Lately most Asian countries have tried to develop their ports into a hub port in their region. However, only a few studies examined the theoretical rationale for hub port strategy. Thus, this paper aim to identify the effectiveness of hub port development strategy in global and regional perspectives, respectively. For this aim, the paper conducts regression analysis on the relationship between port size and growth ad calculates the Hirshman-Herfindahal Index on Asian container ports. According to the empirical results, larger ports have grown faster than smaller ports in the world container ports und European/North American ports. However, in the case of the Asian container ports, the result was opposite. And port concentration in Northeast Asian ports is decreasing gradually during the last two decades. Consequently, the effectiveness of hub port development strategy was not very strong in Northeast Asian region.

This paper analyses the relative efficiency of 13 container terminals based on the data for the period 2003-8 to offer a fresh perspective. There has been abundant empirical research undertaken on the technical efficiency of Busan and Gwangyang port. Most studies have focused on the use of parametric and non-parametric techniques to analyse overall technical efficiency. Here, the framework assumes that terminals use two input to produce one output; the former includes container yard and container crane and the latter container volume. Jarque-Bera indicates that three variables are not normally distributed and the positive skewness shows that all the variables have long right tails. This means there are many small-scaled container terminals. This paper also employs heteroscedastic Tobit model to show the effect of the explanatory variables on the container terminal efficiencies. The Tobit model shows that both container yard and container cranes have positive effect on the container terminal efficiency, but container yard has a higher impact on the efficiency than the container crane.

Container port development in Korea seems to be based on the policy of balanced regional development rather than demand and supply theory. The problem of overcapacity and low utilization faced by several ports such as Kwangyang, Ulsan New Port and Phohang Youngil New Port can back up this. Furthermore as some ports are located closely sharing the same domestic hinterland the revitalization of the ports is not easy resulting in wasting resources with both regional and national aspect. This study, therefore, aims at providing an empirical results for the container port classification of the 5 ports such as Busan, Kwangyang, Incheon, Pyeongtaek and Ulsan. For this several time series data for the ports such as transshipment containers, import and export containers, origin and destination countries, and local origin and destination are analysed. Based on the results of the analysis the 5 container ports are classified together with their practical roles, and the functional overlap of the port including Phohang was analysed.

Once it has been built, a container terminal is impossible to move to another location. It is hard to rectify wrong decisions in a container terminal. This highlights the importance of decision making for a container terminal. The port management about a container terminal has developed from a cargo interface location between sea and land transport, to the standardization of information and procedures due to globalization among global shipping and terminal operators. This research focuses on the current states of market and management for global container terminal operators by investigating up-to-date data for them. The current market states for global container terminal operators are analyzed by using by Herfindahl-Hirschman Index. The analyses of current management states for global container terminal operators are divided into profitability analysis, activity analysis, and bankruptcy risk analysis. Finally, global container terminal operators are clustered into three groups by the current management states.

서비스산업 육성을 통한 신규 일자리 창출방안의 모색에 정책적 관심이 크게 집중되면서 해양레저활성화와 더불어 친수문화 확산차원에서 마리나산업의 육성을 위한 다양한 대책들이 발표되었다. 국내 마리나시설들의 이용 및 관리여건은 초보적 수준에 머물러 있다. 이에 본 연구에서는 마리나산업 육성을 위한 국가 정책과 연계하여 국내 마리나항만의 관리여건 검토와 해외사례 분석을 토대로 마리나항만의 이용활성화를 위한 관리제도 개선방안을 제안하였다.

본 연구는 싱가폴 VTS의 현장을 직접 방문하여 파악한 시설현황과 제도를 위주로 기술하였다. 관제사의 선발 시스템 및 교육 훈련 제도가 어떻게 운용되고 있는지에 대해서도 알아보았다. 또한 현재 싱가폴 VTS에서 추구하고 있는 차세대 VTS에 대한 방향에 초점을 맞추어 우리가 벤치마킹할 요소들에 대해서 집중적으로 검토해보고 우리나라 VTS의 발전방향을 모색하여 보았다.

해양플랜트의 관심의 증가로 사업의 수요가 많아지고 플랜트 사업이 활발해지고 있다. 플로팅구조물의 상부구조물과 하부구조물간의 발생 할 수 있는 집중응력으로 인한 구조적인 문제를 제기하며, 이 문제를 해결할 수 있는 효율적인 전이보시스템을 제안한다. 전이보시스템이 주각부에 발생하는 집중하중을 분산시키는 효과가 있는지 유한요소 프로그램인 ABAQUS를 통해 구조해석을 수행한다.

호황기에 정기선업계가 미처 생각하지 못했던 북미 서안항만의 혼란은 어디에서 비롯된 것일까? 로스엔젤리스(LA)·롱비치(LB)항의 피크(peak)시 80척 이상의 체선현상도 12월 중순에는 거의 해소됐다. 그러나 항만 노동력의 부족, 환경 문제, LA·LB 양 항만으로의 과도한 집중, 대체항의 부족 등의 많은 문제들이 가로놓여 있는 상태이다. 일본해사신문 편집부 기자가 LA·LB 등 미 서안지역을 직접 방문하여 혼란스런 미국의 관문(gateway)을 둘러보았다. 다음은 일본해사신문이 5회에 걸쳐 게재한 기사내용을 정리한 것이다.(편집자 주)

Asian container market, expecially in the NEA(Northeast Asia) region, has been growing continuously according to international specialization of manufacturers. The circumstances surrounding port industry has also been changing rapidly. Global liner and GTO( Global Terminal Operators} have strengthen there market share with M&A and increased entry to Asia market. The competition in NEA have deepen with change of circumstance and the growth of Chinese ports while Busan port decreasing its growth rate and market share. Therefore, this study analysed the change of the port concentration in NEA and the positioning of Busan port by year. In the result, the competitive position of Busan port weakening continuously and loss much volume to competition port, and it suggests that a globalization strategy is essential for making sure of competitiveness based on the result of this paper.

우리나라 첫 연안VTS인 진도 연안VTS의 운영 성과를 분석하고, 운영 사례를 조사하여 연안VTS기능에 관하여 실증적으로 분석하였다. 연안VTS는 관제구역이 넓어 해상교통 특색이 장소마다 상이하며, 집중 관제를 필요로 하는 곳이 많았고, 통항선박 중어선과 같은 비관제 대상 선박이 다수를 차지하여 이들의 관제가 중요한 것으로 조사되었다. 그리고 선박 운항자의 집중도가 항내보다는 떨어지므로 인적과실에 의한 사고 개연성이 높은 것으로 분석되었다. 연안VTS는 항만VTS와 같이 정보제공, 항행지원, 교통관리의 역할을 주로 하고 있지만, 수색구조 지원, 해상 보안, 해상치안 업무, 해양오염 대응, 비관제 대상 선박 업무 및 수상레저 안전관리 등의 기능을 강화되는 것으로 나타났다.
