The purpose of this paper aims at contributing to the national economic development through global competitiveness enhancement by marine finance's hub and marine logistics cluster by finance specialization and finance support as a creative-type service industry in global shipping port logistics. This study adopted the integrated approach and applied it to policy implementation to achieve the effectiveness. Creative-type marine finance development stages as a tool of policy implementation and the guide line for the time of policy implementation are followed by Stage 1(Construction & Growth Policy) for 2013~2016, Stage 2(Forstering & Activation Policy) for 2017~2019) and Stage 3(Continuous Development Policy) after 2020 until its completion. Korea has the inferiority over the competitiveness in global marine finance and needs a strategic approach to secure the liquidity of marine finance; interim, Islamic finance has been come to the force as a new alternative in financial transaction being accompanied by a spot transaction since the crisis of global finance. In order to create a potential slack of Korea in marine finance practice, in addition, this study suggests a consortium with the circle of Islamic finance as a clue of an easier policy implementation at the beginning stage.

The purpose of this paper is to find the success factors for a newly developed marine financial city of Busan. For this, in the paper, we did case studies about advanced marine financial cities such as Hamburg, Oslo, Pireus, Shanghai, Singapore and London. And we made the hierarchical questionnaire for this study from literature reviews and interviews with experts in the field of the marine finance. A hierarchy was made up of 4 factors as the first class and the each factor consisted of four elements as the second class. The results of AHP analysis are as follows. First, the most important factor in the priorities with respect to marine financial city of Busan is "development of marine finance(0.371)" within the four factors as the first class. Next came "business environment(0.248)", "infrastructure(0.206)" and "support of government(0.175)". Second, the most important things is a clustering for marine finance(0.134) within 16 elements as the second class. We also analysed the priorities by the each factor of the second class. The most important element is an industrial clustering of marine finance(0.400) for "development of marine finance" and a clustering of the shipbuilding & marine industry(0.175) for "business environment" factor. And the ICT & transportation(0.326) is the most important element for "infrastructure" and a support of the national government(0.423) for "support of government" factor.

According to financial hub related law of government, new financial hub in Busan will be differentiated from existing other financial hubs by reflecting regional characteristics as financial cluster and by connecting with business hub. Based on an ongoing busan international finance center in Munhyun innovation city. this study is focused on suggesting development methodes for international competitiveness of Busan international finance center considering of maritime-specialization connecting with citizen park and busan north port renewal districts. through the financial hub concept, types, be valid conditons, competitiveness and international case studies over the analysis of development conditions and a development plans for developing fosterage-programs suppementary and strategy, guidelines of physical developmentde direction.

While the ship finance industry has long been struggling with diminishing involvements from the private sector, government-run banks have consistently increased their presence in maritime finance. To address such concerns, this research conceptually explores the creation of blockchain technology-driven security token offering (STO) platforms. To suggest a sound platform model, this piece first examines key design principles. Based on the integral perspective on the digital platform, this paper exhibits three core design principles to create a virtuous platform ecosystem, then sets out STO platform design guidelines. This paper further explores an STO platform model by considering conventional ship finance systems and practices in Korea. The STO platform has three main effects; 1) the wider availability of STOs can enlarge both the scope and size of ship finance users, 2) the activation of security token transactions leads to an increase in participation, and 3) possibilities to create complementary innovative financial services can further encourage the participation of private investors. The STO ecosystem may contribute to the shipping, shipbuilding, and ship finance industries by enhancing its attractiveness to the general public and by creating positive externalities for Busan as a maritime finance center.

최근 미국발 금융위기로 인해 해운경제가 흔들리고 있다. 이러한 위기로 인한 해상운송수요가 감소하고, 선박공(급이 둔화되며, 선사의 경영요건 또한 변화될 것이라는 등 해운업의 부정적인 전망을 주요 해사언론지에서 내놓고 있다. 다음은 한국해양수산개발원 (KMI)이 최근 발표한 '최근의 금융위기가 해운업에 미치는 영향'을 요약 정리한 것이다.

해운·물류기업이 터미널 및 물류센터 등 물류인프라 구축, 해외시장 법인 설립 등을 위해 해외물류시장에 진출하기 위해서는 대규모 투자 등 금융지원이 필수적이며, 특히 중소·중견 물류기업의 경우 자금력 부족 등으로 해외진출에 어려움을 겪고 있다. 우리 중소물류기업의 해외시장 진출 확대 및 경쟁력 강화를 위해 해외진출을 위한 금융지원 방인이 필요하다. 이에 본 연구는 중소 물류기업의 해외진출 활성화를 목표로 해외진출 금융지원에 대한 수요조사를 통해 적합한 방안 마련 및 정책 방향을 제시하였다.

In Korea's ship finance, due to the nature of pro-cyclical investment, the private sector's ship finance greatly shrinks during the shipping recession, and policy financial institutions take the lead in ship finance. Meanwhile, the government established the 「Strategy for the Realization of Shipping Industry Leader」 (June 29, '2) and set a development goal by 2030 through support such as securing new high-efficiency ships. To promote financial investment. However, investment in the shipping industry is not easy to induce due to risks and uncertain market conditions. Therefore, it is necessary to review tax benefits that can induce joint investment of investors at the government level. Therefore, it is necessary to introduce a Korean version of tax lease scheme for ships in order to resolve the liquidity gap in the domestic ship finance market and successfully implement the five-year plan for reconstruction of shipping industry.

중국 동북3성은 지리적, 경제적, 문화적으로 상당히 중요한 지역이지만 대부분의 교류가 해상으로 이뤄지고 있어서 지속가능성을 고려할 때 노후 카페리의 현대화 추진이 필요한 실정이다. 따라서 본 연구는 현재 운항중인 카페리선박과 운영항로를 분석하고 신조 대체에 필요한 재원규모을 파악하였다. 실질적인 선박금융펀드 조정에는 한국과 중국간의 선박금융과 조선산업의 경쟁력을 기반으로 공동운영을 제언하고자 한다.
