4차 산업혁명 대비 중소기업 창업 벤처 지원 대상 업종에 관한 연구

  • 최근 인공지능 시대 및 제 4차 산업 혁명 시대의 도래로 제품 간, 제품과 서비스 간, 서비스 간 산업이 다양한 형태로 진화 중이며, 이종기술 산업 간의 융 복합화로 새로운 제3의 신산업이 등장하고 있다. 또한 소위 말하는 O2O(Online to Offline)는 이미 운송, 금융(핀테크), 자동차(카테크), 숙박, 음식, 의료(헬스케어테크) 등 많은 산업 분야에 진출, 기존 전통 산업과 충돌, 인허가에 어려움을 겪고 있으며 이러한 O2O는 IOT(사물인터넷)로 급속도로 가속화 되고 있다. 이렇듯 4차 산업 혁명에 따른 신산업의 탄생은 산업의 경계를 붕괴하고 있음에도 산업별로 구분된 제도, 규제, 지원정책 등은 여전히 신산업 창업의 장애가 되고 있다. 이에, 본 연구에서는 국내 벤처특별법, 창업지원법, 1인 창조기업법 내 투자 지원 업종과 미국을 비롯한 해외 창업 관련법 내 창업 지원 제한 업종과의 비교 분석, 몇 가지 중요한 시사점을 도출했다. 먼저, 우리나라가 선진국에 비해 지나치게 투자 제한 업종이 많음을 확인했다. 또한 선진국은 미풍양속을 해치는 업종, 투기적 사업 등 사회통념상 문제가 되는 사행성 업종을 제외하고는 대다수의 업종이 정책 지원 대상이다. 업종과 더불어 투자 행위로 투자 심사를 해 신산업 투자에 매우 탄력적으로 운영할 수 있게 설계되어 있다. 심지어 미국의 경우, 적극적 창업 투자를 위해 업종 및 투자 행위에 대한 심의를 중소기업청이 직접 수행한다. 특히, 우리나라의 중소기업창업투자회사제도는 미국의 중소기업투자회사(SBIC) 제도와 유사한 반면 투자 제한 업종 뿐 아니라 제도 운영 특히, 창업투자회사에 대한 관리 측면에서 매우 큰 차이가 있음을 보여주고 있다. 우리나라 중기청은 간접관리를 하는 반면, 미국은 중기청 내에서 직접 관리를 하고 있다. 따라서 본 연구에서는 우리나라 창업 벤처 투자 제한을 미국을 비롯한 기타 외국의 사례에서와 같이 사회통념상 불가피한 업종과 더불어 투자 행위로 정의하길 제안한다.

A Study on the Outward Foreign Direct Investment and Psychic Distance of Spanish Companies (스페인 기업의 해외투자 진출과 심리적 거리에 관한 연구)

  • The purpose of this study is to prove the effect of psychic distance between home country and host country on overseas foreign direct investment(OFDI) of Spanish companies through panel analysis. The panel data was based on cultural, institutional, economic, and geographical distance data over the past decade between Spain and Spain's OFDI countries. According to the Random Effect Model(REM) analysis, cultural distance(CULD) had a negative effect on OFDI, while institutional distance(INSD) had a positive effect. Among economic distances, income size distance(GDP) had a positive effect on OFDI, but export size distance(EXPO) had a negative effect. Geographic distance(PKM) had a negative impact. Meanwhile, according to the results of quantile regression analysis to prove the psychic distance effect by OFDI size, the effects of CULD and INSD in the quartile (75%) to which Korea belongs were the same as the REM analysis results. In addition, GDP and EXPO had a positive effect, and PKM had a negative effect but EXPO had a positive effect. Therefore, FDI host countries need to establish differentiated strategies through quantile analysis while making continuous efforts to improve the system.

Does in-bound FDI Increase Firm Innovation? An Organizational Learning Perspective (외국인 직접투자(In-bound FDI)가 국내 기업 혁신에 미치는 영향: 조직 학습 관점의 매개효과를 기반으로)

  • FDI has been considered as a source of competitive advantage by bringing scientific and technological innovation capabilities to domestic firms via organizational learning. Acquiring knowledge and technology by learning accelerates firms to be innovative. In the way of innovation, firms seek for innovation as a whole but innovation can be clarified as two different parts, product and process innovation. Different from product and process innovation, organizational innovation is not directly related to productivity or outcome but it is closely related to product and process innovations. As a kind of firm innovation, organizational innovation may be considered as preceding product and process innovation and it may positively mediate the relationship between in-bound FDI and firms' product and process innovations. In this paper, the relationship between FDI and product and process innovation will be explained by organizational learning and the way of organizational innovation affects to the relationship will be examined.

  • The Korean textile industry faces a crisis, and overseas expansion is increasing. Indonesia, the third trading partner in the Korean textile industry, is the fifth largest country in terms of Korea's direct investment. This study intends to suggest a development strategy for Korean fabric mills to advance into Indonesia. First, the SWOT representative factors of the fabric mills considering the circumstances of Indonesia were derived through literature research and expert meeting. In order to derive the priority among these, AHP analysis was performed to derive the final weight and priority of the SWOT factors. Through this, I would like to suggest a management strategy that can be helpful to companies that have already entered Indonesia and are planning to enter the country in the future.

COVID-19 and Changes in Global Value Chains of Korea (코로나19와 한국의 글로벌가치사슬(GVC) 변화)

  • The purpose of this study is to analyze the changes in trade and industry of Korea and suggest implications from the perspective of global value chains following the spread of COVID-19. To this end, products for prevention of epidemics which is directly related to COVID-19 and IT industries with high GVC participation were analyzed. Due to the spread of COVID-19, the variation in import and export of products for prevention of epidemics was large. In the case of masks, import and export of final goods changed drastically, but the change in intermediate goods was not significant relatively. Korea's IT industry has been differentiated according to major trading partners amid overall changes in GVCs which is summarized as higher forward participation and lower backward participation. While no particular change resulted from COVID-19 has yet been made directly, the need for diversification strategies should be taken into account at a time when the production links with China and Vietnam are close and the dependence on trade with these countries is high. The COVID-19 is still in progress, requiring corporate strategies and policy efforts to respond to changes in GVCs in the post-COVID-19 era.

Multinational Corporate Linkage Stability in the Canadian Urban System (캐나다 도시체계에서의 다국적기업 연계패턴의 안정성)

  • Over the past two decades, the process of globalization of multinational corporations has increased at a rapid rate. One manifestation of this process is the establishment of corporate head offices in a variety of international centers to administer and coordinate, the day-to-day operations in the host countries. In establishing a subsidiary overseas a firm creates a direct link between the operations of the domestic corporate center and the foreign host center This paper investigates elements of stability and change in the international linkage patterns among domestic parent corporations and host subsidiaries over the past several decades. In particular, it seeks answers to a number of question related to stability and change in linkages among foreign centers of control and those Canadian centers selected to administer the subsidiary operations from 1970 to 1991 over the four primary sectors, namely, resources, manufacturing, services, and finance. By confirming the core stability and dispersed linkages hypotheses, the papar offers some generalizations with respect to the location and stability of subsidiary headquarters centers in Canada and their respective subsector specialties. Finally, it addresses further research avenues fer the quaternary place study.

The Mediating Effect of Network Embeddedness on Investment Performance of Multinational Manufacturers in China (중국시장에 진출한 다국적제조기업의 투자성과에 미치는 네트워크 배태성의 매개효과 실증분석)

  • The purpose of this study is to demonstrate how internal capability adjustments made by subsidiaries in response to local market adaption and market changes, together with the use of internal and external networks, have an impact on the investment performance of such subsidiaries. From the empirical results, it was proven that the larger the extent of internal capability adjustment made by subsidiaries, and the more quickly and flexibly it is implemented, the more positive the investment performance is. The empirical findings also showed that in this process, the use of internal/external network embeddedness has a positive mediating impact on the investment performance. Additionally, the results of statistical analysis support the research hypothesis that external embeddedness has a greater mediating influence on multinational manufacturing companies entering Chinese market than internal embeddedness. It implies to the top managers of subsidiaries that the subsidiary should actively utilize external embeddedness to create a new locational competitive advantage in the local region, as well as develop a strategy to reduce foreignness costs such as cost of adapting to the local system.

Entries and Exits: Case Studies of the Foreign Direct Investment of Korean Consumer Electronics Chaebols in the European union (유럽연합(EU)내 한국 가전 대기업들의 진입과 퇴출)

  • The aim the this paper is to explore the processes of three Korean consumer electronics chaebols'entries into, and exits from tile EU in the context of European integration and enlargement and at the global, regional(EU), national and local level. Korean FDI in the EU has increased sharply since the late 1980s, while interacting with the processes of European integration and enlargement. In particular, the chaebols'FDI was caused by reactions against the intensification of Euro-trade regulations. As a result, these defensive entries have led such chaebols to create a strategy of ‘defensive Europeanisation’through the formation of forward and backward linkages between chaebols’affiliates and Korean suppliers within the EU. Nonetheless, defensive FDI has given rise to exits through active relocation within and outside the EU, since the ‘late 1980s’due in the main to (1) sensitive reactions against changing EU trade regulations and (2) failures to maintain cost-competitiveness in particular host regions. Along with these trends, chaebols’entries and exits are placed in contingent and paradoxical structures of the global -regional - national-local nexus, which has resulted from the mismatch of different EU policies such as trade, inward investment and regional policies.

  • The study has try to analyze firm-level marketing strategy for making inroads into United Arab Emirate(UAE) in the Middle East Rrgion. Korea's pharmaceutical medicine industry can overcome that growth limit by strategically advancing into the world market even the its market share is slight as of 2013. The results of Marketing Mix strategies to enter the UAE pharmaceutical medicine market are as follows: STP strategy and Marketing Mix strategy based on the findings of this study, the practical implications of the following. First of all, domestic pharmaceutical industries in Korea due to the domestic market, growth in the various institutional devices have limits on the expansion. On the other hand, supports the Government's active policy of UAE health care industry is booming. UAE Government medical facilities and health care in the health care industry in 2010 to improve the level of 80 billion dollars of investment. The UAE's medical sector is equipped with independent regulatory regime by the Emirates. The UAE is a foreign worker influx has been showing a high population growth rate, over the last 30 years, UAE resident population has increased about 7 times. The UAE Government to improve the quality of medical services, the private sector and the public to encourage the signing of partnership (PPP) can also be found in the regulation of foreign direct investment. The results of this study would play a role in analyzing a marketing strategy to make inroads into UAE pharmaceutical medicine market.

Estimation of Environmental Performance in 29 Chinese Provinces - Focused on Integrated Pollution Intensity - (중국 29개 성의 환경성과 평가 - 통합오염원 단위를 중심으로 -)

  • The purpose of this paper is to estimate the environmental performance of 29 Chinese provinces by adopting the advanced measurements, integrated pollution intensity index, IPI, which can be computed using Data Envelopment Analysis(DEA) techniques. This index has the advantage of accounting for multiple resources used, good outputs produced and pollutants emitted simultaneously. The result obtained using the methodology shows the obvious evidence that provinces located around eastern area of China take relatively low levels and these phenomenons have been clearly observed throughout the sample period 1998~2007. The estimated index can be interpreted that the environmental burden in China has been steadily decreased as economic growth. This paper also tries to figure out the relationship among IPI, income levels, economic structures, the level of environmental regulations and FDI inflow. The estimated relationship between IPI and income per capita predicts improving environmental performance with increasing income levels. This explains the improvement in IPI which is simultaneously observed with income increases. According to the 'pollution haven hypothesis', many researches have been concerned the possibility that a large amount of foreign capital has been invested in China to avoid the strict environmental standards in advanced countries. However, the estimated coefficients in all model specifications take negative sign with IPI and highly statistical significant. This is a indication that there are positive impacts of foreign investments on IPI by adopting clean and high technologies from advanced countries.
