  • Confined Disposal Facilities(CDF) are an effective and commonly used management option for contaminated dredged material. CDF is an engineered contstruction for containment of contaminated dredged material to control potential releases to the environment. Although the concept is simple, constructing a CDF is a complex and non-standard process. In the process of planning a CDF, many different fields of expertise have to be considered, such as civil engineering, landscaping, chemistry, legislation, social impact, and environmental engineering. This paper provides the concise overview of common guidance on CDF.

  • 원전에서 발생하는 중 저준위방사성폐기물(이하, "방폐물"이라 함)을 처분시설로 운반하는 것은 원전과 처분시설이 임해지역에 위치하고 있으므로 육상운반보다는 선박을 이용하는 해상운반이 효율적이다. 해상운반은 무엇보다 다량운반이 가능하며 이로 인하여 운반회수가 줄고, 인구밀집지역을 지나지 않아도 되기 때문에 방폐물의 운반에 대한 위험도가 상대적으로 적어 안전성 확보에 유리하다. 방폐물의 해상운반은 운반 도중 방사성물질의 위험으로부터 인간과 환경을 보호하기 위하여 국제원자력기구(IAEA)의 안전운반규정, 국제해사기구(IMO)의 국제해상위험물규칙, 국내 원자력법 등 국내외의 엄격한 기술기준에 따라 안전성이 철저하게 보장되어야만 한다. 한국수력원자력(주)(이하, "한수원"이라 함)는 원전(월성원전 제외)에서 처분시설까지 방폐물을 안전하고 효율적으로 운반하기 위하여 전용운송선박, 운반용기, 전용운반차량 및 원전 물량장 등으로 이루어지는 해상운반시스템을 구축하여 운영할 것이다.

Dynamic Behavior of Offshore Waste Landfill Revetment with Geosynthethic-Soil Interface (토목섬유 접촉면을 포함한 해상 폐기물처분장 호안구조물의 동적 거동)

  • Geosynthetics are generally utilized to restrain the leakage of leachate and other contaminants during the construction of offshore waste landfill. Therefore, geosynthetic-soil interface is formed inevitably. In this study, 2 dimensional numerical analysis is performed to assess the dynamic behaviour of the offshore waste landfill including geosynthetic-soil interface. Offshore waste landfill can be divided into rubble mound revetment and retaining wall types and analyzed on each type. Effective stress analysis is conducted to consider the variation of pore water pressure and axial force and shear displacement of the interface are compared based on the characteristics of seismic frequency. Consequently, retaining wall type demonstrates more stable behavior against liquefaction potential and favorable forces and shear displacement.

Analysis on Contaminant Transport according to the Embedded Depth of Vertical Barrier of Offshore Landfill (해상 폐기물매립지 연직차수벽체 근입심도에 따른 오염물질 이동특성 분석)

  • In order to prevent leakage of contaminants in offshore landfill, vertical barrier should be installed. Vertical barrier should be installed at designed depth of seabed to prevent the horizontal transport of contaminant in the subsurface. In this study, the seepage and contaminant transport in the subsurface according to embedded depth of vertical barrier were analyzed by using 2-D finite element analysis program SEEP/W and 3-D finite difference analysis program Visual Modflow. Numerical modelling results show that seepage flux and contaminant transport in seabed was greatly reduced when vertical barrier was installed at certain depth of low permeable layer. Therefore, the determination of minimum embedded depth for preventing contaminant leakage is helpful to design the economical vertical barrier.

  • The site of Korea Final Repository, KFR, to collect and dispose of radioactive wastes produced in nuclear power plants will be selected to seaside. As all the radwastes stored temporarily in the site of power plants should be transported by the sea, Nuclear Environmental Management Center, NEMAC, of Korea Atomic Energy Research Institute, KAERI, has been developing the sea transport system to secure safe and efficient transportation of the radwastes from the power plant sites to the final repository. Investigating the status of advanced techniques of foreign countries for transport vessels and considering inland circumstances, the technical criteria of the transport vessel have been suggested in this study. Therefore, all the radwastes will be transported safely by the sea, without releasing any radioactive material to environment even in the case of accident.

  • It is expected that the temporary storage facilities at the nuclear power plants will be full of the spent fuels within 10 years. Provided that a centralized interim storage facility is constructed along the coast of the Korean peninsula to solve this problem, a substantial amount of spent fuels should be transported by sea or by land every year. In this paper we developed a computer program for the analysis of transportation logistics of the spent fuels from 4 different nuclear power plant sites to the hypothetical centralized interim storage facility and the final repository. Mass balance equations were used to analyze the logistics between the nuclear power plants and the interim storage facility. To this end a computer program, CASK, was developed by using the VISUAL BASIC language. The annual transportation rates of spent fuels from the four nuclear power plant sites were determined by using the CASK program. The parameter study with the program illustrated the easiness of logistics analysis. The program could be used for the cost analysis of the spent fuel transportation as well.

Development of DHLT Joint for Vertical Cutoff Walls in Offshore Waste Landfill Site (해상처분장 연직차수공을 위한 DHLT 이음부의 개발)

  • Vertical cutoff walls such as steel pipe sheet piles (SPSPs) have been commonly applied for the construction of the offshore waste landfill site. Because the SPSPs are sequentially installed by connecting their joints to those of adjacent piles, their mechanical stability should be ensured against the inherent external forces on the sea. The objective of this study is to evaluate the structural performances of the newly developed types of SPSP joint compared with those of other joint types. The problems of the traditional SPSP joints are investigated, and an advanced joint shape of SPSP, which is named double H with L-T (DHLT) joint, are designed for improving the constructability and maintenance. Full-scale models of the DHLT joint are manufactured, and then its joint areas are filled with grout material. After 28 days of curing time, compressive and tensile strength tests were performed on the joint models and the test results were compared with those of the traditional joints. Experimental results show that the structural capacities of the DHLT joint models are lower than those of traditional joints due to the influence of grout and steel members. In the cases of the compressive strength test, especially, bending occurs on steel H-beam with no distinct cracks in grout due to the asymmetrical structure of joint which has no reaction force. This study shows that the performance of the SPSP joint can be improved by considering the influence factors on the structural capacities estimated by the experimental tests.

  • Commerce enriches human life enriched and within commerce, transportation of cargo is arguably the most important in business transactions. Traditionally, marine transport has been major commercial transaction, but carriage cargo by air is on the increase. While the fare for freight in comparison with that of ocean is higher, air freight has many benefits that justify the higher shipping fee; lower insurance premium, packing charges, inventory control, cost management and especially speed. Therefore, air freight transport is accumulating gradually. An air waybill(AWB) is needed in the air transport flow. It is a nonnegotiable security, so the holder cannot transfer of a right to a third party. Some scholars suggest that a negotiable AWB is needed. However, it seems nearly impossible to do so; an e-AWB use shows a gain in numbers, even if it has not met expectations. Going forward, it would appear reasonable to conduct a follow-up study on the utility and legal problem for e-AWB. After sending goods, the consignor has the right of disposition of cargo in some cases, and more research is necessary, because it is related to change of ownership and a trade settlement. According to WATS (World Airlines Transport Statistics), the Korean Air took third place in international freight in 2014, and fifth in total, domestic and international to great acclaim. However, there is a lack of research supporting the business showing. It is hope that more studies on e-AWB, stoppage in transit, and a risk of outstanding amount, etc. connect to develop Korean air freight industry.

Development of Multi-Purpose Containers for Managing LLW/VLLW from D&D (제염해체 방사성폐기물 관리를 위한 다목적 용기의 개발)

  • Radioactive waste container designs should comply with the requirements for safety (i.e., transportation, storage, disposal) and other criteria such as economics and technology. These criteria are also applicable to the future management of the large amount of LLW and VLLW to arise from decontamination and decommissioning (D&D) of nuclear power plants, which have different features compared to that of wastes from operation and maintenance (O&M). This paper proposes to develop a set of standard containers of multi-purpose usage for transportation, storage and disposal. The concepts of the containers were optimized for management of D&D wastes in consideration of national system for radioactive waste management, in particular the Gyeongju Repository and associated infrastructures. A set of prototype containers were designed and built : a soft bag for VLLW, two metallic containers for VLLW/LLW (a standard IP2 container for sea transport and ISO container for road transport). Safety analyses by simulation and tests of these designs show they are in compliance with the regulatory requirements. A further development of a container with concrete is foreseen for 2016.

A Study on the sludge drying using waste heat of cogeneration plant (열병합발전소 보일러 폐열을 이용한 슬러지 건조 연구)

  • 염색폐수의 정화에는 필연적으로 다량의 슬러지 폐기물이 발생한다. 염색폐수 슬러지는 그간 인근 공해 해상에 투기하는 해양 배출로 저렴하게 처리하였으나, 해양오염을 우려하는 국제협약(1972년 런던협약, 1996년 교토의정서)에 의하여 2008년 8월부터 배출기준이 강화되고 2012년 2월부터는 해양배출이 금지 될 예정이다. 염색폐수 슬러지의 해양 배출이 금지되면 대체 처리방법으로는 지정매립장을 통한 매립처리 방법이나 고온 소각시설에서의 소각처리 방법이 거론되고 있다. 그러나 매립처리는 슬러지 내 함유 수분으로 인한 침출수의 문제와 더불어 장기간 안정적으로 저렴하게 사용할 수 있는 대규모 처분장을 확보하기 어려운 실정이며 소각처리는 슬러지의 높은 함수율로 인해 소각 시보조 연료의 투입이 필연적으로 최근 원유가 급등 등 에너지 비용이 지속적으로 상승함을 고려할 때 소각처리비용 또한 상당한 고가가 될 것으로 예측된다. 이와 같이 슬러지 해양배출이 금지되면 섬유 염색업체들은 많은 환경비용 부담을 안을 것이다. 본 연구에서는 대규모 염색산업단지 공동폐수처리장에서 발생하는 염색폐수 슬러지의 효율적인 건조를 위해 산업단지 내의 열병합발전소에서 발생하는 보일러 폐열을 이용하였으며, 조건 특성 및 효율을 파악하기 위해 보일러 폐열의 특성을 고려하여 슬러지 두께 및 체류시간 등 건조공정 운영조건에 따른 변수별 연구를 수행하였다. 열병합발전소 보일러에서 배출되는 폐열은 온도가 $150^{\circ}C$ 정도로 기존의 슬러지 건조에서는 사용되는 $700^{\circ}C$에 비해서는 매우 저온이다. 하지만 보일러 배가스의 경우, 온도에 비해 많은 풍량을 가지고 있으므로 열량으로 환산시 충분히 가치가 있는 것으로 조사되었다. 염색폐수 슬러지의 경우, 함수율 70% 이내의 탈수 Cake 형태이므로 두께가 두꺼울수록 건조효율이 감소하였으며, 체류시간이 길어질수록 건조효율은 증가하나 20mm 이상에서는 건조효율이 급격히감소하였다. 이를 바탕으로 5톤/일 규모 슬러지 건조 Pilot Plant를 제작하여 운영하였는데, 염색폐수슬러지의 투입공정에서 슬러지와 열풍의 접촉면적을 넓혀 건조효율을 높이기 위하여 슬러지를 압출노즐을 이용하여 슬라이스 칩 형태로 제조하여 건조공정에 투입하였으며, 건조실 내에서도 건조효율의 상승을 위하여 내부열풍순환팬을 설치하여 운영하였다. Pilot 운영결과, 체류시간 52분에서 슬러지의 함수율은 70%에서 10%이하로 감소하였다.
