  • 지난 1997년 IMF에 이어, 미국의 서브프라임사태로 인해 우리나라는 다시 한 번 국가적으로 경제위기를 맞이하게 되었다. IMF 때와 지금의 경제위기는 여러 방면으로 항만운영에 영향을 미쳤다. 많은 선행연구에서는 항만의 일반적인 마케팅전략에 대한 연구가 많은 반면, 경제위기시 이에 대한 대응전략에 관한 연구는 미비하였다. 이에 본 연구에서는 지난 경제위기가 항만에 미쳤던 영향과 우리나라 항만의 대응방법을 분석하고, 외국항만들의 경제위기 대처 방법들을 조사하여 우리나라 항만에 적용해봄으로써 미래의 경제위기에 우리나라 항만이 어떻게 대비해야 할 것인가에 대한 방안을 제시하고자 한다.

  • To correspond actively to international economy, shipping and port environment change, world main ports have converged in competitiveness raising. However, existing researches have been intensively analyzed port competitiveness on among ports. So, this study analyzes the relations between the main factors of port selection and port competition players: central government, port authority, terminal operators, shipping companies, etc. This paper has a purpose that each port competition player makes a competitive strategy in accordance with this study. First, this study reviewed shipping and port market's environment change and port selection decision factors to correspond to these environment changes and on the basis of this review analyzed relativity between component port competition players and port competition factors. However, port authorities and terminal operators appeared high relevance about in side of expense, service, facilities etc. Because port authorities offered incentive to pull many shipping companies to their ports and terminal operators managed port authorities' ports. But we could deduce high relevance according to other market players' properties without port authorities and terminal operators. Port marketing strategy establishment among port competition players is available on the basis of these factors.

The Factors Affecting on the Integration Intention among the Port Authority Members in Korea (우리나라 항만공사 조직구성원들의 통합의도 및 영향요인 연구)

  • In order to solve the current problems and inefficiencies within the Port Authorities(PA) in Korea, this study introduces the concept of the integration of PA and analyses the intention of integration. This study is based on analysing the surveys participated by the members of PA. The surveys consist of six main factors which could influence the intention of integration of PA; contribution, autonomy, strategic factor, financial factor, marketing factor and environmental factor. The two main implications from this study can be categorised as follows. First, this study identifies the structural problems such as regional self-centredness of PA, obscurity of organisations' roles and their rights, limitations on diversification of business and restrictions within PA. Second, this study extensively discusses the option of improving the inefficiency whilst maintaining the current system or to switch to the integration of PA. In addition, it has been found that individual PA recognise the little need for integration. Since the results show that the strategic, financial, marketing and environmental factors would cause both significant and little significant impacts, it would be too haste to decide on a conclusion. However, it is possible to say that the rapid integration of PA can neither improve the efficiency nor improve the characteristics of each region. Therefore, the significance of integration of PA must be further discussed from many different perspectives. The results of this research will serve as a basic literature for further studies on the integration of PA in Korea. Moreover, the problems that have been identified and analysed in this study will contribute to establishing the strategy for further development of PA in Korea.

A Study on the role of port operation organizations for the development of a region port (지역항만 발전을 위한 항만운영기관의 역할에 관한 연구)

  • This study is aimed to extract the key role of port operation organizations for the development of region ports and identify the operating efficiency priorities of three ports such as Busan, Incheon and UIsan port operated by PA(port authority). The Factor Analysis(FA) and Fuzzy Method were used as the analysis methodes. As an important role of port authority and regional maritime affairs & port office, thirteen sub-evaluation factors and four top-level evaluation factors were selected using the FA. Among the top-level evaluation factors i.e. 'port security, information management', service for regional society and customers', 'port marketing' and 'customer attraction', the most important factor was identified as 'port marketing'. The total port efficiency was evaluated using these factors and Fuzzy Method. As a result, Busan ranked 1st, followed by Incheon and Ulsan.

So far many attempts have been made to analyze the international competitiveness of the terminal. Six factors hypothesized by this study come from previous research analyses about customers preference for port selection. Those are Cost Centrality and Intermediacy Free trade port Inland transportation connections Political and Economic institution and Port facilities. this study analyzes the most important factors about hob port and transhipment port separately through questionnaire analysis about users(shipper shipping company and freight forwarder) influencing on port selection.   • This study aims at improving Korea's competitiveness in port logistics through marketing strategy with integrating the conceptual approach into the empirical one and combining both the oldest military treatise and the newest evaluating model in social science that was applied by the HFP(hierarchical fuzzy process) model enhanced by the KJ method. The empirical results of this study show Busan in the middle among subject ports. At present, Korea plays a reciprocal role in the port market in East Asia, but in the medium- and long-term, Korea's ports will vie together with most major ports in the East Asian region. A descriptive investigation shows that Korea's developing tasks in port logistics must be considered in the context of the direction for developing port policies, the necessity of expanding port facilities in the capital region, securing the sufficient traffic volume through the establishment of the hinterland linking system and its positive utilization, and reforming the direction for developing the global logistics through increased port competitiveness. In the short- and medium-term, Korea must use the opportunity factor of 'Growth and open door policy of China' as a geoeconomic advantage and to utilize Korea's ports as a gate to Chinese foreign trade. With the rise of China's economy, China also plays a significant role in both port and airport markets. Hence, the linking system between the two must be established to meet the expanding traffic volume, especially in the capital area. Moreover, it is necessary for Korea to secure port logistics through the establishment of the hinterland linking system and its positive utilization. The great accomplishment of this paper is to present strategies to increase Korea's port competitiveness in the rapidly changing environments of world logistics with the focus on both the oldest military strategic treatise and the newest empirical method in social science. In order to reinforce this study, it needs further compensative research because the evaluation structure could be subdivided with more extensive and precise criteria.

  • Competition to attract the increasing container cargoes of North China and the West Japan in North-East Asia region is fairly intensed in recent days between the main ports of Korea, China, and Japan. Inducing a new container cargo make those countries possible to invest enormous fund to mordernize its port facilities, as well as to improve efficiency in Port operation and management. In this situation, Strategy to attract transshipment cargoes is of the immediate necessity, This study, therefore, aims to establish the feasible strategies to attract transshipment container cargoes in the North-East Asian region by empirical analysis, he major output of the research is as follows : First, Busan Port to attract transshipment cargoes is required to adjust port tariff and free storage period with flexibility for liner shipping companies and freight forwarder. Second, Price-Demand function of Busan port between main competitive ports in North-East Asian region that is derived from strategies to attract transshipment cargoes, helps marketing manager to fix scientifically port price as understanding the change of demand quantity.
