Project Risk Assessment Through Construction Sequence Analyses for Industrial Plant Construction Projects (산업플랜트 건설 프로젝트의 주요 공정 시퀀스 분석을 통한 리스크 평가)

  • In 2011 and 2012, Korean construction firms awarded around $ 64.5. Billion each year from the overseas market in 2011. This contract value accounted for overwhelming portion of total overseas construction contract values, and this growth is expected to continue for the next decade. However, contract scopes awarded to the Korean construction firms mainly involve detailed design and construction phases due to their competitiveness for the construction techniques. In other words, front-end-engineering-design and construction project management are not considered part of core business due to the lack of project management skills and experience. The researchers focused on development of construction sequence model required to improve construction planning and scheduling skills for the Korean construction firms. The model identifies critical work items and the sequence throughout project execution process. In addition, the researchers developed a risk evaluation method by applying fuzzy theory to the critical construction activities for the industrial plant construction projects. Developed methodology will help project practitioners to develop project schedule in a timely and effe ctive manner and evaluate project risks associated with scheduling process for the industrial plant construction projects.

The Effects of Global and Artistic Competence on the Intention of Start-up (글로벌 역량과 예술적 역량이 창업 의도에 미치는 영향)

  • As the global economy becomes globalized, there is a growing demand for nurturing talent to enhance the competitiveness of individuals and countries. Studying abroad is one of the ways of education to gain high qulaity education and skills, and get closer to the local market, the international market. This study sought to define the factors of global competence and artistic competence for foreign students in Korea, and to clarify the impact of global competence and artistic capacity on the intention of start-up, networking behavior, mediating and regulating effects of social support. The results of the empirical analysis of Chinese students studying in Korea in this study are as follows. First, three sub-factors (knowledge, skill, attitude) of global competency have been shown to have a positive influence on networking behavior. Second, three sub-factors (expression, creativity, media) of artistic competence were having a positive impact on networking behavior. Third, networking behavior has been confirmed to have a positive effect on the intention of start-up. Fourth, the results showed that social support regulates the relationship between networking behavior and start-up intent. Fifth, it was confirmed that networking behavior has the effect of mediating global capabilities and intention to start a business. This study is meaningful in verifying that the networking behavior of students studying abroad plays a positive role in the intention of starting a business by studying the intention of students to adapt to the new social culture, educational environment in foreign countries.

Convertible Bond Issue Announcements and Stock Price Changes: Focusing on Domestic and Offshore CB Issues (전환사채 발행공시와 주식가격 변화: 국내외 전환사채 발행을 중심으로)

  • Using an event study, this paper investigates stock price reactions on Korean listed firms' convertible bond (CB) issue announcements over the sample period of January 2000 to November 2007. This study finds that on the Korean Security market, the CB issue announcements are associated with an increase in shareholder wealth on the announcement date. An information leakage by insider traders is also observable at preannouncement dates. Unlike the prior studies that indicate a prevailing negative effect on the announcements, this paper shows that domestic CB issue announcements as well as offshore ones yield a positive impact on the stock prices. This presents that in terms of stock price reactions to the CB issue announcements, the two CB issue markets show the positively same effects on shareholder wealth for the post-2000 period. For its drivers, this paper suggests that on the Korean market, firm size have negative relationship with the increase in the wealth incurred by the announcements. By contrast, an issue to maturity, a growth opportunity, and a relative issue size make a positive impact on it.

Influence of University Service Quality Factors on University Engagements -Focusing on Chinese students studying abroad- (대학 서비스 품질 요소들의 대학 인게이지먼트에 관한 영향 -중국 유학생을 중심으로-)

  • In particular, as the current educational institutions are becoming more competitive, universities need to make efforts to survive the fierce competition by improving their service qualities. In this situation, this study was conducted to confirm the effect of international students' evaluation of university service quality on university loyalty through university satisfaction and service engagements, And several implications can be suggested as follows. First, the dimensions of university service quality were identified as important factors that had a great influence on the university satisfaction of international students. Among the service quality dimensions, support services related to international students were found to be the most important variable in university satisfaction. The school's efforts to solve the inconvenience of international students and the grievances of students who feel difficulties that their own students do not feel are considered a very important factor in the satisfaction of international students. Second, it was found that international students' class engagement or friendship engagement can be increased through satisfaction with the school, and eventually, the increased engagements affect university loyalty. In particular, it has been verified that for international students, the loyalty of the school can be increased by establishing friendships with students from various countries and participating in various school programs. Finally, according to the purposes of studying abroad, the difference was confirmed between the groups studying for academic development and better employment and the group employed for overseas experience and immigration.

Policy Suggestions for Establishing Culture Technology Institute from Economic Point of View (경제성 관점에서 문화기술연구원설립에 대한 정책적 제언 -조직구조, 규모 및 설립시기를 중심으로-)

  • The establishment of Culture Technology Institute is now under discussion. In case of advanced countries (including USA, Japan and EU) practices market-oriented policies in the area of culture and entertainment industry. Therefore it is hard to find out Government-funded Institute which Korea could benchmark. In this situation, there are many different opinions about its organizational structure, size of organization and budget, and when the institute should be established. This study proposed a Consolidated-Decentralized model as a proper organizational structure after evaluating 4 different models based on 4 criterion. And based on results produced by the model developed for our research, this study suggested proposals that the number of research personnel and the size of budget should be larger than 300 persons and 1200 billion won respectively. However, the establishment of institute should be decided by not only economic factor but also various factors such as political element, externality, private company investment and effect on production inducement etc. If new institute focused on different area from ETRI, then the time and size of the institute could be decided by the result of policy analysis.

A Present Condition of R&D Supporting Industries: A Search for their Promotion (국내 연구개발 지원산업의 현황분석과 육성방안에 관한 연구)

  • 연구개발 지원산업은 연구개발 활동을 직·간접적으로 지원하는 산업을 의미한다. 이러한 산업에 대한 개념화는 연구개발 활동의 전문화(professionalization), 분업화(division of labor)가 진행되고 있음을 의미하는 동시에 연구개발체제의 유연성 제고 및 고도화, 효율화가 이루어지고 있음을 나타내고 있다. 우리의 경우 (과학기술혁신을 위한 특별법) 제 15조 등을 통하여 연구개발 지원사업에 대한 특별지원제도의 시행을 명시하고 있으나 현재까지 연구개발 지원사업자를 지정·육성하기 위한 기본현황 파악이나 분석이 이루어지지 않은 실정이다. 본고는 이러한 수요를 반영하여 국내에서의 연구개발 지원산업에 대한 수요를 중심으로 실태를 파악 ·분석하는 동시에 산업지원 육성방안을 제시하고 있다. 국내 연구개발 지원산업의 규모를 추정해 보면 97년 현재 약 3,000억원에서 4,000억원의 규모로 나타나며, 이중 기술정보서비스업이 약 27.0%, 연구장비 및 시험 ·평가 ·검색 ·분석업이 약 38.4%, 연구개발 설계·자문업 등 기타사업이 34.6% 로 나타나고 있다. 연구개발지원 기능은 시험·검사 기능과 기술정보제공 기능이 대부분을 차지하고 있고, 전자의 경우는 내부처리의 비중이 높고 후자의 경우 외부의 전문기관을 이용하는 비중이 높게 나타나고 있다. 특히 기업이 연구개발활동 수행시에 필요한 지원기능을 외부에 위탁할 경우에 느끼는 애로사항은 첫째, 외부 전문위탁기관의 부족 및 정보 미흡이 가장 크고, 둘째, 전문기관의 해외정보력·경쟁력 부족이 다음이며, 공공기관의 지원기능이 미흡하다는 애로사항에 대한 비중이 상대적으로 낮게 나타나고 있다. 연구개발 지원산업을 특별지원·육성하기 위한 기본관점은 특별법의 시행령을 구체적으로 실행하기 위한 시행계획의 수립과 연구개발 지원산업의 육성 시책의 추진 절차의 결정, 사업자 선정, 지원 사항 등으로 제시될 수 있다. 먼저, 기업 연구개발활동의 고도화·효율화를 위해 연구개발 및 기술개량에 필요한 업무 중 기술정보서비스와 연구시험·평가·검사·분석 그리고 중소기업 기술집약화를 지원하는 사업 등을 연구개발 지원산업으로 범위를 정할 필요성이 있다. 다음으로 연구개발 지원사업자를 별도로 선정·인정하는 방식으로 지원해야 할 필요성이 있다. 기존의 산업 지원방식으로는 연구개발 지원기능이 주된 활동으로 인정받을 수 없으므로 국내 연구개발 지원기능의 발전에 한계가 있다. 따라서 취약한 여건을 감안하여 연구개발 지원산업을 육성하지 않게 되면, 각 분야별로 민간사업자의 참여가 거의 이루어지지 않거나, 참여해도 연구개발 지원 기능의 발전보다는 기존의 사업이 주가 될 가능성이 크다. 연구개발 지원 사업자의 지정 지원방식과는 별도로 이루어질 수 있는 지원활동에 대한 지원은 기업회계처리상의 문제와 일관성이 있는 시책추진 및 효과를 기대하기 어렵기 때문에 사전에 동산업의 참여 자격·능력을 갖춘 사업자에 대해서는 제한없이 참여할 수 있도록 Positive System으로 추진해야 할 것이다. 그리고 연구개발 지원사업자에 대한 지원내용을 조세·금융 등 직접적 지원과 타 제도와의 연계지원 그리고 정부구매 등 시장지원 등이 아울러 다양하게 추진될 필요가 있다.

Development of a Portable-Based Smart Structural Response Monitoring System and Evaluation of Field Applicability (포터블 기반 스마트 구조 응답 모니터링 시스템 개발 및 현장 적용성 평가)

  • Because the behavior of cable bridges is dominated by dynamic response and is relatively complex, short- and long-term field monitoring are often required to evaluate the bridge condition. If a permanent SHMS (Structural Health Monitoring System) is not installed, a portable monitoring system is needed for the checking of bridge condition. In this case, it can be difficult to operate the portable monitoring system due to limited conditions such as power and communication according to the location and type of the bridge. In this study, the portable-based smart structural response monitoring system is developed that can be effectively used for short- and long-term monitoring of cable bridges in Korea and Southeast Asia. The developed system is a multi-channel portable data acquisition and analyzer that can be operated for a long time in the field using its own power supply system, and is included with the automated analysis algorithm for the dynamic characteristics of cable bridges using real-time data. In order to evaluate the field applicability of the developed system, field demonstration was conducted on cable bridges in Korea and Vietnam. Through the demonstration, the reliability and efficiency of field operation of the developed system were confirmed, and additionally, the possibility of application to overseas markets was confirmed in cable bridge monitoring field.

A Conceptual Review of the Transaction Costs within a Distribution Channel (유통경로내의 거래비용에 대한 개념적 고찰)

  • This paper undertakes a conceptual review of transaction cost to broaden the understanding of the transaction cost analysis (TCA) approach. More than 40 years have passed since Coase's fundamental insight that transaction, coordination, and contracting costs must be considered explicitly in explaining the extent of vertical integration. Coase (1937) forced economists to identify previously neglected constraints on the trading process to foster efficient intrafirm, rather than interfirm, transactions. The transaction cost approach to economic organization study regards transactions as the basic units of analysis and holds that understanding transaction cost economy is central to organizational study. The approach applies to determining efficient boundaries, as between firms and markets, and to internal transaction organization, including employment relations design. TCA, developed principally by Oliver Williamson (1975,1979,1981a) blends institutional economics, organizational theory, and contract law. Further progress in transaction costs research awaits the identification of critical dimensions in which transaction costs differ and an examination of the economizing properties of alternative institutional modes for organizing transactions. The crucial investment distinction is: To what degree are transaction-specific (non-marketable) expenses incurred? Unspecialized items pose few hazards, since buyers can turn toalternative sources, and suppliers can sell output intended for one order to other buyers. Non-marketability problems arise when specific parties' identities have important cost-bearing consequences. Transactions of this kind are labeled idiosyncratic. The summarized results of the review are as follows. First, firms' distribution decisions often prompt examination of the make-or-buy question: Should a marketing activity be performed within the organization by company employees or contracted to an external agent? Second, manufacturers introducing an industrial product to a foreign market face a difficult decision. Should the product be marketed primarily by captive agents (the company sales force and distribution division) or independent intermediaries (outside sales agents and distribution)? Third, the authors develop a theoretical extension to the basic transaction cost model by combining insights from various theories with the TCA approach. Fourth, other such extensions are likely required for the general model to be applied to different channel situations. It is naive to assume the basic model appliesacross markedly different channel contexts without modifications and extensions. Although this study contributes to scholastic research, it is limited by several factors. First, the theoretical perspective of TCA has attracted considerable recent interest in the area of marketing channels. The analysis aims to match the properties of efficient governance structures with the attributes of the transaction. Second, empirical evidence about TCA's basic propositions is sketchy. Apart from Anderson's (1985) study of the vertical integration of the selling function and John's (1984) study of opportunism by franchised dealers, virtually no marketing studies involving the constructs implicated in the analysis have been reported. We hope, therefore, that further research will clarify distinctions between the different aspects of specific assets. Another important line of future research is the integration of efficiency-oriented TCA with organizational approaches that emphasize specific assets' conceptual definition and industry structure. Finally, research of transaction costs, uncertainty, opportunism, and switching costs is critical to future study.

A Study on the Aviation Safety Policy and Enhancement of Aviation Safety for Low Cost Carriers in Korea (한국의 저비용항공사 안전 향상을 위한 안전정책 연구)

  • This study is to know the Enhancement of Aviation Safety for Low Cost Carrier in Korea through the long and mid term air safety policy. Especially, the aviation safety authorities of the developed countries in aviation establish action plans under the system plan of central government. Then the countries implement those plans systematically to the related aviation business so that they promote efficient air safety policy implementation. At this time, the Korean government should present the vision about an air safety and systematic strategic plan to cope with the future aviation industry change. Also, it is needed to establish a specific aviation safety action plan. Namely, an air safety master plan and long-term road map must be established. This paper deduces some implications through the abroad cases of aviation safety plan, and then tries to find the applying method of the implications to Korea in the rapidly changing aviation market in the 21st century. It is expected that this paper will help the Korean aviation industry to play a major role in the future. In oder to get suggestions aviation policies of advanced countries with regard to aviation safety, we have looked at the aviation policies of the U.S., the U.K., Australia and Japan, and also LCC's states overseas, LCC's safety policies in Korea, and aviation safety status. Since existing LCCs and new LCCs based in Korea have become the new concept, this new market for LCC has been booming recently. Around Southeast Asia, while there are some LCCs including Air Asia which is supported by the government of Malaysia with emphasis on safety, there are other LCCs, which have failed to achieve confidence in safety and have led to aircraft accidents and financial mismanagement, so we need to verify the safety of overseas LCCs, try to improve domestic LCCs in order to fly international routes and aid international aviation safety. LCCs have been increasing lately thanks to open skies policy and a wide variety of flights.lines. Air Busan, Jin Air, Jeju air, Eastar Air are in service. so the risk of new potential hazards may increase. Therefore it is necessary to take the initiative in aviation markets inside and outside of Korea and the safety management of new LCCs should be taken more seriously than ever before. Among overseas aviation safety policies, we need to implement the FAA's Filght Plan which has a specific Business Plan. I hope this thesis will help improve aviation safety locally and internationally.

  • We applied IT ecosystem analysis to Smart Grid system in this paper and thereby compared various arguments about Smart Grid technologies against the reality of the power generation and distribution in South Korea with a special attention to the power distribution side. Our work attempts to propose policy implications in the government-level based on a firm-level analysis using the framework of the competitive strategy and advantage. The Smart Grid initiative is expected to enhance the efficiency in the power generation and distribution. In addition, the Smart Grid initiative aims at capturing the opportunities in the electric power business such as parts, components, supplies, and system products in the global arena. Prerequisites of smart distribution system include building infrastructure based on smart distribution parts, information systems, communication technologies, and developing various application programs and interfaces that would interact with the consumers. Consumers are expected to play an integral role by changing their consumption patterns in response to dynamic pricing and quality choices enabled by the smart distribution technologies. In order to induce the consumers to participate actively in the program, firms and policy makers should consider providing consumers economic incentives and proper education for better understanding of new technologies. Our work helps policy makers and firm better understand the nature of technology and stakeholders for the successful implementation of smart distribution technologies.
