A Study on the Concept and Protection System for the Geographical Indication (지리적 표시제도의 의의 및 보호체제 연구)

  • This study reviews the concept and protection system for the geographical Indication(GI) to support the Korea-EU FTA. A geographical indication(GI) is a name or sign used on certain products or which corresponds to a specific geographical indication or origin (eg. a town, region, or country). The use of a GI may act as a certification that the product possesses certain qualities, or enjoys a certain reputation, due to its geographical origin. In the WTO Agreement on Trade-Related Aspects of Intellectual property Rights("TRIPS"). There are, in effect, two basic obligations from Article 22 to article 23 on WTO member governments relating to GIs in the TRIPS agreement. Geographical Indications have long been associated with Europe as an entity, where there is a tradition of associating certain food products with particular regions, Under European Union Law, the protected designation of origin system which came into effect in 1992 and 2003 regulates the following geographical indications: Protected designation of origin(PDO) and protected geographical indication(PGI) and Traditional Specialty Guaranteed(TSG). They have 5,000 articles for GI. We have the GI system and 40 articles rotating to registration by the law for quality management of production in agriculture. Cinclusinally, geographical indications could potentially serve as tools to helf holders of trade benefit more equitable through the mutual Acceptance for Korea-EU FTA.

  • This study is to know the Enhancement of Aviation Safety for Low Cost Carrier in Korea through the long and mid term air safety policy. Especially, the aviation safety authorities of the developed countries in aviation establish action plans under the system plan of central government. Then the countries implement those plans systematically to the related aviation business so that they promote efficient air safety policy implementation. At this time, the Korean government should present the vision about an air safety and systematic strategic plan to cope with the future aviation industry change. Also, it is needed to establish a specific aviation safety action plan. Namely, an air safety master plan and long-term road map must be established. This paper deduces some implications through the abroad cases of aviation safety plan, and then tries to find the applying method of the implications to Korea in the rapidly changing aviation market in the 21st century. It is expected that this paper will help the Korean aviation industry to play a major role in the future. In oder to get suggestions aviation policies of advanced countries with regard to aviation safety, we have looked at the aviation policies of the U.S., the U.K., Australia and Japan, and also LCC's states overseas, LCC's safety policies in Korea, and aviation safety status. Since existing LCCs and new LCCs based in Korea have become the new concept, this new market for LCC has been booming recently. Around Southeast Asia, while there are some LCCs including Air Asia which is supported by the government of Malaysia with emphasis on safety, there are other LCCs, which have failed to achieve confidence in safety and have led to aircraft accidents and financial mismanagement, so we need to verify the safety of overseas LCCs, try to improve domestic LCCs in order to fly international routes and aid international aviation safety. LCCs have been increasing lately thanks to open skies policy and a wide variety of flights.lines. Air Busan, Jin Air, Jeju air, Eastar Air are in service. so the risk of new potential hazards may increase. Therefore it is necessary to take the initiative in aviation markets inside and outside of Korea and the safety management of new LCCs should be taken more seriously than ever before. Among overseas aviation safety policies, we need to implement the FAA's Filght Plan which has a specific Business Plan. I hope this thesis will help improve aviation safety locally and internationally.

  • An app based on the augmented reality and QR codes is developed in this paper. This app is for guidance to the harbor and management the facilities in ships. Using the smart device app people could receive guidance the course to visit Mokpo harbor and information for the port and ship's facilities. Through the utilization of smart devices, the app is easy to find the desired destination to and provide the convenience of tourists. In addition, by using the QR code people could see an explanation of the ship's facilities and write the inspection reports for the facilities.

  • 기존의 역할기반 접근통제(RBAC: Role Based Access Control) 모델은 역할(R), 사용자(U), 접근권한 할당(A), 접근권한의 상속성의 관계에 의해 접근통제를 실행할 때. 하위역할에 할당된 사용자의 모든 접근권한은 상위역할에 할당된 사용자의 접근권한에 상속됨으로서 권한의 집중으로 인하여 최소권한 정책을 위배하고, 권한의 남용문제가 발생한다. 본 논문에서는 기존의 RBAC 모델에서 제기되는 문제를 해결하기 위하여 역할에 보안등급(허용등급, 허용범위)을 이용하여 접근권한의 상속성을 제한하고, 속(보안등급, 부분순서)의 이론을 적용하여 접근권한의 흐름을 통제할 수 있는 역할계층 접근통제 모델을 제안하였다. 제안한 모델은 역할의 특정영역을 지정함으로서 부분적인 역할계층을 구성할 수 있기 때문에 새로운 역할을 추가하거나 제거를 용이하게 할 수 있고, 역할의 계층구조를 간편하게 갱신할 수 있게 항으로서 다단계 보안시스템에서도 효과적으로 접근통제를 할 수 있을 뿐 아니라 대규모 보안시스템으로 확장할 수 있는 장점을 갖는다.

  • 우리나라 지하수 관리 정책의 기조는 지속가능한 미래 청정 지하수의 체계적인 보전 및 관리 기반을 강화하는 것이다. 이를 위해 지하수의 지속적인 조사, 관측 및 체계적인 개발, 이용이 이루어지도록 추진중에 있다. 한편, 현재 우리나라의 지하수 개발가능량은 10년빈도 갈수시 소유역의 연간 함양량으로 정하고 있으며 이와 같은 기준은 1996년 지하수 관리 기본계획시 정해진 기준이다. 현재 우리나라의 지하수 함양량 산정은 기저유출분리법, 물수지 분석법, 지하수위 강하곡선법, 분포형 수문모형기법 중 한 가지를 사용하도록 기초조사 지침에 명기되어 있으며 함양량으로부터 개발가능량을 추론하고 있는 실정이다. 그러나 대부분의 결과는 주로 유역 규모의 연단위 대표 함양량을 추정하는 데 주안점을 두고 있어 개정지하수법 6조 2항에 의해 시군구 단위에서 수행하는 지역 지하수 관리 계획 수립과 같은 세부계획에는 활용이 어려운 것이 사실이다. 따라서 본 연구에서는 분포형 지표수-지하수 결합모형인 SWAT-MODFLOW 모형을 이용하여 10년 빈도 갈수년에 해당하는 함양량으로부터 시군구별 개발가능량을 산정하고 이를 지역의 이용수량과 비교하여 과부족을 평가할 수 있는 방안을 제시하였다.

  • The purpose of this study is to examine the task of the policy on the collecting cargoes of the Japanese container ports. Although the ports of Asia countries such as China, South Korea have increased the amount of cargoes dramatically since the latter half of 1990s, the amount of cargoes Japanese container ports deal with have increased within narrow limits. As a result of this trend, the position of Japanese ports as hub-ports has been falling down. The times of main liners linked with North America and Europe stopping at Japanese ports have continued to decrease. So Japan container ports need the policy to increase the amount of cargoes in order to avoid becoming feeder ports. This policy is to collect domestic cargoes which are transshipped in Asia ports such as Busan port from Japanese regional ports to core ports. By collecting domestic cargoes to Japanese core ports intensively, the times of international main liners stopping at Japanese core ports will increase. It's important to support the domestic liners linking between Japanese regional ports and core ports in order to collecting domestic cargoes to Japanese core ports effectively. In addition the role of Japanese government to achieve the coordination between Japanese regional ports and core ports is indispensable.

  • 2009년 인천지역의 목재 및 나무제품제조업과 가구 제조업체는 총 1,285개로 각각 전국 목재 관련 제조업체의 10.4%와 6.7%를 차지하여, 일반 제조업의 전국비중 6.1%에 비해 높은 비율을 보이고 있다. 또한 종사자 수 역시 총 13,202명으로 각각 전국 목재 관련 제조업체의 21.0%와 9.9%로 인천이 큰 비중 차지하고 있다. 한국은행(2009)에서 발표한 지역별 산업 산출액 기준으로도 인천지역의 산출액은 수도권의 12.5%, 전국의 5.5%를 차지하고 있는데, 이중 가구 기타제조업(12.8%), 목재 종이(10.6%) 등은 전국에 비해 상대적으로 높은 비중을 보이고 있다. 본 연구에서는 최근 친환경 저탄소정책으로 다시금 부각되고 있는 천연목재를 기반으로 한 인천지역 목재산업을 육성할 수 있는 대안으로 인천항을 중심으로 한 목재산업 클러스터화를 위한 고찰을 수행하고자 관련 연구 문헌 및 설문 조사를 기반으로 목재산업단지 조성의 필요성과 경제적 파급효과를 제시하고자 한다.

  • The existing legal regulations that indiscriminately distributed various illegal information on the information network are discussing focused on civil liability and criminal liability. however, at this paper that approached with problem of police responsibility as a target of the exert of police authority for blocking illegal information on the information network. based on this recognition, this paper propose the problem and reformation about the present Information Communication Networks law's 7 of Article 44, Section 2 that for prompt blocking illegal information on the information network, not about direct regulatory approach to a person in charge of act but about the information network service provider which is a person in charge of condition.

  • In the Bill of Lading of The Irbenskiy Proliv is not subject to the Hague-Visby Rules in accordance with paragraphs (A) and/or (E) of cl.1 or to the Hague Rules in accordance with paragraphs (B) and/or (D) of cl.1. The Irbenskiy Proliv is very rare case that is effective to exempt the carrier as literal words of Bill of Lading. The action concerns cargoes of perishable goods shipped from Brazil to Japan, under Bills of Lading each of which contained an extensive carrier's exemption clause. A preliminary issue was ordered to be determined on the question whether c1.4 is effective to exempt the ralliers from any potential liability for the claims in this case. The court held that there is no reason to reject c1.4 as part of each of the contracts contained in or evidenced by the bills of lading; and it protects the carrier where damage to the goods shipped results from such causes. It is therefore effective to exempt the carriers from any potential liability for those claims.
