자율운항선박의 운항 인력 관련 IMO 동향과 시사점

  • 2017년부터 현재까지 국제해사기구(IMO)에 제출된 자율운항선박 관련 의제 문서 중 인력과 관련된 의제 문서들의 내용 검토를 통해 동향을 파악하여, 현 시점까지의 운항과 관련된 용어들의 정의와 및 우리나라를 비롯한 협약국가들의 운항인력과 관련된 개발 동향을 알아보고자 한다.

  • 현재 IMO에서는 자율운항선박의 상용화를 위해 국제표준 규정 개발을 위한 논의 중이며, 이러한 규정을 개발하기 위한 사전작업으로서 기존 협약을 자율운항선박에 적용하였을 때 발생하는 조치를 식별하기 위한 RSE 작업을 수행하고 있다. RSE 작업은 해사안전위원회(MSC), 법률위원회(LEG) 그리고 간소화위원회(FAL) 별로 각 위원회에서 담당하고 있는 협약들을 대상으로 수행하고 있다. 본 논문에서는 각 위원회별로 수행한 RSE 작업 결과를 기반으로 자율운항선박의 상용화를 위한 국제표준 규정 개발 단계에서 향후 추가적인 논의 및 검토가 필요한 잠재격차 및 주제들을 종합적으로 분석하여 제시하였다.

  • IMO 해사안전위원회(MSC) 106차 회의를 통해 해상산업활동을 목적으로 이송되거나 수용되는 모든 탑승자는 운항 및 작업환경의 유해 위험요인에 대비할 수 있도록 승선하기 전 안전교육을 의무화 하는 내용이 SOLAS 협약 제 15장 IP Code라는 이름으로 제정되어 채택되었다. 이에 근거하여, 산업인력이 받아야 하는 교육내용 및 교육 미 수료자(미 자격 산업인력)에 대한 선장의 승선 거부에 대한 규정 등 이동 협약에 반영되어 있다. IP Code라고 지칭되는 동 협약은, '24년 7월부로 발효 예정이기에 그 전까지 해당 선박을 승선하는 산업인력을 위한 안전교육이 개설되어 운영되어야 한다. 해당 교육과 관련된 법적 요건 및 기존에 시행되고 있는 안전교육의 검토 등을 통해 동 교육 커리큘럼의 구성과 운영 방안을 제안하고자 한다.

  • 인공지능(AI), 사물인터넷(IoT) 등 관련 기술의 발전으로 자율운항선박 상용화가 임박하게 되었다. 국제해사기구(IMO)는 새로운 기술도입을 촉진하는 한편, 신기술 도입에 따른 위험을 최소화하기 위하여 자율운항선박 협약(MASS Code)을 개발하고 있다. 대한민국 또한 '자율운항선박 기술개발 사업(KASS)' 추진을 통하여 기술개발과 핵심기술의 국제표준화를 추진하고 있다. 이 연구에서는 현재까지 협약 개발의 국제적 현황을 분석 후 대한민국 핵심기술을 국제적으로 표준화하기 위한 대응방안에 대해 제시하였다.

  • This paper investigates the mandatory minimum requirements for certification of officers in charge of a navigational watch on ship specified in the international convention of STCW. The training education and evaluation systems for navigational competence of Korean navy were compared and analyzed. The paper suggests adjustment of the evaluation range, increment of evaluation items, diversification of evaluation types, differentiation of certification-related education by officer's commissioning program in order to improve the PQS system.

  • It is necessary to prepare a plan to accommodate the International Convention in domestic law, focusing on the new duties for the Coast Guard as they pertain to the field of ship recycling, by studying the key issue of the "HONG KONG International Convention for the Safe and Environmentally Sound Recycling of Ships" of the International Maritime Organization(IMO) and through analyzing the current status of the Coast Guard. The Coast Guard is directly responsible for the protection of the marine environment and takes charge of important duties; Therefore, by instituting a legal basis for its new duties, it will not only create new business but also be able to consolidate its role as an important constituent in the sphere of marine conservation and protection.

Study on Improving Maritime English Proficiency Through the Use of a Maritime English Platform (해사영어 플랫폼을 활용한 표준해사영어 실력 향상에 관한 연구)

  • Maritime English is a specialized language system designed for ship operations, maritime safety, and external and internal communication onboard. According to the International Maritime Organization's (IMO) International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), it is imperative that navigational officers engaged in international voyages have a thorough understanding of Maritime English including the use of Standard Marine Communication Phrases (SMCP). This study measured students' proficiency in Maritime English using a learning and testing platform that includes voice recognition, translation, and word entry tasks to evaluate the resulting improvement in Maritime English exam scores. Furthermore, the study aimed to investigate the level of platform use needed for cadets to qualify as junior navigators. The experiment began by examining the correlation between students' overall English skills and their proficiency in SMCP through an initial test, followed by the evaluation of improvements in their scores and changes in exam duration during the mid-term and final exams. The initial test revealed a significant dif erence in Maritime English test scores among groups based on individual factors, such as TOEIC scores and self-assessment of English ability, and both the mid-term and final tests confirmed substantial score improvements for the group using the platform. This study confirmed the efficacy of a learning platform that could be extensively applied in maritime education and potentially expanded beyond the scope of Maritime English education in the future.

A Study on the IMO Regulations regarding GHG Emission from Ships and its Implementation (선박기인 온실가스 배출에 대한 IMO의 규제와 이행방향)

  • Traditionally, UNCLOS stipulates that States have the obligation and responsibility to protect and preserve the marine environment and exercise their rights in Principle of Non-Discrimination with respect to foreign ships visiting to port states. UNFCCC and Kyoto protocol established Common but Differentiated Responsibility as the basis which is established on the historic responsibility. The principle in which IMO is presently developing the regulations of Green House Gas emitted from ships is contradict with the principle of UNFCCC regime. In this paper, the development and the principle of UNFCCC and Kyoto protocol is surveyed and it provides the tendency of the IMO activities regarding GHG emission from ships. Also, through consideration of the problems and restrictions drawn from comparison between two principles, the conclusion suggests the fundamental theory and implementation means in order to carry out the purpose of IMO regulations in accordance with the principles of UNCLOS and IMO Convention.

  • Whereas shipping and Ship-building industries of Korea have been under the direct influence of International Maritime Organization (IMO) conventions and resolutions that aim at maritime safety and the protection of marine environment, it is needed that a specialized institute for dealing with IMO Agenda be established by industry-academy-government collaboration. Accordingly, this study proposes the establishment of a specialized institute to manage the IMO Agenda. To this end, integrating the existing bodies and their functions into a specialized institute, namely, the International Maritime Cooperation Center, is suggested. This center, composed of 40 researchers and operated by the Korea Maritime Institute, could assume this role. This study proceeds by building an estimate of the operational cost of the institute and exploring practical ways to finance it through the private and public sectors, also considering revisions to the Maritime Safety Act to ensure continuous operation of the new institute.

A Study on the Enhancement of Maritime Education and Training to cope with IMO Member-state Audit Scheme (IMO 회원국 감사제도 대응을 위한 해기교육 강화방안에 관한 연구)

  • In spite of adoption of various IMO Conventions over the past, the reason why large vessel accidents related to human life and marine environment occur is that the IMO Conventions are not effectively implemented due to contravention of the conventions by flag states. In particular, the implementation of the conventions are not well being performed because some flag states having weak genuine link between them and vessels haven't set up proper personal and structural organizations in charge of maritime safety and marine environment protection. From this background, IMO Resolution A.946(23) on the voluntary IMO Member-state Audit Scheme was adopted at the 23rd Assembly in Nov. 2003 and the Scheme is expected to be executed compulsorily in 2015 through the adoption of the IMO Resolution A.1018(26) in Nov. 2009. Accordingly, this study examined outline of the IMO Member-state Audit Scheme and the Code for the Implementation of Mandatory IMO Instruments used for the audit standards of this scheme. In addition, this study reviewed the member-states' obligations and responsibilities according to the compulsory implementation of the member-state audit scheme in 2015. Based on this, this study suggested the enhancement measures for maritime education and training of maritime education institutions of the Republic of Korea to cope positively with compulsory implementation of the IMO Member-state Audit Scheme.
