인도네시아 항만 PPP 사업 지원사례

  • 한-인니 간 해양 협력 MOU(2016.5)를 기반으로 현 정부의 신남방정책에 따라 협력사업 다변화 및 우리 기업의 진출 교두보 마련을 위한 해양수산부의 해외항만개발 협력지원사업으로 '인도네시아 항만개발 기본계획 및 타당성조사'를 추진중에 있다. 본 논문에서는 인도네시아 해양조정부(CMMA)의 주도하에 북깔리만탄 주정부와 민간기업이 합작 추진하는 따나쿠닝 신항만 및 산업단지의 PPP 사업 진행을 위한 OBC 단계의 주요 연구내용, 중앙정부 항만 정책, BAPPENAS가 규정하는 PPP 절차에 부합하는 타당성조사의 수행사례를 다룬다. 특히 인도네시아정부의 PPP사업 시행절차를 소개하고, 수요예측 및 개발규모, 항만기본계획, 경제적·재정적 타당성분석과 전체 PPP 추진전략을 제시하여 해외항만개발사업에 진출시 참고할 수 있도록 하였다.

Competency Assessment of Korean Construction Firms on International Plant Projects (국내 기업의 경쟁력 및 업무역량 분석 - 해외 플랜트 사업을 중심으로 -)

  • Last decade, Korea's export scale has resulted in remarkably increasing tendency, and the Korean construction firms(KCFs)' activities on the global markets also have been revitalized. Therefore, this paper analyze a correlation between changes in the oversee market conditions and firms' competitiveness focused on plant business. The aim of this paper is to analyze the internal competency change of the KCFs on the global markets in the past 5 years and to find gap of internal competencies between KCFs and outstanding foreign firms. From a survey analysis this paper found that the external impacts on the global markets(changes of exchange rates, raw materials prices, supply-demand conditions, etc.) have highly influenced the sales amount of the KCFs. But the impacts to change the operating profit have been analyzed as not important. So it is necessary to reinforce the KCF's internal competencies rater than expecting an improvement of the external conditions. Also, the KCFs should strengthen the design engineering as a core competency.

  • Korean construction companies have maintained stable market share based on high technology and cost competitiveness although international construction market has been stalled due to increasing global economy uncertainties. However, Korean construction companies have relied heavily on the general types of projects in Middle East and Asia although the portion of different types of projects such as Build-Transfer-Operate (BTO), Build-Transfer-Lease (BTL), and Public-Private-Partnership (PPP) has been increasing in the market. When delivering huge projects requiring contractors deal with activities from project planning to operation, securing finance sources and profitability is deemed critical. Therefore, Korean construction companies need more attentions on the construction market supported by Multilateral Development Banks. However, Korean construction companies have not utilized effective strategies for the market entry and also government supportive policies are not useful enough to help construction companies. This study aims both to analyze the contract structure of Korean construction companies for presenting critical factors that need to be prepared and to suggest various methods that can be applied to support construction companies that have much interest in the Multilateral Development Banks. According to the results of study, it is important that Korean government provide structural information system, make a specialized organization, prevent over-heating among Korean construction companies, and collaborate with Official Development Agency. In addition, it appeared that the fairness and financial stability of project have recognized main advantages of the Multilateral Development Banks.

The Analysis of the Weights of Country Risk by Participants of Overseas Construction Projects (건설사업 참여주체 별 해외건설공사 국가리스크 핵심요인 도출 및 비교분석)

  • The government has focused on activation of overseas construction projects and strengthening competitiveness in the long term. In recent years Public construction contract as well as design, engineering, construction management(CM) are gradually expanding into other countries, but risk analysis cases in the field are slight. In this study, We utilized PI scale and drew a conclusion about the importance of overseas risk by participants. We compared its features from the risk factor based on Risk Matrix. As a result of this study total of 6 section 31 Country Risk factors for the importance of overseas risk by participants were drawn, and the key risk factors (17 constructor, 14 designers, 17 CMr) based on Risk Matrix were derived. By utilizing the result of this study will be used as the basic data for establishing risk management strategy to meet each business and planning evaluation model.

A Study on the Counter-Terrorism and Security Strategy for Korean Companies Engaged in the Overseas Business (해외진출 한국 기업의 대테러 경호${\cdot}$경비 전략에 관한 연구)

  • June 2006, five korean oil workers, three who worked for Daewoo and two for Korea Gas, released after being held hostage by separatist militants in Nigeria. The kidnapping was happened in the Niger Delta where armed separatists are demanding a larger share in oil revenues and compensation for environmental destruction due to oil exploration. Seven months later, nine Korean pipeline workers of Daewoo together with a Nigerian were kidnapped again and safely released thanks to the efforts of the company and the Korean government. These two kidnapping incidents have shown that companies engaged in the overseas business are not safe any more from the terrorist attacks and has given an invaluable lesson that the company having an intention to go abroad for business should take all possible anti and counter-measures against terrorism. The main purpose of this study is to suggest a guideline for the establishment of counter-terrorism and security strategy against terrorist attacks on the private companies at the overseas. In order to foster a better understanding of the problem, a brief history of terrorism is presented in the first part. In addition, this study analyses and describes the variations of terrorist attacks against private companies together with the terrorism related environment of Korea. Based on the outcome of the study, this paper takes a global view and perspectives of terrorist attacks against private companies and suggests consideration for the future.

The Business Strategy Innovations of the Top Design Firms in Global Design & Engineering Markets (해외 선진 설계회사의 사업구조 혁신 동향 분석)

  • Dynamic nature of the A/E/C industry, rapidly changing global market environment, and lowest cost competitive bidding make it difficult to survive in global engineering markets. To understand of the global design&engineering market, a case study has been undertaken. The top 150 global design forms represented in the ENR(Engineering News Record) from 1995 to 2003 are classified three groups for the case study, First group is the firms that its rank is getting raised from 1995. Second group is the firms keep holding its rank from 1994 until 2003. Third group is the firms that its rank has gone down from 1995 until 2003. However, finding key factors and changing business strategies of successful top design fm are the fundamental goals in this paper, After examined case study, this paper concludes and suggests that professionalization, M&A strategies, patrons of government, and academic supporting are needed to be succeeding in the global design & engineering industry.

  • Recently in Korea, or companies considering overseas expansion is often already begun. Past, enterprise's overseas economic cooperation fund(OECF) was consisted of overseas economic cooperation fund(OECF) of most large enterprise leading but medium and small enterprises as well as large enterprise is recognized for factor that competitive power security through overseas economic cooperation fund(OECF) is indispensable by economy opening Tuesday such as deregulation of great foreign enemy environment change and a technology and capital introduction. In the case of Korea, that advance of the China is going through bottleneck among by far bank Vietnam advance gradually expand. Therefore, in this study, I wished to quote plan for efficient and desirable Vietnam advance strategy establishment regarding our country enterprise's Vietnam advance through economy, politics, social environment analysis. In this study, can do on the basis of Vietnam advance connection domestic?outside literature investigation and virtue study through theoretical investigation according to these purpose and behaved theoretical investigation and lift construction materials allied industry, labor-intensive manufacturing industry, fisheries farm produce cultivation, processing household mascot etc. as energy industry, refined oil and petrochemical industry, electric-power industry, other field by our country medium and small enterprise.

  • 2010년 기준 세계 물산업은 약 4,800억불 규모이며, 2025년에는 약 1조 달러 규모로 성장할 것으로 전망된다. 또한 기후변화 등의 요인으로 물산업의 범위는 물순환체계 전과정을 포괄하는 "유역종합개발+상하수도+대체수자원"으로 확장될 것으로 예측된다. 그러나 지금까지의 국내 물산업 육성은 주로 상하수도 분야 중심으로 국한되어, 기후변화에 대응한 유역종합개발 분야에 대한 시장 진출기회를 상실하고 있다. 상하수도 중심의 물산업은 이미 선진 메이저 기업들이 선점하여 치열한 경쟁이 벌어지고 있는 '레드오션'이라 할 수 있으므로, 새로운 물산업의 강국으로 부상하기 위해서는 우리가 가진 장점을 바탕으로 물산업의 새로운 영역을 개척하는 방안에 대한 연구가 필요한 시점이다. 본 연구는 먼저 국내외 물순환체계 전과정(유역종합개발+상하수도+대체수자원)에 대한 시장 조사을 통해 세계 물산업 시장을 프로젝트 유형별, 지역별로 분석하고, 이를 토대로 국내 물산업 육성과 해외진출을 위한 당면 과제를 다음과 같이 제시하였다. 첫째, 민관협력을 위한 제도적 틀을 형성할 필요가 있다. 정부의 역할이 매우 중요한데, 정부 또는 기금이 자금의 단순한 대부자에서 적극적인 투자자로 전환함으로서 국내 민간기업들의 해외시장 진입장벽을 낮추어 줄 필요가 있다. 정부 주도의 민관협력이 활성화되면 참여 기업의 재무적 리스크를 현저히 줄일 수 있다. 또한, 상하수도 운영 경험을 축적한 공기업이 해외진출 지원기능을 수행하도록 하여야 한다. 즉, 공기업이 민간 기업의 경쟁자가 아니라 지원자가 될 수 있도록 프레임을 바꿔주어야 한다. 둘째, 물산업 클러스터의 형성이다. 물산업 제조업은 대부분 중소 벤처기업으로 독자적인 해외진출이 곤란하므로, 물전문 공기업이 중소 벤처기업 육성 및 해외진출의 앵커 역할을 담당하는 것이 필요하다. 이스라엘이나 싱가포르의 물산업 클러스터처럼 Anchor 역할을 행하는 공기업과 민간기업이 장기적 협력관계를 구축할 수 있는 기반을 마련해야한다. 셋째, 신시장 역량의 창출이다. 기후변화로 크게 성장할 전망인 통합물관리 시장에 대한 전략적 접근이 요구된다. 우선 ODA 등 대외 원조자금을 활용하여 투자비가 적게 들고 정보를 선점할 수 있는 조사 설계부터 시작하여, 댐 및 수력개발, 상하수도 건설 운영 등에 단계적으로 접근할 수 있을 것이다. 또한, 향후 도입될 예정인 물인프라의 Smart 기술, 첨단 수처리 기술 등을 활용하여 새로운 시장을 개척해야 한다. 4대강살리기 사업, 해수담수화 등 조기에 경쟁우위를 갖출 수 있는 사업과 기술을 Flagship Project로 브랜드화하여 우리나라를 "물강국"으로 포지셔닝할 경우 세계 물시장 공략에 보다 효과적일 것으로 판단된다.

Internal and External Assessment of Contract Management Competences in the Overseas Construction Projects (해외 건설프로젝트 계약관리 역량의 대내적·대외적 평가)

  • Even though domestic construction companies are expanding into overseas construction markets, the profitability of overseas project are decreasing and finally some biggest domestic construction companies recorded heavy deficit one after another in 2013. Contract management, which is very deeply related to profitability, is the most difficult area to domestic construction companies, especially in Middle East and Asia where they have the highest market share and a high level of contract management is required. The purpose of this study is to assess their contract management competences to help them improve contract management skills and strategies. First, we defined the overseas project contract management process and selected competences from the each process stage. Then, we conducted a survey with overseas project experts. For considering their competences from various angles, we divided survey groups into domestic construction groups and other groups (Contract consultancy agencies and Construction research institutes) to understand the internal and external perspective of the domestic construction companies' contract management competences. The results of survey was analyzed by using paired samples t-test, Borich Needs Assessment Model and Independent t-test. We expected that the results of this study could contributes to establish strategies for enhancing the domestic construction companies' contract management competencies.

A SWOT based ANP Application for Strategy Development to enter Overseas Water Market (해외 수처리 시장 진출 전략 개발을 위한 SWOT-ANP 적용 모델 개발)

  • The current global water market has been reshaped with a few multinational water companies, water-specialized companies, and other non-construction companies such as manufacturing and financial companies. Each has different business objectives along with the value chain of water industry. In this context, a SWOT-ANP model is proposed to prioritize strategic alternatives for a non-construction company in Korea and the result is validated through a comparison with the AHP model and real business strategies of the company examined from the recent news reports. The validation was confirmed that the company's strategies are very much similar to the priority list and the rankings of the strategic alternatives are identical with those from AHP model, while the weights are slightly changed from the weights in AHP result.
