야간에 등부표의 시인성을 높이는 윤곽표시조명의 개발

  • 등부표는 소형 어선을 포함한 선박의 항로표지에 중요한 역할을 한다. 그러나 야간에 어두워지면 해상에 설치된 등부표의 위치나 번호판 식별이 어려워 소형 어선이나 선박이 등부표에 가까이 접근하는 경우 등부표를 미처 발견하지 못하고 충돌하여 선박이 파손되거나 인명사고가 발생한다. 이 연구에서는 소형 어선이나 선박이 야간에도 등부표의 위치와 번호판을 쉽게 식별할 수 있도록 등부표에 조명장치를 구비하여 충돌사고의 예방과 항로표지서비스를 향상시키는 방법을 분석하고 고안하여 태양광전원을 이용한 방수형 LED조명과 통신모듈IoT를 결합하여 원격디밍 RGB제어 및 조명자가진단기능을 갖추어 야간에 시인성을 높이는 등부표의 윤곽표시조명을 개발하였다.

  • e-navigation은 해양 환경의 보호를 증진하고 바다에서의 안전과 보안을 위한 항해 및 관련서비스를 선박의 이안에서 접안에 이르기까지 향상시키기 위해 전자적인 수단으로 선박과 해상의 해양 정보에 대해 조화로운 방법으로 수집, 통합, 교환, 표현 및 분석하는 것을 말한다. 기존 안전 확보를 위한 규제의 방식을 탈피하기 위해 사고의 원인의 많은 부분을 차지하는 인간-사용자의 실수를 사전에 방지하고 또한 사용자의 편의를 증진할 수 있는 방식을 채택하고자 사용자의 요구사항을 정리하고 그에 따른 종합적인 아키텍처를 수립하여 정책, 기술 및 이를 통한 서비스를 제공하겠다는 것이 e-navigation의 근본 목적이다. 선박의 안전 운항을 위해 현재까지 제공된 선상의 시스템이나 해상에서의 서비스를 받고 있는 많은 사용자들은 보다 효율적이고 체계적인 안전 운항과 이를 지원하는 의사결정 지원을 위해 보다 향상된 기술과 성능을 갖는 새로운 도구를 갖기를 지속적으로 원하고 있으며 관련국제기구인 국제해사기구(IMO), 국제항로표지협회(IALA), IEE, ITU 등 다양한 분야의 국제기구에서 지속적으로 논의되고 있다. 이러한 국제기구의 e-Navigation에 관한 논의에 대하여 적절한 대응, 일관성을 가진 대응을 위한 방안 마련을 제시하였다.

  • Lately, trend is change to concept that management traffic of ship is magnified gradually to near shore waters from harbor. Therefore, introducing the AtoN AIS technology that install AIS in the ground station, lighthouse, bouy, sea facilities etc.. that is support equipment for safety sailing of ship and safety security of harbor and ship administration. The operation and maintenance of AtoN AIS are required to efficient method. With this actuality, sea advanced nation They has been apply for developing AtoN AIS equipment that is connected equipment of technology standard in IALA. Because of it is expected to depend equipment in income, that is required to domestic technology of the AtoN AIS. This paper is targeted to development that is suitable automation AtoN AIS equipment in environmental peculiarity for construnstrunstrAtoN operating administration center. It has been realization the interface module for control and monitoring system and the communications protocol for information interchange.

  • The AtoN are installed and operated on the sea in order to help the safe navigation of ships. With the development of maritime ICT, to monitor and control the condition of AtoN from land using multiplex communication network such as AtoN AIS, CDMA, and LTE. Currently, The information of AtoN is difficult to integrated manage because AtoN management systems has been independently developed and operatie according to the operating conditions of the Regional Office of Oceans and Fisheries. In addition, in preparation for the introduction for e-navigation and MASS, systematic and unified information of AtoN is required. In this paper, we study to design and develop standard software for AtoN management system based on the international standard for navigation information(S-201). Through this study, it will be possible to provide continuous AtoN information and effective AtoN management.

A Study on the Standardization Scheme for Aids to Navigation & the Related Marine English (항로표지와 관련해사영어의 표준화 방안)

  • With today's continuous increase of both seaborne trade and foreign crew boarding ships, it is necessary to study the standardization of Marine English with respect to Aids to Navigation(AtoN) for the safety of ships. After reviewing the organization of the standard council of the equipment and article of AtoN, the standardization of various types of AtoN was not capable of meeting by the only existing council's activities. For on-the-job progress, it was necessary for the subcommittee to be composed by types of AtoN. It is thus desirable to the integrated approach to the combination of the civil, the public, academic circles and research institutes, which harmonized the council's flexibility and professionalism in the composition of the members. Subjects, levels and targets in each course were presented from results of the study on the standardization scheme of Marine English related to AtoN. The ET steps were classified by the difficult degree to which the principles of interpretation and communication were applied. This study contributed to the scheme that was firstly established to solve the problem of the audiovisual English ET due to the lack of the professionalism of the existing marine affairs by presenting the standardization scheme of Marine English prior to the institutional reform related to AtoN.

A Study on the Generation of Fouling Organism Information Based Aids to Navigation (항로표지 기반의 부착생물 정보 생성에 관한 연구)

  • The Korea Maritime Environment Corporation is conducting a comprehensive survey of the national marine ecosystem under the commission of the Ministry of Oceans and Fisheries (MOF) to ensure continuous use of the ocean, preserve and manage the marine ecosystem. The survey has set major peaks to investigate changes in the marine ecosystem around the Korean Peninsula. However as the peak has been set around the coast, it is necessary to expand the scope of investigation to encompass offshore areas. Meanwhile, the Aids to Navigation Division of the MOF supports a comprehensive national marine ecosystem survey providing photographs of fouling organisms during the Aids to Navigation lifting inspection, however, the photographs are provided only in consultation with the Korea Maritime Environment Corporation. Therefore, a study was conducted to generate information on fouling organisms using deep learning-based image processing algorithms by the lifting Aids to Navigation and dorsal buoys so that Aids to Navigation could be used as the major component of a comprehensive national marine ecosystem. If the Aids to Navigation are used as the peak of the survey, they could serve as fundamental data to enhance their own value as well as analyze abnormal marine conditions and ecosystem changes in Korea.

A Study on the Separated Position of Floating Light Buoy Equipment with AtoN AIS and RTU (항로표지용 AIS 및 RTU가 부착된 부유식 등부표의 이출위치 연구)

  • The light buoy installed on the sea is always flexible, because it is affected by the weather as well as passing vessels. The position of the light buoy can be cached through the AtoN AIS (Automatic Identification System) and RTU (Remote Terminal Unit). This study analyzed the position data of the light buoys for the last five years (2017-2021), as well as the distribution of the light buoys within the maximum separated position. As a result, there was a basic error of 17.9% in the position data. Additionally, the separated position error of 197 light buoys to be analyzed was 70.64%, and the AtoN RTU was worse than the AtoN AIS by equipment. On the other hand, as a result of the plotting the position data of the light buoy, it was classified into four types. The most common percussion center type, the percussion center dichotomous type in which the position is divided into two zones based on the chimney, the central movement type with a fluctuating center, and the drag type, in which the position is deviated from the center for a certain period. Except for Type-1, the type was determined according to the position at which the light buoy was installed. This study is the first to analyze the position data of the light buoy, and it is expected that it will contribute to the improvement of the quality of the position data of the light buoy.

수심정보를 이용한 가항구역 결정 방안 연구

  • 전자 해도는 선박의 항해와 관련된 모든 해도 정보를 국제표준에 따라 제작된 전자적 해도로서, 전자 해도에 포함된 등심선은 선박의 가항구역 선정에 사용되어, ECDIS를 이용한 항로계획 업무에 사용되고 있다. 전자해도를 이용한 항로 계획은 안전 등심선, 위험지역과의 근접 정도, 항로표지 혹은 침선과의 근접 정도를 고려하여 계획하기 때문에 정밀한 항해계획이 어려운 경우가 있다. 효율적인 항해계획을 위해서는 가항구역을 정밀히 계산하여 항해할 수 있는 공간을 확보하는 방안이 있다. 현재 안전 등심선으로 경계를 잡고 있는 가항구역에는 수심의 정도를 일정 단위로 편수되어 있다. 등심선 간격은 5m 혹은 10m 등 비교적 큰 넓은 간격으로 구성되는데 이는 수평거리로 수 키로미터의 차이를 보여, 협수로나 경사가 완만한 지역에서는 실 가능 항해구역과 가항구역의 격차가 현저한 경우가 있다. 본 연구에서는 이를 개선하기 위해 등심선보다 조밀한 수심 정보를 이용하는 방안에 대하여 연구하였다. 수심은 등심선보다 세밀한 지형정보가 들어있어, 등심선보다 정밀한 항해 계획을 할 수 있다. 그러나 가항구역은 면으로 구성되는 반면에 수심은 점으로 구성되어 있어, 수심을 들로네 삼각망 알고리즘을 적용하여 면으로 구성하였다. 이를 이용하여 가항구역을 계산함으로써, 실 항해가능 구역과 가항구역의 격차를 최소화하는 방안을 마련하였다.

  • This study is the visually emotional identification lighting for easy to distinguish using 3colors LED on AtoN facility in shore and harbor, which have realized a controller for certainly express the mouth of a harbor by red light and green light of both sides a harbor and for synchronization at a time of right and left or serial sequential the harbor guidance light through synchronizer or timer by GPS. There is expectation effect that is prevent a confusion about distinguish of facility by ship's operator and to beautify a night scene of harbor, which is expressed to emotional identification lighting differ from great many lighting of harbor with variable color lighting the lighthouse body and vertical layer color lighting using LED. The function of AtoN is adapted that guidance light through synchronization or serial sequential lighting and display of harbor safety message by CW lighting, and this system is the power consumption greatly reduce by candle alternated high light LED.

  • Aid to navigation is a navigational aid facility that informs a sailing vessel of its location and direction as well as a location of a specific obstacle by means of a light, shape, color, sound, radio wave, etc. It can be valuable in improving the safety of day and night vessel navigation at sea. For the safety of the tug boat, the minimum equipment requirements for each type of tug boat are arranged. Despite these preparations, the collision accidents between tug boats, barges, and light buoys can occur when the tug boat turns due to the length of the tow-line, tidal current, and the barge's momentum etc. The purpose of this study was to propose the basic system that analyzes the physical relationship between two vessels regarding the tug boat-barge-light buoy dynamics and propagate the corresponding data through the aid to navigation management & operation systems in use at each regional oceans and fisheries.
