[ $\Box$ ]무역업계는 인터넷의 발전에 따라 급속히 사이버화 하고 있는 무역환경에 적극적으로 대응하기 위해 사이버무역의 도입과 활성화를 위한 움직임을 급속히 확대하고 있는 것으로 나타났다. - 조사대상업체의 절반이 넘는(51.8%) 업체들이 자사제품 홍보, 거래선 발굴, 오퍼 및 거래협상 둥 각종 무역업무에 인터넷을 이용하고 있는 것으로 나타났다. - 그러나 무역업계의 사이버무역 활용은 아직 초기단계 수준으로, 이용업체의 절반이상(57.3%)은 작년(1999년) 이후에 처음으로 사이버무역을 시작하였으며 사이버무역에 의한 수출비중도 10% 미만(1999년: 8.8%)의 낮은 수준인 것으로 조사되었다. - 반면, 향후 무역업계의 사이버무역 도입 확대와 수출비중 증가는 가속화될 것으로 나타나, 2000년에는 사이버무역 비중이 전년보다 두 배 이상 늘어난 18.7%에 달할 것으로 예상되었으며, 특히 중소기업의 경우 사이버무역 비중이 상대적으로 대기업보다 커질 것으로 전망되었다. $\Box$ 무역업계가 사이버무역을 도입하는 이유로는 "해외시장 개척효과" 때문이라는 응답이 가장 많았으며, 다음으로 "수출업무 신속화률 통한 인건비 절감"과 "광고비의 절약" 등의 효과를 염두에 두고 있는 것으로 나타났다. - 따라서 여러 수출단계 중에서도 "해외거래선 발굴"， "해외시장정보의 수집", "자사 제품의 해외 홍보" 등 주로 시장개척과 마케팅단계에서 사이버무역이 가장 많이 활용되고 성과도 큰 것으로 나타났다. - 시장개척과 마케팅을 위하여 약 40%의 무역업체가 무역거래 알선 사이트를 이용하고 있으며 특히 중소기업의 활용이 두드러진 것으로 파악되었다. - 반면, 사이버무역 활동이 애로를 겪고 있는 수출단계로는 "대금결제, 물류 유통", "신용조회", "거래계약 체결" 등의 순으로 조사되었는데, 이는 국제적 인증제도의 미비, 신용조사에 대한 공신력 부족 둥이 주된 요인인 것으로 분석되었다. $\Box$ 한편, 무역업계는 사이버무역의 필요성과 활용성과에 대해 긍정적인 인식을 갖고 있으나, 사이버무역을 활성화하는데 필요한 인프라로서 사이버 무역 전문인력이나 인터넷 통신환경 등은 아직 만족할 만한 수준이 못 되는 것으로 조사되었다. - 사이버인력 부문에서는 무역업무 종사자 중 인터넷 활용직원의 비율이 50%가 되지 않는 업체가 전체의 절반을 넘고 있으며, 특히 중소기업의 인터넷 활용 직원의 비율이 대기업에 비해 낮은 것으로 나타났다. - 향후 무역업체가 10명의 무역인력을 채용한다고 가정할 경우, 평균 4.5명을 사이버무역 전문인력으로 채용할 계획이라고 밝히고 있으며, 중소기업(4.7명)이 대기업(3.4명)보다 사이버무역 전문인력에 대한 수요가 더 큰 것으로 나타나 이에 대한 대책이 시급한 것으로 파악되었다. - 인터넷 전용선 설치비율도 전체적으로 40%대에 그치고 있으며, 특히 중소기업의 경우 전용선 이용비율(38.5%)이 대기업(80%)의 절반에도 못미치는 열악한 수준에 있어 중소기업의 사이버 무역이용에 하나의 걸림돌이 되고 있는 것으로 조사되었다. $\Box$ 사이버 무역활성화를 위해 가장 시급한 과제로는 "사이버무역 전문인력 확충을 위한 체계적 교육 및 훈련제공"과 "사이버무역 관련법규 및 제도의 마련"으로 나타나, - 정부나 유관기관이 앞장서서 사이버무역 관련 교육프로그램의 개발, 자격시험제도의 도입 등과 아울러 대외무역법 둥 관련법률 및 제도를 정비해 줄 것을 무역업계에서 기대하는 것으로 지적되었다.

전자상거래 분야에의 PKI의 성공적인 도입은 기술적 문제의 해결 뿐만 아니라 법 제도적인 불확실성을 어떻게 해결하느냐에 크게 좌우된다 우리나라의 전자 서명 관련 법제화가 전자상거래 활동이나 전자적 방법의 활성화가 안전하게 발전적인 방향으로 나아가고자 하는 취지에서 세계 주요 나라의 PKI동향을 고찰하여 본다. PKI의 설계는 정부 국가 기관 등의 공공 섹터나 전자상거래 등 산업계 등의 적용 분야에 따라 각기 다른 인증 정책과 인증 책임의 한계 등 적절한 고려 사항을 충족하여야 한다. 이러한 관점에서 미국, 캐나다, 유럽, 호주 등 세계 주요 국가 활동을 소개하고 특히 비교적 잘 구현된 사례로 전자 카드 지불 수단인SET 아카텍처와 미 연방 정부의 PKI의 최근 사례를 소개하였다. 대규모의 공개키 시스템을 실현하는데 가장 중요한 두 가지 문제는 어떻게 적절한 인증 경로를 찾느냐하는 문제와 찾고 난 다음 어떻게 검증하느냐 하는 문제이다. 경로 찾기는 디렉토리 서비스 등 필요한 정보 Retrieval 서비스만 주어진다면 자동화 될 수 있다. 경로 확인은 주의 깊게 정확한 알고리듬을 따라야 하며 또한 안전하게 구현되어야 한다.

Current trend on sustainable tall building shows significant efforts on the integrated design approaches for the performative design to achieve efficient building for the energy, structural and materials. The design of tall buildings should take into consideration of environmental impact and economic benefits from sustainable approaches to ensure low energy consumption and CO2 emissions. Designing sustainable tall building require concerns and comprehensive understanding of sustainable building technology, sustainable rating system and supporting incentive policy. The research has been conducted on available rating system and the incentive policy for sustainable building design methodology through cases studies for this study. In the paper, author tried to emphasis the role of the incentive policy for the sustainable building and provides survey of the impact on rating, adaptable use of sustainable building technology on the current practice of tall building design.

Recently, foreign labor standards accreditation system has been emerged as more firms outsource manufacturing works to global vendors focused manufacturing. This paper discuss and compare three major private labor accreditation systems and evaluate what kind of problems may emerge if they become the major global standards for labor practices. This paper concludes that private labor standards accreditation system needs more transparency in the process and should improve accountability by including other stakeholders in the process.

There is concern about the increased risk of accidents from manual investments due to ground handling service operators, aging equipment and manpower shortages. Therefore, it is necessary to improve the quality of ground treatment services and safety management at the airport. Therefore, this study analyzed the domestic and overseas ground operation status and the license handling procedure of aircraft handling business. In addition, a case study on the evaluation system of international organizations examined the applicability of the certification body to the Korean situation. It is practical in that it provides policy implications for improving the quality of groundwork not covered in previous studies. This is expected to improve the constitution, improve quality, improve airport operations, and operate safely.

세계 S/W시장은 연 평균 7.3%의 성장률을 보이며 꾸준히 성장해 왔지만 국내 S/W산업은 시장의 구조적인 문제로 인해 소프트웨어 선진국에 비해 취약한 경쟁력을 보이고 있다. 이에 따라 국가산업 발전에 막대한 영향을 끼치는 S/W 산업 육성전략과 정책이 필요한 시점이며, 본 논문에서는 국내외 소프트웨어 시장 현황을 통해 국내S/W산업의 강점과 약점을 분석하고 국내 S/W산업 육성을 위한 정책 및 발전방향을 제시하였다. 분석 결과 국내 S/W산업의 구조는 내수시장 중심, 글로벌 시장 진출 미흡, 기술 장벽이 낮은 저부가가치 S/W산업으로 그 체질적 한계를 보이고 있어 이에 대한 대책이 필요한 것으로 나타났다. 이에 대한 국내 S/W산업 발전전략으로는 인증제도 활성화 기반 마련, S/W전문인력 양성 프로그램의 다변화 등의 추진 전략을 제시하였다.

The significance of upgrading current certification service for customer center manager and counsellor in Korea Call Center Information Research Center-affiliated Call Center College is dramatically increasing due to steady applicants for the last few years, while there is a need to expand the numbers of applicants with a new channel. This paper has suggested the directions for developing IBT system to hold a dominant position in the certification business industry. Providing IBT channel, mainly base upon internet and utilizing various IT infra for the PCCM (Preliminary Customer Center Manager)/CCCM (Certified Customer Center Manager), will increase the convenience of taking qualification exams for customer center managers and improve competitiveness in qualification certification business industry. Specifically, this study reviews overview of industry trends of domestic and overseas, success cases of test services, service model and methods of on-line test, and short and long term analysis of the domestic and overseas markets.

The purpose of this study is to identify the current situation and actual condition of the video security industry, The research method was based on interviews with twelve specialists, and examined the market trends, the problems of the video security industry, the improvement plan and the government promotion strategy. The problem with the domestic video security industry is that there are the decline in overseas exports and the slowdown in exports to China, insufficient measures to overcome certification barriers due to the strengthening of national certification system, domestic demand growth slowed, expansion of domestic market share of Chinese products, lack of high-tech development of domestic products, lack of expertise in technology development and operation and inadequate legislation for revitalizing the video security industry. The improvement plan is as follows. Need to implement export expansion support policy, need to build tailored response system for each country, need improvement of security related demand creation system, take measures such as domestic industrial protection policy, certification barriers and tariff barriers, induce future core technology to create high added value. The government also needs to actively support human resources development, and induce stabilization of relevant laws and institutions. This study will contribute to the development of related industries by suggesting the development direction of the video security industry.

This paper put the goal on boosting up early startup investment by delivering and positioning SAFE as the main early startup investment type in Korea. In particular, this paper proves the better fitting of SAFE as to the early stage of venture investment than these of Convertible Note. This paper as referring the previous studies of SAFE as the major keystone issues determining active SAFE applying (legal positioning issue, tax treatment issue, failure of inducing the following investment with uncertainty over maturity) proposes boosting up policy of Korean SAFE. First, as to accounting treatment of SAFE, it suggests SAFE to recognize legally as "the capital" on the Korean Venture Investment Act of introducing SAFE actively as venture investment type. Second, as to tax treatment issue, it proposes on amending venture indication rule as the best alternative of resolving tax issue by accepting SAFE as the investment meeting to venture investment requirement. Third, as benchmarking foreign cases, it delivers the method of modifying foreign SAFE Contract Format by adding up more clauses about safety vehicles against the failure of the following investment and fixing maturity date and event. Ultimately, all resolutions of this paper fall on highlighting the role of Korean Venture Investment Act and Ministry of SMEs and Startups.
