Research indicates, about 80% of maritime accidents are caused by human error. Further investigation of the human factors behind maritime casualties is essential in order to establish preventive measures. The main purpose of this study is to identify and analyze human factors behind maritime traffic-related accidents using the m-SHEL model. Since the m-SHEL model used in other fields is based on generic human factors, it has expanded in this study to accommodate ship operating systems and define human factors. In addition, the validity of the expanded model was verified by reliability analysis using SPSSWIN. A classified table for this extended m-SHEL model was then used to analyze human factors behind maritime traffic-related accidents extracted from a written verdict by the Korean Maritime Safety Tribunal. Human factors were arranged in the order L, L-E, L-H, L-m, L-L, and L-S. This paper contributes to the prevention of maritime traffic-related accidents caused by human factors by presenting useful analytical results that can be applied to build a maritime safety management system.

According to the change of maritime environments and the development of science and technologies unidentified risk factors are created day by day in the world. It is crucial reason for the occurrence of maritime accidents that the unidentified risk factors make unexpected and extra-ordinary cases. Thus prior identification of unidentified risk factors is key issues to prevent maritime accidents. In addition to the identification of risk factors, the identification and classification of ongoing risk factors and evaluation model in the future is also one of key issues to consider unidentified maritime accidents. In this study, we searched on the conventional risks and unidentified risks to find risk control options for new, unidentified and expected risks.

Ship is bring operated under a highly dynamic environments and many factors are related whit marine accident and those factors are interacting. An analysis on the marine accident is very important to prepare countermeasures which will ensure the safe navigation This paper aims to build a model of the rouses and improved policy for marine accident using SD(System Dynamics) approach and to measure a effect which is risk control countermeasures of marine accident The methodology of this paper is to perform the causes and improved policy for marine accident using Brainstorming method, and was to changed by quantitutive, qualitative factors and their feedback loops in casual map. This model was performed over 23 years($1997\~2020$) in a standard simulation model and 4 policy simulation models.
The conduct of seafarer is major cause of marine accidents. This study models the behavior of the seafarer based on the Hidden Markov Model (HMM). Additionally, through the path analysis of the behavior estimated by the model, the kind of situations, procedures and errors that may have caused the marine accidents were interpreted. To successfully implement the model, the seafarer behaviors were observed by means of the summarized verdict reports issued by the Korean Maritime Safety Tribunal, and the observed results converted into behavior data suitable for HMM learning through the behavior classification framework based on the SRKBB (Skill-, Rule-, and Knowledge-Based Behavior). As a result of modeling the seafarer behaviors by the type of vessels, it was established that there was a difference between the models, and the possibility of identifying the preferred path of the seafarer behaviors. Through these results, it is expected that the model implementation technique proposed in this study can be applied to the prediction of the behavior of the seafarer as well as contribute to the prioritization of the behavior correction among seafarers, which is necessary for the prevention of marine accidents.

Due to recent changes in the maritime traffic environment, naval warship accidents are constantly occurring. Especially in 2017, serious loss of life was caused by a US navy destroyer accident. The purpose of this study is to analyze the characteristics of naval warship accident cases and construct an accident scenario by using naval training materials, adjudication of naval warship accidents and US navy destroyer accident reports. Based on the surveyed data, the status of accidents was identified and cases were analyzed. We reproduced 17 accident cases in accordance with accident reproduction procedure and constructed naval warship accident scenarios. As a result of analyzing the CPA, TCPA and PARK model for risk, reproducing 17 naval ship accident cases, collision risk increased on average 5-6 minutes before an accident. The result of this study represents basic data for naval and simulation education materials, contributing to the prevention of marine accidents.
The prevention of marine accidents has been a important topic in marine society for long time, and various safety policies and countermeasures have been developed and applied to prevent those accidents. In spite of these efforts, however, significant marine accidents have taken place intermittently. Ship is being operated under a highly dynamic environments, and many factors are related with ship's collision, whose factors are interacting. So, the analysis on ship's collision causes are very important to prepare countermeasures which will ensure the safe navigation. This study analysed the ship's collision data over the past 10 years(1991-2000), which is compiled by Korea Marine Accidents Inquiry Agency. The analysis confirmed that‘ship's collision’is occurred most frequently and the cause is closely related with human factor. The main purpose of this study is to analyse human factor. For this, the structure of human factor is analysed by the questionnaire methodology. Marine experts were surveyed based on major elements that were extracted from the human factor affecting to ship's collision. FSM has been widely adopted in modeling a dynamic system which is composed of human factors. Then, the structure analysis on the causes of ship's collision using FSM are performed. This structure model could be used in understanding and verifying the procedure of real ship's collision. Furthermore it could be used as the model to prevent ship's collision and reduce marine accidents.
Maritime safety and marine environmental protection are the most important topic in marine society. But, so many marine accidents have been occurred with the development of marine transportation industry. On the other side, ship is being operated under a highly dynamic environment and many factors are related with ship's collision Nowadays, the increasing tendency to the human errors of ship's collision is remarkable, and the investigation of the human errors has been heavily concentrated. This study analysed on the human errors of ship's collision related to the negligence of lookout and classified basic error type using GEMS(Generic Error Modeling System) dynamic model.
