The construction engineering field is less than $3\~5\%$ of the gross construction cost but engineering's role is very important because the performance of final facility is decided in the engineering stage. Nevertheless, before now government and private compares are more concentrated on construction works than making strategy to strengthen the competitiveness and technical development of investment in construction engineering sectors. Therefore this research have compared and analyzed the competitiveness of domestic construction engineering companies throughout analytic method 'SWOT' to those developing countries, which are potential big market objects, such as Russia Libya and Indonesia Such research was obtained through business trip & consultation with related specialists for the difficulties of domestic companies in advancing into overseas market. Moreover this research have analyzed the technical improvement of construction engineering companies and reason for competitiveness weaken by various aspects, it provides governmental and private plans to advance into overseas market Especially, to strengthen domestic companies into advancing overseas market it has suggested that tax & subsidy privileges, supporting plans for obtaining information of overseas and strategies cooperation with other organizations.

The Korean construction industry has led the miraculous economic boost of Korea by providing solid domestic infrastructures such as highway, roads, and airports. It also played a critical role in global construction market and eaned more than 500 billions dollars in terms of their accumulated international orders. However, domestic construction market has significantly decreased in recent years due to the domestic political environments and global economic crisis. Therefore, the importance of international construction market cannot be more emphasized to the Korean construction market in order for the sustainable growth. There has been, however, little research in the area of identifying required competency elements for the Korean construction industry to stay successful in the global market. The main purpose of this study is to identify elements of core competency to increase global competitiveness for Korean construction industry. Core global construction competency elements were derived from the internal and external environmental analyses along with the extensive literature review, expert interviews and a survey. This study utilized the Importance-Performance Analysis (IPA) and a gap analysis in providing insights on the status competitiveness of the Korean construction industry in terms of required global core competency elements. The analysis shows that project management and financial management are the main areas for improvements required to engineering contractors while construction contractors need to take a more balanced approach among technical, project management, and financial management in order to increase their global competencies.

지난 70년대 우리나라는 해외건설의 열기로 인해 외화수입은 물론 경제성장에 커다란 영향을 미친곳이 중동지역이었다. 그러나 중동지역은 우리에게 기쁨만 안겨준 곳은 아니었다. 70년대 말 중동지역에서 공사대금을 제대로 회수하지 못한 건설업체들이 속출하면서 곧바로 국내 경기에 영향을 미쳤고 한때 우리나라는 매우 힘든 고비를 넘겼다. 바야흐로 해외건설의 봄이 서서히 일기 시작하고 있는 이때 전문가로부터 중동지역 중 리바아의 건설경기전망에 대해 들어본다.

In recent years, the reduction of international award and project loss by Korean contractors have become a big issue not only in industry but also in academic fields. However, many researches have not focused on small and medium subcontractors but on the large contractors, even though the number of international project by small and medium companies is more than by large companies. Therefore, this study focuses on analyzing the predicted risk before bid and the actual risk after award in international subcontracting projects. In addition, it provides the difference between project performances according to the contract types and the project profitability. This study is expected to give more informed risk knowledge to small and medium subcontractors, which enables them to pay attention to managing risk for better project performances.

This study investigates the impact of international oil price fluctuations on overseas construction orders secured by domestic and foreign companies. The analysis employs statistical data spanning the past 20 years, encompassing international oil prices, overseas construction orders from domestic firms, and new overseas construction orders from the top 250 global construction companies. The correlation between these variables is assessed using correlation coefficients(R), determination coefficients(R²), and p-values. The results indicate a strong positive correlation between international oil prices and overseas construction orders. The correlation coefficient between domestic overseas construction orders and oil prices is found to be 0.8 or higher, signifying a significant influence. Similarly, a high correlation coefficient of 0.76 is observed between oil prices and new orders from leading global construction companies. Further analysis reveals a particularly strong correlation between oil prices and overseas construction orders in Asia and the Middle East, potentially due to the prevalence of oil-related projects in these regions. Additionally, a high correlation is observed between oil prices and orders for industrial facilities compared to architectural projects. This suggests an increase in plant construction volumes driven by fluctuations in oil prices. Based on these findings, the study proposes an entry strategy for navigating oil price volatility and maintaining competitiveness in the overseas construction market. Key recommendations include diversifying project locations and supplier bases; utilizing hedging techniques for exchange rate risk management, adapting to local infrastructure and market conditions, establishing local partnerships and securing skilled local labor, implementing technological innovations and digitization at construction sites to enhance productivity and cost reduction The insights gained from this study, coupled with the proposed overseas expansion strategies, offer valuable guidance for mitigating risks in the global construction market and fostering resilience in response to international oil price fluctuations. This approach is expected to strengthen the competitiveness of domestic and foreign construction firms seeking success in the international arena.

The Construction industry has been dealing with much trouble due to global economic recession and domestic political trends emphasizing on welfare than development. Consequently, domestic construction market has been dramatically shrunk during the last a few years, and international market has become the only potential solution for the industry. However, there has been lack of efforts in developing a quantified measure of global competencies for Korean engineering and construction organizations. This study attempted to develop quantified indices for Korean engineering and construction contractors with which the level of global construction competencies can be objectively monitored. In doing so, a survey questionnaire was developed to identify relative importances of core competency elements which were derived from extensive literature reviews and experts interviews. AHP (Analytic Hierarchy Process) was employed as a main analysis method in developing quantification measures. The analysis results reveal little differences in competency requirements between engineering and construction firms and it implies that the global market becomes more integrated and requires a total solution for a construction project. The developed core competency measures can be used to quantify the level of preparedness of Korean engineering and construction firms at the time of evaluation and also be used as a basis for performance benchmarking indicators if they are compared with business showings.

This study undertakes a comparative analysis of the correlation between the condition of the domestic construction market and the expansion of overseas projects within construction companies, based on the vector error correction model. The analysis results verified that, in the post-IMF crisis period, domestic construction companies took on more overseas projects only when the residential construction market slowed down. Compared to the pre-crisis period, construction companies grew more responsive to the condition of the domestic market for residential construction, and they took on more overseas construction projects when the domestic market slumped. This is because the business portfolios of Korean construction companies' render them highly vulnerable to the condition of the residential construction market. When the domestic residential market slows down, the business condition of construction companies quickly takes a turn for the worse, and to cope with this, they turn to overseas projects to compensate for the slowing of the domestic market. As the analysis shows, expanding overseas construction projects as a way to turn around business condition amid a slow residential construction market actually undermines the management of the companies even further. In other words, shifting business focus toward an overseas market during a hard time might be useful for securing cash flow, but might not help to restore profitability. Thus, construction companies need to carefully manage their level of business diversification to ensure strategic flexibility.

The government has focused on activation of overseas construction projects and strengthening competitiveness in the long term. In recent years Public construction contract as well as design, engineering, construction management(CM) are gradually expanding into other countries, but risk analysis cases in the field are slight. In this study, We utilized PI scale and drew a conclusion about the importance of overseas risk by participants. We compared its features from the risk factor based on Risk Matrix. As a result of this study total of 6 section 31 Country Risk factors for the importance of overseas risk by participants were drawn, and the key risk factors (17 constructor, 14 designers, 17 CMr) based on Risk Matrix were derived. By utilizing the result of this study will be used as the basic data for establishing risk management strategy to meet each business and planning evaluation model.
