  • 다양한 신재생에너지의 확대와 에너지 프로슈머의 등장으로 소비자가 직접 신생에너지 발전 설비를 설치하고, 생산한 전력을 소비, 저장, 판매까지 할 수 있도록 전력거래 시장이 빠르게 변화되고 있다. 특히 미국, 독일, 호주, 중국 등에서 전력거래에 대한 다양한 시도들이 진행 중이며, 국내에서도 에너지 신산업의 일환으로 다양한 시범 사업들이 추진되어왔다. 하지만 해외와 달리 국내에서는 그동안 추진되어왔던 대부분의 전력거래 시범 사업들이 제기능을 다하고 있지 못한 실정이다. 시장 성숙도나 시장의 저변 확대 미흡 등 많은 이유가 있겠지만, 전력거래에 대한 적극적인 활성화 지원 의지 부족과 관련 법·제도 등의 부가적인 문제들도 많은 것이 사실이다. 따라서 본 연구에서는 지금까지 많은 전력거래 시범 사업들이 추진되어 왔음에도 불구하고 외국에 비해 전력거래 시장이 활성화되지 못한 이유를 법·제도 측면에서 고찰해보고, 전력거래를 활성화 시키기 위한 법·제도 측면에서의 개선 방향과 규제완화에 대해 논의해 보고자 한다.

가상초점광원을 이용한 LED 등명기 연구

  • 종래의 프레넬렌즈가 회전하는 중대형 회전식 등명기는 고압방전등(메탈할라이드) 전구를 광원으로 사용하고 있으나, 에너지효율, 수은 등의 함유로 인한 환경오염과 폐기 문제로 인해 2010년 초에서 현재에 이르기까지 선진국을 중심으로 사용규제가 강화되고 있는 실정이다. 국내에 설치 운영되고 있는 회전식 등명기는 내용연수 초과 혹은 도래시기 점차 다가오고 있기 때문에 이에 대한 대응 방안이 필수적인 상황이다. 프레넬렌즈를 회전시키는 회전식 등명기의 LED 광원 개발은 2010년 초부터 해외업체에서 제품출시가 이루어졌으나 국내 중대형 회전식 등명기에 적용된 사례는 없으며 국내에서도 해당 기술 미비로 개발된 사례가 없었다. 이에 본 연구를 통해 단일 고출력 COB LED, 리플렉터, 집광렌즈 등을 이용한 가상초점광원 구현 기술로 회전식 등명기용 LED 광원 연구를 수행하고 해당 연구기술이 적용된 시제품 제작을 통해 성능을 검증하였다.

A Study on Strategic Approaches Plans for Industrial Revitalization and Overseas Export of Smart City Technology (스마트도시 기술의 산업 활성화와 해외수출을 위한 전략적 접근 방안에 관한 연구)

  • Smart City Technology, which is significant in the era of the 4th industrial revolution, greatly increases the efficiency and productivity of cities nowadays. The purpose of this study is to present a strategic approach for industrial revitalization and overseas export by analyzing the current status of smart city-related companies and discovering high-priority smart city technologies. To this end, the smart city theory and ASEAN smart city were reviewed through prior research, and a survey of companies with domestic smart city technology was conducted. As a result of the survey, it is revealed that companies with smart city technology in Korea are highly willing to export to ASEAN countries. There is a strong desire to export the following technologies: construction, traffic, green·energy, etc. And there was a high willingness to export the following services: IoT, platform, AI, etc. The following solutions have been proposed as solutions to Strategic Plans to Promote the Export: 1) Deregulation and incentives, 2) Global human resource development, 3) Information provision and strengthening of local networks, 4) Financial and public relations support.

An Analysis of the Influence of Korean Environmental Sectoral System of Innovation on Innovative Performances (한국 환경산업혁신체제의 혁신성과에 대한 영향 분석)

  • This article analyzes the influence of sectoral system of innovation(i.e. technological regime, market demand, networks, and institution) on innovative performances(i.e. product-, process-, organizational-, marketing-, and environmental- innovation) in Korean environmental industry, conducting a multiple regression analysis based on survey data from 201 Korean environmental companies. As the results, product innovation is positively influenced by internal technology accumulation and market demand response, while not affected by external knowledge utilization, market competition, networks among market and non-market agents, government support and regulation. Process innovation is positively influenced by internal technology accumulation, networks among non-market agents and regulation, but not by external knowledge utilization, market demand response, market competition, networks among market agents, and government support. While organizational innovation is positively influenced by internal technology accumulation, external knowledge utilization and regulation, it is not affected by market demand response, market competition, networks among market and non-market agents, and government support. While marketing innovation is positively influenced by internal technology accumulation, networks among non-market agents, and government support, it is not affected by external knowledge utilization, market demand response, market competition, networks among market agents, and regulation. Environmental innovation is positively influenced by external knowledge utilization and regulation, but negatively influenced by market competition. It is not affected by internal technology accumulation, market demand response, networks among market and non-market agents, and government support. Such results suggests the following policy implications. First, it is necessary to expand the sphere of relating markets through the application of convergence technology, new regulations, and overseas markets. Second, reinforcing ecosystems among environmental market agents through demand-linked joint R&D should be revitalized. Third, it is needed to strengthen more supporting policies rather than regulation. This article has the limitation of using the survey data. And further researches on the environmental sectoral system of innovation structure itself will be tried.

Entries and Exits: Case Studies of the Foreign Direct Investment of Korean Consumer Electronics Chaebols in the European union (유럽연합(EU)내 한국 가전 대기업들의 진입과 퇴출)

  • The aim the this paper is to explore the processes of three Korean consumer electronics chaebols'entries into, and exits from tile EU in the context of European integration and enlargement and at the global, regional(EU), national and local level. Korean FDI in the EU has increased sharply since the late 1980s, while interacting with the processes of European integration and enlargement. In particular, the chaebols'FDI was caused by reactions against the intensification of Euro-trade regulations. As a result, these defensive entries have led such chaebols to create a strategy of ‘defensive Europeanisation’through the formation of forward and backward linkages between chaebols’affiliates and Korean suppliers within the EU. Nonetheless, defensive FDI has given rise to exits through active relocation within and outside the EU, since the ‘late 1980s’due in the main to (1) sensitive reactions against changing EU trade regulations and (2) failures to maintain cost-competitiveness in particular host regions. Along with these trends, chaebols’entries and exits are placed in contingent and paradoxical structures of the global -regional - national-local nexus, which has resulted from the mismatch of different EU policies such as trade, inward investment and regional policies.

  • With the development of big data processing technology, the potential value of healthcare big data has attracted much attention. In order to realize these potential values, various research using the healthcare big data are essential. However, the big data regulatory system centered on the Personal Information Protection Act does not take into account the aspect of big data as an economic material and causes many obstacles to utilize it as a research purpose. The regulatory system of healthcare information, centered on the primary purpose of patient treatment, should be improved in a way that is compatible with the development of technology and easy to use for public interest. To this end, it is necessary to examine the trends of overseas legal system reflecting the concerns about the balance of protection and utilization of personal information. Based on the implications of the overseas legal system, we can derive improvement points in the following directions from our legal system. First, a legal system that specializes in healthcare information and encompasses protection and utilization is needed. De-identification, which is an exception to the Privacy Act, should also clearly define its level. It is necessary to establish a legal basis for linking healthcare big data to create synergy effects in research. It is also necessary to examine the introduction of the opt-out system on the basis of the discussion on the foreign debate and social consensus. But most importantly, it is the people's trust in these systems.

  • The study has try to analyze firm-level marketing strategy for making inroads into United Arab Emirate(UAE) in the Middle East Rrgion. Korea's pharmaceutical medicine industry can overcome that growth limit by strategically advancing into the world market even the its market share is slight as of 2013. The results of Marketing Mix strategies to enter the UAE pharmaceutical medicine market are as follows: STP strategy and Marketing Mix strategy based on the findings of this study, the practical implications of the following. First of all, domestic pharmaceutical industries in Korea due to the domestic market, growth in the various institutional devices have limits on the expansion. On the other hand, supports the Government's active policy of UAE health care industry is booming. UAE Government medical facilities and health care in the health care industry in 2010 to improve the level of 80 billion dollars of investment. The UAE's medical sector is equipped with independent regulatory regime by the Emirates. The UAE is a foreign worker influx has been showing a high population growth rate, over the last 30 years, UAE resident population has increased about 7 times. The UAE Government to improve the quality of medical services, the private sector and the public to encourage the signing of partnership (PPP) can also be found in the regulation of foreign direct investment. The results of this study would play a role in analyzing a marketing strategy to make inroads into UAE pharmaceutical medicine market.

Understanding the Access and Benefit-Sharing of Genetic Resources for Microbiology Researchers (나고야의정서 이행에 따른 새로운 유전자원 접근 이익공유 체계의 이해와 미생물 연구자의 대응방안)

  • Following enforcement of the Nagoya Protocol (NP), in which the sovereign rights to genetic resources of countries are recognized, new legal obligations regarding access and benefit-sharing (ABS) that did not exist before have now been imposed on researchers. To implement the NP, many countries are introducing new procedures and regulations when a researcher wants to obtain genetic resources for commercial or noncommercial uses. It is therefore expected that resource-rich countries will adopt strong regulations to protect their genetic resources. In this regard, Korean microbiologists will need to respond to these changes to minimize the potential damages caused by the ABS. This paper reviews the key contents of the NP to raise its awareness among scientific researchers and further presents specific measures to meet the ABS obligations accordingly. For example, Korean researchers, in principle, do not need to acquire Prior Informed Consents (PICs) when they access Korean microbial resources for both commercial or research purposes. Nevertheless, when a foreign culture collection agency such as DSMZ requests a confirmation of compliance with the NP to deposit genetic resources, Korean researchers can also apply for a PIC with the Korean government as an exception. By referring to this article, microbiologists will be able to conduct their research in compliance with the NP while respecting the legal ABS obligations of each resource-providing country.

A Study of Terrorism Response System and Development in Korea (한국의 테러리즘 대응 체계와 발전방안 관한 연구)

  • A sudden change of social structure makes the nations have experienced terrorism to establish an anti-terrorism law and associate with international agreements to protect themselves from terrorism. Korea is exposed to terrorism as it has grown in stature by holding the international occasions and has been easy to travel abroad since 1980. Korea regulates the terrorist by a guideline which was established in 1982 by the presidential instruction and other criminal law. However, the majority of people doubt the propriety of overinterpretation of the law and punishment for terrorism. To cope with the situation strongly, it is better to establish an anti-terrorism law to block terrorism and apprehend the terrorist beforehand. Also we should realign an anti-terrorism organization that should be organized by the type of terrorism. In addition, we can expect to avoid waste of a budget and human efforts if we introduce terrorism warning system and face with each stage of situation. Lastly it is possible to prevent terrorism if we build up preventive actions along with the local residents.

  • Transborder data flow(TBDF) of personal information in Korea has been limited by current Privacy law which request data subject to give consent. As the IT industry is growing at an incredible rate, there is a need to review the existing law to cope with growing industrial demand and increasing numbers of international data transfer. The transfer of personal data overseas not only allow businesses providing IT services including finance, internet, e-commerce to thrive, but also impact every aspect of our lives which are increasingly depended on these technology. Transmitting personal data across borders raises serious questions of privacy protection and restriction of business operation. In ordrer to promote interoperability of personal data in international environment, a considerable amount of research and debate needs to be taken before implementing a sound policy. This paper presents a need for a sound TBDF policy in Korea by examine the main policy challenges associated with TBDF. Finally, the paper identify policy suggestions based on European Union's approach as they have successfully implemented TBDF policy that balanced data privacy and economic agenda.
