A Study on A Proper Application for The Navigational Rules in The Public Order in Open Port Act (개항질서법상 항법적용)

  • When sea going vessel approaches her destination port, marine traffic density is increased, especially, the marine traffic is concentrated in the entrance channel and the fairway in the inner harbour is more narrow. Therefore, special navigational rules for preventing collision at sea is needed in the inner harbour. Hence there are the rules in The Public Order in Open Port Act in Korea But, in the case of conflict of navigational rule concerned, it is possible to be raised a question that which rule shall be applied preferentially. Also, it is necessary to understand the exact meaning of the navigational rules in The Public Order in Open Port Act. Because the misunderstanding of the rule is caused the collision Therefore, this paper aims to discuss the exact meaning of the navigational rule concerned in the view of legal basis and suggest the principles for a proper application of it.

  • Since IMO(International Maritime Organization, hereafter IMO) has decided the Wing-In-Ground craft as one of the ships, A few regulations and recommendations have been revised and approved internationally and domestically. However, the navigation rules considering types and navigation characteristics to secure the safe navigation of Wing-In-Ground craft are not sufficient and especially, there are no navigation rule between Wing-In-Ground crafts. In this situation, it is judged that the navigation rules related to the Wing-In-Ground crafts in any condition of visibility should be moved to the section of the ones in sight of one another to define the responsibilities between WIG and other vessels, and the new regulation, which Type 'B' and 'C' WIGs should avoid Type 'A' WIG, has to be established to ensure the safe navigation between WIGs on the current laws.

  • The Supreme Court in Korea judged the conduct of vessels in narrow channel was applied in order to prevent a ship collision in narrow channel, regardless of kind of a ship or weather situation, as application was not excluded as vessel restricted in her ability to manoeuvre without other special circumstances such as receiving the right of keep her course and speed from the other vessel, any priority was not guaranteed for vessel restricted in her ability to manoeuvre in regard to the other vessel following the conduct of vessel in narrow channel. In this judgement, there is concern to cause disorder to interpretation in the rule of narrow channel and responsibility between vessels. Therefore, this study aims to suggest correct interpretation about the rule concerned.

  • 현재 선박교통관제는 「해사안전법」과 「선박의 입항 및 출항 등에 관한 법률(이하 선박입출항법 )」에 이원화 되어 최소 사항만을 규정하고 세부운영규정은 「선박교통관제의 시행 등에 관한 규칙」 등에 위임되어 있다. 법률 소관 부처와 집행기관이 상이함에 따라 법체계를 일원화하고 벌칙 규정들을 선박교통관제 관점에서 면밀히 검토하여 이를 토대로 향후 제정 예정인 「선박교통관제법」의 효율적 집행과 강화 방안을 마련함에 이 연구 목적을 두고자 한다.

  • VTS관제구역 안에서 항행 중인 선박이 개항을 입출항하거나 지정된 통항분리수역을 항행하면서 규정된 항법을 준수하지 아니하고 있으며, 이로 인해 해양사고(좌초 및 충돌사고)가 발생하고 있다. 이에 사고사례를 통해 사고당시 VTS관제사가 취한 조치와 향후 해양사고예방을 위한 적절한 VTS관제에 대하여 의견을 제시하고자 한다.

  • 입출항 선박의 증가와 선박의 대형화로 인하여 두 선박간의 항법규정을 기본으로 하는 해상충돌예방규칙 등 기존의 규정만으로는 연안해역과 항만의 출입항로에서 안전하고 원활한 해상교통을 기대하기 어렵게 되었다. 낚시 유어선과 항내운항선박 등 혼잡요인이 많은 항만의 항로환경을 해상교통공학적인 방법으로 연구하여 출입항 선박들의 혼잡을 감소하고 어선 및 어장의 간섭을 줄일 수 있는 시스템을 마련하여야 한다. 항로와 정박지, 교통안전특정해역, 항행보조시설 등 하드웨어 개선뿐만 아니라 소프트웨어라고 할 수 있는 도선사 승하선 구간의 해도표시, 출입항 선박간의 방향별 집단관리로 등으로 혼잡을 정리하는 개선이 필요하다. 항로의 혼잡과 위해요소의 감소 및 어민 등 항로주변 수역 이해관계의 조율에 기여할 수 있는 이러한 연구가 현실에 부합하기 위해서는 현장에서 항로를 이용하는 전문가의 축적된 경험을 바탕으로 연구함이 효과적이다.

  • VHF는 선박의 입출항을 위한 정보 제공 교환 및 안전항해에 크게 기여하고 있다고 할 수 있다. 반면에 VHF 통화는 상대방에게 자신의 의사를 제대로 표시하지 못할 경우 더 위급한 상황이 발생할 수 있으며, 규정된 항법에 따라 조기에 피항조치를 취할 시기를 놓칠 수 있다. 이 글은 해양사고 사례를 통해 해양사고 예방을 위한 VHF의 적절한 사용 필요성을 제시하고 있다.

  • In this paper, a vision-based relative navigation system is addressed for autonomous aerial refueling. In the air-to-air refueling, it is assumed that the tanker has the drogue, and the receiver has the probe. To obtain the relative information from the drogue, a vision-based imaging technology by infra-red camera is applied. In this process, the relative information is obtained by using Gaussian Least Squares Differential Correction (GLSDC), and Levenberg-Marquadt(LM), where the drouge geometric information calculated through image processing is used. These two approaches proposed in this paper are analyzed through numerical simulations.

  • This study focuses on the implementation of C-band radio navigation in the 5.03 ~ 5.15 GHz terrestrial band to cooperate with GNSS navigation mainly used in existing UAMs. This is one of the navigation technologies that can fully satisfy the requirements of Title 14 of CFR-135.165. According to the FAA, the use of two or more independent navigation sources for aircraft is proposed for aircraft. This study proceeded with the link budget derivation through radio wave propagation path loss analysis, and antenna shape design for miniaturized Doppler VOR, and DME design with enhanced positional distance resolution compared to conventional aircraft. The ground navigation system which is the result of this study, consists of a VOR/DME ground station and a terminal that can be mounted on UAM. Significant performance was confirmed through the production and testing of each prototype.

  • International Civil Aviation Organization (ICAO) has recommended the adoption of performance-based navigation (PBN), which utilizes global navigation satellite system (GNSS). As a part of efforts to adopt PBN in South Korea, preparations have been made to implement GNSS. In Oct. 2014, Korea augmentation satellite system (KASS) was officially launched for development. A set of navigation devices need to be on-board for an airplane to utilize GNSS. GNSS navigation devices are used for different phases of flights through en-route, terminal, departure, approach and a wide variety of specification standards have been proposed for GNSS navigation. In this paper, we investigate the many proposed standards for GNSS navigation devices and their interfaces. This paper can be useful for designing procedures and flight test used in KASS implementation.
