  • In order to take measures for solving conflicts between the relevant Ministries of Korean government such as MOMAF(Ministry of Maritime Affairs and Fisheries) and MAF(Ministry of Agriculture and Forestry) and the relevant industry circles such as KSA(Korea Swine Association) and KODA(Korea Ocean Dumping Association) regarding the prohibition of ocean dumping of livestock excreta wastes from land, the present conditions of marine disposal of livestock excreta wastes and the standpoints of MOMAF, MAF, KSA and KODA were reviewed in Korea. As measures for solving the conflicts, the followings were proposed; A prior examination into the possibility of the treatment and/or disposal on shore for the total amount of livestock excreta wastes in Korea, measures for solving civil appeals against the problems arising from the treatment and/or disposal on shore of livestock excreta wastes, a prior examination into the possibility of the execution of the amendments to the relevant rules and regulations of Korean marine pollution prevention law for the prohibition of ocean dumping of livestock excreta wastes, measures for supporting the relevant industry circles such as KSA and KODA which were expected to suffer from the prohibition of ocean dumping, and an overall review of the national system for ocean dumping of terrestrial wastes in nationwide level.

  • Detention basin is the temporary holding pond of treated water prior to flow out to the sea. It is very common to dredge the soil from the bottom of detention basin to keep up the water holding capacity. In this study, the amount of volume reduction of dredged soil from detention basin was estimated based on the laboratory test results. The percentage of soil particles in dredged organic soil is about 12.5∼21.9% by weight. The content of heavy metal and environmental effect for dredged soil itself and solidified dredged soil were analysed and the results are meet the standards of environmental requirement.

  • In general, the criminal responsibility of seaman should always be directly assumed by the seamen, according to the principle of self-incrimination. Therefore, the only possible countermeasures for the criminal responsibility of seamen may be to reduce the responsibility by using criminal procedures (ex. the warrant substance examination system, the review system of legality for confinement as much as possible. Another possibility is to reduce the penalty through the revision of the law. In detail, concerning the problem of fine, the maximum fine for oil spill accidents by criminal negligence is KRW 30,000,000 under the current Ocean Pollution Prevention Act, and when an oil spill occurs, the maximum fine tends to be levied regardless of the amount of the spilled oil; thus, it is judged that grading the fine according to the amount of spilled oil may be worth considering. Regarding P & I's payment of fine, contrary to general belief, it is only possible to make up the loss when P & I takes up the legal responsibility or acknowledges its payment. In order to solve the problem, it is possible to consider the option of introducing new collective insurance program or mutual aid system. Also, as seamen are not specialists in legal issues, the ship owners' association or the marine afficers' association need to develop some program through which they can receive systematic assistance from legal specialists including lawyers when they encounter any legal problems (ex. free legal aid programs for farmers and fishermen). Finally, it may be possible to establish enact new laws or revise the existing Act on Special cases Concerning the Settlement of Traffic Accidents to insert a new section on marine accidents.

  • There have been increasing interests in the odor generation problems as concerns about the quality of life has been increased recently. Especially, approximately 67% of the odor complaints from environmental facilities are those from sewage treatment facilities and food waste treatment facilities. Moreover, sewage ocean dumping will be prohibited from 2012 by the international and domestic ocean laws, and thus, demand for alternative management plans is increasing. Therefore, it was first selected 5 sewage treatment facilities and 5 food waste treatment facilities where the amounts of waste are relatively immense in Busan, and collect their sludge samples. Then it was investigated the samples' physical and chemical characteristics through proximate analysis, elemental analysis, XRF analysis, and calorific value analysis. Finally, estimate the $H_2S$ emission rates were estimated in order to apply the results as the basic data for providing the fundamental solution for the oder complaints. As a result, the concentration of $H_2S$ in sewage sludge and in food waste treatment facility were 57.3 mg/kg and 19.7 mg/kg in average, respectively. Finally, the units of $H_2S$ in wastes stored in total 10 waste treatment facilities was estimated 16,017,910.0 mg/d.
