A Design of Communication Network Architecture for E-Navigation Services (E-Navigation 서비스 제공을 위한 통신망 아키텍처의 설계)

  • The research on an E-Navigation(E-Nav) strategy development has recently carried out by the IMO sub-committee on safety of navigation(NAV). The design of communication system architecture is a key factor in the E-Nav strategy development and it may drive the direction of a national R&D project on future navigational and marine communication systems. This study aims at designing a standard model of E-Nav communication network architecture, which enhances navigational safety and provides additional benefits in marine transportation. To achieve this purpose, authors have suggested E-Nav services, which are divided into five categories, i.e., safety and security, maritime meteorology, distress, business, and infotainment, by analyzing the related user requirements. As results, this paper proposes the E-Nav communication network architecture that consists of the navigation and communication equipments.

Hydraulic Characteristic Analysis of Buoyant Flap Typed Storm Surge Barrier using FLOW-3D model (FLOW-3D 모형을 이용한 부유 플랩형 고조방파제의 수리학적 특성 분석)

  • A storm surge barrier is a specific type of floodgate, designed to prevent a storm surge or spring tide from flooding the protected area behind the barrier. A surge barrier is almost always part of a larger flood protection system consisting of floodwalls, dikes, and other constructions. Surge barriers allow water to pass under normal circumstances but, when a (storm) surge is expected, the barrier can be closed. Among the various means of closing, buoyant flap typed storm surge barrier which was indicated by MOSE project in Italy is chosen for Masan bay protection, and the motion of the surge barrier under the action of storm surge and wave is examined using FLOW-3D, a computational fluid dynamics software analyzing various physical flow processes. Numerical result shows that storm surge barrier is successfully operated under wave height 3 m, and tidal range 2 m.

University's the UCC Project Teaching and Learning Model Development and its Application (대학의 UCC 프로젝트 교수·학습 모형 개발 및 적용)

  • This study was conducted for the purpose of developing the UCC project teaching and learning model based on the rationale which are applicable effectively in the field of university education. Firstly, we have designed the rationale based on the research of documents and preceding researches about teaching method models. Secondly, we have developed the UCC project teaching and learning model. the UCC project teaching and learning model based on the rationale was assessed by the professional formative evaluation group and tested in the field of university education in advance and thereafter. It was finally rectified and supplemented. Particularly, any corrections were to be made repeatedly in the stage of developing of the UCC project. And also, during the assessment and arrangement process, it was designed for the study participants to feel a sense of achievement as learners who combine knowledge and attitudes toward participants'subjects of the curriculum and professional vocational skills by performing the nursing science training scene which could happen in the field. Thirdly, the final version of the UCC project teaching and learning model was verified in its effectiveness by being applied in the field of the nursing science education in the $2^{nd}$ step. As a result, we noticed that learners diverse abilities were improved through systemic process and performing elements such as teaching plan which was needed for designing the UCC project in the field, making storyboard and skills for making video contents. We hope that the UCC project teaching and learning model in this study will be used by the students for designing, developing and utilizing educational UCCs which are necessary in industrial fields and it will contribute for training university students as professionals having the practical skills in the field.

Case Study on the Mixing Proportions of 100 Year Life Time Concrete (내구수명 100년 해양 콘크리트의 배합사례)

  • This study shows some results of concrete mixing design has 100 years life time. The ratios of ternary blended cement are 4 types. the ratios of blast furnace slag cement are 3 types. In this case study, 40%, 50% and 60% replacement ratio of blast furnace slag(BSF) to OPC are used, also 35:45:20, 30:35:35, 30:40:30 and 35:40:25 ratio of OPC:BSF:FA are used. The mixing design tests include slump, air content, compressive strength and thermal properties of concrete. The compressive strength tests are executed at the age of 3, 7, 28, 56, and 91 days. The coefficient of chloride diffusion is determined by NT Build 492 method. The purpose of this study is to shows the results of case studies as the ratio of blended cement varies.

  • Recent construction projects consist of large and complex facilities, which project management information system (PMIS) is used for managing construction cost and schedule. The ministry of land, transport and maritime affairs (MLTM) is using a continuous acquisition and life-cycle support (CALS) system for managing the public construction projects. This study attempts to survey some problems of the CALS system in practical application, and then suggests the new functions to improve practical application of the CALS system. All functions in each menu were analyzed in the practical application aspect. All projects ordered from MLTM should use the CALS system as a PMIS, but the practical application is limited in partial functions and special working group. And the utilization of system is focused on simple tasks and report process. One of main reason is that the system is using numerical data rather than graphical data. This study suggests new functions and a visualized management method that can improve the practical applicability using a 4D object in each current functions.

The Effects of Project-Based Flipped Learning Model on Self-Directed Learning Ability, Self-Leadership and Learning Competency (프로젝트기반 학습의 플립러닝 수업 모형이 자기주도적 학습능력과 셀프리더십 및 학습역량에 미치는 영향)

  • This study has designed to find out the effects of a project-based flipped learning model at universities on the self-directed learning ability, the self-leadership, and the learning competency. For the study, two procedures were performed. First, a flipped learning model for a project-based learning was developed on the basis of the literature reviews. The flipped learning model has three different steps: the pre-class, the in-class, and the post-class. In the pre-class, instructors provide mini-core courses using various technologies for learners outside the class. The in-class is the step to check whether learners prepare their learning or not. Also, in this step, the in-death learning and the teaching-learning process by interaction between instructors and learners would be performed. In the post-class, learners would be able to sustain the extended learning to develop the learning tasks and activities after flipped learning class. Through this step, the learners could be experienced integrated thinking and application, documentation and management, as well as sharing and spread of their learning. Second, the effectiveness of the developed flipped learning model on the self-direction, the self-leadership, and the learning competency was examined. The quantitative research method and the qualitative research method were used for this study. The results indicated that the flipped learning model showed improvement on the self-direction, the self-leadership, and the learning competency.

Role of the prediction skill of near-surface temperature in seasonal forecasting: A case study of U.S. droughts (근지표면 온도 예측성이 계절적 예보에 미치는 영향: 미국 가뭄의 사례연구)

  • 가뭄의 계절적 예측성을 개선하기 위해서는 대기-지면-해양의 상호 작용이 현실적으로 모의할 수 있는 지구 기후 예보 모델의 개선이 필수적이다. 제한적인 기후 예보 모델의 예측성으로 인하여 다중 기후 모델들의 다중 앙상블 계절 예보 시스템이 제안되었다. 2008년에 제안된 북미 다중 모델 다중 앙상블 시스템(North American Multimodel Multiensemble System; NMME)은 다양한 모델 개발팀의 참여로 현재까지 운영되면서 계절적 예측성 연구에 큰 이바지를 하였다. 본 연구에서는 NMME 프로젝트에 참여하는 기후 예보 모델들의 북방 여름철 근지표면 온도과 강우량의 예측성을 진단하고 이들의 상관 관계의 강도를 관측데이터와 비교 분석하였다. 대부분의 NMME 모델들에서는 관측데이터에서 보다 강한 음의 상관 관계를 보였다. 이런 근지표면 온도와 강우량의 강한 상관 관계로 우수한 근지 표면 온도 예보는 각각의 해마다 그 역할이 다른 것을 발견되었다. 예를 들어 가문 여름에는 우수한 근지표면 온도 예보가 강우량 예보에 도움이 되고 강우량이 많은 여름에는 우수한 근지표면 온도 예보는 오히려 강우량 예측성을 제한하게 된다. 따라서 기존의 기후 예보 모델들에서 근지표면 온도와 강우량의 상관관계를 사실적으로 나타낼 수 있도록 모델 개선이 요구된다. 마지막으로 관측데이터와 기후 모델데이터에서 태평양과 대서양의 해수면 온도와 미국의 북방 여름철 날씨의 관계를 비교하였다. 근지표면 온도과 강우량에 대한 제한적 예측성에 비해, 대부분의 NMME 기후 예보 모델들에서 해수면 온도의 예측기술은 우수함을 발견하였고 몇몇 모델들에서는 미국의 북방 여름철 기후에 영향력을 주는 대서양과 태평양의 지역까지 잘 모사하는 것을 발견하였다. 따라서 본 연구는 보다 우수한 기후 예보 기술을 위해 앙상블 평균 예보값만이 아닌 NMME의 계절적 예보를 선택적인 사용이 필요함을 제안하였고 앞으로 북미 대륙 뿐만이 아니라 유럽-아시아의 계절적 이상 기후 예측성에 대한 연구 필요성을 강조하였다.

A Study on the Information Usage Behavior of Researchers in the Field of Ocean Science and Technology (해양과학기술 분야 연구자의 정보이용행태에 관한 연구)

  • The purpose of this study is to explain information usage behavior of researchers in the field of ocean science and technology. The study mainly collected primary data for advancement of special library services as well as establishment of personalized information services based on personal characteristics such as age, education level, and area of research. The data collection was conducted for two weeks during January 2014, through a web survey to 348 researchers in national ocean research institutions in South Korea. Total of 115 researchers replied. The analysis showed that the most preferred type of information medium was a scholarly journal. Researchers used more foreign published journals compared to Korean ones, while favoring digital formats rather than printed ones. The top channels for information collection were 'web search' and 'affiliated libraries.' Most pointed out difficulties of data collection were 'lack of variety of digital resources in affiliated libraries' and 'reluctance to use charged information.' Key elements for satisfactory user experience were ranked in the order of 'digital library system,' 'library staff,' and 'library collection' and so on;which proves the close relationship between library service and information usage service satisfaction. The result of an assessment for demands in special libraries showed that 'personalized information search service,' 'project support service,' and 'research direction analysis service' should be implemented in the future.

  • IT조선 융합의 목적은 조선산업에 IT기술을 접목해 조선산업의 초인류화를 달성하여 향후 5~10년 후에도 조선강국을 유지하고자 하는 데 있습니다. 이를 위해 정부에서는 제품의 고기능화 및 제조업의 고부가가치화를 위해 IT산업의 주력산업과 융합을 통한 10대 전력산업 중심의 이행계획으로 'IT융합 발전 전략'을 마련했습니다. IT조선 융합 분야에서는 IT융합을 통한 선박건조(Digital Shipyard), 선박통합통신망(SAN)이 적용된 지능형 선박(Smart Ship), 항로최적화 등을 위한 선박운항 기술개발 등이 고려될 수 있습니다. 국제적으로 EU, 미국, 일본 등에서 대형 프로젝트를 통해 기술개발을 완료하고 e-Navigation 정책의 국제적 합의 도출을 기다리는 상황입니다. e-Navigation은 선박의 안전항해를 실현하기 위한 방법으로써 선박에 사용되는 IT기자재의 표준화와 항해사의 의사결정을 도울 수 있는 도구 개발에 핵심을 두고 있습니다. 이를 위해 선내 모둔 기자재는 네트워크에 연결되어 선박의 항행정보와 선박기자재의 운전정보 등이 실시간으로 모니터링 되고 용이하게 제어되어야 하며, 이러한 정보는 육상에서도 모니터링 되고 필요시 육상에서 항해사의 의사결정을 도울 수 있어야 합니다. 정보교환을 위해서는 선박과 육상(Ship-Shore), 선박과 선박(Ship-Ship) 사이에 끊임없고 신뢰할 수 있는 통신채널이 유지되어야만 가능합니다. 이를 기반으로 e-Navigation의 최종 실현목표인 해양환경보호 및 항해 안전과 선박의 안전을 달성할 수 있으므로 표준화 분야도 이 범주 내에서 이루어져야 할 것입니다.

  • 전 세계 국제무역거래의 80%가 해상운송으로 이루어지고 있음에 따라, 연 6%로 세계 컨테이너 물동량의 증가가 전망됨에 따라 선박기인 온실가스의 증가에 대한 관심과 규제가 강화되고 있다. 즉 IMO 제62차 해양환경보호위원회에서 선박기인 온실가스 규제방안으로 EEDI와 SEEMP를 도입, 현재 발효 중에 있으며, 각 국의 항만당국 또한 대기오염 등의 환경규제 정책의 일환으로 그린 또는 에코포트 정책을 수립하여 이행 중에 있다. 이러한 해운환경의 변화로 인하여 해운선사는 글로벌 경쟁력 강화와 환경규제에 대응하기 위하여, 선박의 대형화를 통한 규모의 경제 실현은 물론, 급등하는 유가와 환경규제에 대비하여 고 에너지효율 및 저탄소 선박에 대한 수요가 늘어나고 있다. 이에 일본, 싱가폴, 노르웨이 등 EU 국가 등의 해운 선진국들은 1990년대 후반부터 친환경 선박의 개발에 대한 국가적 프로젝트를 체계적으로 이행해 오고 있으며, 이를 통한 친환경 선박기술의 확보와 친환경 선박시장의 점유율을 높이고 있는 추세이다. 따라서 본 논문은 선진 해운국가들이 수행중인 친환경 선박개발의 현황에 대한 벤치마킹을 통하여 상대적으로 뒤쳐져 있는 우리나라 친환경 선박개발 방안을 위한 여러 정책적 제안을 하고자 한다.
