1900년대 이후 산업발전에 따른 인구의 도시 집중화로 인한 하수량 증가에 따라 하수슬러지 발생량이 점차 증가하게 되면서 하수슬러지 처리에 관한 문제 등이 제기되기 시작하였다. 국내의 경우 2003년 하수슬러지의 매립이 금지된 후, 발생슬러지 대부분을 해양투기 등을 통해 처리하여왔다. 2009년 기준으로 국내에서 발생되는 하수슬러지량과 처리 분포를 살펴보면 전국 433개소 하수처리장에서 1일 평균 8,295톤(3,028천톤/년)이 발생되고 있으며, 이 중 47%가 해양투기 되고 있는 실정이다. 그러나 해양투기마저도 런던협약'96의정서 가입으로 2012년부터 금지됨에 따라 국내에서는 슬러지처리 및 재활용 방안과 관련한 연구개발이 활발히 진행되고 있는 중이다. 하수슬러지 처리 및 재활용기술의 경우 다양한 공법 등이 개발 중에 있으나 설비의 불안정 및 높은 투자비 등으로 인해 아직까지 상용화 된 설비 등은 많지 않은 실정이다. 이에 따라 본 연구에서는 POSCO 건설에서 개발한 슬러지 연료화 기술을 통해 생산된 슬러지 탄을 석탄 화력발전소 등에 석탄 보조연료로 활용할 수 있는 방안을 강구하여 상용화 가능한 혼소 기술을 개발하고자 하였다. 슬러지탄(발열량 3.000kcal 이상)을 석탄 화력발전소 보일러에 일정 비율로 혼소하여 슬러지탄의 품질평가, 중금속 용출시험 및 함량분석, 잔재물의 중금속 용출시험 등을 실시하였으며, 그 결과 모든 시험항목에서 연료화 관련 법적기준을 만족하는 것으로 나타났다. 슬러지탄을 화력발전소에 혼소하여 사용할 경우, 2012년부터 시행예정인 RPS(Renewable Portfolio Standard)법 대응 및 석탄사용량 저감 등을 통한 $CO_2$ 저감으로 저탄소 녹색성장의 자원순환사회를 구축하는 데 이바지 할 것으로 판단된다.

Coastal waste dump in Pohang is composed of slags and sludge of POSCO. Hydraulic parameters in the coastal waste dump are very different from those in municipal landfills and general unconsolidated or fractured aquifers. In the waste dump pumping or slug tests are not adequate for the estimation of hydraulic parameters. Time-lag and amplitude of the tidal fluctuation of groundwater table are used to determine the hydraulic parameters. Groundwater table at the groundwater observation wells is about 40 cm higher than the sea level. The contributing factors of the groundwater-rise are estimated. Vertical profile of some chemical constituents in groundwater indicates the gradual transition of the fresh groundwater at the uppermost position to the sea water at the bottom.

This study measured the thickness and speculation coefficient of the coating for existing buildings and calculated the diffusion coefficient of the coating to predict the depth of carbonation through numerical analysis in order to evaluate the impact of the external finish and local environment. As a result, it was possible to predict the short-term and long-term carbonation depth of reinforced concrete buildings coated with coating film with considerable reliability.

Republic of Korea designates a waste disposal site within the fishing zone administered jointly with Chin in the Yellow Sea. The issue of waste disposal at sea is subject to the 1996 Protocol to the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter commonly called London Protocol. China, one of the contracting parties declared that if China becomes a party to a dispute concerning the interpretation and application of the Protocol, the Arbitral procedure of the Protocol shall only be applied with written consent of the Government of China according to the Article 16.5 of the Protocol at the time of its accession. The Article allows any State may declare that, when it is a party to dispute about the interpretation or application of precautionary approach or polluter pay principle, its consent will be required before the dispute may be settled by means of the Arbitral procedure of the Protocol. This paper analyzes the legal basis of Chinese declaration and its implication to parties that may be in dispute with China using international precedents of similar nature and a game theory.

본 준설토 투기장은 국제도시 부산의 관문이 될 부산신항만 입구부에 위치한 관계로 아름답고 튼튼한 호안이 될 수 있도록 하였다. 본 사업은 부산신항만 개발 중 발생하는 준설토를 수용하는 호안 축조공사로서, 적용된 설계사례 및 설계특화내용을 설명하고자 한다. 지형적 특성상 복잡한 형태의 고파랑작용으로 수리학적으로 월파, 반사파, 연파를 제어하는 경사호안 구조물을 도입하였고, 개선된 S.C.P 연약지반 처리공법을 적용하여 기초굴착 없는 친환경적이고 배수기능을 향상시킨 융기토 유용형 S.C.P공법을 적용하였다. 호안전구간은 친수 개념을 도입하였으며, 호남도 주변 해양생태계 보호를 위하여 미티케이션 개념을 도입하여 환경복원 계획 및 생태형 친수호안을 구상하였다.

Our ocean where three sides are the seas is the state that the environmental pollution damage is serious because of all kinds of wastes. Therefore, environmental pollution will be considerably decreased if we leans forward in the saddle to manage net which is conquering a section equivalent among wastes and will be helpful to marine ecosystem. This study is to develop a fishing net management system identifying nets cast and withdrawn from the vessel The purpose of FNMS is to manage sailing vessels arrival and departure details in order to manage a net abandoned in the ocean, and restrain the occurrence of the wasted net abandoned without permission in the ocean, and prevent environmental pollution and sailing vessels sank in and around the ocean.
