The Sea Water Reverse Osmosis (SWRO) plant should take into account the availability of the plant from the design stage for long-term and continuous fresh water production. As it occurs, it is necessary to establish a corrective maintenance plan and preventive maintenance plan to maintain availability. In the field of complex engineering structures such as seawater desalination plants, it is difficult to estimate the reliability or availability of the system in a mathematical way. This study develops RAM analysis framework and model, and proposes discrete event simulation model as a application sowtware specialized for seawater desalination plant. Considering the characteristics of the plant maintenance, in case of corrective maintenance, we propose a preventive maintenance policy that not only repairs or replaces a single-broken part, but also simultaneously maintains all accessible parts according to the level of overhaul. A case study was conducted to estimate the availability of the system based on the field data of the seawater desalination plant in Korea and Saudi Arabia. The result was close to the expected availability of the plant.
Seawater desalination plants generally have two inherent problems which stem from energy inefficiency and desalination concentrate management. The former has been somewhat resolved thanks to the innovative methods in utilizing new and renewable energy resources whereas the latter still has much issues to be dealt with. This paper introduces the application of a desalting process for the disposal of desalination concentrate (especially, Mg) and to improve its cost effectiveness of a MVR seawater desalination plant built in Jeju. Principal component analysis on the desalination concentrate has revealed a steady reduction of Mg with the application of the desalting process verifying its functional reliability. Also, it was found that our MVR seawater desalination plant is not only energy efficient but also could be effectively applied for the dual purpose of fresh water production and concentrate management.

Climate change has increased the need to secure a new water resource in addition to the traditional water resources such as surface water and ground water. The seawater desalination market is growing sharply in accordance with this situation in Korea, "seawater engineering & architecture of high efficiency reverse osmosis (SEAHERO)" program was launched in 2007 to keep pace with world market trend. SEAHERO program was completed in 2014, contributed to turn the domestic technology in evaporative desalination technology to RO desalination technology. Currently, it is investigated that the average specific energy consumption of the whole RO plant is around $3.5kWh/m^3$. The Busan Gi-jang plant has shown $3.7{\sim}4.0kWh/m^3$, including operational electricity for plant and maintenance building. Although not world top level, domestic RO technology is considered to be able to compete in desalination market. Separately, many researchers in the world are developing new technologies for energy savings. Various processes, forward osmosis (FO), membrane distillation (MD) process are expected to compete with RO in the future market. In Korea, FO-RO hybrid process, MD and pressure retarded osmosis (PRO) process are under development through the research program in Ministry of Land, Infrastructure and Transport (MOLIT). The desalination technology level is expected to decrease to $2.5kWh/m^3$.

Because of the water scarcity caused by the increase of salinity in the underground water, seawater desalination stands out as one of the most promising solution. As there are so much energy costs in operating desalination plants, new hybrid process which is more effective should be researched. A geothermal VMD (vacuum membrane distillation) hybrid process is a competitive alternative for seawater desalination. Because geothermal energy has significant characteristics of high capacity factor to operate the power plant at full capacity for 24 hour per day, it can be a priority heat source of VMD superior to any other renewable energies such as solar and wind power. In this study, we design a geothermal VMD hybrid process, analyze it economically and finally compare the result with a case of conventional VMD process. Geothermal VMD hybrid process generates $23,822,409 of NPV (net present value) more than the conventional VMD process in case of 5% discount rate. The break-even point between these processes is 5.36 year. Sensitivity analysis indicates that steam cost is the most decisive influence variable to the economic outcome.

본 연구는 장래 유입수질 변화로 해수담수화(Desalination) 역삼투압(Seawater Reverse Osmosis) 공정의 전력비 예측 모델을 개발하고 별도의 해수담수화 추가공정이 필요한지 검토하였다. 플랜트 시설은 한번 설치되면 오랜 기간 운영이 되고, 주요 공정의 시설물 변경이 어려우며, 특히 해수담수화 시설의 경우에는 생활용수 및 공업용수를 수요자에 상시 공급함으로서 중간에 추가 시설물을 증설하거나 변경하기가 쉽지 않다. 따라서 해수담수화 시설의 계획 초기부터 현재의 유입수질 및 장래의 수질 변화를 예측하여 해수담수화 공정을 계획하는 것이 필요하다. 금회 검토는 해수온도 및 염분도 변화를 고려하여 서해에 위치한 대산산업단지 해수담수화 시설의 해수담수화 공정 전력비를 예측하였고, 입력 자료(온도 및 염분도)는 국가해양환경정보통합시스템(MEIS, Marine Environment Information System) 22년 과거자료(1997~2018년)를 이용하였다. 개발된 모형에 적용하여, 해수담수화에 필요한 전력비의 변화를 예측할 수 있으며, 이를 바탕으로 해수담수화 시설물 공정계획을 검토할 수 있었다. 금회 연구에서는 장래 수질변화 예측모형의 결과를 기반으로 해수담수화 시설물 공정을 제시하였다는데 의의가 있다.

An index was developed for analyzing the promising countries for seawater desalination plant and related data sets were collected and analyzed. Each indicators was standardized by scale readjustment method and Delphi method was used to calculate the weights for indicators from questionnaire survey by experts in seawater desalination plant field. Twenty three indicators were selected and they were classified into three groups, economic, social, and environmental indicator groups. Eleven countries (Saudi Arabia, UAE, Kuwait, Iran, Qatar, China, Singapore, India, Algeria, Turkey, United States) were selected considering present data availability and index for each country was calculated. The results show United States and China took the first (0.537) and second (0.490) place for the most promising country for seawater desalination plant. However it will not be easy to play a significant role in the markets because of present seawater desalination technology level and national policy, etc. Saudi Arabia took the third (0.329) place and other countries which has more than 0.2 index value can be considered as a promising countries for seawater desalination plant. We can establish a strategy to export our seawater desalination technology and plant using the result of this study. The developed index can be applied to other countries, which were not included in this study, when their data is available.

세계적인 기상이변으로 가뭄발생 빈도 및 영향이 증가하고 있으며, 급속한 산업화로 사용 가능한 수자원이 점차 고갈되어 있어, 국내에서도 해수담수화(Seawater Desalination)는 새로운 대체수자원으로 많은 관심을 받고 있다. 해수담수에 필요한 에너지 약 50~70%는 역삼투(Reverse Osmosis) 공정에서 발생되며, 해수온도 및 염분도에 따라 많이 변동될 수 있으므로 국립해양조사원(KHOA)의 과거 20년 자료를 이용하여 해수담수화 시설물 위치에 따른 영향을 분석하였다. 해수담수화에 필요한 에너지는 막 제조사에서 제공하는 RO Projection Software를 적용하여 에너지 소모량을 평가하고, 이를 고려한 시설물 위치에 대한 평가 모델을 구축하였다. 기존 해수담수화 시설은 대규모 물 공급이 필요한 지역을 우선적으로 고려했기 때문에 시설물 위치에 대한 객관적인 평가기준 마련이 어려웠다. 그러나 해수담수화 플랜트는 한번 설치되면 장기적인 시설물 유지 및 관리가 필요함으로 경제성을 고려한 최적 입지의 선정은 매우 중요하다. 본 연구는 국립해양조사원의 수집된 자료를 바탕으로 해수담수화 시설물 입지선정을 정량적으로 평가함으로서, 시설물 위치에 대한 의사결정시 참고할 수 있는 기초자료로 활용될 것으로 기대한다.

전 세계적으로 이용 가능한 수자원이 한정되어 있는데 반해 기후변화, 인구증가에 따른 물 부족 사태는 심각해져 가고 있다. 이에 따른 대체수자원의 개발이 지속적으로 요구되고 있으며, 하수재 이용과 더불어 가장 큰 성장세를 보이고 있는 해수담수화는 이미 국내외에서 주요 용수 공급원으로 이용되고 있다. 하지만, 현재 국내에선 해수담수화 플랜트 기술 연구에 비해 해외 시장에 대한 연구는 미흡하기 때문에, 국내 기업의 해외시장 진출 지원이 취약한 실정이다. 본 연구에서는 Frost & Sullivan의 2004년 자료를 기초로 하여 남부유럽, 북아프리카, 중동, 페르시아만 연안 6개국, 사우디아라비아 지역 37개 국가를 대상으로 해수담수화 수익성 평가를 하였다. 조사 기간은 2000년부터 2010년까지며, 각 지역별 연 수익금 및 증가율을 조사하였다. 조사 결과 5개 지역 모두 2010년까지 모두 증가 추세를 보였으며, 각 지역마다 증가율은 다르게 나타났다. 또한 분석 결과의 신뢰성 확보를 위해 Frost & Sullivan의 수익성 평가 자료와 Global Water Intelligence(GWI)에서 2010년도에 발간한 Desalination Market(2010)의 해수담수화 자본지출 (CAPEX)과 비교 분석하였다. 비교 분석한 지역은 5개 지역과 각 지역에서 한 개의 국가를 선정하여 총 5개 국가를 대상으로 하였으며, 기간은 2007년부터 2010년까지 비교 분석하였다. 분석 결과 2007년부터 2010년까지 북아프리카, 사우디아라비아를 제외한 해수담수화 수익금이 증가할 것으로 예측한 세 개 지역의 해수담수화 자본지출(CAPEX)이 모두 증가된 것으로 나타났으며, 비교기간 동안 해수담수화 수익금이 하강할 것으로 나타난 북아프리카의 알제리는 해수담수화 자본지출(CAPEX)이 실제로 하강했던 것으로 나타났다. 하지만, 사우디아라비아의 경우 해수담수화 수익금은 상승할 것으로 나타났으나, 자본지출금액은 하강한 것으로 나타났다. 또한 시장 증대 요인 및 억제 요인에 대한 조사 결과 해수담수화 시장 증대 요인은 5개 지역 모두 물 부족에 따른 영향이 가장 큰 것으로 나타났으며, 사우디아라비아의 경우 지하수자원 부족에 대한 영향이 가장 큰 것으로 나타났다. 이는 기후변화에 따른 강우사상 변화, 인구 증가에 따른 것으로 판단된다. 또한 시장 억제 요인으로는 남부유럽을 제외한 4개 지역이 정치적 분란인 것으로 나타났다.
