The purpose of this study is to set a policy that can be specifically promoted according to the recently announced domestic equipment industry fostering strategy, and to suggest a plan that can be implemented. As a plan to foster the equipment industry, a new technology certification system and a new technology test and verification area operation and vitalization plan were set as alternatives. And a survey was conducted on companies conducting R&D to derive specific demand and introduction plans. As a result of the survey, it was found that there was a high demand for the use of new technology certification systems and testing and verification area. Also demonstration in connection with port equipment, testing and evaluation in connection with accredited verification agency, and preparation of dedicated agencies were derived to foster the equipment industry. Based on this, this study suggests a new technology certification system specialized for port equipment was established and a plan to institutionalize. In addition, in connection with the survey results and certification system, the basic functions and roles of the new technology testing and verification area was established. For future activation, incentives with effective certificates such as exemption of certification costs and issuance of performance confirmation certificates are needed, and efficient operation and management through dedicated organization and certification center were suggested.

In this study the writer would like to study the art of navigation in the Era of Silla. For the purpose of this study, the writer studied ship's log book of Ennin's Diary, the ancient ship's structures of Korean, Chinese, Japanese, winds and ocean currents around Korean Peninsular which effect the navigation of sailing ship, and ancient reference books and materials. The result of this study. in the ship's structure in the Era of Silla. bottom structure is considered flat and V-Shaped type, and sailing ship had anchor, sail, considerable deckhouse, transverse bulkhead. And the ship's main materials of sailing ship was wood. partially used irons in the panting structures. In the art of navigation, navigators used winds, ocean current, anchor, sail, depth and color of sea water, lights, ballast. Especially navigators used astrologers and geomancers for astronomical observation, weather forecast, natural phenomena.

The new flexible controlling method integrated with some existing maneuvers of reducing a great head way during approaching a pilot station or anchor berth, namely , Super Rudder (Woo) controlling method originally was developed. The conclusions of this paper are drawn. 1) Super Rudder (Woo) controlling method has the shortest distance along base course and distance off base course among all reducing maneuvers including Rudder Cycling. 2) This new method is flexibly adjustable to a range of yaw angles 5-35 degrees either ship's side depending on traffic situations, 3) This new method is versatile controlling maneuver enabling shipandlers to reduce or stop a ship's headway and to adjust the proper courses to a pilot station or anchor berth.

국내에 구축된 VTS는 해상안전을 위한 세계적인 기술흐름을 따라가기 힘들고, 향후 e-Navigation을 구현하기 위한 신기술을 VTS 센터에 적용하기에는 많은 기술적 제약이 따르며, 새로운 개념을 제안하더라도 마땅히 시험할 기반이 없는 실정이다. 이에 e-Navigation이라는 국제적인 추세에 대응하고, 새로운 기술이 접목된 한국형 VTS를 개발하고자 "해양 안전 실현을 위한 차세대 VTS(u-VTS) 기술개발"이라는 연구를 진행하고 있다. 이번 연구에서는 국내의 해상교통환경에 적합하고, 효율적으로 운영할 수 있는 차세대 VTS 시스템에 적용될 운영소프트웨어의 기능을 연구했다.

초대형 컨테이너선의 출현 이후 각국의 항만들은 메가 허브 포트가 되기 위하여 첨단기술을 컨테이너터미널 업무에 적용하는 등 효율성과 생산성 향상을 위한 노력에 박차를 가하고 있다. 컨테이너터미널에서는 게이트, 야드, 안벽 업무로 나누어져 있으며, 이들 업무간의 효율성 향상을 위해서는 각 업무들 간에 인터페이스가 원활하게 유지되어야 한다. 현재 컨테이너터미널의 야드 업무에서는 외부차량과의 인터페이스를 원활하게 하기 위해서 바코드를 이용한 키오스크 기반 외부트럭 인터페이스를 사용하고 있으나 변화해가는 항만 환경 속에서 좀 더 효율적인 야드 업무 처리를 위해서는 신기술이 적용된 외부트럭 인터페이스가 개발되어야 할 필요가 있다. 본 연구에서는 최근 컨테이너터미널 야드 업무에서 외부트럭과의 인터페이싱 방안으로 활발하게 적용되고 있는 RFID 기반 외부트럭 인터페이스와 기존 사용되고 있는 키오스크 기반 외부트럭 인터페이스를 비교 분석을 통하여 효율성을 평가하고자 한다.

IMO(국제해사기구)에서는 자율운항선박의 도입을 위해 현행 국제협약의 적용을 검토 중이며, 많은 회원국들은 Remote Operator(원격운항자)의 명확한 개념 정립의 필요성을 공감하고 있다. 그러므로 국제사회 대응을 위한 우리나라 현황을 반영한 Remote Operator의 개념 정립이 필요하다. 본 연구는 Remote Operator 개념 정립을 위해 앞선 신기술 사례를 분석하고 Remote Operator 개념 정립에 필요한 요소를 식별하고자 한다. 이를 위해 자율주행자동차와 드론 산업의 현황을 분석하고 도입에 따른 우리나라 정책 변화를 살펴보고자 한다.

4차 산업혁명으로 자율화·지능화됨에 따라 육·해상의 교통수단에 ICT 기술을 활용한 자율운행차 자율운항선박 등 신기술 및 서비스 개발이 점차 확대되고 있다. 본 연구에서는 해상분야의 자율운항선박 자율주행에 필요한 기술 도출을 위한 방법으로 육상분야의 자율주행차량의 핵심기술인 센서기술과 AI기술에 대해 알아보고 비교 분석하고자 한다. 자율주행차 주행을 위한 기술개발은 센서와 정밀도로정보(지도) 2트랙으로 개발이 진행되고 있으나, 최근 센서 오류 등으로 인한 사고발생이 잦아 정밀도로정보(지도) 중요성이 증가하고 있어 정밀도로 정보 구축을 서두르고 있다. 반면 자율운항선박의 경우 충돌회피 기술, 최적항로 개발, 정보보안 등 기술개발이 이루어지고 있으나 AI용 수로정보에 한 대비는 진행되고 있지 않고 있다. 따라서, 자율운항선박의 안전한 자율주행을 위한 방법으로 AI 알고리즘 연산과정에서 기계적으로 이용 가능하고 목적에 적합한 수로정보 구축이 필요하며 우리나라 선박의 안전운항을 위해 국가차원에서 수로정보 수집 및 생산을 담당해야 하므로 국가에서 주도하에 연구개발이 진행되어야 할 것이다.

인공지능(AI), 사물인터넷(IoT) 등 관련 기술의 발전으로 자율운항선박 상용화가 임박하게 되었다. 국제해사기구(IMO)는 새로운 기술도입을 촉진하는 한편, 신기술 도입에 따른 위험을 최소화하기 위하여 자율운항선박 협약(MASS Code)을 개발하고 있다. 대한민국 또한 '자율운항선박 기술개발 사업(KASS)' 추진을 통하여 기술개발과 핵심기술의 국제표준화를 추진하고 있다. 이 연구에서는 현재까지 협약 개발의 국제적 현황을 분석 후 대한민국 핵심기술을 국제적으로 표준화하기 위한 대응방안에 대해 제시하였다.

This article is to investigate the development of seamanship and the art of ship building, marine environment, Silk Road through the sea, and spice exchange at the trade growth of Song Dynasty. For better understanding marine environments, I exemplified what goes before such essential factors as experience and skills in maritime activities. I also demonstrated that South Song Dynasty's abundant economic strength and foreign opening strategy had been supervised systematically through the trade management organization and noted that the nation's overseas exchange had made great effects on its society. The import of the perfume provided the cause where the western influence occupies the orient in the same time when it is a keychains of the orient and the western interchange. For this reason, perfume, which once contributed 1/20 of the revenue, enlarged its portion to 1/10 of the revenue. This indicates the influence of perfume on the national finance in the Song period.

The objective of this study is to evaluate the effectiveness of new operation system for port container terminals. We assumed that the operation system of container terminal consists of monitorig ＆ control system, operation system, planning system, and information technology, and we selected total 19 technology alternatives. Through the results of questionnaire and interview received from field expert, we established the evaluation model and analyze the productivity improvement by estimating the weight and the priority of productivity for operation system. From the developed model, we provide useful implications to introduce new technologies of operation system for domestic container terminals.
