해사안전을 위한 IMO의 인적요인 관련 정책 및 주요 이슈

  • IMO는 "인적 요인은 해양안전, 보안, 그리고 해양환경보호에 영향을 주는 복합적이고 다차원적인 문제이며, 선박의 승무원, 육상의 관리자, 감독기관, 선급, 조선소, 입법기관 등에 의해 수행되는 모든 인간 활동을 포함한다. 효과적으로 인적요인에 대한 문제를 다루기 위해서는 이러한 모든 이해 당사자들이 협조해야 되는 문제" 라고 정의하고 있다. 본 발표에서는 인적 요인 관련 의제의 배경 및 논의경과, 최근 기술이슈, 기술동향 및 전망, KRISO의 대응방안을 소개하고자 한다. 향후 관련 IMO 의제 대응, 연구개발 방향설정, 국내 해양환경 정책 수립 등에 활용될 수 있다.

해양선박 대상 사이버 복원력 연구 동향

  • 현대 해양선박은 PLC 등 기존의 OT 시스템과 선박자동식별시스템 등 IT 시스템의 접목으로 스마트선박, 자율운항선박으로 진화되고 있다. 하지만 이러한 기술 통합은 공격이 가능한 접점이 늘어나며, 이는 사이버보안 위협을 증가시키고 있다. 선박은 대부분 항만으로부터 고립된 환경에서 운영되기 때문에 사이버공격이 발생 시 외부의 기술 지원이나 긴급대응이 어려워진다. 이러한 배경으로 해양선박을 대상으로 하는 사이버 복원력은 해양선박 환경에서 중요한 개념으로 자리잡고 있다. 본 논문은 해양선박 환경 표준 통신 네트워크인 SAN을 분석하고, 사이버 복원력을 소개한 후, NIST의 사이버 복원력 모델을 기반으로 해양선박 대상 사이버 복원력 연구를 분석한다.

The State of Marine Pollution in the Waters adjacent to Shipyards in Korea - 2. Assessment of the Pollution of Heavy Metals in Seawater around Major Shipyards in Summer 2010 (국내 조선소 주변해역의 해양오염 현황 - 2. 2010년 하계 대형조선소 주변 해수의 중금속오염 평가)

  • In order to elucidate the current state of marine pollution of heavy metals around major shipyards in Korea, seawater samples were collected at eleven sampling stations and four control stations around 4 major shipyards located in the southeastern coast of Korea in summer 2010, and 6 kinds of metals such as copper(Cu), zinc(Zn), iron(Fe), cadmium(Cd), lead(Pb) and mercury(Hg) in seawater samples were analyzed. The analyses of heavy metals in seawater showed that the mean Cu concentrations in seawater around 4 major shipyards were in the range of $0.817{\sim}1.638{\mu}g/L$ which were lower than Korean environmental standards of $20{\mu}g/L$ for the protection of human health(PHH) and of $3{\mu}g/L$ for short-term protection of marine ecosystem(SPME) but higher than Cu concentration at control station by a factor of up to 2.75. The mean Zn concentrations were in the range of $0.228{\sim}0.567{\mu}g/L$ which were lower than Korean environmental standards of $100{\mu}g/L$ for PHH and $34{\mu}g/L$ for SPME but higher than Zn concentration at control station by a factor of up to 5.91. The mean Fe concentrations were in the range of $3.332{\sim}7.410{\mu}g/L$ which were higher than Fe concentration at control station by a factor of up to 6.75. The mean Cd concentrations were in the range of $0.013{\sim}0.028{\mu}g/L$ which were lower than Korean environmental standards of $10{\mu}g/L$ for PHH and $19{\mu}g/L$ for SPME but higher than Cd concentration at control station by a factor of up to 2.33. The mean Pb concentrations were in the range of $0.007{\sim}0.126{\mu}g/L$ which were lower than Korean environmental standards of $50{\mu}g/L$ for PHH and $7.6{\mu}g/L$ for SPME. The mean Hg concentrations were in the range of $0.002{\sim}0.004{\mu}g/L$ which were lower than Korean environmental standards of $0.5{\mu}g/L$ for PHH and $1.8{\mu}g/L$ for SPME. Although the concentrations of metals such as Cu, Zn and Fe which were used in shipbuilding works were lower than Korean environmental standards for PHH and SPME, the fact that the concentrations of Cu, Zn and Fe at sampling stations around major shipyards were higher than those at control stations implies that the works in shipyards had some effects on marine water quality around shipyards. Therefore, marine environment management such as the prevention and control of the discharge of various pollutants from shipyards is required on national level.

  • 국제교역의 확대에 따라 선박을 통한 물동량의 증가와 이에 따른 선박의 고속화/대형화, 해양자원 개발 및 공간 활용을 위한 해양구조물의 증가와 대형화, 삶의 수준 향상에 따른 해양 관광 및 레저 활동이 급격히 증가하고 있으며 대형 해양사고의 위험도 급격히 증가하고 있다. 아울러, 인류의 미래 삶의 터전인 해양환경 및 자원의 보전을 위한 전 지구적인 요구도 증가하고 있으며, 국제해사기구(IMO) 등 국제기구를 통한 안전 및 환경보호를 위한 규제가 지속적으로 강화하고 되고 있다. 그러나 이러한 국제기구 및 관련 국가들의 지속적인 노력에도 불구하고 대형 해상사고가 지속적으로 발생하고 있으며, 그 피해도 대형화되고 있다. 본 논문에서는 지속적으로 강화되는 안전 및 환경보호에 대한 국제적인 요구에 효율적으로 대응 하고 우리나라 해양 산업의 미래경쟁력 강화를 위한 수단으로서 위해도 기반(risk-based), 정보 통신기술 기반 (ICT- based), 인적요소 (human element)를 기반으로 한 새로운 개념의 해양안전 기술의 기본개념 및 핵심기술요소를 정의하고 이를 확보하기 위한 방안을 제안하였다.

From the research which it sees consequently today a result analysis of coastal line safety management and the development direction of activation plan importance from it let in the immediacy which from the marine transport enterprise is important with the international and oceanic environmental protection it presented.

Comparative Analysis of Marine Accidents in Fishing Activity Protection Zones and Port and Navigation Zones to Improve Fishing Vessel Security (어선 통항 안전 확보를 위한 어업활동보호구역과 항만·항행구역의 해양사고 비교분석)

  • In accordance with the increased demand for ocean use, the Marine Spatial Planning system was introduced to rationally allocate ocean space, under which fishing activity protection zones have been designated to protect fishery activities and promote fishery resource protection. However, fishing vessels that mainly sail in fishing activity protection zones are exposed to risk, such that they account for about 70% of marine accidents that occur in Korea, Proper risk management is thus required. This study aims to analyze marine accidents in fishing activities protection zones and port and navigation zones to secure the safety of fishing vessels passing within fishing activity protection zones. To this end, the traffic volume in marine use zones was investigated, and marine accidents were investigated by ship type, accident type, tonnage, accident cause, and loss of life. Analysis determined that most of the marine accidents per unit area of each type occurred in port and navigation zones, but overall most marine accidents occurred in fishing activity protection zones. In particular, it was found that traffic safety management was necessary because many human accidents occurred.

  • The ocean rock was crushed mainly by drop hammer and blasting. In recent years, because of farming and harbors extension, the ocean rock crushing method is changing to popular complaint solving type. Effective rock crushing methods of protecting environment are studied under consideration for topography, farming, structures, electronic equipment, environment protection arm near to rock crushing sector. Effective rock crushing methods are compared under consideration for crushing volume, rock quality, distribution, crushing speed. Effective rock crushing methods at once solving popular complaint and protecting ocean environment and building ocean structures, are compared according to the coast development.
