처리 디지털 목업 시스템 검증 대상과 집합체 해체핵심장치 주요모듈을 선정하였으며, 주요 모듈의 모듈화 방안 과 모듈 탈착 시간 검증하였다. 그 결과, 집합체해체 핵심장치에서는 5개의 주요 모듈로 구성되었으며, 모듈 탈착 시간 검증에서 작업시간은 클램프모듈이 약 130초, 언볼팅, 드릴링 모듈이 140초 소요될 것으로 분석되었다. 향후 전처리장치별 모듈 분석과 LAYOUT 운영을 포함해서 MSM 시뮬레이터의 디바이스 및 시뮬레이터 시스템 구축을 수행할 것이다.

A Study on the Adoption of Cyclotron Decommissioning Plan Criteria by the Analysis of Domestic Relocation and Abroad Dismantling Practices (국내 사이클로트론 이전 및 해외 해체 사례 분석을 통한 해체 계획 기준 도입 연구)

  • There are many reasons for decommissioning of cyclotron such as not only age-related deficiency, any serious wear or damage but also relocation, upgrade and changing mission. Decommission of cyclotron in USA and EU give rise to a lot of low-level radioactive waste and costs. Various research on decommissioning of particle accelerator have been carried to reduce the cost of decommissioning in USA and EU. In USA, the NRC require DFP (Decommissioning Funding Plan) to authorized licenser by 10 CFR Part 30.35. To resolve radioactive waste problem and reduce the estimated cost of cyclotron decommissioning, we should consider technical aspects (decommissioning procedures, decontamination techniques, etc.) and safety aspects(residual radioactivity, the expected dose, etc) for decommissioning. In this study, we analyzed practical information on the decommissioning of cyclotron in ANL (Argonne National Laboratory) and Belgium (EU). And we investigated the experience on the cyclotron relocation from SNUH (Seoul National University Hospital) to SKKU (Sungkyunkwan University). From these results, we provide the basic data for establishing of relevant standards on domestic cyclotron decommissioning. It is necessary to adopt the DFP for safe and economic decommissioning and waste recycling. These result could be utilized for the establishment on the standards and useful requirements.

  • This case study is concerned with the project of the explosive demolition for the DCRE Incheon plant located in Hakik district in Incheon city. The building was severely aging due to the high temperature and sea winds of hundreds of degrees emitted by chimney-shaped steel structures inside the building. Due to this, the concrete of the column and the beam fell off and rusted rebar were exposed, and some of the slabs were severely damaged, making it difficult for workers to access the structure. Therefore, it is not possible to apply a mechanical demolition method in which heavy equipment enters the interior of the building, and an explosive demolition method was applied to allow the building to be demolished without dismantling the internal facilities of the building. The order of blasting proceeded in the order of (1) building ${\rightarrow}$ (2) chimney 2 ${\rightarrow}$ (3) chimney 1. A total of 406 electronic detonators (Unitronic 600) was used to sequentially initiate the explosives installed at appropriate in building and chimneys.

Internal Dose Assessment of Worker by Radioactive Aerosol Generated During Mechanical Cutting of Radioactive Concrete (원전 방사성 콘크리트 기계적 절단의 방사성 에어로졸에 대한 작업자 내부피폭선량 평가)

  • Removing radioactive concrete is crucial in the decommissioning of nuclear power plants. However, this process generates radioactive aerosols, exposing workers to radiation. Although large amounts of radioactive concrete are generated during decommissioning, studies on the internal exposure of workers to radioactive aerosols generated from the cutting of radioactive concrete are very limited. In this study, therefore, we calculate the internal radiation doses of workers exposed to radioactive aerosols during activities such as drilling and cutting of radioactive concrete, using previous research data. The electrical-mobility-equivalent diameter measured in a previous study was converted to aerodynamic diameter using the Newton-Raphson method. Furthermore, the specific activity of each nuclide in radioactive concrete 10 years after nuclear power plants are shut down was calculated using the ORIGEN code. Eventually, we calculated the committed effective dose for each nuclide using the IMBA software. The maximum effective dose of 152Eu constituted 83.09% of the total dose; moreover, the five highest-ranked elements (152Eu, 154Eu, 60Co, 239Pu, 55Fe) constituted 99.63%. Therefore, we postulate that these major elements could be measured first for rapid radiation exposure management of workers involved in decommissioning of nuclear power plants, even if all radioactive elements in concrete are not considered.

Status of Nuclear Power Plant Decommissioning Cost Analysis in USA (미국의 원전해체 비용평가 기초자료 및 동향 분석)

  • Assessment of NPP(Nuclear Power Plant) decommissioning cost is very important for safe decommissioning of nuclear power plants. In the United States, which has the most NPP decommissioning experience, the cost evaluation study has been conducted since the 1970s in order to decommissioning nuclear facilities. The US NRC has conducted studies on decommissioning technology, safety and cost for a variety of reactor type and nuclear installations. In the total decommissioning costs, the end of operation licenses accounted for the largest portion, followed by spent fuel management and site restoration. In case of immediate decommissioning, spent fuel management cost increased compared to delayed decommissioning, and delayed deocmmissioning increased the cost of terminating the operation license. However, in general, delayed decommissioning does not show any significant benefit as compared with immediate decommissioning. It is necessary to consider the evaluation according to the site conditions when evaluating the cost of decommissioning domestic nuclear power plants. Also, in Korea, IAEA recommendations were applied to reorganize the radioactive waste classification system. Therefore, it is necessary to develop a method to appropriately use the decommissioning data of the preceding US Nuclear Power Plant in the new classification system when estimating the amount of radioactive waste generated during decommissioning. In particular, the establishment of the evaluation methodology for the waste to be disposed of will be an important factor in securing the accuracy of the decommissioning cost. In addition, it is necessary to construct information data that can be applied to facility characteristics and work characteristics in order to evaluate the cost of demolition of domestic nuclear power plants.
