A Study on Improving Measures against Terrorism in Metropolitan Subways (지하철내 테러대응 개선방안의 연구)

  • Recently the characteristics of those who committed serious terrorist crimes are not directly related to the direct command system of a specific terrorist organization (ex. IS) but are influenced by the political propaganda of terrorist organizations online, Terrorist crime under the loose form of the terrorist organization. Therefore, this study suggests ways to improve countermeasures against terrorism in metropolitan subways. Although it is important for the prevention of terrorism in the subway, it is important for the police officers of the subway police and the special police officers of the railway to have a physical limit to take charge of them, and after confirming that improvement measures are necessary, And pointed out the possibility of establishing independent security departments where judicial and administrative control is not feasible to grant police rights. In addition, I pointed out how to improve the safety of subways in the metropolitan area through the recruitment of core job candidates and the identity survey during the subway operation. Furthermore, it was confirmed that a special council on terrorism, which can take into consideration the characteristics of subway terrorism, such as airports and ports, is required to be established in charge of terrorism prevention under the current Anti-Terrorism Act. Finally, it is once again emphasized that the strengthening of the powers of the counterparts to terrorism must inevitably limit the basic rights of the people, so the principle of proportionality must be observed in their activities.

Improvement of The Scope of Business Subject to Consultation on Utilization of Sea Areas for Developments According to the Fishing Village and Fishery Harbors Act (어촌·어항법에 따른 개발사업의 해역이용협의 대상사업의 범위 설정 개선방안)

  • In case of the Sea Areas Utilization Consultation about fishery harbor facilities there has been problems excepting a mooring facility and having the same scope of business subject with harbor, while those scale are different. In this study, we analyzed the 17 cases of the statements for Sea Areas Utilization Consultation according to the development projects of fishery harbors for 2013-2014 and suggested the improvement way to go. First, it is needed to reassess the scope of business subject about fishery harbor because the environmental effects about the development projects for the fishery harbor are not considered separately by facilities, development project for the fishery harbor. Therefore, the reassessment about them are needed surely. Second, the adjustment of the range about fishery harbor facilities on the Sea Area Utilization Consultation is needed because in case of most small fishery ports, the sizes of those facilities are less than the boundary area ($50,000m^2$). Last, consultation subjects shall be more clear in order to protect confusions-related with applying for the Consultation on Utilization of Sea Areas. A new rule for clarifying consultation on business subjects is needed in order to reduce the unclarity and the confusions from being occurred by difference between 'occupancy or use permit of public waters' and 'exclusion of application' and business subjects according to the Public Waters Management and Reclamation Act and the Marine Environment Management Act, respectively.

Wave Response Analysis for Pontoon-type Pier: Very Large Floating Structure (폰툰형 초대형 부유체식 부두의 파랑응답해석)

  • In this study, we proposed a pier of pontoon-type, "Very Large Floating Structure" (VLFS), with the length of 500m, breadth of 200 m and height of 2 m in Yeosu domestic port. Since this structure ought to endure wave loads for long periods at sea, it is essential to analyze the wave response characteristics. Direct-method is used to analyze the fluid-structure problem and the coupled motion of equation is used to obtain response results. The structural part is calculated by using finite element method (FEM) and the fluid part is analyzed by using boundary element method (BEM). Dynamic responses caused by the elastic deformation and rigid motion of structure are analyzed by numerical calculation. To investigate response characteristics of the pier in regular waves, several factors such as the wavelength, water depth, wave direction and flexural rigidity of structure are considered. As a result, wave response of pier changed at the point of $L/{\lambda}$ 1.5 and represented the torsional phenomenon according to the various incident waves. And the responses showed increasing tendency as the water depths increase at the incident point in case of $L/{\lambda}=8.0$ and peak point of vertical displacement amplitude moved from side to side as the flexural rigidity of structure changes.

Numerical Simulation of Nonlinear Interaction between Composite Breakwater and Seabed under Irregular Wave Action by olaFlow Model (olaFlow 모델에 의한 불규칙파 작용하 혼성방파제-해저지반의 비선형상호작용에 관한 수치시뮬레이션)

  • For the design of composite breakwater as representative one of the coastal and harbor structures, it has been widely discussed by the researchers about the relation between the behavior of excess-pore-water pressure inside the rubble mound and seabed caused by the wave load and its structural failure. Recently, the researchers have tried to verify its relation through the numerical simulation technique. The above researches through numerical simulation have been mostly applied by the linear and nonlinear analytic methods, but there have been no researches through the numerical simulation by the strongly nonlinear mutiphase flow analytical method considering wave-breaking phenomena by VOF method and turbulence model by LES method yet. In the preceding research of this study, olaFlow model based on the mutiphase flow analytical method was applied to the nonlinear interaction analysis of regular wave-composite breakwater-seabed. Also, the same numerical techniques as preceding research are utilized for the analysis of irregular wave-composite breakwater-seabed in this study. Through this paper, it is investigated about the horizontal wave pressures, the time variations of excess-pore-water pressure and their frequency spectra, mean flow velocities, mean vorticities, mean turbulent kinetic energies and etc. around the caisson, rubble mound of the composite breakwater and seabed according to the changes of significant wave height and period. From these results, it was found that maximum nondimensional excess-pore water pressure, mean turbulent kinetic energy and mean vorticity come to be large equally on the horizontal plane in front of rubble mound, circulation of inflow around still water level and outflow around seabed is formed in front of rubble caisson.

Fundamental Study on Recycling as Construction Material of Dredged Harbor Soil Mixed with Clay and Glass Frit (점토와 유리프리트를 혼합한 항만준설토의 건축자재 재활용에 관한 기초연구)

  • This research was performed to evaluate the recycling feasibility as a construction material of dredged harbor soil mixed with clay and glass frit. Concentration of heavy metals of the dredged soil from D harbor was severly high, showing Zn of 526.0~13,150.1 mg/kg. The dredged soil was maily composed of 48.30 wt% $SiO_2$, 16.60 wt% $Al_2O_3$, 10.10 wt% CaO, 7.75 wt% $Fe_2O_3$. The clay and the glass frit contained 70.82 wt% $SiO_2$ and $Al_2O_3$ 18.78 wt%, and 71.75 wt% $SiO_2$, 13.99 wt% CaO, 8.51 wt% $Na_2O$, respectively. After adding 10~40 wt% to the clay and sintering them at $1,000^{\circ}C$ or $1,100^{\circ}C$, the compressive strength of the sintered specimens showed $132.6{\sim}178.5kgf/cm^2$ or $581.2{\sim}793.7kgf/cm^2$, respectively. In case of SC46 with the addition 40 wt% of the dredged soil to the clay, the compressive strength ($793.7kgf/cm^2$) of specimen sintered at $1,100^{\circ}C$ was over 5 times higher than that at $1,000^{\circ}C$. The specimen mixed with 40 wt% of dredged soil, 60 wt% of clay and 1 wt% of glass frit satisfied the 1st grade standard for clay brick by KS L 4201. The results of all specimens by Korean Standard Leaching Test also satisfied the standard criteria.

Application of Non-hydrostatic Free Surface Model for Three-Dimensional Viscous Flows (비정수압 자유수면 모형의 3차원 점성 흐름에의 적용)

  • A horizontally curvilinear non-hydrostatic free surface model that was applicable to three-dimensional viscous flows was developed. The proposed model employed a top-layer equation to close kinematic free-surface boundary condition, and an isotropic k-${\varepsilon}$ model to close turbulence viscosity in the Reynolds averaged Navier-Stokes equation. The model solved the governing equations with a fractional step method, which solved intermediate velocities in the advection-diffusion step, and corrects these provisional velocities by accounting for source terms including pressure gradient and gravity acceleration. Numerical applications were implemented to the wind-driven currents in a two-dimensional closed basin, the flow in a steep-sided trench, and the flow in a strongly-curved channel accounting for secondary current by the centrifugal force. Through the numerical simulations, the model showed its capability that were in good agreement with experimental data with respect to free surface elevation, velocity, and turbulence characteristics.

Rolling Dynamic Response Analysis of Mobile Harbor Crane by Sea State 3 Wave Excitation (해상상태 3의 파고에 따른 모바일 하버 크레인의 롤링 동응답 해석)

  • In the sea-floating logistics port called mobile harbor a crane system with the different structure from the conventional above-ground container crane is installed. And, the dynamic stability of whole mobile harbor by the wave excitation is definitely affected by the crane positioned at the top. This paper is concerned with the dynamic rolling analysis of the mobile harbor subject to sea state 3 wave excitation, for which two-step analysis procedure composed of theoretical and numerical approaches is employed. First, the rigid rolling of mobile harbor is obtained according to the linear wave theory. And then, the dynamic rolling response of the flexible crane system caused by the rolling excitation of mobile harbor is analyzed by finite element analysis. The coupled interaction effect between the sea wave and the mobile harbor is taken into consideration by the added mass technique.

  • There are two different groups of vessels which have a duty to avoid the other vessel in the Collision Regulations; one is a vessel to keep out of the way and the other is a vessel not to impede the passage. The definition and duty of a vessel not to impede was clarified by IMO's adoption of rule 8(f) of 1972 COLREG in 1987 revision. However, the Korean government has not inserted rule 8(f) of 1972 COLREG into Korean national collision regulations to date and so the definition and application for a vessel not to impede has not been discussed in even academic circle. Recently Korean Supreme Court rendered a verdict on a collision case involved with a vessel not to impede. The writer expresses his view on the duty of a vessel not to impede and criticizes the Supreme Court's judgment, consulting with foreign scholar's article and the relevant IMO's papers.

  • A numerical model has been used for the prediction of wave agitations in a harbor which are induced by the intrusion and transformation of incident waves. Based on linear wave theory a mild-slope equation has been used. A partial absorbing boundary condition has been used on solid boundary. Functional has been derived following Chen and Mei(l974)'s technique based on Hybrid Element Method which uses finite discretisation in the inner region and analytical solution of Helmholtz equation in the outer region. Final simultaneous equation has been solved using the Gaussian Elimination Method. Helmholtz natural period and second peak period of seiche in Donghae Harbor coincide very well with the results from numerical calculation. Computed amplification factors show good agreement, especially when the reflection coefficient on solid boundary is 0.99, with those of measurements.
