  • 우리나라는 항만운영의 효율성 및 선박 안전운항을 위하여 1993년 포항을 시작으로 전국 18개의 VTS 시스템을 설치 운영하고 있으나, 최근 선박 교통량의 증가와 더불어 해양사고의 증가 원인으로 인적요인에 대해 연구 필요성이 대두되고 있다. 특히 해상교통관제 업무는 고도의 주의력과 예측능력을 요구하므로 이를 저해하는 인적요인을 분석 및 관리할 필요성이 있다. 따라서 본 연구에서는 VTS 관제실의 근무환경에 대해 설문조사를 통한 요구사항 분석과 함께 현장조사를 시행하여 분석함으로서 VTS 관제장비 및 관제석의 최적 배치방안을 제시하여 최상의 해상교통관리 체제 구축에 대하여 고찰해 보았다.

  • In the present maritime traffic conditions of Mokpo harbor, there exist many hazardous factors which may lead to huge accidents including marine oil pollution We analyze marine traffic environments including traffic congestion, natural conditions, maritime traffic accidents in the last 10 years, the fishery status, operation of traffic routes and management of navigational aids and regulations relating ships' routeing both in and out of the country. Consequently, this work is to propose improved marine traffic system in future.

  • Recently, around the world, active development of new renewable energy sources including solar power, waves, and fuel cells, etc. has taken place. Particularly, floating offshore wind farms have been developed for saving costs through large scale production, using high-quality wind power and minimizing noise damage in the ocean area. The development of floating wind farms requires an evaluation of the Maritime Safety Audit Scheme under the Maritime Safety Act in Korea. Floating wind farms shall be assessed by applying the line and area concept for systematic development, management and utilization of specified sea water. The development of appropriate evaluation methods and standards is also required. In this study, proper standards for marine traffic surveys and assessments were established and a systemic treatment was studied for assessing marine spatial area. First, a marine traffic data collector using AIS or radar was designed to conduct marine traffic surveys. In addition, assessment methods were proposed such as historical tracks, traffic density and marine traffic pattern analysis applying the line and area concept. Marine traffic density can be evaluated by spatial and temporal means, with an adjusted grid-cell scale. Marine traffic pattern analysis was proposed for assessing ship movement patterns for transit or work in sea areas. Finally, conceptual design of a Marine Traffic and Safety Assessment Solution (MaTSAS) was competed that can be analyzed automatically to collect and assess the marine traffic data. It could be possible to minimize inaccurate estimation due to human errors such as data omission or misprints through automated and systematic collection, analysis and retrieval of marine traffic data. This study could provides reliable assessment results, reflecting the line and area concept, according to sea area usage.

  • This paper aims to Analysis on Structure about Information assistance of VTS(vessel traffic service) using fuzzy structure model. Generally, fuzzy structure model is difficult to all structure of a system by difficulty of the choice of critical value and Parameter. In this paper, is able to analysis all structure about information assistance of ITS system by hierarchical structure graph and division graph. Also, this paper is analysis and show a practical problem with interpretation of a model through how some example again.

  • 바람직한 해상교통안전진단제도 정립을 위해 보다 종합적이고 체계적인 검토가 필요한 바, 본 연구에서는 메타평가에 관한 이론을 적용하여 설계된 메타평가 모형을 그동안 실시된 우리나라 해상교통안전진단에 적용, 종합적으로 분석 평가하여 해상교통 안전진단제도의 개선방안을 도출하였다. 메타평가는 평가의 질적 개선을 통한 평가결과의 활용도를 제고하기 위하여 평가수행뿐만 아니라 전반적인 평가시스템을 포함한 평가로 그 타당성을 규명하는 일련의 작업으로서 본 연구에서는 문헌연구와 전문가검토, 설문조사 등의 방법을 활용하여 진단활동에 대한 전반적인 평가를 실시하여 개선방안을 마련하였다. 특히, 개선의 시급성을 정량화함으로써 개선 우선순위에 대한 정책적 시사점이 클 것으로 기대한다.

Assessment of External Force Acting on Ship Using Big Data in Maritime Traffic (해상교통 빅데이터에 의한 선박에 작용하는 외력영향 평가에 관한 연구)

  • For effective ship management in VTS(Vessel Traffic Service), it needs to assess the external force acting on ship. Big data in maritime traffic can be roughly categorized into two groups. One is the traffic information including ship's particulars. The other is the external force information e.g., wind, sea wave, tidal current. This paper proposes the method to assess the external force acting on ship using big data in maritime traffic. To approach Big data in maritime traffic, we propose the Waterway External Force Code(WEF code) which consist of wind, wave, tidal and current information, Speed Over the Water(SOW) of each ship, weather information. As a results, the external force acting a navigating ship is estimated.

  • 국제해사기구(IMO)에서 진행하는 "e-Navigation" 프로젝트의 구성요소인 해상교통관제시스템(VTS)을 정의하고, VTS 시스템간 정보교류를 위한 기술로 IVEF(Inter-system VTS Exchange Format)를 소개한다. 현재까지 국제항로표지협회(IALA)에서 개발한 IVEF에는 접속자에 대한 신뢰도 높은 인증 기술이 포함되지 않는다. 하지만 해상교통정보는 국가적으로 보안수위가 높은 정보이므로 정보 요청 자에 대한 신뢰 높은 인증이 절대적으로 필요한 부분이다. 따라서 본 논문에서는 메인 인증 서버와 IVEF를 이용하여 VTS 시스템간의 신뢰도를 높일 수 있는 인증 시스템을 제안한다.

  • E-Navigation is required port operation for effective and safety. Maritime traffic data must be exchanged between Vessel Traffic Service Center and ship for e-navigation build. In this paper, We designed Open API system for the exchange and use of maritime traffic data. This system provide Open API data to $3^{rd}$ party.
