Comparative Review of Maritime Transportation Education between Korea and the Philippines (한국과 필리핀의 해기교육에 관한 고찰)

  • This paper compares the maritime education of two traditional maritime countries, Korea and the Philippines, specifically, in their maritime transportation education. The subjects of this review focus on Mokpo National Maritime University(MMU) and the Philippine Merchant Marine Academy(PMMA). The paper presents the curricular and training programs of both institutions and shows the differences in the curriculum designs and methodology of delivery as contained in the requirements of Standards of Training, Certification and Watch keeping 1978, as amended in 1995(STCW 95). It also illustrates the social climate of the two countries and the attitude of maritime community in relation with the maritime programs offered by the institutions towards the quality of the competent maritime graduates.

  • We know the importance of Ocean Education as the Powerful Ocean Nation, but still do not have the organized ocean education system. This study figures out the international and domestic ocean education programs, standardizes Korean ocean education and suggests the ocean education module and ocean education course to maximize the educational results.

  • In 2010 the Manila Amendments established the highest practicable standards for officers and engineers. This amendments includes knowledge, understanding, skills, and proficiency required for a deck officer in terms of the BRM (Bridge Resource Management) to reduce human errors, stated in the International Convention on Standards of Training, Cerification and Watchkeeping for Seafarers (STCW). This paper proposes a proper direction to improve BRM education program in Korea. In relation to the BRM program, its contents and education method were analyzed through the satisfactions survey for cadets and the experienced officers. As a consequence, this research gives several suggestions to improve the current BRM course.

  • To improve the educational system of Korea Maritime Police Agency(KMPA), the authors investigate and evaluate the present course and curricula in details comparing with the systems of US Coast Guard and Japanese Coast Guard As a result, it is suggested that KMPA try to recruit good-quality officers through the diverse route, develop the future-oriented educational, system, adjust the course and curricula to meet KMPA's role and mission for 21st century. Besides, it requires that KMPA establishes its own institute to carry out the recruit training and re-freshening courses for both the officers and enlisted person.

Influence of Education Program Satisfaction on Core Competence and Self-directed Competence: A Study of Mokpo National Maritime University (사회맞춤형학과 교육 프로그램의 만족도가 핵심역량 및 자기주도역량에 미치는 영향에 관한 연구 - 목포해양대학교 사례를 중심으로 -)

  • Mokpo National Maritime University's Maritime College operates education and training programs that allow students to adapt to the specifics of ships and the oceans. The purpose of this study is to investigate the effect of student satisfaction on core competencies and self-directed competency through the operation of socially customized education programs. We surveyed the leaders in industry-university cooperation+ education programs, and selected TALK+, an education program capable of statistical analysis, as the focus of our analysis. The TALK+ program connects people in charge of communication with those in charge of reflecting the peculiarities of maritime universities. Data were collected using satisfaction surveys that returned 259 results. These were analyzed using a 5-point Likert scale that showed a high level of satisfaction with an average of 4 points or more. The satisfaction level showed that there is positive correlation between satisfaction levels and core competency and self-directed competency. In addition, a linear regression analysis was performed, and the results showed that satisfaction has a statistically significant effect on the improvement of core competencies and self-directed competencies (p<0.001). Through this study, it was confirmed that efforts to improve the satisfaction level and develop various comparisons method and programs are necessary.
