A Study on the HDF5 Data Model Design for Gridded Marine Weather Information Based on S-100 (S-100 기반의 격자형 해양기상정보 데이터 모델 설계에 관한 연구)

  • The International Maritime Organization's e-Navigation strategy introduces new technologies to ships to support easier and safer navigation. To implement the e-Navigation strategy, it was necessary to develop a common data model, that could meet various requirements across all aspects of the maritime information service. The International Hydrographic Organization's S-100 Universal Hydrographic Data Model was selected, as the basis for the standardization of maritime data products. Three S-100 based product specifications for weather information, collectively called "S-41X", are currently under development by the NOAA's Ocean Prediction Center, for use in the Electronic Chart Display and Information System (ECDIS). This paper describes a design of a grid based S-413 data model out of three S-41X product specifications. Other S-100 data products, which support the gridded data format, were considered. To verify the data model, an encoding test was conducted, using the Korean Meteorological Adminstration's numerical prediction model results.

A Study on Improvement of KMA WE-FAX Service (한국기상청 영역기상방송(WE-FAX) 서비스 개선에 관한 연구)

  • Even though KMA(Korea Meteorological Administration) has been doing WE-FAX service in past 40 years, most of korean ship's officers use Japan/USA WE-FAX instead of KMA WE-FAX during passage in the NW Pacific. In this regards, the authors carry out the research on the improvement of KMA WE-FAX service, examining the officers's opinions to KMA WE-FAX service along with comparing Korea, Japan & USA synoptic weather charts. As a result, it is suggested that (1) Have KMA WE-FAX service known to the officers in the course of education and training, (2) Persuade ocean-going ships to participate VOS to provide more accurate weather charts. (3) Provide additional weather charts such as Wave analysis, Surface forecast and put useful weather informations on weather charts to enhance navigational safety.

Effects of Meteorological Factors on Water Temperature, Salinity in the West Sea of Korea (한국 서해에서 수온 및 염분에 미치는 기상 인자의 영향)

  • The effect of meteorological factors such as air temperature (AT), wind speed (WS), precipitation (Pre) on the variation of water temperature (WT) and salinity (Sal) in the West Sea of Korea for the period 1971 to 2001 was illustrated. As a result of this study, WT-AT, WT-Pre, and Sal-WS had positive correlation, reversely WT-WS, Sal-AT and Sal- Pre had negative correlation. In the surface layer, time lag between atmospheric factors and oceanographic factors was 0 to 4 months, on the other hand in the bottom layer, it was delayed 0 to 4 months compared to the surface. WT was affected by AT in the same year, but Sal was affected by precipitation in the previous year. The variation of WT and Sal was in harmony with change of wind speed.

  • This paper discusses wheel offloading approaches of the COMS which has a single solar array system for the accommodation of the optical payloads. First of all, in an effort to reduce fuel consumption and reflect practical implementation point of view, thruster sets for wheel offloading are proposed based on numerical analyses taking into account the COMS configuration. In this analysis, it is assumed that the wheel offloading is conducted twice a day. Secondly, in order to evaluate the effectiveness of the proposed thruster sets, orbit simulations are conducted for several wheel offloading approaches and compared.

  • Domestic satellite development programme is generally classified into two categories: COMS as GEO satellite and KOMPSAT as LEO one. Each satellite has the on-board propulsion system fulfilling its own mission requirements. The COMS propulsion system provides the thrust and torque required for the insertion into GEO, attitude and orbit control/adjustment of spacecraft. It is the well-known Chemical Propulsion System(CPS) using bipropellants. On the other hand, the monopropellant propulsion system is employed in KOMPSAT, and its main role is on-station attitude control excluding the orbit transfer function. In this study, these two representative propulsion systems are compared and analysed as well, in terms of essential differences and important characteristics.

  • This paper analyzes the fuel consumption for the momentum dumping of the COMS which has a single solar array system. First, numerical analyses are conducted to find an optimal momentum dumping time considering the COMS configuration. It is assumed that the momentum dumping is conducted once a day and at a fixed time of a day. Secondly, in an effort to reduce the momentum dumping fuel consumption, this paper proposes a new approach which combines the momentum dumping and the ordinary north/south stationkeeping. Finally, to evaluate the proposed technique, the stationkeeping simulations are conducted and analyzed.

  • Launch Interface Ring roles as connection department of satellite and launcher for to deliver all structure loads that occur from the satellite, and one of the most intensive load received parts. Especially COMS, the first Korean developing GEO satellite, needs Launch Interface Ring with Tank Support Beam because of dissymmetry fuel tanks. The purpose of this study is the suitable form decision of Launch Interface Ring at preliminary design of COMS. In this study, launch mass and design constraints are investigated. Moreover, optimization algorithm and simplification technique are used. At the beginning of this study, three types of launch interface ring were presented and finally model 3 was the lightest design for resistance of launch environment. Nevertheless, model 1 can be suggested for application to COMS because of the satellite gravity center control and ease of fabrication.

A Maritime Meteorological Research on the Ancient Sailing Route between Silla Korea and Tang China in the East China Sea (고대 동중국해 사단(斜斷)항로에 대한 해양기상학적 고찰)

  • The ancient sailing routes between Silla Korea and Tang China have been a hot issue among the researchers. Some assert that the Korean seafarers under Chang Po-go sailed the East China Sea directly from China to the Korean Peninsula with the assistance of mariner's compass on boarding V-shaped vessels in the 9th century. As we all know, Chinese used the mariner's compass in the 11th century and Europeans in the 12th century. In this paper, the author analyzed the maritime meteorological condition for sailing ships to navigate in the East China Sea and retraced the rafting route by Yun in 1997. As the results of analysis, the author confirmed that the maritime meteorological condition might be favorable for the seafarers to be capable of navigating in the East China Sea from China to Korea in June and July. But even the sea condition might be favorable, it must be God's will for the ancient seafarers to reach the Korean Peninsula. On Yun's rafting account, the author found out that there is a difference between the sailing route drawn by Yun himself and the actual drifted route and the raft drifted at 1.7~2.0 knots. This was quite an extraordinary speed considering the unfavorable sea condition and raft itself without keel. In conclusion, the author reaffirms that it was after the year 1068 for the seafarers to navigate in the East China Sea directly from China to Korea without any historical proofs or evidences.

  • 최근 해양자원 및 산업개발, 해양관광산업 등의 발달로 바다에 대한 관심은 더욱 증가하고 있으며 국가 간 경쟁도 나날이 치열해지고 있어, 바다를 무대로 활동하는 해양경찰의 중요성은 더욱 커지고 있다. 해양경찰의 가장 중요한 임무는 해양에서 국민의 소중한 생명과 재산을 보호하는 것이다. 이를 위해서는 경비함정을 안전하게 운항하는 것이 가장 중요하다. 경비함정을 안전하게 운항하기 위해서는 선박운용에 필수인 항해기초 항해학, 연안항법, 전파 및 레이다 항법, 항해계기, 해상기상, CORLEG(항법), 함정운용, 함정조종론, 해사일반(함정의 감항성), 해사영어(SMCP), VTS 교육과 SHS를 활용한 함정운항 심화 교육인 선위측정(GPS 및 레이다이용), CBT 실습(항해장비 운용법, 조함 명령법), 시뮬레이션 MOCK-UP 실습(상황별 항해실습, 자기주도실습, 함정운용술 고도화)과 더불어 함정의 비상상황에 대비한 교육 및 다양하고 심도 있는 항해 전문화 교육이 필요하다.

  • This paper introduces Geostationary Ocean Color Imager, IMage Pre-processing Subsystem (GOCI IMPS) of Communication, Ocean, and Meteorological Satellite (COMS), and describes its functions, development states, and operational concepts. The primary and backup systems of GOCI IMPS have been installed in Korea Ocean Satellite Center (KOSC) and Satellite Operation Center (SOC) and the system are the prelaunch test phase after completing all required tests. It is expected that the GOCI data observed continuously over the Korea Peninsular in the geostationary orbit will be usefully utilized in marine environment research fields such as sea surface temperature changes or marine ecosystems.
