A Study on the Planning Criteria for Thalassotherapy Facility (해양치유시설 계획기준에 관한 연구)

  • The purpose of this study was to provide planning criteria for the thalassotherapy facility. Among the various contents of the planning criteria, the crucial parts of the thalassotherapy facility planning are the location, facility environment, and room space. To do this, we first examined the characteristics of the thalassotherapy facility and inquired about the thalassotherapy resources and treatments that are the basis of the thalassotherapy facility planning. And then, the overseas qualification criteria related to thalassotherapy facility were analyzed. Based on the above research results, the criteria for the thalassotherapy facility planning on location, facility environment, and spaces of rooms are presented. The location is within 1km of the coastline, where there is no pollutant emission facility, and the climate conditions are maintained more than 80% throughout the year below 'caution' level of the thermal sensation index and sensory temperature. The water quality of the facility environment meets the stricter criteria among the domestic standards or ISO 17680 standards, and the air quality is 60% of the atmospheric environment standard of the 「Framework Act on Environmental Policy」 and SO2, NO2, O3 and PM10 concentration shall ensure that the annual number of exceeding standards meets the EU standard, and noise is less than 50dB per daytime, 40dB per night. Therapy spaces have to meet the standards of the 「Building Act」, the working standards of architectural planning and international standards according to their function and use.

  • 21세기 지식기반사회에 더불어 문화예술의 중요성 한층 부각됨에 따라 해안경관이 수려한 등대를 이용 등대해양문화공간 운영 활성화을 위하여 국제항로표지협회(IALA) 등대 보존 매뉴얼과 외국 등대 관광 발전 계획을 비교 연구하여, 등대의 해양문화공간의 역할 기능적 분석 및 문화 관광적 유형 분석을 통하여 우리나라 실정에 맞는 등대해양문화공간 운영 방안을 제시하고자 한다.

부산남항 수변경관 현황분석 연구

  • 항만경관은 항만의 특징을 드러내는 매력적인 요소로서 항만재개발에 있어 중요한 요소가 되고있다. 최근에는 항만재개발사업에 있어 항만경관의 중요성을 인식하고 항만 고유의 특색을 살린 수변경관계획 수립을 통해 수변경관을 개선함으로서 사람들이 모이는 매력적인 항만으로 변모하고자 한다. 도심의 친수공간으로서 잠재력이 큰 부산남항은 다양한 수변공간계획 및 개발사업이 추진되고 있지만 관련 기존 항만개발사업은 기능성과 경제성에 초점이 맞추어져 있어 수변경관에 대한 고려가 매우 부족한 실정이다. 따라서 본 연구는 부산남항의 경관을 개선하고 매력적인 항만으로 변모하기 위한 수변경관계획 수립을 하기 위해 기초자료 수집을 목적으로 부산남항을 7개 지구로 구분하고 각 지구의 수변경관(색채, 랜드마크, 야간경관) 현황을 조사하였으며, 조사결과를 토대로 지구별 수변경관의 문제점을 분석하고 개선대책을 제시하였다.

Data issue and Improvement Direction for Marine Spatial Planning (해양공간계획 지원을 위한 정보 현안 및 개선 방향 연구)

  • Recently, policy of the marine advanced countries were switched from the preemption using ocean to post-project development. In this study, we suggest improvement and the pending issues when are deducted to the database of the marine spatial information is constructed over the GIS system for the Korean Marine Spatial Planning (KMSP). More than 250 spatial information in the seas of Korea were processed in order of data collection, GIS transformation, data analysis and processing, data grouping, and space mapping. It's process had some problem occurred to error of coordinate system, digitizing process for lack of the spatial information, performed by overlapping for the original marine spatial information, and so on. Moreover, solution is needed to data processing methods excluding personal information which is necessary when produce the spatial data for analysis of the used marine status and minimized method for different between the spatial information based GIS system and the based real information. Therefore, collection and securing system of lacking marine spatial information is enhanced for marine spatial planning. it is necessary to link and expand marine fisheries survey system. It is needed to the marine spatial planning. The marine spatial planning is required to the evaluation index of marine spatial and detailed marine spatial map. In addition, Marine spatial planning is needed to standard guideline and system of quality management. This standard guideline generate to phase for production, processing, analysis, and utilization. Also, the quality management system improve for the information quality of marine spatial information. Finally, we suggest necessity need for the depths study which is considered as opening extension of the marine spatial information and deduction on application model.

  • This study reviewed the type of the project and developmental plan related to ocean energy development in the coastal land boundaries and the ocean, and suggested the efficient scoping method through the diagnosis of the key items of environmental impact assessment (EIA) in the coastal area. The major projects are the construction of tidal power plant, tidal current power plant, and offshore wind power plant in the public water, and also those are the construction of solar power plants in the coastal land boundaries. While the project plans on a large scale such as the construction of tidal power plant, it is important to consider both property of usefulness of the designated areas and harmony analysis with marine space availability based on the adequacy of the site selection and relevance of plan with the master plan for reclamation and strategic environmental assessment (SEA). And also it needs to be considered the careful checkup on the EIA checklist referring to the type of project, effective post-monitoring, and suggestion of mitigating methods to minimize the environmental impacts during the stage of actual environmental impact assessment. Introduction of a system of integrated marine environmental impact assessment should be considered for reasonable and effective manage to developmental projects on the marine spatial area.

Development of the UGC Support WebGIS System for Marine Spatial Data (웹 GIS 기반 해양 공간데이터의 사용자 콘텐츠 제작 지원시스템 개발)

  • Until now, most of the Web GIS system has been developed with one-sided service type that provides pre-built spatial information to users. Recently, however, interactive web system is getting attention because users can create directly spatial information contents that meet their needs. In line with this trend, this study had a aim to develop a UGC(User Generated Contents) support system for marine science researchers who can generate spatial data by themselves on the web. The main advantage of this system is that it provides marine survey data and marine spatial information that needed to work for marine science research. Furthermore, it provides the functions of extracting of coastline as point data for their marine study area, and making of the spatial planning map for marine field survey work and marine science thematic maps for exploratory analysis after research survey. Such kinds of interactive UGC support system gives researchers a chance for utilizing marine spatial information more easily. Therefore, it is expected that the improving of the efficiency of research works, as well as increasing of the utilization of marine spatial data.

Development of an Automated Model for Selecting Overlapping Areas of Marine Activity Zone using GIS (GIS를 활용한 해양활동공간 중첩구역 산출 자동화 모형개발)

  • Currently, the conflict between use and conservation of the ocean is intensifying in the ocean, so it is essential to introduce an effective method to define and manage it in advance for each core value of ocean. Accordingly, although the ocean is divided into nine marine use zone and managed through marine spatial planning, the analysis of the sea areas where mutually exclusive activities overlap in the ocean is insufficient. In this study, an automated model was developed to derive a sea areas where the core values of the ocean conflict. In order to analyze marine activities, available data on marine activity were collected, and data necessity for the analysis of mutually exclusive marine activities were derived. After classifying the derived data into legal and characteristic data, a conflict matrix was prepared through pairwise comparison between data to designate priorities when overlapping occurs. Based on the designated priorities, an automation model was developed, and sea areas where marine activities conflicted were derived, visualized, and area calculated. Using this, it is judged that the efficiency of decision-making can be improved by clearly deriving the sea areas where major issues occur in establishing the marine spatial planning.

부산 중죽도를 활용한 해양문화공간 조성방안에 관한 연구

  • 부산 강서구 천성동에 소재한 중죽도는 해양문화공간으로 조성할 수 있는 다양한 잠재력과 가능성을 가지고 있다. 거가대교의 지상부분으로 연결되는 장소에 있는 중죽도와 대죽도는 거가대교를 건설하면서 육지와 침매 해저터널로 연결된 무인도이다. 이러한 시설을 조성하면서 자연스럽게 형성된 방파제와 매립지는 중죽도와 인접한 까닭에 육지에서 자동차로 접근이 가능한 공간이다. 때문에 무인도라는 섬을 자동차로 갈 수 있다는 장점뿐 아니라 육지의 전기가 공급된다는 장점도 있다. 특히 대형차량을 위한 주차시설과 거가대교 홍보관이 있는 가덕해양파크 휴게소에서 차량을 이용하여 접근이 가능하므로 이 시설과 연계한 관광상품도 개발이 가능한 현실이다. 국내 유일의 이러한 환경을 활용하여 친환경적인 개념을 도입하여 각종 시설을 계획한다면 매우 매력적인 해양문화공간을 조성할 수 있을 것이다. 이에 본 연구는 중죽도와 연결된 매립지을 활용하여 해양문화공간을 조성하는 방안을 제시하고자 한다.
