Analyzing the ODA Construction Project Competence based on IPA (IPA 기반의 공적개발원조 건설사업 역량 분석)

  • Participation in official development assistance (ODA) construction projects can be proposed as a way to revitalize Korean small and medium-sized construction companies' entry into the overseas construction market. To this end, the necessary competency items were derived for the execution of the project, and a survey was conducted and an analysis of importance-current competency was performed. 24 out of a total of 32 competency items were analyzed as having a low level of competency compared to their importance, indicating that it is urgent to strengthen corporate-level capabilities for the smooth execution of related projects in the future. In detail, it is judged that it is necessary to seek to establish a preferential capacity-strengthening plan for contract management-related items such as the 'Construction-related fundamental laws, Contract management method, and International administration negotiation'.

Information System for Managing Cost Reimbursable Construction Projects (실비정산 비용지불 방식에 적용 가능한 건설 프로젝트 정보관리 시스템)

  • The project management information system (PMIS) has recently been developed by using the information technology(IT) in order to implement advanced information management technology to construction industry in Korea. The PMIS has been applied not only to domestic construction projects, but also to some overseas projects executed by Korean construction companies. This study was performed to develop the PMIS that is tailored to the US construction IT market. It has been monopolized by the US-based IT companies, but other companies are recently emerging with competitive technology and market strategy. As a preceding study, existing commercially available systems were analyzed, and the required features of the PMIS were identified by analyzing the core elements of contract, process and cost management about construction projects in the US. Then, the PMIS was developed based on the aforementioned analysis results. The system includes the document management module with an internal electronic approval system, the cost-plus-based automatic labor cost calculation module, and the progress management module to support the integrated project cost management. In addition, the functionality of the developed system was verified by experts about construction management in the US via questionnaire survey. The developed PMIS, in this study, is expected to be applied not only to the US construction IT market as a system specialized for the US construction industry, but also to other oversea markets in the future.

ESG Evaluation and Response of Construction Companies in Korea (국내 건설기업의 ESG 평가 및 대응방안)

  • The adoption of Environmental, Social, and Governance(ESG) practices in domestic construction firms is predominantly driven by major corporations. These companies not only publish reports on their ESG management but also engage in a meticulous process of identifying key issues and setting priorities. This process entails an in-depth evaluation of the severity of various issues and the gathering of insights from experts in the field. Interestingly, a comparative analysis of ESG assessments for construction companies, both domestically and internationally, reveals significant discrepancies in outcomes. These differences stem from the varied evaluation methodologies and criteria employed by different assessing bodies. Addressing this gap, our study proposes a suite of strategies aimed at bolstering ESG management within the construction sector. We advocate for enhanced policy support and financial backing, especially targeting small and medium-sized enterprises(SMEs) to facilitate their engagement in ESG practices. A critical step forward involves the standardization and transparent disclosure of ESG evaluation criteria, tailored to reflect the unique aspects of the construction industry. Moreover, the standardization and publication of ESG assessments for subcontractors are essential, equipping them with the necessary tools for effective ESG management and evaluation. Given the global nature of construction projects, particularly those commissioned by the European Union in regions like Africa and East Asia, adherence to ESG standards is imperative. Our long-term vision includes the development of a comprehensive database detailing ESG regulations and their impacts, segmented by region and country. This repository will serve as a valuable resource for companies venturing into international construction projects.

Growth of Korean Overseas Construction (한국 해외건설의 성장과 발전)

  • Korean overseas construction contracts reached 40 billion dollars in 2008. In this paper, the economic factors of "the record high growth since 1980's 'overseas construction boom' is investigated. Firstly, most of the contracts were made in the Middle East OPEC countries which made large scale construction investments with the increasing oil revenues... Secondly. large portion of the contracts is heavy industrial plants, in which Korean construction firms have enjoyed comparative advantages. Thirdly, Korean construction firms have been forced to pay attention to the overseas markets, due to the domestic slump of the construction industry.

  • 지중화 사업을 원활하게 추진하기 위해서는 전력설비의 설치공간 화보, 공간제공의 의무조항 등 이에 합당한 법적, 제도적 대책을 수립할 필요가 있다. 이를 위해선 전력회사의 전기공급설비를 위한 공간제공을 의무화하는 것이 선행되어야 하며 건축법 및 전기사업법의 관련 조항을 규정화할 필요가 있다. 따라서 배전선로 지중화에 많은 경험을 가지고 있는 해외 선진 전력회사의 전기설비를 위한 공간 화보를 위한 사항을 조사하였으며, 이를 바탕으로 국내 실정에 맞는 기기의 설치면적 산출 및 법규내용을 제시하였다.

  • The construction industry has the most safety accidents of any of the domestic industries. Special care must be taken because disasters in the construction industry lead to social problems caused by huge property losses and casualties. As a result, there is a growing awareness of disasters occurring in the construction industry, and government departments are tightening their regulations on safety management. In particular, the OSHA (Occupational Safety and Health Agency) focuses on the expansion of protection targets and the clarification of responsibility in the full amendment OSHA. As a result, a study that focuses on the client's responsibility for safety management is needed. In this study, the project performance capability assessment of construction project management contractors, which is being carried out with uniform assessment criteria without considering the characteristics of the construction project, is considered and all the amendments to the OSHA are considered, and the factors were derived for improvement measures.

  • A civil-military facility sharing project is a part of mutual cooperative efforts, which enables the military to use any civilian (local government or company) or a civilian to use any military facility. Such facility sharing project may reduce or clear possible conflicts with the local residents in the surrounding area of a military facility while being available to save budgets for new construction or maintenance of a defense or military facility. Various measures have been proposed for institutional resolutions on conflicts with the local residents in the surrounding area of a military facility. This study collects and organizes previous cases of the civilian-military facility sharing projects, and analyzes the characteristics of such cases based on the project types. In addition, by organizing and proposing the project characteristics, plans (ideas) and determination criteria to expand and vitalize are presented regarding the project types having restrictions. AHP technique is employed to research on the matrix for the project feasibility determination. Also, the opinions organized through the cause analysis are categorized and presented as a project for the expansion and vitalization of future project. According to the rearch result, Type I, II and III are determined to be projects that can be implemented without difficulties. Type IV, on the other hands, is determined as not illegal, yet inadequate so that some legal and institutional complements are required to expand and vitaliza this facility sharing project.

A Weight Analysis for Measuring the Management Performance of Strategic Business Units of Large Construction Companies (대형건설기업의 경영성과 측정을 위한 전략사업본부 비중분석)

  • The business environment that affects the management performance can be characterized by each Strategic Business Unit (SBU) since construction companies win overseas contracts due to the fairly good construction situations while experience a decline in the local housing market. Environmental changes can alter the strategic importance of the SBU when measuring the management performance. However, large construction companies apply BSC (Balanced Score Card) for collective calculation to determine the management performance, making it difficult to reflect the strategic importance of SBU. This method may create a distorted image of management performance that fails to take environmental changes into consideration, and as such it needs to be improved. Yet, there are no studies on the weight of each SBU considering environmental changes. Thus, the current study intends to analyze the weight of SBU for company-wide measurement of the performance of large construction companies. In addition, a model for analysis of SBU importance is proposed to respond to the constantly changing environmental situations and to modify the weight. For analysis of SBU weight, a questionnaire was conducted with 23 experts and hands-on workers, and the questionnaire result was quantitatively analyzed by applying the FD-AHP method. It is expected that the result will enable a model to be proposed to calculate the weight per division in a manner that reflects environmental changes and minimizes strategic distortion when measuring the management performance of large construction companies.

  • The Domestic Construction Industry is in the process of changing from a one-sided production method centered on the contractor to a production method in which the order and the contractor can collaborate. Depending on the delivery method, the bid/success method, the contract method, and the degree of business involvement of the order may also vary. In this thesis, in order to introduce 'Construction Management at Risk' suitable for the domestic environment, domestic and foreign institutional analysis, bid process analysis, contract fulfillment and management analysis, post management analysis, and related laws and regulations for legalization In order to suggest a plan for the efficient operation of the system, a system and case analysis of domestic and international construction responsibility type construction project management was conducted. 'Construction Responsible Construction Project Management' defined in the Framework Act on the Construction Industry is divided into the main contract transfer contract, which is a service contract performing pre-con work, and the main contract, which is construction project management and construction contract. Therefore 'Construction Management at Risk' should be regarded as one of the ordering methods rather than a successful bid system, as in the case of overseas, and legalization as a bidding system equivalent to design/construction batch bid and technology proposal is necessary for introduction. In order to introduce 'Construction Management at Risk' suitable for the domestic environment, domestic and foreign institutional analysis, bidding process analysis, contract fulfillment and management analysis, and follow-up management analysis are conducted. A method for efficient operation was suggested so that it can be applied in the domestic market while maintaining the original merits of this system.

  • The necessity of urban regeneration is recently increasing because of the deterioration existing urban area and the slowdown of new development operations. The urban regeneration is differentiated from other private operations by its public characters, which is the basis of public support. This character demands verification of the adequacy for public finance support by monitoring urban regeneration planning and operation. Therefore, this study aims to show the monitoring indicators and its application in legal system for urban regeneration through the examination of foreign countries cases. London, San Francisco, and France urbanism regulation and planning system show the measure for introducing urban regeneration monitoring system into korean urbanism institution. This study is significant by suggesting the circulation structure of urban regeneration by linking planning, operations and monitoring phases. The monitoring system permits improvement of urban regeneration by clarifying objects and ameliorating efficiency by continuos observation and application of its evaluation.
