해양안전리더 교육 프로그램 만족도 분석에 관한 연구

  • 안전한 선박운항과 해양사고 예방을 위해서는 선박소유자를 비롯한 해운회사 경영진의 안전의식 내재화와 안전을 최우선으로 생각하는 인식의 변화가 요구된다. 그러나 해양사고 예방을 위한 교육은 주로 선박운항 종사자를 대상으로 시행되고 있고 안전의 최고 의사결정자인 선사의 경영진을 대상으로 한 교육 프로그램은 부족한 상황이다. 이에 해양수산부에서는 2015년부터 선사 CEO 해양안전리더 교육을 실시하고 있다. 이 교육의 대상은 해운선사의 경영진이며 안전에 대한 이론, 실무, 타 회사의 안전경영 사례 등을 공유하여 교육수료자가 해양안전 리더로서 선도적으로 안전경영을 해나가도록 유도하고 안전문화를 정착시키는데 목적을 두고 있다. 따라사 교육 프로그램의 내용과 교육대상자의 교육만족도는 향후 교육 프로그램의 개선, 발전을 위해 중요한 사항이라 할 수 있다. 본 연구에서는 해양안전리더 교육 프로그램의 만족도를 조사하여 분석함으로써 교육과정 개선 등에 활용될 수 있을 것으로 기대된다.

  • 글로벌 금융위기 이후 우리나라의 조선사와 해운사의 경영악화가 심화되고 있다. 해양플랜트 시장의 성장에 맞춰 OSV의 성장도 두드러지는 실정이지만, 우리나라의 조선사와 해운사의 진출은 아직 초보단계에 머물러 있다. OSV는 우리나라의 경제성장의 한 축을 담당했던 조선-해운의 동반성장 모델과 마찬가지로 OSV건조-운영은 침체에 빠져있는 우리나라 조선사와 해운사에 좋은 성장기회를 제공하여 동반성장이 가능한 좋은 전략이 될 수 있을 것이다. 이에 본 원고에서는 국내 조선사와 해운사가 OSV 시장에 동반진출할 수 있는 방안을 제시하였다.

A Study on the Comparative Analysis of World Major Liner Shipping Companies' Ship Investment Strategy (세계 주요 정기선사의 선박 투자전략 비교분석에 관한 연구)

  • The purpose of this study was to carry out comparative analysis on the world major liner shipping companies' ship investment strategy using Fuzzy-AHP model. In this study, the ship investment factors were firstly selected by literature review and finally adopted them by in-depth interview with experts who had working experiences over 15 years in the field of shipping business. As suggested in the previous research, the liner shipping companies have been classified into four types such as 'ship investment irrelevant to market trend'(Type1), 'ship investment before market rise'(Type2), 'market decline after participation in excessive orders'(Type3), 'avoidance of ship investment during market rise'(Type4) and the comparative analysis were conducted among four ship investment types. According to the results of analysis, ship investment priority in Type1 was freight rates(0.132), price of used ship(0.121) and fleet(0.103). The priority in Type2 was freight rates(0.134), need for ship owner(0.113) and public funding(0.109). Type3 put its priority in freight rates(0.173), fleet(0.169) and the changes in international circumstances(0.121). Type4 considered freight rates(0.239), fleet(0.232) and oil price(0.150) as its priority.

  • In Korea-China shipping route, the level of freight rate has been maintained very low for last two decades not only because supply of shipping capacity is higher than its demand but also because the route was regulated by the two governments. An examination is made of the effects of openness of Korea-China Liner Shipping Route on competitiveness of Korean-flag Liner Shipping companies. This task is undertaken by detailing the development of the cargo sharing respectively by shipping companies of each country. Then it is suggested the ways to cope with the new environmental changes in Korea-China liner shipping route for the future by examining the future strategies for Korean-flag companies by in-depth interviews with major shipping companies.

  • This study is aming at analysing the current trend of container shipping industry before and after COVID-19 Pandemic circumstances. Also, this study offers the political implications for 'the Korean Shipping Nation Rebuilding'. As a result of this study, the several global shipping lines have decreased their ship capacity in response to International Maritime Organization(IMO)'s environmental regulation. This finding is differ from the media reports, that is many shipping companies increased idling vessel to match the lower demand induced COVID-19 pandemic. This study also provides the two implications of the direction about Korean shipping policy. The first one is that the casual relationship of over-vessels' supply and Korea shipping policy is needed to be thoroughly analyzed. The importance of Koreans shipping industry is generally devaluated by most citizens so as to the Korean government should develop the mass media contents to enlighten the less wellknown people regarding shipping industry.

An Analysis of Shipping Industry Awareness and Its Implications (해운산업의 인지도 분석과 인식 제고 방안)

  • This study investigated what the general public thinks about the shipping industry and how important it is. As a result of the study, more than half of the respondents answered that they knew a little about the shipping industry or that they were normally knew about the shipping industry. Regarding the necessity of budget input to prevent bankruptcy of national shipping companies, it was found that more than half of the respondents answered that it was necessary or moderate. Regarding the necessity of maintaining a national shipping companies, 53% of respondents said it was necessary, and 23% of respondetns said it was normal. However, when asked if they thought that maintaining a national shipping companies would benefit me and my family, 39% of respondetns answered "normal" and 28% of respondetns answered "mostly". As for the cause of Hanjin Shipping's bankruptcy, 49% of respondents said that the owners' family members were immoral and incompetent, and 17.4% of respondetns said that the shipping market conditions deteriorated. Regarding the necessity of fostering the shipping industry, foreign currency acquisition and service balance improvement through export of shipping services accounted for 43.5%, and smooth transportation of import and export cargo accounted for 36.5%. When asked what kind of damage I suffered from Hajin Shipping's bankruptcy, 54.6% answered other (not much), and 14.5% said inflation. Abouve these results, this study gave implication in terms of public promotion and transparent business management.

  • 최근 선박의 연료유 절감 및 경제운항에 대한 관심이 높아지면서 조선소를 중심으로 운항정보의 활용과 관련된 다수의 프로젝트가 진행되고 있으며 선박 설계, 기상예보 등을 통합한 다양한 시스템이 개발되는 등 선박의 최적운항지원 솔루션 시장이 빠르게 성장하고 있다. 하지만 현재 시장을 주도하고 있는 솔루션들은 설계정보를 중심으로 개발되어 선박을 운영하는 해운선사에서 요구하고 있는 성능기준을 만족하지 못하는 단점이 있다. 따라서 본 연구에서는 운영단계에서 축적되는 운항데이터와 해운선사의 경험과 노하우에 대한 정보가 반영된 경제운항 알고리즘을 개발하기 위한 현황 분석을 수행하였다.

  • 중국경제의 지속적인 성장에 따른 동북아지역의 해상물동량 증가, 국민의 삶의 질 향상에 따른 레저활동 인구 증가와 선원의 고령화, 외국인 선원증가 현상 등 해상환경의 변화에 의한 해양사고 발생 가능성은 커지고 있다. 이에 정부는 안전수준 향상을 위한 해상교통의 체계적인 안전관리시스템 고도화 정책을 추진하고 있다. 따라서 본 연구에서는 국내외 도로교통, 건설업 등 안전부문에서 시행하고 있는 평가제도의 사례를 조사 분석하여 해운선사의 안전등급제 도입을 위한 제도의 목적, 도입방법, 평가방법 등을 제시함으로써 효과적인 제도도입 및 운영방안을 제시하고자 하였다.
