Strategies for Advancement of response management system on marine pollution (해양오염 방제체제의 선진화 방안)

  • The provability of major oil spill acidents around Korean coast is very high due to increase of sea traffic and decrease of quality of ships crews and increase of the old-ship. The Strategies of establishment of a advanced response management system against this mass pollution incident are as follows;. 1. Development of Regional Contingency Plan, which is scientifically illuminated, in order to implement the National Contingency Plan efficiently. 2. Early completion of a national response capability twenty thousand tons. 3. To strengthen training and exorcise specialized in the field of marine pollution response. 4. Establishment of a system of response cooperation among neighbor countries by promoting the NOWPAP tasks etc. The response policy in the 21th century should be concentrated to promote a practicle response capability through response operation scientifically specialized and internationalized by establishing the advanced response system early.

  • 중국의 남중국해의 분쟁 도서 및 이에 속하는 배타적 경제수역과 대륙사면에 대한 주권과 '역사적 권리' 주장이 동아시아를 격변의 시기로 몰고 있다. 지난 수 십 년간의 중국의 놀라운 경제성장은 100년의 굴욕을 벗어나 '세계 강대국 복귀'라는 중국의 자부심 제고에 크게 기여했다. 그러나, 중국 정부는 지속적인 경제성장과 사회적 만족 유지에 필요한 자원 부족이 잃어버린 중국의 영광을 되찾는데 심각한 위협이 될 수 있음을 염려하고 있으며, 외국자원에 대한 의존성 증가를 그들의 사회적이며 경제적 안정과 자원안보의 심각한 도전으로 인식하고 있다. 2010년 이후 중국은 수차례에 걸쳐 남중국해를 중국의 "핵심 가치"라고 주장하고 있으며, 자원 부족이 중국에게 강압적 남중국해 전략 추진을 강요하고 있다. 본 논문은 자원부족이 중국에게 강압적인 남중국해 전략을 추진하도록 종용하고 있는 전략 환경에 끼친 영향을 분석해 보았으며, 또한 중국정부가 염려하고 있는 중국의 안정에 미치는 영향을 살펴보았다. 그리고, 중국의 자원부족과 이에 따른 강압정책이 중국, 동아시아 및 국제 사회에 미친 전략적 영향을 고찰해 보았다.

A Study on the Development of Software Supporting the Superstructural Design of Offshore Plant (해양플랜트 상부구조설계 지원 소프트웨어 개발에 대한 연구)

  • On an offshore plant topside, various types of offshore facilities for processing energy resources, such as oil and gas, and equipment and outfitting for connecting these facilities are installed in a limited space. An offshore plant superstructure is composed of numerous supporting rack structures and reinforcements for securing and supporting offshore installations and the related equipment. This paper describes the development of design support software to support this superstructure design efficiently. The developed design support software, which was based on AVEVA Marine's PML(Programmable Macro Language), supports the parametric method for superstructure design. A method of batch 3D modeling from 2D drawings for supporting rack structure produced in the basic and detailed design was also developed using AutoLisp. In addition, through the application example of superstructure module design, the design support software introduced in this paper can be expected to reduce the design time by more than 90% compared to the use of only basic functions of AVEVA PDMS.

Re-evaluation of Ammonium Data in Seawater: an Unique Short-Term Index (해수 암모늄 자료의 재평가: 독특한 단주기 수질지표 가능성)

  • We have evaluated the ammonium data in seawater as a potential short-term index for marine environment through the following steps. 1. reviewing of chemical characteristics of ammonium in seawater, 2. comparative relationships of ammonium data with other water quality indices such as DO, COD, and nutrients from Typical Marine Environment(TME) and Special Marine Environment(SME). Ammonium data generally represent negative correlation with DO, while positive correlation with COD. In particular, under frequent cases of seawater conditions showing similar concentration of COD or DO, we have limited choice of explanation for such situation. However ODIN(ODIN/RDIN) or RDIN(RDIN/TDIN) ratio could provide advanced information to understand these seawater conditions. Based on these results, we suggest ammonium data as a potential short-period index for transilient marine environment, such as benthic flux of bottom sediment, hypoxia, and algal bloom. Under overcoming several handicaps, ammonium data could be an useful tool for better understand short transformation of marine environment.

  • 21 C is called the age of Culture and it is underlined in all the Areas of Human lifes. Among all activities, Culture oriented Thinking and activities and strategies through and for Culture establishing are emphasized. As Sea may appear as a image of longing and challenge for the unknown world, Port is understood as a link which connect Sea and Land. Sea, Island and Port are the basis of human lifes, economic working areas and communication spaces with nature. Sea and Port have been changed in accordance with human History as the space of Life, Work, Play and Imagination. The Maritime activities has been developed as the type of a Culture, including various diversities according to the time and space. This Paper suggested a definition of Maritime Culture and Theoretical review and groped introduction and strategies and countermeasures for expansion of systematic Maritime Culture. Maritime Culture not only enhance the quality of Citizen life but also contribute the progress of National economy increasing the quality of Culture, Turism and Environment and the expectation of it has been enlarged. It is needed to introduce and expand Maritime Culture systematically through theoretical framework suggested by this paper, and additional research may be necessary for the detailed solutions and countermeasures.

Trends in Development of Affinity Bioreceptor-based Biosensor for Rapid Detection of Marine Biotoxins (해양생물독소의 신속 검출을 위한 친화성 바이오리셉터 기반 바이오센서 개발 동향)

  • Marine biotoxins are becoming increasingly prevalent due to rising ocean temperatures driven by global warming, posing serious threats to food safety and public health. Traditional detection methods for marine biotoxins, such as mouse bioassays, high-performance liquid chromatography, and liquid chromatography-mass spectrometry, are limited by time-consuming procedures and high costs. Biosensor technology has emerged as a promising alternative. These biosensors employ bioreceptors (such as cells, antibodies, aptamers, and peptides) to detect marine biotoxins rapidly and accurately. In this review, we discuss the various types of bioreceptors and explore recent developments in biosensor technologies for marine biotoxin detection. Furthermore, we highlight the advantages of these bioreceptors and consider future directions for improving biosensor performance in detecting marine biotoxins.

  • Marine pollution prevention manager system has been operated for the purpose of preventing marine pollution from ships and marine facilities in Korea. As a new "marine environment management act" replacing an old "marine pollution prevention act" had entered into force from January 20, 2008, the works and business of the education and training courses for marine pollution prevention manager are scheduled to transfer from KIMFT(Korea Institute of Maritime and Fisheries Technology) and FHRDI(Fisheries Human Resource Development Institute) to KOEM(Korea Marine Environment Management Corporation) on January 1, 2011. The present state of the education and training for marine pollution prevention managers on board ships was surveyed and analyzed In order to prospect trainee demands for the education and training and to provide KOEM with basic data for establishing a new system for the education and training. The existing education and training courses of KIMFT for marine pollution prevention manager on board ships are classified into a regular course of 21 classes for 3 days, a reeducation course of 18 classes for 2 days and a NLS course of 17 classes for 2days. The annual numbers of trainees in 2008 were 516 persons for regular course, 1085 persons for reeducation course and 135 persons for NLS course in KIMFT. The trainee demands for the education and training were attempted to be predicted on a basis on annual increase rate of ships. The predicted demands for the education and training are changeable depending on the major factors such shipping market, naval architecture industry, etc.
