21세기 해양시대를 맞이하여 선진 해양수산 경남으로의 발전 도약을 위하여 2002년부터 2006 년까지 5개년에 걸쳐 지역특성을 살린 자율적이고 미래지향적인 해양수산업 및 삶의 질이 향상되는 해양수산종합발전계획을 수립하였다. 해양수산업의 현 실태는 대외적으로는 신 해양질서의 재편, 대내적으로는 해양환경오염 등으로 어업여건이 악화되고 있으며, 또한 체계적인 어업관리 미비로 인하여 잡는어업 관리의 문제점이 노출되었다. 양식어장 관리부실 및 수산물 수입 급증으로 양식기반이 위축되고, 소득기반 및 정주환경 열악으로 탈어촌ㆍ노령화 현상이 가속화되고 있는 실정이다. 이와 같은 문제점을 극복하기 위해 연근해 어업의 구조조정 및 어업자원 관리를 통해 연근해어업의 경쟁력을 강화시키고, 기르는 어업의 육성과 연안어장 목장화 및 쾌적하고 생명력 넘치는 해양환경 조성으로 수산물 생산량을 향상시키는 수산업에 대한 종합발전계획을 수립하였다. 또한, 수산물 수출촉진과 유통혁신 및 가공산업 현대화를 통해 수산물 가공업의 영세성을 탈피하여 풍요롭고 활력이 넘치는 어촌개발, 해양레져타운 건설 및 선진 어업인을 육성하기 위한 해양산업발전계획도 수립하였다.

해양플랜트 서비스 산업은 고상장 산업임에도 불구하고 국내기업의 진출은 거의 전무한 상태이다. 해양플랜트 수요는 고유가와 심해유전 개발의 확대로 산업 시장성은 충분하고 석유 가스 개발이외에도 방대한 해양자원 개발에 필수적이다. 해양플랜트 서비스 산업은 진입장벽이 매우 높은 산업이며 진출을 위해선 인력양성이 필수적이다. 또한 서비스 산업은 고수익 업종으로 선원 및 조선산업 유휴인력과 조선해야공학 전공자에게 고급 일자리 기회를 제공할 수 있다. 이에 본 원고에서는 우리나라 해양플랜트 서비스산업 현황과 전문인력 양성방안에 대해 제시하고자 한다.

해양산업은 새로운 부가가치산업 및 신성장동력 산업으로 인식되고 있다. 특히 항만을 중심으로 클러스터를 조성하여 고부가가치를 창출하고 있다. 해외 선진항만들도 앞 다투어 클러스터를 조성하여 수익창출과 경쟁력 강화에 나서고 있다. 우리나라도 2015년 해양산업클러스터 조성과 육성에 관한 법률을 제정하였다. 따라서 각 지역별로 어떤 해양산업이 비교우위에 있는지 파악하는 것은 해양산업클러스터를 통한 집적화 전략을 수립하는데 매우 중요하다. 따라서 본 연구에서는 남지역을 대상으로 해양산업 구조를 분석하였다. 먼저 해양산업 분류에 대한 기존 문헌분석을 실시하여 해운 물류업, 조선업, 수산업, 해양관광업, 기타업 5개의 대분류와 21개 중분류, 84개 소분류로 해양산업을 재분류하였다. 재분류한 해양산업을 기준으로 입지계수와 변이할당분석 기법을 활용하여 전남의 해양산업 구조를 분석하였다. 이 연구결과는 향후 전남지역 해양산업클러스터 구축 시 전략수립에 기초자료로 활용할 수 있을 것이다.

Deep Sea Water (DSW) has been exploited mainly by industry in a few countries including the U.S., Japan, Taiwan, and Korea. The development strategy of these states has pursued various goals based on their unique industrial environments and visions. Among them, Taiwan recently started their DSW industrialization, but has rapidly developed a variety of technologies and products. On the contrary, the Korean DSW industry has remained stagnant in the initial and growing stages for years, and now appears to need new plans and strategies for further development. The current literature lacks the strategy and policies required to foster the development of the domestic DSW industry. Relying upon the case of advanced foreign DSW industries, this study delineates the current status of the Korean DSW industry and discusses its future direction. Taiwan in particular has moved forward with policy development, financial and operation systems. This study attempts to provide a set of guidelines for the Korean DSW industry by focusing on the case of its Taiwanese equivalent. The Taiwanese strategical plans include premium drinkable water, government driven industrialization, diversification of DSW technologies and development of value-added products. This study provides a new direction for the DSW industry.

Deep Sea Water (DSW) has recently drawn attention due to the considerable benefits provided by low-temperature, various minerals included, purity and safety of the water resource. Since Korean DSW-industry initiated exploitation of the alternative water resource in 2008, it merely took off, but remains in the infant stage. It is mainly because the industry has only focused on production of drinkable bottled water, and failed to improve sustainability and competitiveness. On the contrary, not a few oversea DSW industries (e.g. Japanese and Taiwanese DSW industries) have successfully cultivated their markets, and have become leading cases of the industry. The common success factors learned from the cases are as follows; 1) They continuously invest on technology innovation, introduce new DSW-based products, and increase the usability of DSW in various areas of products and services, and 2) they strategically focus on high value-added products rather than just bottled water products. This paper examines the cases of the advanced DSW industries and analyzes patent data and their technology-based development strategies.

최근 조선해양산업의 트렌드는 해양플랜트 육성과 친 환경 녹색선박과 에너지 절감기술이라는 두 가지 방향으로 진행되고 있다. 조선해양산업의 메가트랜드인 해양플랜트와 친환경 선박 기술력을 확보하고, 국가의 주력산업으로 세계적인 경쟁력을 지니기 위해서 가장 근본적으로 지원이 필요한 부분은 관련된 다양하고 양질의 정보를 시의 적절하게 산업의 주체들에게 제공해주어야 한다. 따라서 본 연구는 조선해양기자재 정보센터의 필요성을 바탕으로 정보센터가 어떠한 기능에 우선순위를 두어야 하는지 분석하는 것을 목적으로 한다. 이 연구의 분석 결과는 조선해양 정보센터 기능 및 조직체계에 반영될 수도 있고, 정보센터 설립의 타당성을 분석하는 의사결정의 방법으로 활용될 수 있을 것이다.

The purpose of this study was to examine the effect of Busan Ocean Industry Expo on ocean related industries and Busan regional economy. The study analyzed the effects of the various projects related to Busan Ocean Industry Expo and answered the question of how to link the effects to development of ocean related industries as well as the economic activation of Busan area. To attain this goal, first of all, this study attempted to analyze status of ocean related industries, characteristics of existing exposition and opinion of enterprises. To maximize the above positive effects of Busan Ocean Industry Expo, several strategic alternatives were suggested.

The purpose of this study is to present a development strategy that can enhance local brands by fostering the marine sports industry as a strategic industry that can lead the local economy in Jeollanam-do. As a research method, the literature survey analyzed policy data and previous studies related to marine sports, and the answers in in in-depth interviews were categorized into semantic units and analyzed. In conclusion, Jeollanam-do needs to build representative marine sports facilities by properly utilizing natural conditions, and Jeollanam-do, which has low competitiveness, needs to develop marine sports equipment and connect with tourism resources such as marine, culture, and history.

해양교통시설 관련 산업은 광학, 전자, 금속구조, 화학, 전파, 컴퓨터, 우주공학까지 많은 첨단가술이 복합되어 있고 자국 내 시장의 협소로 관련 산업을 육성하지 않아 세계의 대부분 시장을 소수의 선진국이 거의 독점을 하고 있다. 우리나라의 관련 산업체와 외국 업체와의 기술을 비교하고 문제점을 도출해서 세계시장으로 진입 할 수 있는 방안을 제시한다.

The tourism industry is considered as the world largest industry and it is assessed as the most effective way to create employment. In particular, the marine tourism industry such as marine leisure sports, cruise can create high added value so that its significance has been more emphasized. Korea has natural tourist attractions such as more than 3,000 islands, about 12,000km lengths coastline, wide wetlands and beautiful seascape. In addition, the establishment of the five-day workweek and the development of means of transportation make the policy demand of the public for marine tourism increase continuously. However, Korea currently lacks policy and system for revitalizing marine tourism industry as the new growth engine and has not made good use of its retained tourist resource. Accordingly, this study explores the current situation and challenges of Korean marine tourism industry and further analyses the limits of the national legal systems for marine tourism. Lastly, it suggests policy recommendation for promoting marine tourism industry.
